PURPOSE/SCOPE:THE PURPOSE OF THIS PROJECT IS CONSTRUCTION OF A 36,000 SF STEAM BUILDING ON THE CHAMPLAIN COLLEGE CAMPUS, TO INCLUDE CLASSROOMS, LABS, FACULTY OFFICES, COLLABORATIVE MEETING SPACE, AND STUDENT STUDY/LOUNGE. THE NEW STEAM BUILDING WILL BROADEN PORTFOLIO OF STEAM DEGREES AND ADD NEW FUTURE-FOCUSED PROGRAMS IN HEALTH AND THE BIO-LIFE SCIENCES. IT ALSO ENHANCES CHAMPLAIN COLLEGE'S ABILITY TO UNLOCK NEW TEACHING AND RESEARCH POSSIBILITIES AND DRAW A MORE DIVERSE POPULATION OF TALENT TO BURLINGTON WHILE PROVIDING ACCESS TO HIGH OPPORTUNITY CAREERS IN FIELDS WHERE THE NATIONAL WORKFORCE IS LOOKING FOR TALENTED AND HIGHLY TRAINED PROFESSIONALS.ACTIVITIES TO BE PERFORMED:THE MAIN ACTIVITY OF THE PROJECT IS THE COMPLETION OF THE NEW STEAM BUILDING ON THE HILL CAMPUS. SEVERAL ACTIVITIES FOR THE PROJECT HAVE EITHER BEEN COMPLETED OR ARE IN PROCESS WITH OTHERS THAT WILL BE COMPLETED DURING THE PERIOD OF PERFORMANCE. THESE INCLUDE PLANNING, TESTING AND REVIEW, ARCHITECTURAL AND DESIGN, CONSTRUCTION, AND GRAND OPENING.EXPECTED OUTCOMES:OUTCOMES INCLUDE A COMPLETED NEW STEAM BUILDING, RENOVATIONS OF THE LAKESIDE CAMPUS, AND RENOVATIONS OF SELECTED BUILDINGS ON OUR HILL CAMPUS (TO INCLUDE MOVING DISPLACED OFFICES OF PERSONNEL, RENOVATING SPACES WITH OPPORTUNITY AND POTENTIAL AFTER VACANCIES CREATED BY MOVEMENT TO THE NEW BUILDING). A SECOND OUTCOME IS CHAMPLAIN'S ABILITY TO BRING NEW MAJORS TO MARKET IN THE BIO-LIFE SCIENCES, SUCH AS MAJORS IN APPLIED BIOLOGY, BIOTECH, AND OTHER INTERDISCIPLINARY MAJORS. THESE MAJORS WILL IMPACT CHAMPLAIN'S ABILITY TO INCREASE ENROLLMENT, PROVIDE ACCESS TO A MORE DIVERSE STUDENT BODY, AND SERVE EXPRESSED NEED IN THE STATE AND NATIONAL WORKFORCE. AN ADDITIONAL OUTCOME OF STATE-OF-THE-ART FACILITIES IS THE INCREASED ABILITY TO ENGAGE IN APPLIED RESEARCH. A FINAL OUTCOME WE EXPECT IS A STRENGTHENED ABILITY TO IMPACT THE STATE OF VERMONT. A RECENT ECONOMIC IMPACT STUDY ILLUSTRATED CHAMPLAIN'S DEEP IMPACT OF OVER $176M ANNUAL IMPACT WITH AN ADDITIONAL $270M IN ALUMNI-OWNED BUSINESS REVENUE.INTENDED BENEFICIARIES:CHAMPLAIN EXPECTS TO IMPACT SEVERAL GROUPS OF INTENDED BENEFICIARIES WITH THIS NEW STEAM BUILDING. THESE INCLUDE: STUDENTS: THE NEW BUILDING WILL AFFORD BOTH CURRENT AND NEW STUDENTS THE OPPORTUNITY TO STUDY IN A STATE-OF-THE-ART FACILITY WITH CUTTING-EDGE TEACHING LABORATORIES. NEW MAJORS WE WILL BE ABLE TO DEVELOP AS A RESULT WILL LEAD TO GREATER ACCESS TO MORE GROUPS SUCH AS WOMEN SEEKING TO STUDY CYBER SECURITY OR OTHER TECH FIELDS. THE CHAMPLAIN COLLEGE CYBER CONSULTATION