TO THIS END, THE NATIONAL INSTITUTE ON AGING (NIA) HAS ESTABLISHED FOUR LONGEVITY TRANSLATIONAL PROJECTS WORKING TO IDENTIFY GENETIC AND OTHER MOLECULAR SIGNATURES OF LONG LIFE AND RESILIENCE TO AGE-RELATED DISEASES IN HUMANS AND NON-HUMAN SPECIES. EMPLOYING TEAM SCIENCE APPROACHES TO ASSEMBLE THE COMPLEMENTARY APPROACHES AND EXPERTISE OF THE DOZENS OF RESEARCHERS ACROSS THIS NETWORK PRESENTS A POWERFUL OPPORTUNITY TO EXTEND AND INTEGRATE THIS WORK BY AGGREGATING RESOURCES AND KNOWLEDGE ACROSS DOMAINS, INCLUDING ALZHEIMER’S AND RELATED DEMENTIAS. THE NCI DIVISION OF CANCER BIOLOGY (DCB) HAS CREATED MULTIPLE CONSORTIA COMPRISING INTERDISCIPLINARY COMMUNITIES OF SCIENTISTS WHO AIM TO INTEGRATE APPROACHES, DATA, AND TOOLS TO ADDRESS IMPORTANT QUESTIONS IN BASIC AND TRANSLATIONAL CANCER RESEARCH. THE MULTI-CONSORTIA COORDINATING (MC2) CENTER FOR CANCER BIOLOGY WILL WORK ACROSS PROGRAMS TO MOTIVATE ENGAGEMENT AND COLLABORATION, SUPPORT RESOURCE SHARING, AND DISSEMINATE KNOWLEDGE AND RESOURCES TO THE BROADER SCIENTIFIC COMMUNITY. THE MC2 CENTER WILL OPERATE THROUGH THREE HUBS. THE COLLABORATION HUB WILL USE EVIDENCE-BASED STRATEGIES TO CATALYZE INTERACTIONS AND NEW COLLABORATIONS. AN EVALUATION FRAMEWORK WILL BE DEVELOPED WITH QUANTITATIVE AND QUALITATIVE METRICS TO ENSURE THE CENTER CONTINUOUSLY IMPROVES ITS IMPACT. TO FACILITATE SHARING OF RESOURCES FROM DCB PROGRAMS, THE RESOURCE COORDINATION HUB WILL ENSURE ALL RESOURCES ARE FINDABLE, ACCESSIBLE, INTEROPERABLE AND REUSABLE (FAIR); IT WILL IDENTIFY OR DEVELOP OPEN AND FAIR STANDARDS AND BEST PRACTICES; PROVIDE TRAINING ON HOW TO IMPLEMENT THESE STANDARDS AND PRACTICES IN THE CANCER RESEARCH COMMUNITY; AND PROVIDE TOOLING AND INTERFACES TO FACILITATE RESOURCE SHARING, CURATION, AND DEPOSITION IN PUBLIC REPOSITORIES. FINALLY, THE OUTREACH HUB WILL ENHANCE DISSEMINATION OF KNOWLEDGE AND RESOURCES THROUGH TRAINING MATERIALS TO MAXIMIZE UTILIZATION OF TOOLS AND SHORT COURSES AND WORKSHOPS THAT BRING CONCEPTS AND RESOURCES FROM ACROSS THE DCB PROGRAMS TOGETHER, ENABLING THE BROADER COMMUNITY TO EXPERIENCE THE POWER OF AN INTEGRATIVE INTERDISCIPLINARY APPROACH TO CANCER. COMMUNITIES IN THE PROJECT AREA ARE PAYING HIGHER PRICES FOR SUBSTANDARD INTERNET SPEEDS ON LEGACY FACILITIES LIKE COPPER AND A PATCHWORK OF OVERLAPPING CABLE SERVICE IN A FEW AREAS. THE PROJECT WILL BE THE FIRST PURPOSE BUILT, DEDICATED FIBER MIDDLE MILE ROUTE TO INTERCONNECT EACH OF THE COMMUNITIES ON THE ROUTE. ONCE COMPLETE, SYRINGA NETWORKS INTENDS TO HELP FACILITATE THE BUILD OUT OF LAST MILE LATERALS TO PROVIDE SERVICES TO ADDITIONAL HOMES AND BUSINESSES. THIS WILL BE ACCOMPLISHED BY SYRINGA NETWORKS EXTENDING ITS OWN FIBER FACILITIES BY OFFERING INTERCONNECTION POINTS ON A CARRIER-NEUTRAL BASIS TO INTERNET SERVICE PROVIDERS TO MAKE LAST MILE CONNECTIONS TO THE NETWORK. A 76-MILE ROUTE THROUGH EIGHT RURAL CITIES TO BENEFIT MORE THAN 31,000 PEOPLE IN THE COMMUNITIES OF NOTUS, PARMA, WILDER, MELBAAND BOWMONT IN CANYON COUNTY, HOMEDALE, MARSING, GIVENS HOT SPRINGS AND WALTERS FERRY IN OWYHEE COUNTY AND KUNA IN ADA COUNTY; 2. AN INCREASE IN AVAILABILITY OF BANDWIDTH SINCE MOST OF THE PROJECT AREA HAS LITTLE TO NO FIBER-BASED MIDDLE MILE INFRASTRUCTURE IN PLACE; 3. OPEN-ACCESS AND NON-DISCRIMINATORY SERVICE OFFERINGS THAT WILL RESULT IN A LOWER MIDDLE MILE COST FOR INCUMBENT CARRIERS AND LAST-MILE PROVIDERS WHICH FLOW TO SAVINGS FOR