AS A RESULT, INDIVIDUALS AND WHOLE FAMILIES WILL BE EQUIPPED TO REACH HIGHER LEVELS OF EDUCATION, EMPLOYABILITY AND SELF-SUFFICIENCY, ULTIMATELY ALLOWING THEM TO BREAK THE CYCLE OF POVERTY. EIGHTEEN VISTAS, SUPPORTED BY TWO VISTA LEADERS TO INCREASE THE SUCCESS OF PROJECTS, WILL INCREASE CAPACITY THROUGH PROGRAM DEVELOPMENT IN SERVICE AREAS ADULT LITERACY, K-12 SUCCESS AND SCHOOL READINESS. LSW HAS APPROACHED CORRECTIONS EDUCATION WITH INNOVATION AND A COMMITMENT TO PROVIDING QUALITY PROGRAMS THAT LEAD TO HIGH SCHOOL COMPLETION AND OTHER SUPPORTIVE SERVICES WHILE ADDRESSING BARRIERS TO EMPLOYMENT IN SOUTHEASTERN WISCONSIN. JUSTICE-IMPACTED INDIVIDUALS WHO PARTICIPATE IN EDUCATIONAL PROGRAMS WHILE INCARCERATED ARE 48 PERCENT LESS LIKELY TO RECIDIVATE THAN THOSE WHO DO NOT. IMPROVING ADULT LITERACY LEVELS, PROVIDING COMMUNITY MEMBERS WITH AN EDUCATIONAL CATALYST TOWARDS OVERALL HEALTH AND SOCIAL ADVANCEMENT, AND INCREASING THE POOL OF QUALIFIED INDIVIDUALS READY TO ADVANCE IN THE LOCAL WORKFORCE HAS ALWAYS BEEN FUNDAMENTAL. ACTIVITIES WILL INCLUDE ONE-TO-ONE BASIC LITERACY OR ENGLISH LANGUAGE TUTORING FOR ADULTS, ENGLISH CLASSES IN A SCHOOL OR WORKPLACE SETTING, AND TUTORING AT-RISK YOUTH THROUGH A NEW PARTNERSHIP WITH THE PEACEFUL GUARDIANS PROJECT. THE PRIMARY FOCUS OF THIS GRANT IS TO INCREASE ULA'S CAPACITY TO PROVIDE MEANINGFUL VOLUNTEER OPPORTUNITIES FOR SENIORS IN ULSTER COUNTY BY SERVING ADULTS AND YOUNG ADULTS AT THE VERY LOWEST LITERACY LEVELS. AT THE END OF THE THREE-YEAR GRANT, THE ULSTER LITERACY ASSOCIATION WILL HAVE EXPANDED ITS EXISTING PROGRAM TO RECRUIT, TRAIN AND MANAGE 103 UNDUPLICATED VOLUNTEERS. THE CNCS ANNUAL FEDERAL INVESTMENT OF $102,709 WILL BE SUPPLEMENTED BY $44,017 IN NON-FEDERAL RESOURCES DURING THE FIRST 12-MONTH PERIOD OF THE GRANT. ULA HAS A 39-YEAR TRACK RECORD AS AN ORGANIZATION THAT SERVES THOSE 16 YEARS AND OLDER WITH MULTIPLE LITERACY-RELATED ISSUES. OVER 200 VOLUNTEERS CURRENTLY SUPPORT OUR MISSION BY TUTORING LEARNERS THROUGHOUT ULSTER COUNTY, SERVING AS BOARD MEMBERS, AND PROVIDING PROFESSIONAL IN-KIND SERVICES. WE RETAIN 75-85% OF OUR VOLUNTEERS FROM YEAR TO YEAR AND THE AVERAGE LENGTH OF TUTORING IS THREE YEARS. THE DEMAND FOR VOLUNTEER OPPORTUNITIES IS THRIVING IN ULSTER COUNTY. ACCORDING TO A RECENT STUDY, "VOLUNTEERISM IN ULSTER COUNTY", BY THE BENJAMIN CENTER FOR PUBLIC POLICY INITIATIVES (2017), 45 PERCENT OF ULSTER COUNTY RESIDENTS SURVEYED SAID THAT THEY HAD VOLUNTEERED AT LEAST ONCE IN THE PAST YEAR. BY EXPANDING OUR TRAINING PROGRAM TO RURAL AREAS AND OFFERING MORE FREQUENT TRAININGS, ULA CAN CAPTURE THIS ENTHUSIASM AND PROVIDE A PATHWAY FOR MANY RESIDENTS OVER THE AGE OF 55 TO VOLUNTEER IN THEIR OWN HOME TOWN. OUR PROGRAMS AND SERVICES STRENGTHEN OUR COMMUNITY BY KEEPING SENIORS INVOLVED, HELPING FAMILIES IMPROVE THEIR LIVES THROUGH LITERACY, AND ENABLING SELF-MOTIVATED ADULTS AND AT-RISK YOUTH TO REACH THEIR GOALS. OUR