THIRTEEN TYPES OF ASSISTANCE MAY BE PROVIDED THROUGH THE CONTINUUM OF CARE (COC) PROGRAM: (1) COC PLANNING ACTIVITIES/COSTS FOR DESIGNING AND CARRYING OUT A COLLABORATIVE PROCESS FOR THE DEVELOPMENT OF AN APPLICATION TO HUD; (2) UNITED FUNDING AGENCY (UFA) COSTS FOR FISCAL CONTROL AND ACCOUNTING NECESSARY TO ASSURE THE PROPER DISBURSAL OF, AND ACCOUNTING FOR, FEDERAL FUNDS AWARDED TO SUBRECIPIENTS UNDER THE CONTINUUM OF CARE PROGRAM, (3) ACQUISITION OF REAL PROPERTY (INCLUDING STRUCTURES) FOR USE IN THE PROVISION OF HOUSING OR SUPPORTIVE SERVICES; (4) REHABILITATION OF STRUCTURES TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; (5) NEW CONSTRUCTION, INCLUDING THE BUILDING OF A NEW STRUCTURE OR BUILDING AN ADDITION TO AN EXISTING STRUCTURE FOR USE AS SUPPORTIVE HOUSING; (6) LEASING OF A STRUCTURE OR STRUCTURES, OR PORTIONS THEREOF, TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; (7) RENTAL ASSISTANCE, WHICH MAY BE SHORT-TERM, MEDIUM-TERM, OR LONG-TERM, AS WELL AS TENANT-BASED, PROJECT-BASED, OR SPONSOR-BASED, FOR TRANSITIONAL OR PERMANENT HOUSING; (8) SUPPORTIVE SERVICES TO ASSIST PROGRAM PARTICIPANTS OBTAIN AND MAINTAIN HOUSING; (9) OPERATING COSTS OF SUPPORTIVE HOUSING; (10) COSTS OF IMPLEMENTING AND OPERATING HMIS; (11) PROJECT ADMINISTRATIVE COSTS; (12) RELOCATION COSTS; AND (13) INDIRECT COSTS IN ACCORDANCE WITH 2 CFR PARTS 200, AS APPLICABLE. IN ADDITION TO USING GRANT FUNDS FOR THE ELIGIBLE COSTS DESCRIBED ABOVE, RECIPIENTS AND SUBRECIPIENTS IN CONTINUUMS OF CARE DESIGNATED AS HIGH PERFORMING COMMUNITIES MAY ALSO USE GRANT FUNDS TO PROVIDE HOUSING RELOCATION AND STABILIZATION SERVICES AND SHORT- AND/OR MEDIUM-TERM RENTAL ASSISTANCE TO INDIVIDUALS AND FAMILIES AT RISK OF HOMELESSNESS AS SET FORTH IN 24 CFR 576.103 AND 24 CFR 576.104, IF NECESSARY TO PREVENT THE INDIVIDUAL OR FAMILY FROM BECOMING HOMELESS. RURAL PROGRAM FUNDS ARE USED TO SUPPORT PROGRAMS THAT: 1) IDENTIFY, ASSESS, AND APPROPRIATELY RESPOND TO CHILD, YOUTH, AND ADULT VICTIMS OF DOMESTIC VIOLENCE, SEXUAL ASSAULT, DATING VIOLENCE, AND STALKING IN RURAL COMMUNITIES; 2) ESTABLISH AND EXPAND VICTIM SERVICES IN RURAL COMMUNITIES TO CHILD, YOUTH, AND ADULT VICTIMS; 3) INCREASE THE SAFETY AND WELL-BEING OF WOMEN AND CHILDREN IN RURAL COMMUNITIES, BY (A) DEALING DIRECTLY AND IMMEDIATELY WITH DOMESTIC VIOLENCE, SEXUAL ASSAULT, DATING VIOLENCE, AND STALKING; AND (B) CREATING AND IMPLEMENTING STRATEGIES TO INCREASE AWARENESS AND PREVENT THESE CRIMES; AND 4) DEVELOP, EXPAND, IMPLEMENT, AND IMPROVE THE QUALITY OF SEXUAL ASSAULT FORENSIC MEDICAL EXAMINATION OR SEXUAL ASSAULT NURSE EXAMINER PROGRAMS. GRANTEES MUST USE AT LEAST ONE OF THE FOLLOWING STRATEGIES IN IMPLEMENTING THEIR PROJECTS: 1) IMPLEMENT, EXPAND, AND ESTABLISH COOPERATIVE EFFORTS AND PROJECTS AMONG LAW ENFORCEMENT OFFICERS, PROSECUTORS, VICTIM SERVICE PROVIDERS, AND OTHER RELATED PARTIES TO INVESTIGATE AND PROSECUTE INCIDENTS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING; 