END-USERS; 4. THE MEANS TO CONNECT CRITICAL NATIONAL INFRASTRUCTURE SUCH AS THE POWER GRID AND COMMUNICATIONS TOWERS TO A MODERN HIGH-CAPACITY AND RESILIENT FIBER NETWORK; 5. INTERNET EQUITY AND ACCESS, AS WELL AS JUMP STARTING ECONOMIC DEVELOPMENT IN THE AREA. INTENDED BENEFICIARIES: BENEFICIARIES OF THE PROPOSED PROJECT ARE COMMUNITIES OF NOTUS, PARMA, WILDER, HOMEDALE, MARSING, GIVENS HOT SPRINGS, WALTERS FERRY, MELBA, BOWMONT AND KUNA THAT RESIDE WITHING CANYON COUNTY, OWYHEE COUNTY, AND ADA COUNTY IN WESTERN IDAHO.THE FOCUS OF THE PROPOSED SERVICE AREA ARE RURAL, UNSERVED, AND UNDERSERVED AREAS OF OWYHEE COUNTY AND ADJACENT CENSUS BLOCKS OF ADA AND CANYON COUNTIES THAT ARE SIMILARLY SITUATED. FOR EXAMPLE, OWYHEE COUNTY HAS A POPULATION OF 12,336 IN AN AREA OF 7,668 SQUARE MILES (ABOUT TWICE THE AREA OF CONNECTICUT), INDICATING HIGH RURALITY WITH A POPULATION PER SQUARE MILE OF 1.6. ADDITIONALLY, OWYHEE COUNTY HAS A MEDIAN HOUSEHOLD INCOME OF $48,601 (AS COMPARED TO US MEDIAN INCOME OF $64,994). FURTHERMORE, CENSUS BUREAU 2020 REPORTS HOUSEHOLDS WITH A BROADBAND INTERNET SUBSCRIPTION PERCENT FOR OWYHEE COUNTY OF 76.9% VS. 85.2% US BROADBAND SUBSCRIPTION. OVERALL, RURAL, LOW WEALTH, LOW BROADBAND ADOPTION COMMUNITIES WILL BENEFIT FROM THE PROPOSED PROJECT BY ESTABLISHING LOWER MIDDLE MILE COSTS FOR INCUMBENT CARRIERS AND LAST-MILE PROVIDERS WHICH WILL CREATE SAVINGS FOR THE END-USERS. ALSO, MORE THAN 330 ANCHOR INSTITUTIONS AND BUSINESSES WITHIN 1000 FEET OF THE PLANNED ROUTE WILL BENEFIT BECAUSE THE INFRASTRUCTURE WILL CONNECT TO EXISTING SYRINGA NETWORKS NODES IN CALDWELL AND KUNA, IDAHO PROVIDING RINGED ACCESS TO A 100GBPS RESILIENT SYMMETRICAL, LOW LATENCY NETWORK. UNFORTUNATELY DETECTING FALLS OR ASSESSING FALL RISK AMONG PERSONS LIVING WITH DEMENTIA (PLWD) CAN BE CHALLENGING DUE TO DIFFICULTIES IN COLLECTING SELF-REPORTED INFORMATION OR COMMUNICATING FUNCTIONAL TEST INSTRUCTIONS. THE PROPOSED PROJECT WILL DEVELOP AND TEST AN AUTOMATED FALL DETECTION SYSTEM USING ULTRA WIDEBAND (UWB) BAND TECHNOLOGY. THE ADVANTAGE OF UWB, ALONG WITH WELL-ESTABLISHED ACCELEROMETER AND GYROSCOPE TECHNOLOGY, IS THAT IT PRODUCES A MORE PRECISE RESOLUTION (5-10CM) THAN BLUETOOTH (1-5M) OR WI-FI (5-10M). UWB’S REAL-TIME LOCATION TRACKING CAPACITY CAN ENHANCE FALL DETECTION ACCURACY AND CONTEXT, AND WITH A CALL ALERT SYSTEM REDUCE RESPONSE TIME. IN ADDITION, THE PROPOSED SYSTEM WILL COLLECT RICH MOBILITY DATA TO ENABLE THE DETECTION OF MOBILITY-RELATED FALL RISK (E.G., CHANGES IN GAIT AND BALANCE). THUS, IF SUCCESSFUL, THE PROPOSED SYSTEM IS EXPECTED TO SIMPLIFY AND ENHANCE MOBILITY-BASED FALL RISK, FALL DETECTION, AND QUICKLY SEND ALERTS FOR PLWD. BUILDING ON PRIOR WORK TO DEVELOP A FALL DETECTION SYSTEM PROTOTYPE, THIS FAST-TRACK APPLICATION PROPOSES TWO PHASES MOVING FROM LAB STUDIES TO REAL-WORLD APPLICATIONS. PHASE 1 WILL TEST THE ABILITY OF THEORA® 360, A NOVEL FALL DETECTION SYSTEM, TO DETECT SIMULATED FALLS IN A LABORATORY SETTING, WHETHER SENSOR LOCATION MAKES A DIFFERENCE IN FALL DETECTION ACCURACY AND INITIAL USER FEEDBACK. MILESTONES TO PROCEED TO THE NEXT PHASE ARE 90% SENSITIVITY AND 90% SPECIFICITY IN FALL DETECTION IN A LABORATORY SETTING AND CODIFICATION OF PROTOCOLS, PRELIMINARY ALGORITHMS, AND DATA PLATFORMS FOR 3D LOCATION PROCESSING, MOTION SENSING/ CATEGORIZATION, AND FALL DETECTION. PHASE 2 WILL ASSESS THEORA® 360’S ABILITY TO DETECT MOBILITY-BASED