URAM PART C DENTAL CAPACITY DEVELOPMENT PROJECT - UPPER ROOM AIDS MINISTRY, INC. (URAM), A FEDERALLY QUALIFIED HEALTH CENTER AND HEALTH CARE SUBSIDIARY OF HARLEM UNITED COMMUNITY AIDS CENTER, INC., REQUESTS $149,120 UNDER ACTIVITY 3: DENTAL EQUIPMENT FOR EXPANDING DENTAL SERVICE CAPACITY TO MODERNIZE AND EXPAND ORAL HEALTH CARE CAPACITY FOR LOW-INCOME PEOPLE WITH HIV AT URAM’S HRSA-APPROVED THE NEST HEALTH CENTER IN HARLEM. THE ONE-YEAR PROJECT WILL EQUIP THE NEST’S THREE EXISTING DENTAL OPERATORIES THROUGH TWO COORDINATED EQUIPMENT INVESTMENTS: AN ADVANCED IMAGING PACKAGE, INCLUDING A DEXIS OP 3D LX PAN/3D CONE BEAM COMPUTED TOMOGRAPHY UNIT (CBCT UNIT), DEXIS TI2 DIGITAL SENSORS, HANDHELD INTRAORAL X-RAY UNITS, IMAGING SOFTWARE, INSTALLATION, TRAINING, AND RELATED ACCESSORIES; AND A CLINICAL TREATMENT PACKAGE, INCLUDING ELECTRIC HANDPIECES, ENDODONTIC EQUIPMENT, DIODE LASERS, RESTORATIVE EQUIPMENT, AND RELATED ACCESSORIES. THE NEST SERVES A LARGE NUMBER OF PEOPLE WITH HIV AND IS EMBEDDED WITHIN URAM'S INTEGRATED CARE MODEL, WHICH CO-LOCATES PRIMARY CARE, DENTAL CARE, BEHAVIORAL HEALTH, CARE MANAGEMENT, AND ENABLING SERVICES. THE DENTAL CLINIC HAS ADEQUATE CLINICAL SPACE AND EXISTING DENTAL PERSONNEL TO EXPAND CAPACITY, BUT MUCH OF THE UNDERLYING DENTAL INFRASTRUCTURE WAS ORIGINALLY OUTFITTED APPROXIMATELY TWENTY YEARS AGO AND HAS BEEN MODERNIZED INCREMENTALLY RATHER THAN COMPREHENSIVELY. THIS HAS CREATED WORKFLOW AND TECHNOLOGY LIMITATIONS THAT CONSTRAIN EFFICIENT DIAGNOSIS, TREATMENT PLANNING, RESTORATIVE CARE, ENDODONTIC SERVICES, AND SOFT TISSUE PROCEDURES FOR PATIENTS WITH COMPLEX ORAL HEALTH NEEDS. THIS PROJECT WILL PROVIDE A ONE-TIME CAPITAL INVESTMENT THAT STRENGTHENS URAM'S INFRASTRUCTURE WITHOUT REQUESTING SALARIES, FRINGE BENEFITS, TRAVEL, CONSTRUCTION, MOBILE UNIT COSTS, OR ONGOING OPERATING SUPPORT. URAM WILL ORDER EQUIPMENT IMMEDIATELY AFTER AWARD, COMPLETE INSTALLATION BY DECEMBER 2026, COMPLETE TRAINING BY JANUARY 2027, AND LAUNCH FULL OPERATION BY FEBRUARY 2027. THE PROJECT WILL INCREASE THE CAPACITY OF ALL THREE OPERATORIES, REDUCE WORKFLOW BARRIERS ASSOCIATED WITH AGING AND SHARED EQUIPMENT, SUPPORT MORE COMPREHENSIVE ON-SITE DIAGNOSIS AND TREATMENT, AND IMPROVE ACCESS TO HIGH-QUALITY ORAL HEALTH CARE AS PART OF HIV PRIMARY CARE. URAM WILL SUSTAIN THE EQUIPMENT BEYOND THE ONE-YEAR PROJECT PERIOD THROUGH EXISTING DENTAL STAFF, EXISTING FACILITY INFRASTRUCTURE, THIRD-PARTY BILLING, AND OPERATING REVENUE.