TUTORS, MANY OF WHOM ARE RETIRED EDUCATORS, SERVE NEARLY 400 LEARNERS ANNUALLY, YET IT IS ESTIMATED THAT 16,000 IN ULSTER COUNTY STILL NEED OUR HELP (2010 CENSUS, PROLITERACY). IT IS WELL DOCUMENTED THAT A LACK OF FUNCTIONAL LITERACY OR ENGLISH LANGUAGE PREVENTS A RUDIMENTARY UNDERSTANDING OF BASIC HEALTH, FINANCIAL, AND CONSUMER ISSUES AND IS THE COMMON THREAD OF THE INCARCERATED AND IMPOVERISHED POPULATIONS. LITERACY NEW JERSEY (LITNJ) PROPOSES TO ENGAGE 250 VOLUNTEERS WHO WILL PROVIDE INSTRUCTION IN BASIC SKILLS, HIGH SCHOOL EQUIVALENCY PREPARATION (HSE), AND ENGLISH AS A SECOND LANGUAGE TO 600+ ADULT STUDENTS AT 10 SITES THROUGHOUT NEW JERSEY ON THE MARTIN LUTHER KING JR. DAY OF SERVICE, AND WHO WILL CONTINUE TUTORING WEEKLY FOR AT LEAST ONE CALENDAR YEAR. ON THE MLK DAY OF SERVICE, 250 VOLUNTEERS WILL BE RESPONSIBLE FOR 750-1,000 HOURS OF ONE-TO-ONE OR SMALL GROUP TUTORING FOR 600+ OUT-OF-SCHOOL YOUTH AND ADULT LEARNERS ACROSS THE STATE, HELPING THESE STUDENTS ON THEIR WAY TO REACHING THEIR EDUCATIONAL AND INDIVIDUAL LITERACY GOALS: GETTING A JOB, EARNING THEIR HIGH SCHOOL DIPLOMA, READING TO THEIR CHILDREN. THIS PROGRAM WILL FOCUS ON THE CNCS PRIORITY AREAS OF PROVIDING SUPPORT AND FACILITATING ACCESS TO SERVICES FOR ECONOMICALLY DISADVANTAGED PEOPLE AND TRAINING VOLUNTEERS WHO MAKE A COMMITMENT FOR FUTURE SERVICE. FOR LITNJ'S MLK DAY OF SERVICE, THE CNCS INVESTMENT OF $40,472 WILL BE MATCHED WITH $95,433: $30,000 IN PUBLIC FUNDING AND $65,433 IN PRIVATE FUNDING.

THIS PROJECT WILL 1) CREATE NEW CURRICULA AND MATERIALS TO INCREASE THE QUALITY OF K-14 ACADEMIC PROGRAMS IN THE FANH SCIENCES; 2) IMPLEMENT HANDS-ON LEARNING EXPERIENCES AND METHODS TO EXTEND LEARNING BEYOND THE CLASSROOM AND PROVIDE STUDENTS WITH OPPORTUNITIES TO SOLVE COMPLEX PROBLEMS IN THE CONTEXT OF REAL-WORLD SITUATIONS; AND 3) CREATE OPPORTUNITIES FOR UNDERREPRESENTED STUDENTS TO COMPLETE PARTICIPATORY LEADERSHIP AND CAREER DEVELOPMENT EXPERIENCES IN THE FANH SCIENCES.THE PROJECT'S PRIMARY AUDIENCE IS A DIVERSE GROUP OF 90+ ENGLISH LEARNERS (EL) STUDENTS AT IROQUOIS HIGH SCHOOL (IHS), ONE OF JCPS' MOST CHALLENGED SCHOOLS (RANKING IN THE BOTTOM 5% OF HIGH SCHOOLS IN THE STATE). IHS IS LOCATED IN SOUTH LOUISVILLE, A PRIME RESETTLEMENT AREA FOR IMMIGRANTS AND REFUGEES. THE PROJECT ALSO HAS BROAD IMPACT THROUGHOUT THE SCHOOL DISTRICT AS A WHOLE, WHICH SERVES NEARLY 100,000 STUDENTS. STUDENTS WILL CONNECT WITH FRESH, HEALTHFUL FOOD WHILE IT'S STILL GROWING IN THE GROUND, AND HAVE THE OPPORTUNITY TO FARM, COOK, BREAK BREAD, COMMUNICATE AND ACTIVATE CHANGE TOGETHER, DIRECTLY IMPACTING THEIR EXPERIENCE OF PLACE AND RELATIONSHIPS WITHIN THE FOOD SYSTEM - AS WELL AS THEIR TASTE BUDS, HEALTH, SENSE OF COMMUNITY AND ABILITY TO SUCCEED IN SCHOOL, CAREER AND BEYOND. THE PROJECT WILL ALSO BUILD TEACHERS' CAPACITY, INCREASING THEIR KNOWLEDGE AND USE OF EFFECTIVE HANDS-ON LEARNING AND INQUIRY-DRIVEN FANH SCIENCES EDUCATION.