FALLS AMONG PLWD AND TO PREDICT CHANGES IN FALL RISK OVER TIME IN 60 CARE-RECIPIENT-CAREGIVER DYADS LIVING AT HOME. USING A PREVIOUSLY ESTABLISHED NEURAL NETWORK, CHANGES IN OVERALL MOBILITY, GAIT CHARACTERISTICS, AND DAILY ROUTINES WILL BE OBSERVED TO DEVELOP ALGORITHMS FOR ACTIVITY MODELING AND RISK PROFILING. FEEDBACK ON TECHNOLOGY USE AND USER SATISFACTION INCLUDING RECOMMENDATIONS FOR SOLUTION IMPROVEMENT WILL BE OBTAINED THROUGH TECHNOLOGY RECORDS, USABILITY SURVEYS, AND INTERVIEWS AT THE END OF THE STUDY. THE COMMERCIAL POTENTIAL OF THIS TECHNOLOGY IS VAST, WITH INITIAL APPLICATIONS IN INDUSTRIES REQUIRING ROBUST SENSOR NETWORKS, SUCH AS WAREHOUSING, HEALTHCARE, AND RETAIL. THIS PROJECT AIMS TO REINFORCE THE UNITED STATES' LEADERSHIP IN SEMICONDUCTOR MANUFACTURING AND IOT INNOVATION AND GENERATE ECONOMIC OPPORTUNITIES AND JOB CREATION IN UNDERUTILIZED BUSINESS ZONES. THE SOCIETAL BENEFITS EXTEND TO IMPROVED HEALTHCARE MONITORING, EFFICIENT RESOURCE MANAGEMENT, AND ENHANCED CONSUMER PRODUCTS, DIRECTLY CONTRIBUTING TO PUBLIC WELL-BEING AND SAFETY. EQUAL ACCESS TO HIGH-SPEED BROADBAND CONNECTIVITY IS INTEGRAL TO THE ECONOMIC SECURITY AND COMPETITIVENESS OF THE UNITED STATES. HOWEVER, WIDESPREAD DISPARITIES IN BROADBAND ACCESS CONTINUE TO PERSIST, ESPECIALLY IN UNDERSERVED URBAN AND RURAL AREAS. THIS PROJECT WILL TRANSFORM THE ECONOMICS AND COMPLEXITY OF DELIVERING ULTRA-HIGH THROUGHPUT WIRELESS CONNECTIVITY OVER LARGE AREAS. THE ASSOCIATED TOTAL ADDRESSABLE MARKET IS EXPECTED TO REACH $660 MILLION BY 2027 AT A COMPOUND ANNUAL GROWTH RATE OF 59%. THE SUCCESSFUL DEVELOPMENT OF THE HARDWARE AND SOFTWARE SOLUTIONS IN THIS PROJECT WILL DISRUPT THE TELECOMMUNICATIONS INDUSTRY AND PAVE THE WAY FOR OPTIMAL USAGE OF NEW HIGH-FREQUENCY SPECTRUM BANDS, THEREBY UNLOCKING THE POTENTIAL OF NEXT-GENERATION MOBILE BROADBAND CONNECTIVITY. THIS SMALL BUSINESS INNOVATION RESEARCH (SBIR) PHASE I PROJECT ADDRESSES THE CURRENT SHORTCOMINGS OF FIFTH GENERATION (5G) WIRELESS NETWORKS THAT HAVE FAILED TO PROVIDE GIGABIT-LEVEL DATA RATES AND SUB-MILLISECOND LATENCY ACROSS WIDE AREAS. THIS FAILURE IS BECAUSE MILLIMETER-WAVE 5G NETWORKS AT FREQUENCIES OF 28 GHZ AND HIGHER HAVE VERY POOR PROPAGATION RANGE, AND BUILDING A HYPER-DENSE NETWORK OF MILLIMETER WAVE BASE STATIONS FOR PERVASIVE COVERAGE IS PROHIBITIVELY EXPENSIVE. MILLIMETER WAVE REPEATERS ARE AN APPEALING SOLUTION TO EXTEND NETWORK COVERAGE AT A FRACTION OF THE COST OF DEPLOYING NEW BASE STATIONS, SINCE THEY HAVE A SIMPLER SOFTWARE STACK AND DO NOT REQUIRE FIBER BACKHAUL. HOWEVER, NETWORK OPERATORS HAVE A STRONG AVERSION TO DEPLOYING REPEATERS TODAY SINCE CURRENT REPEATERS HAVE FIXED TRANSMISSION POWER AND BEAM DIRECTIONS REGARDLESS OF THE ACTUAL TRAFFIC CONDITIONS ON THE MACRO NETWORK, WHICH INCREASES INTER-CELL INTERFERENCE AND REDUCES SPECTRAL EFFICIENCY. THE CORRESPONDING LACK OF PERVASIVE MILLIMETER WAVE 5G COVERAGE EXACERBATES THE DIGITAL DIVIDE IN THE U.S. AND HARMS THE NATIONAL AND ECONOMIC SECURITY. FBDAS ARE NOT BLOCKCHAIN BASED AND CAN IMPROVE UPON EXISTING GLOBAL PAYMENT SOLUTIONS IN MAKING SYSTEMS MORE SCALABLE, EASIER TO INTEGRATE WITH OTHER PAYMENT SYSTEMS, AND MORE PRIVACY-ENHANCING FOR INSTITUTIONS AND CONSUMERS. THE PLATFORM ALSO ALLOWS FOR OPEN SOURCING AND INCREASED FINANCIAL INCLUSION THROUGH THE DIGITAL IDENTITY SOLUTION WHICH GIVES THE ABILITY TO MOVE ASSETS WITHOUT FRICTION