EXPANSION (CCE) PROJECT WILL UTILIZE CURRENTLY EMPLOYED AND NEWLY HIRED STUDENTS THROUGHOUT THE SPRING, FALL, AND SUMMER TERMS AT THE CHAMPLAIN COLLEGE LEAHY CENTER FOR DIGITAL INVESTIGATION TO ASSESS AND HELP PROTECT THE DATA OF UP TO 30 NEW CLIENTS THROUGHOUT VERMONT OVER THE NEXT 36 MONTHS. CHAMPLAIN COLLEGE’S LEAHY CENTER WILL USE THIS FUNDING TO WORK WITH STATEWIDE AND LOCAL ORGANIZATIONS SUCH AS MUNICIPALITIES, SCHOOLS, NONPROFITS, AND SMALL BUSINESSES WITH THE MISSION OF REDUCING THEIR RISK OF DATA BREACHES AND EXPOSURE TO CYBERTHREATS WHILE ALSO TRAINING THE NEXT GENERATION OF CYBERSECURITY PROFESSIONALS. THROUGHOUT THE NATION, THE FREQUENCY OF CYBERATTACKS IS ON THE RISE. BUDGET-CONSTRAINED ORGANIZATIONS LIKE MUNICIPALITIES, SCHOOL DISTRICTS, NONPROFITS, AND SMALL BUSINESSES ARE UNPREPARED AND UNDERFUNDED TO KEEP PACE WITH THESE THREATS, WHICH LEADS TO MORE SUCCESSFUL ATTACKS THAT RESULT IN THE EXPOSURE, EXPLOITATION, AND COSTLY RECOVERY OF VALUABLE INFORMATION. THESE ATTACKS RANGE FROM ILLICIT GRADE CHANGES BY STUDENTS TO FRAUDULENT BANK TRANSFERS TO RANSOMWARE BREACHES WHERE THE ATTACKERS GET TO NAME THEIR PRICE FOR A DECRYPTION KEY. FOR MANY SMALL DEPARTMENTS AND AGENCIES, THE CYBERSECURITY SYSTEMS, PRACTICES, AND POLICIES WERE SET YEARS AGO AND ARE CONTAINED IN LEGACY SYSTEMS THAT ARE KNOWN TO CONTAIN NUMEROUS VULNERABILITIES. ADDITIONALLY, THESE SMALL ORGANIZATIONS DO NOT HAVE THE BUDGETS TO HIRE AND MAINTAIN CYBERSECURITY COMPANIES OR PROFESSIONALS TO PROTECT THE DATA THEY HOUSE. EVEN FOR THOSE ENTITIES WITH LARGER BUDGETS, THE NATIONWIDE SUPPLY OF CYBERSECURITY EXPERTS FALLS FAR SHORT OF THE DEMAND MAKING IT DIFFICULT TO FIND AND HIRE SUCH TALENT. CORE TO THE MISSION OF THE CCE PROJECT IS PREPARING FUTURE GENERATIONS OF CYBERSECURITY EXPERTS FOR THIS EXPONENTIAL GROWTH INDUSTRY. FURTHER, IT IS CRITICAL TO THE VERMONT ECONOMY TO ATTRACT STUDENTS TO STAY IN VERMONT POST-GRADUATION, AS WE DEEPEN OUR CYBERSECURITY ROOTS IN VERMONT. UTILIZING TEAMS OF STUDENTS LED BY EXPERT CYBERSECURITY FACULTY AND STAFF, THE LEAHY CENTER WILL ASSESS RISKS AND VULNERABILITIES, MAKE RECOMMENDATIONS, AND HELP IMPLEMENT NECESSARY CHANGES TO ENSURE THE SECURITY OF THESE ORGANIZATIONS AND THE VALUABLE DATA THEY ARE ENTRUSTED TO PROTECT AND PROVIDE VALUABLE TRAINING TO THE NATION’S FUTURE CYBERSECURITY PROFESSIONALS IN THE PROCESS. COLLABORATIVE RESEARCH: EPIIC: DEVELOPING EMERGING TECHNOLOGY ECOSYSTEM PARTNERSHIPS FOR PRIMARILY UNDERGRADUATE INSTITUTIONS -THIS IS A COLLABORATIVE PROJECT ACROSS THE FOLLOWING INSTITUTIONS: