TREAMENT PROGRAM EXPANSION - MILESTONE RECOVERY, A PORTLAND, MAINE BASED NONPROFIT ORGANIZATION, SEEKS SAMHSA FUNDING TO EXPAND THE CAPACITY OF ITS MEDICALLY-MONITORED WITHDRAWAL PROGRAM FOR SUBSTANCE USE DISORDERS FROM 16 BEDS TO 24, AND TO ESTABLISH AN OUTPATIENT TREATMENT PROGRAM. THE MEDICALLY-MONITORED WITHDRAWAL PROGRAM IS A 3-7 DAY RESIDENTIAL PROGRAM EMPLOYS BEST-PRACTICE MEDICATION TREATMENT TO HELP CLIENTS NAVIGATE THE ACUTE SYMPTOMS OF WITHDRAWAL FROM ADDICTIVE SUBSTANCES (INCLUDING ALCOHOL, OPIOIDS, COCAINE, AND BENZODIAZEPINES) WHILE ALSO OFFERING COUNSELING TO HELP CLIENTS IDENTIFY AND ACCESS RESOURCES FOR THE NEXT STAGE OF THEIR COMMUNITY-BASED RECOVERY. THE NEW OUTPATIENT PROGRAM WILL HELP STRENGTHEN OUTCOMES FOR CLIENTS BY PROVIDING COMMUNITY-BASED MEDICAL SUPPORT FOR CLIENTS COMPLETING THE WITHDRAWAL PROGRAM, OR FOR THOSE WHO ARE UNABLE TO ATTEND A RESIDENTIAL PROGRAM BECAUSE OF FAMILY OR WORK COMMITMENTS. THE ONLY SUCH FACILITY IN SOUTHERN MAINE THAT PROVIDES SERVICES TO MAINE RESIDENTS STRUGGLING WITH SUBSTANCE USE DISORDERS WHO ARE UNINSURED OR RELY ON MEDICAID INSURANCE, MILESTONE’S PROGRAM PRIMARILY SERVES LOW-INCOME AND VERY-LOW INCOME INDIVIDUALS. INDEED, FULLY 84% OF CLIENTS IN THE PROGRAM RELY ON MEDICAID FOR HEALTH INSURANCE, AND AN ADDITIONAL 12.5% HAVE NO INSURANCE, MEANING ONLY 3.5% OF CLIENTS HAVE ACCESS TO PRIVATE INSURANCE. OVER 40% OF CLIENTS ARE EXPERIENCING HOMELESSNESS AT THE TIME OF ADMISSION. THE GOAL OF EXPANDING THE CAPACITY OF THE DETOX PROGRAM IS TO SERVE AS MANY CLIENTS AS POSSIBLE. THE EXPANDED PROGRAM WILL RECORD AN ESTIMATED 1,460 ADMISSIONS EACH YEAR, SERVING AN ESTIMATED 1,250 UNIQUE CLIENTS. THE OUTPATIENT PROGRAM, MEANWHILE, IS SUSPECTED TO SERVE APPROXIMATELY 22 CLIENTS PER YEAR. THE EXPANSION OF THE PROGRAM WILL NECESSITATE THE LEASE AND RENOVATION OF A NEW FACILITY FUNDED WITH NON-SAMHSA FUNDS, AS WELL AS HIRING OF NEW NURSING AND COUNSELING STAFF TO BE FUNDED WITH SAMHSA FUNDS FOR THE FIRST YEAR. AFTER THE FIRST YEAR OF OPERATIONS, THE PROGRAM IS PROJECTED TO REACH SUSTAINABILITY BASED ON MEDICAID SERVICE REIMBURSEMENTS AND AN EXISTING CONTRACT WITH MAINE’S OFFICE OF BEHAVIORAL HEALTH.