GLOBALLY. THE COMMERCIAL POTENTIAL OF FBDAS IS SIGNIFICANT, AND TOKENIZATION PRODUCTS CAN BE SOLD TO DOMESTIC AND INTERNATIONAL COMMERCIAL AND CENTRAL BANKS, AND ALLOW THIRD-PARTY PROVIDERS TO BUILD OUT THEIR OWN FINANCIAL PRODUCTS. THIS PROJECT WILL EXPLORE THE TECHNICAL MARKET FOR FBDA-BASED TOKENIZATION AND GAIN USER FEEDBACK TO IMPROVE THE TECHNOLOGY?S COMMERCIALIZATION POTENTIAL. THIS SBIR PHASE I PROJECT PROPOSES TO RESEARCH AND CREATE A PRODUCTION-READY (99.999% AVAILABILITY WITH DEFINED RPO/RTOS) FILE-BASED DIGITAL ASSETS (FBDAS) PRODUCT, A NOVEL TOKENIZATION SCHEME APPLICABLE TO NOT ONLY CURRENCIES AND TOKENIZED DEPOSITS, BUT ALSO TO SECURITIES AND OTHER ASSETS. FBDAS IMPROVE UPON MANY OF THE ISSUES THAT DISTRIBUTED LEDGER TECHNOLOGY (DLT) AND TRADITIONAL DATABASE SYSTEMS HAVE, PARTICULARLY IN THE REALMS OF SCALABILITY, INTEROPERABILITY, PRIVACY, AND PROGRAMMABILITY. FBDAS UTILIZE A FLEXIBLE FIXED-DENOMINATION ASSET DESIGN THAT IS SIMPLER AND MORE ROBUST THAN UNSPENT TRANSACTION OUTPUT UTXO-BASED SYSTEMS WHILE BEATING THE PERFORMANCE OF ACCOUNT-BASED SYSTEMS. IN ADDITION, FBDAS ALLOW FOR A DISAGGREGATION OF THE ASSET LAYER FROM THE TRANSACTION LAYER, THEREBY ALLOWING FOR EASIER SEPARATION OF PERSONALLY IDENTIFIABLE INFORMATION (PII) AND FROM PROGRAMMABILITY RULES FOR SPECIFIC TRANSACTIONS. TO THIS END, THE NATIONAL INSTITUTE ON AGING (NIA) HAS ESTABLISHED FOUR LONGEVITY TRANSLATIONAL PROJECTS WORKING TO IDENTIFY GENETIC AND OTHER MOLECULAR SIGNATURES OF LONG LIFE AND RESILIENCE TO AGE-RELATED DISEASES IN HUMANS AND NON-HUMAN SPECIES. EMPLOYING TEAM SCIENCE APPROACHES TO ASSEMBLE THE COMPLEMENTARY APPROACHES AND EXPERTISE OF THE DOZENS OF RESEARCHERS ACROSS THIS NETWORK PRESENTS A POWERFUL OPPORTUNITY TO EXTEND AND INTEGRATE THIS WORK BY AGGREGATING RESOURCES AND KNOWLEDGE ACROSS DOMAINS, INCLUDING ALZHEIMER’S AND RELATED DEMENTIAS. THE OVERARCHING GOAL OF THE PROPOSED EXCEPTIONAL LONGEVITY DATA MANAGEMENT AND COORDINATION CORE (EL DMCC) IS TO AID THE EL RESEARCH COMMUNITY IN THESE EFFORTS BY FACILITATING RESEARCH ON PROTECTIVE FACTORS THAT CONTRIBUTE TO EXCEPTIONAL HEALTH AND RESILIENCE TO AGE-RELATED DISEASES LIKE AD AND ADRD. THE DMCC WILL ADDRESS THIS GOAL BY (1) ESTABLISHING A DYNAMIC CATALOG OF EL DATA AND RESOURCES, (2) INITIATING CROSS-TEAM ANALYTICAL PROJECTS AND DATA CHALLENGES TO LEVERAGE EXPERTISE AND DATA FROM ACROSS THE EL PROJECTS AND IN CONJUNCTION WITH AD RESILIENCE PROJECTS, (3) DEVELOPING AN EL KNOWLEDGE PORTAL TO ACT AS A CENTRAL HUB FOR EL RESEARCH RESOURCES, AND (4) PILOTING A LIMITED DATA COMMONS TO ENABLE FACILE COMPUTATION ON EL AND AD DATA WITHIN THE CLOUD ENVIRONMENT FOR EL INVESTIGATORS.

THE NCI DIVISION OF CANCER BIOLOGY (DCB) HAS CREATED MULTIPLE CONSORTIA COMPRISING INTERDISCIPLINARY COMMUNITIES OF SCIENTISTS WHO AIM TO INTEGRATE APPROACHES, DATA, AND TOOLS TO ADDRESS IMPORTANT QUESTIONS IN BASIC AND TRANSLATIONAL CANCER RESEARCH. THE MULTI-CONSORTIA COORDINATING (MC2) CENTER FOR CANCER BIOLOGY WILL WORK ACROSS PROGRAMS TO MOTIVATE ENGAGEMENT AND COLLABORATION, SUPPORT RESOURCE SHARING, AND DISSEMINATE KNOWLEDGE AND RESOURCES TO THE BROADER SCIENTIFIC COMMUNITY. THE MC2 CENTER WILL OPERATE THROUGH THREE HUBS. THE COLLABORATION HUB WILL USE EVIDENCE-BASED STRATEGIES TO CATALYZE INTERACTIONS AND NEW COLLABORATIONS. AN EVALUATION FRAMEWORK WILL BE DEVELOPED WITH QUANTITATIVE AND QUALITATIVE METRICS TO ENSURE THE