THE MAINE COALITION TO END DOMESTIC VIOLENCE (MCEDV) MOBILIZES COLLABORATIVE COMMUNITY ACTION WITH AND ON BEHALF OF A STATEWIDE NETWORK OF DOMESTIC VIOLENCE RESOURCE CENTERS TO ENSURE THAT ALL PEOPLE AFFECTED BY DOMESTIC ABUSE AND VIOLENCE IN MAINE ARE RESTORED TO SAFETY AND THAT PERPETRATORS ARE HELD ACCOUNTABLE. MCEDV BUILDS PARTNERSHIPS THAT PROMOTE PUBLIC POLICY, EDUCATION, AND SYSTEMS ADVOCACY TO CREATE AND ENCOURAGE A SOCIAL, POLITICAL, AND ECONOMIC ENVIRONMENT THAT FOSTERS COMMUNITIES WHERE THE DIVERSITY, DIGNITY AND CONTRIBUTIONS OF ALL ARE RESPECTED AND CELEBRATED, AND DOMESTIC ABUSE AND VIOLENCE NO LONGER EXIST.

IN ADDITION TO USING GRANT FUNDS FOR THE ELIGIBLE COSTS DESCRIBED ABOVE, RECIPIENTS AND SUBRECIPIENTS IN CONTINUUMS OF CARE DESIGNATED AS HIGH PERFORMING COMMUNITIES MAY ALSO USE GRANT FUNDS TO PROVIDE HOUSING RELOCATION AND STABILIZATION SERVICES AND SHORT- AND/OR MEDIUM-TERM RENTAL ASSISTANCE TO INDIVIDUALS AND FAMILIES AT RISK OF HOMELESSNESS AS SET FORTH IN 24 CFR 576.103 AND 24 CFR 576.104, IF NECESSARY TO PREVENT THE INDIVIDUAL OR FAMILY FROM BECOMING HOMELESS. THIS VICTIM SERVICE PROJECT ADDRESSES THE FOLLOWING PURPOSE AREAS: 1 AND 3 FOR AROOSTOOK, HANCOCK, KENNEBEC, KNOX, LINCOLN, SOMERSET, WALDO, AND WASHINGTON COUNTIES IN MAINE. SPECIFIC ACTIVITIES WILL INCLUDE: 1) EMPLOYING FOUR ADVOCATES CO-LOCATED BETWEEN DOMESTIC VIOLENCE ORGANIZATIONS AND CHILD PROTECTION AGENCIES; 2) PROVIDING DIRECT SERVICES TO DOMESTIC VIOLENCE VICTIMS ENGAGED WITH CHILDREN PROTECTIVE SERVICES (CPS); 3) COLLABORATING WITH CPS SUPERVISORS BY ASSIGNING A SUPERVISOR ON EACH DV-CPS LIAISON TEAM; 4) EMPLOYING A MCEDV PROGRAM COORDINATOR TO ENSURE GRANT ACTIVITIES ARE OCCURRING AND PROVIDE REGULAR TECHNICAL ASSISTANCE TO LOCAL ORGANIZATIONS AND CPS AGENCIES; 5) ENHANCING DOMESTIC VIOLENCE (DV) OFFENDER ACCOUNTABILITY BY MAKING REFERRALS TO CERTIFIED DOMESTIC VIOLENCE INTERVENTION PROGRAMS IN PARTNERSHIP WITH OCFS; 6) PARTICIPATING IN STATEWIDE CITIZEN OVERSIGHT COMMUNITIES AND MULTI-DISCIPLINARY PANELS TO INCREASE COLLABORATION REGARDING DV AND CHILD WELFARE; 7) ENCOURAGING COLLABORATION AMONG DVRCS AND TRIBAL DOMESTIC AND SEXUAL VIOLENCE ADVOCACY CENTERS; AND 8) ENSURING PEOPLE WITH LIMITED ENGLISH PROFICIENCY IN RURAL MAINE HAVE ACCESS TO PROGRAMS AND ACTIVITIES. THE OVW STATE AND TERRITORY DOMESTIC VIOLENCE AND SEXUAL ASSAULT COALITIONS PROGRAM, AUTHORIZED BY 34 U.S.C. § 10441(C), SUPPORTS THE CRITICAL WORK OF STATE AND TERRITORY DOMESTIC VIOLENCE AND SEXUAL ASSAULT COALITIONS AND IS A SET-ASIDE PROGRAM UNDER THE OVW STOP VIOLENCE AGAINST WOMEN FORMULA GRANT PROGRAM STATUTE. THESE ORGANIZATIONS PLAY AN IMPORTANT ROLE IN ADVANCING THE GOAL OF ENDING DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING. GRANT FUNDS MAY BE USED FOR THE FOLLOWING ACTIVITIES: PROVIDING TRAINING AND TECHNICAL ASSISTANCE TO MEMBER ORGANIZATIONS, EXPANDING THE TECHNOLOGICAL CAPACITY OF COALITIONS AND/OR MEMBER ORGANIZATIONS, DEVELOPING OR ENHANCING APPROPRIATE STANDARDS OF SERVICES FOR MEMBER PROGRAMS, INCLUDING CULTURALLY APPROPRIATE SERVICES FOR UNDERSERVED POPULATIONS, CONDUCTING STATEWIDE, REGIONAL AND/OR COMMUNITY-BASED MEETINGS OR WORKSHOPS FOR VICTIM ADVOCATES, SURVIVORS, LEGAL SERVICE PROVIDERS, AND CRIMINAL JUSTICE REPRESENTATIVES, BRINGING LOCAL PROGRAMS TOGETHER TO IDENTIFY GAPS IN SERVICES AND TO COORDINATE ACTIVITIES, INCREASING THE REPRESENTATION OF UNDERSERVED POPULATIONS IN COORDINATION ACTIVITIES, ENGAGING IN ACTIVITIES THAT PROMOTE COALITION-BUILDING AT THE LOCAL AND/OR STATE LEVEL, OR COORDINATING AT THE FEDERAL, STATE AND TERRITORY LEVEL WITH JUDICIAL OR LOCAL LAW ENFORCEMENT AGENCIES TO DEVELOP OR ENHANCE STRATEGIES.
