THIS IPV MATERNAL MORTALITY PROJECT IS DESIGNED TO 1) FURTHER UNDERSTAND THE PREVALENCE OF IPV MATERNAL MORTALITY IN CONNECTICUT, AND 2) DESIGN AND IMPLEMENT DATA-DRIVEN INTERVENTIONS AND PROGRAMS, WHICH INCLUDE AN IPV SCREENING, BRIEF INTERVENTION, AND REFERRAL FOR SERVICES (SBIRS) PROTOCOL FOR HEALTHCARE PROFESSIONALS AND IPV ADVOCATES.

THE DELTA AHEAD PROJECT - THE OVERALL GOAL OF THE CCADV DELTA AHEAD PROJECT IS TO DECREASE RISK FACTORS AND INCREASE PROTECTIVE FACTORS FOR INTIMATE PARTNER VIOLENCE (IPV) WHILE ADDRESSING THE SOCIAL DETERMINANTS OF HEALTH (SDOH) AS THEY RELATE TO IPV. TO DO SO, THE CONNECTICUT COALITION AGAINST DOMESTIC VIOLENCE (CCADV) WILL IMPLEMENT IPV PRIMARY PREVENTION STRATEGIES TO PROMOTE HEALTH EQUITY ON ALL LEVELS OF THE SOCIO-ECONOMIC MODEL BY: 1. DEVELOPING A STATEWIDE LEADERSHIP TEAM TO 1) ENHANCE OUR PRESENT STATEWIDE PLAN FOR THE PREVENTION OF INTIMATE PARTNER VIOLENCE (STATEWIDE ACTION PLAN), 2) TO ADDRESS THE SOCIAL DETERMINANTS OF HEALTH, AND 3) TO CREATE, IMPLEMENT, AND EVALUATE STATE-LEVEL PROGRAM AND POLICY EFFORTS. 2. CONDUCTING A STATEWIDE ENVIRONMENTAL SCAN TO BETTER UNDERSTAND EXISTING RESOURCES AS WELL AS THE GAPS IN WHICH OUR IPV AND SDOH PREVENTION EFFORTS CAN BE EITHER IMPLEMENTED OR IMPROVED. 3. DEVELOPING A STATE ACTION PLAN THAT WILL INCLUDE A RESOURCE INVENTORY AND SUSTAINABILITY PLAN. 4. IDENTIFYING A MINIMUM OF ONE POLICY EFFORT THAT WILL BE IMPLEMENTED ON BOTH THE STATE AND COMMUNITY LEVEL. 5. PARTICIPATING IN BOTH STATE AND NATIONAL ACTIVITIES TO SHARE KNOWLEDGE, SKILLS, AND PRACTICE OF IPV PREVENTION. 6. PARTNERING WITH A COORDINATED COMMUNITY RESPONSE TEAM TO BUILD ITS CAPACITY TO ENGAGE IN IPV PREVENTION ACTIVITIES. 7. WORKING WITH THE COORDINATED COMMUNITY RESPONSE TEAM TO DEVELOP A COMMUNITY-BASED ACTION PLAN. 8. IMPLEMENTING AND EVALUATING A MINIMUM OF ONE STATEWIDE AND TWO COMMUNITY-BASED EVIDENCE-BASED PROGRAM AND POLICY EFFORTS. BASED UPON THE PROPOSED GOALS, OBJECTIVES, AND ACTIVITIES OF THIS DELTA AHEAD PROJECT, CCADV ANTICIPATES THE FOLLOWING SHORT AND INTERMEDIATE OUTCOMES: - INCREASED IN IN NETWORKING, COLLABORATION, AND SUPPORT AMONG THE PROJECT’S PARTNERS AND COLLABORATORS AS EVIDENCED BY PARTICIPATION ON THE STATEWIDE LEADERSHIP TEAM. - INCREASED ACCESS TO RELEVANT DATA RELATED TO IPV RISK ON ALL LEVEL OF THE SOCIAL ECOLOGICAL MODEL OF PREVENTION