CENTER CONTINUOUSLY IMPROVES ITS IMPACT. COMMUNITY ENGAGEMENT ACTIVITIES WILL INCLUDE WORKING GROUPS, SPECIAL INTEREST GROUPS, DREAM CHALLENGES, AND IDEATION JAMS, ALL OF WHICH WILL HAVE MECHANISMS FOR ENSURING INCLUSION AND PROMOTING DIVERSITY. TO FACILITATE SHARING OF RESOURCES FROM DCB PROGRAMS, THE RESOURCE COORDINATION HUB WILL ENSURE ALL RESOURCES ARE FINDABLE, ACCESSIBLE, INTEROPERABLE AND REUSABLE (FAIR); IT WILL IDENTIFY OR DEVELOP OPEN AND FAIR STANDARDS AND BEST PRACTICES; PROVIDE TRAINING ON HOW TO IMPLEMENT THESE STANDARDS AND PRACTICES IN THE CANCER RESEARCH COMMUNITY; AND PROVIDE TOOLING AND INTERFACES TO FACILITATE RESOURCE SHARING, CURATION, AND DEPOSITION IN PUBLIC REPOSITORIES. FINALLY, THE OUTREACH HUB WILL ENHANCE DISSEMINATION OF KNOWLEDGE AND RESOURCES THROUGH TRAINING MATERIALS TO MAXIMIZE UTILIZATION OF TOOLS AND SHORT COURSES AND WORKSHOPS THAT BRING CONCEPTS AND RESOURCES FROM ACROSS THE DCB PROGRAMS TOGETHER, ENABLING THE BROADER COMMUNITY TO EXPERIENCE THE POWER OF AN INTEGRATIVE INTERDISCIPLINARY APPROACH TO CANCER. PURPOSE: THE APPLICANTS WEST IDAHO - CANYON, OWYHEE AND ADA COUNTY PROJECT (THE PROJECT) WILL PROVIDE INFRASTRUCTURE TO SERVE UNSERVED AND UNDERSERVED AREAS. THE ROUTE WILL FACILITATE AN INCREASE IN AVAILABLE BANDWIDTH FOR END USERS BECAUSE THE MAJORITY OF THE PROJECT AREA HAS LITTLE TO NO FIBER-BASED MIDDLE MILE INFRASTRUCTURE IN PLACE TODAY. COMMUNITIES IN THE PROJECT AREA ARE PAYING HIGHER PRICES FOR SUBSTANDARD INTERNET SPEEDS ON LEGACY FACILITIES LIKE COPPER AND A PATCHWORK OF OVERLAPPING CABLE SERVICE IN A FEW AREAS. THE PROJECT WILL BE THE FIRST PURPOSE BUILT, DEDICATED FIBER MIDDLE MILE ROUTE TO INTERCONNECT EACH OF THE COMMUNITIES ON THE ROUTE. ONCE COMPLETE, SYRINGA NETWORKS INTENDS TO HELP FACILITATE THE BUILD OUT OF LAST MILE LATERALS TO PROVIDE SERVICES TO ADDITIONAL HOMES AND BUSINESSES. THIS WILL BE ACCOMPLISHED BY SYRINGA NETWORKS EXTENDING ITS OWN FIBER FACILITIES BY OFFERING INTERCONNECTION POINTS ON A CARRIER-NEUTRAL BASIS TO INTERNET SERVICE PROVIDERS TO MAKE LAST MILE CONNECTIONS TO THE NETWORK. ACTIVITIES TO BE PERFORMED: PROJECT WILL USE FIBER TO BUILD NEW/RESILIENT MIDDLE MILE NETWORK THROUGH UNSERVED AND UNDERSERVED COMMUNITIES WITH A COMMITMENT TO OPEN ACCESS AND CARRIER NEUTRAL NON-DISCRIMINATORY INTERCONNECT. THE PERIOD OF PERFORMANCE IS EXPECTED TO BE 2 YEARS .EXPECTED OUTCOMES :THE APPLICANT'S DELIVERABLES AND GOALS FOR THE PROPOSED NETWORK ARE PROVIDING: 1. A 76-MILE ROUTE THROUGH EIGHT RURAL CITIES TO BENEFIT MORE THAN 31,000 PEOPLE IN THE COMMUNITIES OF NOTUS, PARMA, WILDER, MELBAAND BOWMONT IN CANYON COUNTY, HOMEDALE, MARSING, GIVENS HOT SPRINGS AND WALTERS FERRY IN OWYHEE COUNTY AND KUNA IN ADA COUNTY; 2. AN INCREASE IN AVAILABILITY OF BANDWIDTH SINCE MOST OF THE PROJECT AREA HAS LITTLE TO NO FIBER-BASED MIDDLE MILE INFRASTRUCTURE IN PLACE; 3. OPEN-ACCESS AND NON-DISCRIMINATORY SERVICE OFFERINGS THAT WILL RESULT IN A LOWER MIDDLE MILE COST FOR INCUMBENT CARRIERS AND LAST-MILE PROVIDERS WHICH FLOW TO SAVINGS FOR END-USERS; 4. THE MEANS TO CONNECT CRITICAL NATIONAL INFRASTRUCTURE SUCH AS THE POWER GRID AND COMMUNICATIONS TOWERS TO A MODERN HIGH-CAPACITY AND RESILIENT FIBER NETWORK; 5. INTERNET EQUITY AND ACCESS, AS WELL AS JUMP STARTING ECONOMIC DEVELOPMENT IN THE AREA. INTENDED BENEFICIARIES: BENEFICIARIES OF THE PROPOSED PROJECT ARE COMMUNITIES OF NOTUS, PARMA, WILDER, HOMEDALE, MARSING, GIVENS