CHAMPLAIN COLLEGE, CHRISTOPHER NEWPORT UNIVERSITY, AND WESTERN OREGON UNIVERSITY. THE ENABLING PARTNERSHIPS TO INCREASE INNOVATION CAPACITY AWARD IS FOCUSED ON BUILDING THE CAPACITY OF THREE PRIMARILY UNDERGRADUATE INSTITUTIONS (PUIS) TO SUSTAINABLY INCREASE THE NUMBER OF PARTNERSHIPS TO DRIVE WORKFORCE DEVELOPMENT AND RESEARCH PROJECTS BETWEEN FACULTY AND STUDENTS, INDUSTRY, AND INSTITUTIONS OF HIGHER EDUCATION (IHES). THE PROJECT COHORT IS COLLABORATING TO LEARN, SHARE, AND APPLY THE EXPERTISE NEEDED TO MOVE TOWARD A MODEL FOR DEVELOPING AND MAINTAINING EXTERNAL PARTNERSHIPS. THE GEOGRAPHICAL DISTRIBUTION OF THE COHORT ALLOWS FOR BROADENED PARTICIPATION IN EMERGING-TECHNOLOGY INNOVATION ECOSYSTEMS IN THREE REGIONS OF THE CONTINENTAL U.S.: MID-ATLANTIC, NEW ENGLAND, AND PACIFIC NORTHWEST. THEIR CAPACITY-BUILDING EFFORTS WILL INCREASE THE NUMBER OF UNDERGRADUATE STUDENTS WHO ENGAGE IN HANDS-ON LEARNING AND CAREER PREPARATION OPPORTUNITIES AS PART OF THE COLLEGE EXPERIENCE (E.G., INTERNSHIPS, INDUSTRY RESEARCH) IN THE EMERGING TECHNOLOGY INDUSTRIES BEING TARGETED, WHICH INCLUDE DATA SCIENCE, ARTIFICIAL INTELLIGENCE, AND BIOTECHNOLOGY. THE COHORT INSTITUTIONS WILL COLLECTIVELY IDENTIFY BEST PRACTICES FROM OTHER SUCCESSFUL MODEL INSTITUTIONS, SHARE LEARNED EXPERTISE, AND CREATE AND EXPAND UPON A CENTRALIZED ORGANIZATIONAL STRUCTURE AT EACH INSTITUTION. ADDITIONALLY, THEY WILL ORGANIZE AND PILOT INDUSTRY PARTNERSHIPS TO FIND SUSTAINABLE PARTNERSHIP MODELS AND WORK TO IMPROVE THE INFRASTRUCTURE NECESSARY TO APPLY FOR FURTHER FUNDING TO SUSTAIN THESE EFFORTS BEYOND THE TIMEFRAME OF THE PROJECT. EACH OF THE INSTITUTIONS WILL PROVIDE WORKFORCE DEVELOPMENT AND FOSTER FUTURE REGIONAL ECONOMIC PROSPERITY BY CREATING INTENTIONAL EDUCATIONAL OPPORTUNITIES FOR THEIR COMMUNITY MEMBERS AND GENERATE A SYSTEM OF SHARED OPPORTUNITIES BETWEEN ACADEMIC INSTITUTIONS AND INDUSTRY. BY LEVERAGING EXISTING SUPPORT PROGRAMS, THIS PROJECT WILL ALSO CREATE NEW OPPORTUNITIES FOR STUDENTS FROM DIVERSE BACKGROUNDS, INCLUDING STUDENTS WITH HISTORICALLY UNDERREPRESENTED IDENTITIES IN STEM FIELDS (E.G., FIRST GENERATION, MINORITY POPULATIONS, WOMEN, AND NONTRADITIONAL AGE STUDENTS). THE COHORT WILL DISSEMINATE AND SHARE BEST PRACTICES AND MODELS FOR ESTABLISHING AND MAINTAINING PARTNERSHIPS WITH OTHER PUIS AND IHES, WITH THE INTENT OF HELPING THEM STRENGTHEN THEIR CAPACITY FOR SUSTAINABLE INDUSTRY AND RESEARCH PARTNERSHIPS, IMPROVE WORKFORCE PIPELINES IN EMERGING TECHNOLOGY FIELDS, AND INCREASE INVOLVEMENT IN LOCAL TECHNOLOGY ECOSYSTEMS.
