NORTH STAR IS CONSIDERING THREE SITES - WINDHAM COUNTY DENTAL, THE GANNET BUILDING (PART OF BRATTLEBORO MEMORIAL HOSPITAL), AND THE BRATTLEBORO RETREAT. EACH OF THESE SITES WILL NEED INVESTMENT OF GOODS AND/OR RENOVATIONS TO ALLOW FOR BETTER EFFICIENCY AND EXPANDING PATIENT ACCESS.

DESCRIPTION:BROWNFIELDS ARE REAL PROPERTY, THE EXPANSION, DEVELOPMENT OR REUSE OF WHICH MAY BE COMPLICATED BY THE PRESENCE OR POTENTIAL PRESENCE OF A HAZARDOUS SUBSTANCE, POLLUTANT, OR CONTAMINANT. THIS AGREEMENT WILL PROVIDE FUNDING UNDER THE INFRASTRUCTURE INVESTMENT AND JOBS ACT TO SPRINGFIELD MEDICAL CARE SYSTEMS, INC. TO CONDUCT REMEDIATION ACTIVITIES AS AUTHORIZED BY CERCLA 104(K)(3) IN SPRINGFIELD, VERMONT. ACTIVITIES:SPECIFICALLY, THIS AGREEMENT WILL PROVIDE FUNDING TO THE RECIPIENT TO CLEAN UP A BROWNFIELD SITE. ADDITIONALLY, THE RECIPIENT WILL COMPETITIVELY PROCURE (AS NEEDED) AND DIRECT A QUALIFIED ENVIRONMENTAL PROFESSIONAL TO CONDUCT ENVIRONMENTAL SITE ACTIVITIES, WILL CREATE A COMMUNITY INVOLVEMENT PLAN AND ADMINISTRATIVE RECORD FOR THE SITE, AND WILL REPORT ON INTERIM PROGRESS AND FINAL ACCOMPLISHMENTS BY COMPLETING AND SUBMITTING RELEVANT PORTIONS OF THE PROPERTY PROFILE FORM USING EPA'S ASSESSMENT, CLEANUP AND REDEVELOPMENT EXCHANGE SYSTEM (ACRES).SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:FURTHER, THE RECIPIENT WILL REMEDIATE ONE BROWNFIELD SITE AND ANTICIPATES HOLDING UP TO ONE COMMUNITY MEETING, FINALIZING UP TO ONE ANALYSIS OF BROWNFIELD CLEANUP ALTERNATIVES, AND SUBMITTING 16 QUARTERLY REPORTS. WORK CONDUCTED UNDER THIS AGREEMENT WILL BENEFIT THE RESIDENTS, BUSINESS OWNERS, AND STAKEHOLDERS IN AND NEAR SPRINGFIELD, VERMONT.

WITH THIS NEW EQUIPMENT SMCS WILL BE ABLE TO DELIVER ACCESS TO SCHOOL AGE PEDIATRIC CHILDREN WHO AT TIMES FOREGO DENTAL CARE, AS WELL AS INCREASE THE QUALITY OF CARE FOR ALL PATIENTS BY REPLACING OUTDATED OR DEFECTIVE EQUIPMENT WITHIN SMCS' CHESTER AND/OR LUDLOW VERMONT LOCATIONS. THERE IS NO PLAN TO USE THESE FUNDS FOR CONSTRUCTION, RENOVATIONS, OR ANY OTHER NON-ALLOWABLE COSTS AS DEFINED IN THE HRSA PROJECT GUIDELINES, HRSA-22-134.