HOT SPRINGS, WALTERS FERRY, MELBA, BOWMONT AND KUNA THAT RESIDE WITHING CANYON COUNTY, OWYHEE COUNTY, AND ADA COUNTY IN WESTERN IDAHO.THE FOCUS OF THE PROPOSED SERVICE AREA ARE RURAL, UNSERVED, AND UNDERSERVED AREAS OF OWYHEE COUNTY AND ADJACENT CENSUS BLOCKS OF ADA AND CANYON COUNTIES THAT ARE SIMILARLY SITUATED. FOR EXAMPLE, OWYHEE COUNTY HAS A POPULATION OF 12,336 IN AN AREA OF 7,668 SQUARE MILES (ABOUT TWICE THE AREA OF CONNECTICUT), INDICATING HIGH RURALITY WITH A POPULATION PER SQUARE MILE OF 1.6. ADDITIONALLY, OWYHEE COUNTY HAS A MEDIAN HOUSEHOLD INCOME OF $48,601 (AS COMPARED TO US MEDIAN INCOME OF $64,994). FURTHERMORE, CENSUS BUREAU 2020 REPORTS HOUSEHOLDS WITH A BROADBAND INTERNET SUBSCRIPTION PERCENT FOR OWYHEE COUNTY OF 76.9% VS. 85.2% US BROADBAND SUBSCRIPTION. OVERALL, RURAL, LOW WEALTH, LOW BROADBAND ADOPTION COMMUNITIES WILL BENEFIT FROM THE PROPOSED PROJECT BY ESTABLISHING LOWER MIDDLE MILE COSTS FOR INCUMBENT CARRIERS AND LAST-MILE PROVIDERS WHICH WILL CREATE SAVINGS FOR THE END-USERS. ALSO, MORE THAN 330 ANCHOR INSTITUTIONS AND BUSINESSES WITHIN 1000 FEET OF THE PLANNED ROUTE WILL BENEFIT BECAUSE THE INFRASTRUCTURE WILL CONNECT TO EXISTING SYRINGA NETWORKS NODES IN CALDWELL AND KUNA, IDAHO PROVIDING RINGED ACCESS TO A 100GBPS RESILIENT SYMMETRICAL, LOW LATENCY NETWORK. FINALLY, SYRINGA NETWORKS HAS A PARTNERSHIP WITH IDAHO POWER SUPPORTING NUMEROUS CRITICAL INFRASTRUCTURE SITES UNDER CONTRACT TO CONNECT THE POWER GRID TO THE INTERNET. SUBRECIPIENT ACTIVITIES: NONE.

ULTRA WIDEBAND FALL DETECTION AND PREDICTION SOLUTION FOR PEOPLE LIVING WITH DEMENTIA - ABSTRACT: OLDER ADULTS WITH COGNITIVE IMPAIRMENT EXPERIENCE AN INCREASED RISK OF FALLING THAN THOSE WITHOUT COGNITIVE IMPAIRMENT. UNFORTUNATELY DETECTING FALLS OR ASSESSING FALL RISK AMONG PERSONS LIVING WITH DEMENTIA (PLWD) CAN BE CHALLENGING DUE TO DIFFICULTIES IN COLLECTING SELF-REPORTED INFORMATION OR COMMUNICATING FUNCTIONAL TEST INSTRUCTIONS. THE PROPOSED PROJECT WILL DEVELOP AND TEST AN AUTOMATED FALL DETECTION SYSTEM USING ULTRA WIDEBAND (UWB) BAND TECHNOLOGY. THE ADVANTAGE OF UWB, ALONG WITH WELL-ESTABLISHED ACCELEROMETER AND GYROSCOPE TECHNOLOGY, IS THAT IT PRODUCES A MORE PRECISE RESOLUTION (5-10CM) THAN BLUETOOTH (1-5M) OR WI-FI (5-10M). UWB’S REAL-TIME LOCATION TRACKING CAPACITY CAN ENHANCE FALL DETECTION ACCURACY AND CONTEXT, AND WITH A CALL ALERT SYSTEM REDUCE RESPONSE TIME. IN ADDITION, THE PROPOSED SYSTEM WILL COLLECT RICH MOBILITY DATA TO ENABLE THE DETECTION OF MOBILITY-RELATED FALL RISK (E.G., CHANGES IN GAIT AND BALANCE). THUS, IF SUCCESSFUL, THE PROPOSED SYSTEM IS EXPECTED TO SIMPLIFY AND ENHANCE MOBILITY-BASED FALL RISK, FALL DETECTION, AND QUICKLY SEND ALERTS FOR PLWD. BUILDING ON PRIOR WORK TO DEVELOP A FALL DETECTION SYSTEM PROTOTYPE, THIS FAST-TRACK APPLICATION PROPOSES TWO PHASES MOVING FROM LAB STUDIES TO REAL-WORLD APPLICATIONS. PHASE 1 WILL TEST THE ABILITY OF THEORA® 360, A NOVEL FALL DETECTION SYSTEM, TO DETECT SIMULATED FALLS IN A LABORATORY SETTING, WHETHER SENSOR LOCATION MAKES A DIFFERENCE IN FALL DETECTION ACCURACY AND INITIAL USER FEEDBACK. MILESTONES TO PROCEED TO THE NEXT PHASE ARE 90% SENSITIVITY AND 90% SPECIFICITY IN FALL DETECTION IN A LABORATORY SETTING AND CODIFICATION OF PROTOCOLS, PRELIMINARY ALGORITHMS, AND DATA PLATFORMS FOR 3D LOCATION PROCESSING, MOTION SENSING/ CATEGORIZATION, AND FALL DETECTION. PHASE 