AS EVIDENCED BY DATA COLLECTED THROUGH THE ENVIRONMENTAL SCAN. - INCREASED CAPACITY TO IMPLEMENT PRIMARY PREVENTION ACTIVITIES AS EVIDENCED THROUGH THE DEVELOPMENT OF THE STATEWIDE ACTION PLAN. - INCREASED IMPLEMENTATION AND EVALUATION OF COMMUNITY AND SOCIETAL LEVEL IPV PREVENTION EFFORTS AS EVIDENCE THROUGH INCREASED PREVENTION ACTIVITIES DEFINED THROUGH THE STATEWIDE ACTION PLAN AND AN EVALUATION OF SUCH ACTIVITIES. - INCREASED USE OF IPV PRIMARY PREVENTION APPROACHES AS EVIDENCED BY TRAINING AND IMPLEMENTATION ON THE USE OF BEST-PRACTICE AND EVIDENCED BASED STRATEGIES BY IPV PREVENTIONISTS AND OTHER STATEWIDE AND COMMUNITY-BASED ORGANIZATION’S STAFF. - INCREASED EFFORTS TO ADDRESS THE SDOH THAT IMPACT IPV AS EVIDENCED BY PROGRAM IMPACT VIA QUALITY OF LIFE SURVEYS, OR VIA OTHER MEASUREMENTS OF HEALTH AND WELLBEING. - INCREASED DATA MONITORING RELATED TO IPV PRIMARY PREVENTION STRATEGIES AS EVIDENCED BY DATA COLLECTION CORRESPONDING TO THE VARIOUS LEVELS OF THE SOCIO-ECOLOGICAL MODEL.

WITH THIS FUNDING, THE CONNECTICUT COALITION AGAINST DOMESTIC VIOLENCE, IN PARTNERSHIP WITH THE CONNECTICUT YOUTH EXCELLENCE PROJECT, HARTFORD PUBLIC SCHOOLS, THE AMERICAN SCHOOL FOR THE DEAF, AND THE CAPITAL REGION EDUCATION COUNCIL, WILL IMPLEMENT PROJECT TEAMUP HARTFORD COUNTY. SPECIFICALLY, THIS PROJECT WILL: 1) IMPLEMENT PROGRAMMING TO RECRUIT AND TRAIN MALE HARTFORD COUNTY MIDDLE AND HIGH SCHOOL ATHLETICS COACHES TO ADDRESS AND PREVENT DOMESTIC/DATING VIOLENCE, AND STALKING; 2) INTEGRATE EDUCATION ON DOMESTIC/DATING VIOLENCE AND STALKING INTO ESTABLISHED MALE SPORTS PROGRAMS TO ASSIST BOYS AND YOUNG MEN IN DEVELOPING HEALTHY RELATIONSHIPS, CHALLENGING GENDER STEREOTYPES, AND BECOMING ACTIVE BYSTANDERS; AND 3) IMPLEMENT COACHING BOYS INTO MEN WITH MIDDLE AND HIGH SCHOOL MALE ATHLETICS. IT IS A SET-ASIDE PROGRAM UNDER THE OVW STOP VIOLENCE AGAINST WOMEN FORMULA GRANT PROGRAM STATUTE AND ALSO INCLUDES A STATUTORY SET ASIDE FROM THE SEXUAL ASSAULT SERVICES PROGRAM (SASP) STATUTE, SPECIFICALLY FOR STATE AND TERRITORY SEXUAL ASSAULT COALITIONS. GRANT FUNDS AUTHORIZED UNDER THE STOP SET-ASIDE MAY BE USED FOR ONE OR MORE OF THE FOLLOWING PURPOSES: 1. COORDINATING STATE AND TERRITORY VICTIM SERVICES ACTIVITIES. 2. COLLABORATING AND COORDINATING WITH FEDERAL, STATE, TERRITORY, AND LOCAL ENTITIES ENGAGED IN VIOLENCE AGAINST WOMEN ACTIVITIES.