TO SUPPORT YOUTH IN BLACK AND AFRO-INDIGENOUS COMMUNITIES IN SOUTHEAST LOUISIANA, THE RESEARCH TEAM WILL WORK COLLABORATIVELY WITH LOCAL COMMUNITY ORGANIZATIONS TO DEVELOP AND ENACT A JUSTICE-CENTERED FRAMEWORK FOR WATER LITERACY THAT RESPONDS TO CHILDREN?S EXPERIENCES AND CONCERNS ABOUT THE ENVIRONMENTAL WATER ISSUES THAT IMPACT THEIR EVERYDAY LIVES. THE PROJECT WILL CONTRIBUTE TO KNOWLEDGE OF HOW COMMUNITY-ENGAGED SCIENCE CURRICULUM AND TEACHING PROJECTS BUILD RELATIONSHIPS BETWEEN COMMUNITIES AND SCHOOLS AND HOW STUDENTS AND TEACHERS GRAPPLE WITH THE JUSTICE DIMENSIONS OF ISSUES THAT HAVE DISCIPLINARY AND SOCIAL IMPLICATIONS. IN PARTNERSHIP WITH A NETWORK OF PUBLIC CHARTER SCHOOLS IN NEW ORLEANS, LOUISIANA, THE RESEARCH TEAM WILL ENGAGE IN FOUR YEARS OF DESIGN-BASED RESEARCH THAT CENTERS COMMUNITY KNOWLEDGE AND LIVED EXPERIENCE. GUIDED BY A STEERING COMMITTEE OF LOCAL WATER-FOCUSED COMMUNITY LEADERS AND ORGANIZATIONS, THE TEAM WILL WORK WITH APPROXIMATELY 16 TEACHERS AND 640 STUDENTS IN GRADES 3?8 TO DEVELOP AND STUDY THE IMPLEMENTATION OF THE JUSTICE-CENTERED WATER LITERACY CURRICULUM UNITS. ADDITIONAL PRODUCTS WILL INCLUDE PROFESSIONAL DEVELOPMENT TOOLS DESIGNED TO AMPLIFY THE COMMUNITY?S EXPERIENTIAL AND HISTORICAL KNOWLEDGE AS CENTRAL TO SCIENCE LEARNING. THIS COLLABORATIVE PROJECT IS FUNDED BY THE EDU RACIAL EQUITY IN STEM EDUCATION ACTIVITY, WHICH IS SUPPORTED BY THE DIRECTORATE FOR STEM EDUCATION (EDU). THIS ACTIVITY SUPPORTS RESEARCH AND PRACTICE PROJECTS THAT INVESTIGATE HOW CONSIDERATIONS OF RACIAL EQUITY FACTOR INTO THE IMPROVEMENT OF SCIENCE, TECHNOLOGY, ENGINEERING, AND MATHEMATICS (STEM) EDUCATION AND WORKFORCE. PROGRAMS ACROSS EDU CONTRIBUTE FUNDS TO THE RACIAL EQUITY ACTIVITY IN RECOGNITION OF THE ALIGNMENT OF ITS PROJECTS WITH THE COLLECTIVE RESEARCH AND DEVELOPMENT THRUSTS OF THE FOUR DIVISIONS OF THE DIRECTORATE. LEARN TO READ'S MISSION IS TO INCREASE LITERACY AWARENESS AND IMPROVE ADULT LITERACY IN JACKSONVILLE (FL) THROUGH A VOLUNTEER-BASED PROGRAM. THIS PROPOSED VISTA PROJECT ALIGNS WITH THE FOCUS AREA OF ECONOMIC OPPORTUNITY. THE PROJECT SEEKS TO EXPAND THE SCALE AND REACH OF LEARN TO READ PROGRAMMING, REDUCING POVERTY AND INCREASING SELF-SUFFICIENCY BY IMPROVING LITERACY SKILLS AMONG LOW-INCOME ADULTS IN DUVAL COUNTY. THE PROJECT WILL BENEFIT AT LEAST 525 ECONOMICALLY AND EDUCATIONALLY DISADVANTAGED ADULTS; AT LEAST 200 PARTICIPANTS WILL DEMONSTRATE IMPROVED JOB READINESS. TWO VISTA MEMBERS WILL CONTRIBUTE TO THE GOALS OF THE PROJECT BY PROMOTING LITERACY SERVICES, RECRUITING PARTICIPANTS, RECRUITING VOLUNTEERS, AND LEVERAGING ADDITIONAL CASH AND IN-KIND RESOURCES OVER A 14 MONTH PERIOD.

