MATERNAL DELIVERY AND INFANT EQUIPMENT REPLACEMENT PROJECT - CONGRESSIONALLY DIRECTED SPENDING WILL STRENGTHEN AND SUPPORT MAINE'S BIRTHING HOSPITALS, WILL ENSURE THE AVAILABILITY OF NECESSARY EQUIPMENT IN RURAL REGIONS, AND WILL IMPROVE BIRTH AND DELIVERY HEALTHCARE FOR MOTHERS AND INFANTS. NORTHERN LIGHT HEALTH’S (NLH) BIRTHING HOSPITALS SERVE PREDOMINANTLY RURAL COMMUNITIES AND DELIVER OVER 2,800 BABIES PER YEAR. NORTHERN LIGHT HEALTH (NLH) WILL REPLACE AND UPGRADE CRITICAL MATERNAL DELIVERY AND NEW INFANT EQUIPMENT IN ITS HOSPITALS AND WITHIN ITS NEONATAL INTENSIVE CARE UNIT. (NICU). NORTHERN LIGHT EASTERN MAINE MEDICAL CENTER’S (EMMC’S) NICU IN BANGOR, MAINE, SERVES MORE THAN HALF OF THE GEOGRAPHIC AREA OF THE STATE, AND IS THE ONLY NICU NORTH OF PORTLAND, ME. THE NICU HAS AN AVERAGE DAILY CENSUS OF 18 BABIES AND CARES FOR AN AVERAGE OF 450 CRITICALLY ILL BABIES PER YEAR, ALL OF WHOM REQUIRE SPECIALIZED EQUIPMENT TO REDUCE COSTLY LONG-TERM MORBIDITIES AND TRAGIC MORTALITIES. CPF/CDS FUNDING WILL BE USED TO REPLACE MATERNAL DELIVERY AND INFANT EQUIPMENT THAT IS AT END OF LIFE AND INSTALL NEEDED BIRTHING EQUIPMENT IN FIVE NORTHERN LIGHT HEALTH HOSPITALS. THIS PROJECT MEETS A VITAL NEED FOR MAINE COMMUNITIES AS ONGOING ECONOMIC PRESSURES, PARTICULARLY IN RURAL AREAS, HAVE RESULTED IN THE CLOSURE OF MANY BIRTHING UNITS. THIS HAS PLACED HIGHER DEMAND ON THE REMAINING BIRTHING HOSPITALS AND HAS INCREASED NEEDS AND RESPONSIBILITIES FOR NON-BIRTHING CENTERS. APPROPRIATE EQUIPMENT AND CARE CAN INCREASE SURVIVORSHIP, DECREASE MORBIDITIES, AND HAVE A SIGNIFICANT POSITIVE IMPACT FOR WOMEN, INFANTS, FAMILIES, AND COMMUNITIES.

AREA THAT WILL BE POSITIVELY IMPACTED BY THIS PROJECT SPANS NINE MAINE COUNTIES IN NBRC REGION: AROOSTOOK, HANCOCK, WASHINGTON, KNOX, PISCATAQUIS, PENOBSCOT, SOMERSET, KENNEBEC, AND WALDO. FOCUS AREA : THIS PROJECT ADDRESSES THE SIGNI FICANT NEED FOR RESPIRATORY THERAPY SERVICES IN MAINE'S RURAL NORTHERN BORDER COMMUNITIES. SIGNED MOU HEALTHCARE & HEALTHCARE EDUCATION CONSORTIUM PARTNERS: NORTHERN LIGHT (NL) EASTERN MAINE MEDICAL CENTER, NL A.R. GOULD HOSPITAL, NL BLUE HILL HOSPITAL, NL C.A. DEAN HOSPITAL, NL INLAND HOSPITAL, NL MAYO HOSPITAL, NL MAINE COAST HOSPITAL, NL SEBASTICOOK VALLEY HOSPITAL, NORTHERN LIGHT HEALTH (NLH), KENNEBEC VALLEY COMMUNITY COLLEGE (KVCC), NORTHERN MAINE COMMUNITY COLLEGE (NMCC). SUBMISSION OF THIS APPLICATION (INCL. ATTACHMENT 6) SERVES AS AN ATTESTATION THAT AT LEAST 66% OF CONSORTIUM MEMBERS ARE LOCATED IN A HRSA DESIGNATED RURAL AREA. PROJECT ACTIVITIES: RNMRTP WILL RECRUIT INDIVIDUALS TO PARTICIPATE IN TRAINING TO BECOME RRTS. PARTICIPANTS WILL RECEIVE SUPPORT IN ACCESSING RT EDUCATION AT KVCC'S COARC ACCREDITED PROGRAM. PARTICIPATING NETWORK ORGANIZATIONS WILL RECEIVE HELP TO PARTICIPATE IN OR TO DEVELOP AN “EARN TO LEARN” PROGRAM WHEREIN EXISTING OR NEW EMPLOYEES CAN RECEIVE AN EDUCATION WHILE MAINTAINING EMPLOYMENT WITHIN THE HEALTH CARE ORGANIZATION. PARTICIPATING STUDENTS WILL BE SUPPORTED BY A STUDENT SUCCESS NAVIGATOR (SSN) TO ADDRESS & OVERCOME BARRIERS TO THEIR EDUCATION. OUTCOMES: INCREASED # OF RRTS AND RT SERVICES IN SERVICE AREA. INCREASED EFFICIENCIES IN RURAL HEALTHCARE. INCREASED RNMRTP SUSTAINABILITY. CAPACITY TO SERVE UNDERSERVED POPULATIONS: ALL 11 RNMRTP PARTNERS HAVE SIGNED THE MOU & HAVE FORMAL & INFORMAL PARTNERSHIPS.