2) PROVIDE TREATMENT, COUNSELING, ADVOCACY, LEGAL ASSISTANCE, AND OTHER LONG-TERM AND SHORT-TERM VICTIM AND POPULATION SPECIFIC SERVICES TO ADULT AND MINOR VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING IN RURAL COMMUNITIES; 3) WORK IN COOPERATION WITH THE COMMUNITY TO DEVELOP EDUCATION AND PREVENTION STRATEGIES DIRECTED TOWARD SUCH ISSUES; 4) DEVELOP, ENLARGE, OR STRENGTHEN PROGRAMS ADDRESSING SEXUAL ASSAULT; AND 5) DEVELOP PROGRAMS AND STRATEGIES THAT FOCUS ON THE SPECIFIC NEEDS OF VICTIMS OF WHO RESIDE IN REMOTE RURAL AND GEOGRAPHICALLY ISOLATED AREAS. THROUGH THIS NEW OVW RURAL PROGRAM PROJECT, RESPONSE, IN PARTNERSHIP WITH ASPEN FAMILY CONNECTIONS, WILL IMPLEMENT THE SURVIVOR SUPPORT SERVICES PROJECT. THIRTEEN TYPES OF ASSISTANCE MAY BE PROVIDED THROUGH THE CONTINUUM OF CARE (COC) PROGRAM: (1) COC PLANNING ACTIVITIES/COSTS FOR DESIGNING AND CARRYING OUT A COLLABORATIVE PROCESS FOR THE DEVELOPMENT OF AN APPLICATION TO HUD; (2) UNITED FUNDING AGENCY (UFA) COSTS FOR FISCAL CONTROL AND ACCOUNTING NECESSARY TO ASSURE THE PROPER DISBURSAL OF, AND ACCOUNTING FOR, FEDERAL FUNDS AWARDED TO SUBRECIPIENTS UNDER THE CONTINUUM OF CARE PROGRAM, (3) ACQUISITION OF REAL PROPERTY (INCLUDING STRUCTURES) FOR USE IN THE PROVISION OF HOUSING OR SUPPORTIVE SERVICES; (4) REHABILITATION OF STRUCTURES TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; (5) NEW CONSTRUCTION, INCLUDING THE BUILDING OF A NEW STRUCTURE OR BUILDING AN ADDITION TO AN EXISTING STRUCTURE FOR USE AS SUPPORTIVE HOUSING; (6) LEASING OF A STRUCTURE OR STRUCTURES, OR PORTIONS THEREOF, TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; (7) RENTAL ASSISTANCE, WHICH MAY BE SHORT-TERM, MEDIUM-TERM, OR LONG-TERM, AS WELL AS TENANT-BASED, PROJECT-BASED, OR SPONSOR-BASED, FOR TRANSITIONAL OR PERMANENT HOUSING; (8) SUPPORTIVE SERVICES TO ASSIST PROGRAM PARTICIPANTS OBTAIN AND MAINTAIN HOUSING; (9) OPERATING COSTS OF SUPPORTIVE HOUSING; (10) COSTS OF IMPLEMENTING AND OPERATING HMIS; (11) PROJECT ADMINISTRATIVE COSTS; (12) RELOCATION COSTS; AND (13) INDIRECT COSTS IN ACCORDANCE WITH 2 CFR PARTS 200, AS APPLICABLE. IN ADDITION TO USING GRANT FUNDS FOR THE ELIGIBLE COSTS DESCRIBED ABOVE, RECIPIENTS AND SUBRECIPIENTS IN CONTINUUMS OF CARE DESIGNATED AS HIGH PERFORMING COMMUNITIES MAY ALSO USE GRANT FUNDS TO PROVIDE HOUSING RELOCATION AND STABILIZATION SERVICES AND SHORT- AND/OR MEDIUM-TERM RENTAL ASSISTANCE TO INDIVIDUALS AND FAMILIES AT RISK OF HOMELESSNESS AS SET FORTH IN 24 CFR 576.103 AND 24 CFR 576.104, IF NECESSARY TO PREVENT THE INDIVIDUAL OR FAMILY FROM BECOMING HOMELESS. OVW REVIEWED THE SUBMITTED CONCEPT PAPERS, SELECTED PROMISING PROJECTS IN EACH OF THE CALL FOR CONCEPT PAPERS PURPOSE AREAS, AND CONTACTED SELECTED APPLICANTS TO INVITE THEM TO SUBMIT A FULL APPLICATION FOR THEIR CONCEPT PAPER THROUGH THE CALL FOR CONCEPT PAPERS INVITATION TO APPLY SOLICITATION. WITH FUNDING THROUGH THE