2 WILL ASSESS THEORA® 360’S ABILITY TO DETECT MOBILITY-BASED FALLS AMONG PLWD AND TO PREDICT CHANGES IN FALL RISK OVER TIME IN 60 CARE-RECIPIENT-CAREGIVER DYADS LIVING AT HOME. USING A PREVIOUSLY ESTABLISHED NEURAL NETWORK, CHANGES IN OVERALL MOBILITY, GAIT CHARACTERISTICS, AND DAILY ROUTINES WILL BE OBSERVED TO DEVELOP ALGORITHMS FOR ACTIVITY MODELING AND RISK PROFILING. FEEDBACK ON TECHNOLOGY USE AND USER SATISFACTION INCLUDING RECOMMENDATIONS FOR SOLUTION IMPROVEMENT WILL BE OBTAINED THROUGH TECHNOLOGY RECORDS, USABILITY SURVEYS, AND INTERVIEWS AT THE END OF THE STUDY. THUS, THE STUDY REPRESENTS A MIXED MODEL APPROACH WITH OBJECTIVE SENSOR DATA ON A 24/7 BASIS; FUNCTIONAL ASSESSMENTS, SURVEY DATA ASSESSING SOCIODEMOGRAPHIC, CARE, AND PSYCHOSOCIAL FACTORS COLLECTED FIVE TIMES THROUGHOUT THE STUDY, AND QUALITATIVE USABILITY DATA COLLECTED TOWARD THE END OF THE STUDY TO BETTER UNDERSTAND THE COMPLEXITY OF ASSESSING FALL RISKS AND COMMERCIALIZATION POTENTIAL OF THIS NEW TECHNOLOGY AMONG PLWD AND THEIR CAREGIVERS. THIS PROJECT AIMS TO REINFORCE THE UNITED STATES' LEADERSHIP IN SEMICONDUCTOR MANUFACTURING AND IOT INNOVATION AND GENERATE ECONOMIC OPPORTUNITIES AND JOB CREATION IN UNDERUTILIZED BUSINESS ZONES. THIS SMALL BUSINESS INNOVATION RESEARCH (SBIR) PHASE II PROJECT IS CENTERED AROUND THE DEVELOPMENT AND DEPLOYMENT OF A CUTTING-EDGE SENSOR NETWORK PLATFORM DESIGNED TO OPERATE WITH EXCEPTIONALLY LOW POWER CONSUMPTION. THE CORE INNOVATION LIES IN THE INTEGRATION OF LOW-POWER WAKE-UP RADIO TECHNOLOGY WITH NETWORK PROTOCOLS OPTIMIZED FOR SUCH RADIOS, ENABLING ALWAYS-ON, LOW-LATENCY COMMUNICATION WITHOUT THE TRADITIONAL ENERGY OVERHEAD. THE PROPOSED RESEARCH AIMS TO TACKLE THE CHALLENGE OF MAINTAINING CONTINUOUS, RELIABLE SENSOR COMMUNICATION IN ENVIRONMENTS WHERE POWER RESOURCES ARE LIMITED OR COSTLY TO REPLACE. BY REFINING AND SCALING WAKE-UP RADIO TECHNOLOGY, THE PROJECT INTENDS TO ACHIEVE SIGNIFICANT IMPROVEMENT IN COMMUNICATION ENERGY EFFICIENCY COMPARED TO CURRENT STANDARDS. THIS ADVANCEMENT IS EXPECTED TO YIELD SMALLER, MORE COST-EFFECTIVE SENSOR NODES WITH EXTENDED LIFESPANS, OPENING NEW POSSIBILITIES FOR INTERNET OF THINGS (IOT) APPLICATIONS THAT WERE PREVIOUSLY IMPRACTICAL DUE TO POWER CONSTRAINTS. THE ANTICIPATED TECHNICAL RESULTS INCLUDE THE SUCCESSFUL DEMONSTRATION OF THIS TECHNOLOGY IN A REAL-WORLD ENVIRONMENT, SHOWCASING ITS POTENTIAL TO REVOLUTIONIZE SENSOR NETWORKS ACROSS VARIOUS INDUSTRIES. EQUAL ACCESS TO HIGH-SPEED BROADBAND CONNECTIVITY IS INTEGRAL TO THE ECONOMIC SECURITY AND COMPETITIVENESS OF THE UNITED STATES. HOWEVER, WIDESPREAD DISPARITIES IN BROADBAND ACCESS CONTINUE TO PERSIST, ESPECIALLY IN UNDERSERVED URBAN AND RURAL AREAS. THIS PROJECT WILL TRANSFORM THE ECONOMICS AND COMPLEXITY OF DELIVERING ULTRA-HIGH THROUGHPUT WIRELESS CONNECTIVITY OVER LARGE AREAS. THE ASSOCIATED TOTAL ADDRESSABLE MARKET IS EXPECTED TO REACH $660 MILLION BY 2027 AT A COMPOUND ANNUAL GROWTH RATE OF 59%. THE SUCCESSFUL DEVELOPMENT OF THE HARDWARE AND SOFTWARE SOLUTIONS IN THIS PROJECT WILL DISRUPT THE TELECOMMUNICATIONS INDUSTRY AND PAVE THE WAY FOR OPTIMAL USAGE OF NEW HIGH-FREQUENCY SPECTRUM BANDS, THEREBY UNLOCKING THE POTENTIAL OF NEXT-GENERATION MOBILE BROADBAND CONNECTIVITY. THIS SMALL BUSINESS INNOVATION RESEARCH (SBIR) PHASE I PROJECT ADDRESSES THE CURRENT SHORTCOMINGS OF FIFTH GENERATION (5G) WIRELESS NETWORKS THAT HAVE FAILED TO PROVIDE