PROJECT STREET BEAT - REGION 2 (PSB-R2) - IN RESPONSE TO HIGH OPIOID BURDEN RATES IN PORTIONS OF DUTCHESS, ORANGE, AND ULSTER COUNTIES IN NEW YORK STATE (NYS), PLANNED PARENTHOOD OF GREATER NEW YORK (PPGNY) PROPOSES PROJECT STREET BEAT - REGION 2 (PSB-R2). THROUGH PSB-R2, PPGNY SEEKS TO EXPAND ITS EXISTING HARM REDUCTION MODEL OPERATING IN NEW YORK CITY SINCE 1988 TO ADDITIONAL NYS COMMUNITIES IN WHICH WE ARE ALREADY EMBEDDED AS A TRUSTED SEXUAL AND REPRODUCTIVE HEALTH CARE PROVIDER. DURING THE THREE YEAR PERIOD OF 5/30/22-5/29/25, PSB-R2 WILL PROVIDE HARM REDUCTION OUTREACH AND SERVICES IN ZIP CODES WITHIN THESE THREE COUNTIES WHERE OPIOID BURDEN RATES EXCEED RATES FOR NYS AS A WHOLE. WE AIM TO DECREASE MORBIDITY AND MORTALITY ASSOCIATED WITH OPIOID USE IN THESE THREE COUNTIES THROUGH PEER-SUPPORTED OVERDOSE PREVENTION, EDUCATION, AND DISTRIBUTION OF REVERSAL MEDICATION BY EXPANDING THE ORGANIZATION'S EXISTING OPIOID OVERDOSE PREVENTION SERVICES INTO THIS GEOGRAPHIC AREA OF NYS. PSB-R2 WILL RECRUIT TWO HARM REDUCTION SPECIALISTS AND THREE PEER SUPPORT WORKERS WHO WILL COMPLETE NEW YORK TRAINING OF DISPENSERS AND PPGNY'S EXISTING OPIOID OVERDOSE PREVENTION PROGRAM CERTIFICATION FOR THIS REGION OF NYS. THEY WILL PROVIDE OUTREACH IN COMMUNITY INCLUDING STREET OUTREACH AND COALITION WORK, AND SERVE AS AS PRESENCE IN OUR THREE ARTICLE 28 HEALTH CENTERS IN THESE COUNTIES. OF THESE 700, HALF WILL BE REFERRED TO SUPPORT SERVICES AND/OR TREATMENT, AND OF THOSE REFERRED, 175 WILL BE ENGAGED IN SERVICES AND/OR TREATMENT. THE POPULATION TO BE SERVED WILL INCLUDE RACIAL/ETHNIC MINORITY COMMUNITIES AND LGBTQ+ COMMUNITIES WITHIN THESE THREE COUNTIES AS PRIORITY POPULATIONS FOR THE PROJECT; APPROXIMATELY 65% OF THOSE SERVED WILL IDENTIFY AS RACIAL/ETHNIC MINORITIES AND 5% WILL IDENTIFY AS LGBTQ+. FOR PSB-R2, PPGNY WILL CONTINUE COORDINATING WITH THE NEW YORK STATE DEPARTMENT OF HEALTH (NYSDOH), OFFICE OF DRUG USER HEALTH, SPECIFICALLY, THE NYSDOH EXPANDED SYRINGE ACCESS PROGRAM (ESAP) AND THE AIDS INSTITUTE'S OPIOID OVERDOSE PREVENTION PROGRAM (OOPP). PPGNY WILL EXTEND ESAP AND OOPP SERVICES TO THE PROPOSED LOCATIONS. PSB-R2 WILL ALSO LEVERAGE LONG-STANDING RELATIONSHIPS, NETWORKS, AND COALITIONS IN WHICH WE TAKE PART, AS WELL AS CULTIVATE NEW PARTNERS ACROSS THE THREE COUNTIES INCLUDING DRUG TREATMENT CENTERS, LAW ENFORCEMENT, AND OPIOID RAPID RESPONSE TEAMS.