OVW FY 2023 EMERGING ISSUES AND TRAINING AND TECHNICAL ASSISTANCE CALL FOR CONCEPT PAPERS, THE ARMY OF SURVIVORS (TAOS) WILL IMPLEMENT THE ATHLETES EXPERIENCING SEXUAL ABUSE IN SPORT: BUILDING THE CAPACITY TO SERVE PROJECT. THIS PROJECT WILL INCREASE THE CAPACITY OF SEXUAL ASSAULT SERVICE PROVIDERS TO ADDRESS SEXUAL ABUSE (SA) OF ATHLETES WITHIN THEIR SPORT AND BETTER MEET THE NEEDS OF SURVIVORS. CONCERNS OF POLICE SURVIVORS (C.O.P.S.), FOUNDED IN 1984, IS A NATIONAL NON-PROFIT ORGANIZATION WITH THE MISSION OF REBUILDING THE SHATTERED LIVES OF SURVIVORS AND CO-WORKERS AFFECTED BY LINE OF DUTY DEATHS. C.O.P.S., AFTER EXPERIENCING A SHARP INCREASE IN LINE OF DUTY DEATHS OVER THE PAST FOUR YEARS, NOW PROVIDES SERVICES TO THE 81,000 SURVIVORS IN C.O.P.S. SECURE DATABASE. C.O.P.S. WILL PARTNER WITH THE PUBLIC SAFETY OFFICERS BENEFIT (PSOB) OFFICE TO CONTINUE TO BUILD THEIR SURVIVOR NETWORK AND PROVIDE SERVICES TO SURVIVORS THROUGH THEIR 14 HANDS-ON PROGRAMS AND THROUGH OUTREACH BY THEIR 54 CHAPTERS. TWO OF THESE PROGRAMS ARE NEW AND DIRECTLY BENEFIT SUICIDE SURVIVORS WHO INTEND TO FILE FOR PSOB BENEFITS. C.O.P.S. WILL ALSO CONTINUE TO HOST THE POLICE SURVIVORS CONFERENCE DURING NATIONAL POLICE WEEK AND CHAIR THE NATIONAL POLICE WEEK COMMITTEE ENSURING POLICE SURVIVORS ARE SUPPORTED AS THEY ATTEND THE NUMEROUS NATIONAL MEMORIAL EVENTS THAT WEEK. EVERY SURVIVOR OF A LINE OF DUTY DEATH IS INVITED TO NATIONAL POLICE WEEK THROUGH C.O.P.S. C.O.P.S. WILL CONDUCT LAW ENFORCEMENT TRAINING, IN PERSON AND VIRTUALLY TO PREPARE AGENCIES TO RESPOND TO A LINE OF DUTY DEATHS OR TRAUMATIC INCIDENTS AND WILL PRESENT AT LAW ENFORCEMENT CONFERENCES TO EDUCATE ABOUT C.O.P.S. SERVICES AND PSOB.C.O.P.S. C.O.P.S. HAS A SECURE DATABASE OF LAW ENFORCEMENT SURVIVOR CONTACTS AND THE INFORMATION CONCERNING THEIR FALLEN OFFICERS.C.O.P.S. HAS INCREASED THE CAPABILITY OF THE DATABASE TO ALSO CAPTURE SUICIDE SURVIVORS TO ENSURE THEY ARE ALSO OFFERED PSOB ASSISTANCE AND C.O.P.S. SERVICES. C.O.P.S. WILL PARTNER WITH PSOB TO USE THIS INFORMATION TO DETERMINE ELIGIBILITY FOR C.O.P.S. SERVICES AND TO INFORM OF THE PSOB BENEFITS AVAILABLE TO SURVIVORS. C.O.P.S. PURPOSE: THE CONTINUUM OF CARE (COC) PROGRAM IS DESIGNED TO PROMOTE COMMUNITY-WIDE COMMITMENT TO THE GOAL OF ENDING HOMELESSNESS; PROVIDE FUNDING FOR EFFORTS BY NONPROFIT PROVIDERS, STATES, AND LOCAL GOVERNMENTS TO QUICKLY HOUSE HOMELESS INDIVIDUALS AND FAMILIES WHILE MINIMIZING THE TRAUMA AND DISLOCATION CAUSED TO HOMELESS INDIVIDUALS, FAMILIES, AND COMMUNITIES BY HOMELESSNESS; PROMOTE ACCESS TO AND EFFECTIVE UTILIZATION OF MAINSTREAM PROGRAMS BY HOMELESS INDIVIDUALS AND FAMILIES; AND OPTIMIZE SELF-SUFFICIENCY AMONG INDIVIDUALS AND FAMILIES EXPERIENCING HOMELESSNESS. OUR DEAF SURVIVORS CENTER, IN COLLABORATION WITH THE MASSACHUSETTS COMMISSION FOR DEAF AND HARD OF HEARING (MCDHH), WILL IMPLEMENT THE FILLING IN THE GAPS FOR DEAF SURVIVORS OF DOMESTIC VIOLENCE PROJECT.