GIGABIT-LEVEL DATA RATES AND SUB-MILLISECOND LATENCY ACROSS WIDE AREAS. THIS FAILURE IS BECAUSE MILLIMETER-WAVE 5G NETWORKS AT FREQUENCIES OF 28 GHZ AND HIGHER HAVE VERY POOR PROPAGATION RANGE, AND BUILDING A HYPER-DENSE NETWORK OF MILLIMETER WAVE BASE STATIONS FOR PERVASIVE COVERAGE IS PROHIBITIVELY EXPENSIVE. MILLIMETER WAVE REPEATERS ARE AN APPEALING SOLUTION TO EXTEND NETWORK COVERAGE AT A FRACTION OF THE COST OF DEPLOYING NEW BASE STATIONS, SINCE THEY HAVE A SIMPLER SOFTWARE STACK AND DO NOT REQUIRE FIBER BACKHAUL. HOWEVER, NETWORK OPERATORS HAVE A STRONG AVERSION TO DEPLOYING REPEATERS TODAY SINCE CURRENT REPEATERS HAVE FIXED TRANSMISSION POWER AND BEAM DIRECTIONS REGARDLESS OF THE ACTUAL TRAFFIC CONDITIONS ON THE MACRO NETWORK, WHICH INCREASES INTER-CELL INTERFERENCE AND REDUCES SPECTRAL EFFICIENCY. THE CORRESPONDING LACK OF PERVASIVE MILLIMETER WAVE 5G COVERAGE EXACERBATES THE DIGITAL DIVIDE IN THE U.S. AND HARMS THE NATIONAL AND ECONOMIC SECURITY. THIS SBIR PHASE I EFFORT WILL DESIGN AND PROTOTYPE AN INTELLIGENT 5G REPEATER THAT ADDRESSES THESE PAIN POINTS. FBDAS ARE NOT BLOCKCHAIN BASED AND CAN IMPROVE UPON EXISTING GLOBAL PAYMENT SOLUTIONS IN MAKING SYSTEMS MORE SCALABLE, EASIER TO INTEGRATE WITH OTHER PAYMENT SYSTEMS, AND MORE PRIVACY-ENHANCING FOR INSTITUTIONS AND CONSUMERS. THE PLATFORM ALSO ALLOWS FOR OPEN SOURCING AND INCREASED FINANCIAL INCLUSION THROUGH THE DIGITAL IDENTITY SOLUTION WHICH GIVES THE ABILITY TO MOVE ASSETS WITHOUT FRICTION GLOBALLY. THE COMMERCIAL POTENTIAL OF FBDAS IS SIGNIFICANT, AND TOKENIZATION PRODUCTS CAN BE SOLD TO DOMESTIC AND INTERNATIONAL COMMERCIAL AND CENTRAL BANKS, AND ALLOW THIRD-PARTY PROVIDERS TO BUILD OUT THEIR OWN FINANCIAL PRODUCTS. THIS SBIR PHASE I PROJECT PROPOSES TO RESEARCH AND CREATE A PRODUCTION-READY (99.999% AVAILABILITY WITH DEFINED RPO/RTOS) FILE-BASED DIGITAL ASSETS (FBDAS) PRODUCT, A NOVEL TOKENIZATION SCHEME APPLICABLE TO NOT ONLY CURRENCIES AND TOKENIZED DEPOSITS, BUT ALSO TO SECURITIES AND OTHER ASSETS. FBDAS IMPROVE UPON MANY OF THE ISSUES THAT DISTRIBUTED LEDGER TECHNOLOGY (DLT) AND TRADITIONAL DATABASE SYSTEMS HAVE, PARTICULARLY IN THE REALMS OF SCALABILITY, INTEROPERABILITY, PRIVACY, AND PROGRAMMABILITY. FBDAS UTILIZE A FLEXIBLE FIXED-DENOMINATION ASSET DESIGN THAT IS SIMPLER AND MORE ROBUST THAN UNSPENT TRANSACTION OUTPUT UTXO-BASED SYSTEMS WHILE BEATING THE PERFORMANCE OF ACCOUNT-BASED SYSTEMS. IN ADDITION, FBDAS ALLOW FOR A DISAGGREGATION OF THE ASSET LAYER FROM THE TRANSACTION LAYER, THEREBY ALLOWING FOR EASIER SEPARATION OF PERSONALLY IDENTIFIABLE INFORMATION (PII) AND FROM PROGRAMMABILITY RULES FOR SPECIFIC TRANSACTIONS. THE PHASE I PROJECT PROPOSES TO FURTHER EXPLORE DIFFERENT DESIGN CHOICES OF FBDAS AND GET TECHNICAL AND CUSTOMER VALIDATION ON ACHIEVING SCALABILITY, INTEROPERABILITY AND PRIVACY PRIOR TO LARGE SCALE COMMERCIALIZATION. A LACK OF ACCESS TO BROADBAND HAS SERIOUSNEGATIVE CONSEQUENCES FOR RURAL HEALTH AND DIGITAL INCLUSIVITY.TIAMI LLC'S SOLUTION FOR THE RURAL BROADBAND GAP IS A REPEATER COORDINATION METHOD THAT TRANSLATES5G MOBILE NETWORK FREQUENCIES TO TV WHITE SPACE AND EFFECTIVELY DOUBLES TVWS TRANSMISSIONRANGE IN A COST-EFFECTIVE MANNER.TIAMI'S FIRST INNOVATION IS TO COORDINATE TWO GEOGRAPHICALLY SEPARATED AND COMPACT TVWS DEVICESTO ACHIEVE THE EQUIVALENT RANGE OF A MUCH LARGER MULTI-ANTENNA SYSTEM WITHOUT HAVING TO DEPLOY AGIGANTIC MONOLITHIC DEVICE.