THE MISSION OF THE LITERACY COUNCIL OF GRAND ISLAND IS TO TEACH THE LITERACY SKILLS NECESSARY TO COMMUNICATE, GROW, AND THRIVE WITHIN OUR COMMUNITY. THROUGH ALL OF OUR PROGRAMMING, WE SEEK TO BUILD BRIDGES THAT UNITE OUR DIVERSE COMMUNITY AND PURSUE OUR VISION OF CREATING A STRONGER, BETTER-CONNECTED, MORE PROSPEROUS COMMUNITY. THE PROPOSED VISTA PROJECT ALIGNS WITH THE ECONOMIC OPPORTUNITY FOCUS AREA. THE VISTA PROJECT WILL SEEK TO LEVERAGE RESOURCES, INCREASE ORGANIZATIONAL EFFECTIVENESS, AND EXPAND OUR ORGANIZATION'S SCALE AND REACH, PROVIDING BENEFIT TO AT LEAST 125 LOW-LITERACY INDIVIDUALS. THREE VISTA MEMBERS WILL CONTRIBUTE TO THE GOALS OF THE PROJECT BY PERFORMING ACTIVITIES SUCH AS IMPLEMENTING STUDENT ASSESSMENT PROCEDURES, IMPROVING AND PROVIDING TRAINING ON CURRICULA, CONDUCTING VOLUNTEER RECRUITMENT, CREATING NEW PROCESSES FOR VOLUNTEER TRAINING AND SUPPORT, AND CREATING OUTREACH CONTENT TO INCREASE COMMUNITY AWARENESS AND ENGAGEMENT OVER THE COURSE OF THREE YEARS.

SUPER STARS LITERACY'S MISSION IS TO EMPOWER UNDER-RESOURCED STUDENTS TO TRANSFORM THEIR FUTURES BY HELPING THEM DEVELOP THE READING AND SOCIAL-EMOTIONAL SKILLS THAT ARE THE FOUNDATION FOR FUTURE LEARNING. THE PROPOSED VISTA PROJECT ALIGNS WITH THE EDUCATION FOCUS AREA OF K-12 SUCCESS. THE PROJECT WILL SUPPORT INCREASED EFFICIENCY IN PROGRAM DELIVERY AND LEVERAGE RESOURCES NEEDED TO PREPARE THE ORGANIZATION TO SCALE TO SERVE ADDITIONAL STUDENTS IN FUTURE YEARS. THE VISTA PROJECT WILL BENEFIT AT LEAST 500 K-2 STUDENTS EACH YEAR AT OUR PARTNER SCHOOL SITES LOCATED IN AREAS OF CONCENTRATED POVERTY IN OAKLAND, CA (ALAMEDA COUNTY), WHO HAVE BEEN REFERRED TO SUPER STARS LITERACY BY THEIR SCHOOL-DAY TEACHERS BASED ON LACK OF AGE-APPROPRIATE READING AND/OR ACADEMIC READINESS SKILLS. TWO VISTA MEMBERS WILL CONTRIBUTE TO THE GOALS OF THE PROJECT BY PERFORMING THE FOLLOWING ACTIVITIES OVER THE COURSE OF ONE YEAR (YEAR TWO OF A THREE YEAR PROJECT). THE PROGRAM IMPACT ASSOCIATE VISTA WILL SUPPORT INCREASED EFFICIENCY IN PROGRAM DELIVERY BY PILOTING THE ANNUAL IMPLEMENTATION PLAN OF THE LEVELED LITERACY INTERVENTION PROGRAM, A SINGLE DAYTIME INTERVENTION CURRICULUM TO BE USED ACROSS ALL PROGRAM SITES, AND IMPLEMENT THE PILOT PLAN FOR AN IMPROVED STUDENT ENROLLMENT PROCESS. THE DEVELOPMENT AND COMMUNICATIONS ASSOCIATE VISTA WILL LEVERAGE RESOURCES NEEDED TO FUND PROGRAM ENHANCEMENTS AND EXPANSIONS BY: (1) PILOTING A SUSTAINABLE FUNDRAISING COMMITTEE STRUCTURE FOR SSL'S YOUNG PROFESSIONALS AND ALUMNI NETWORK (YPAN) COMMITTEE; (2) PILOTING THE IMPLEMENTATION OF "COLLABORATE" WITH DEVELOPMENT STAFF (DEVELOPMENT MANAGER AND GRANTS MANAGER) TO DEVELOP AND EXECUTE AN ANNUAL FUNDRAISING PLAN; AND (3) IMPROVING SUPER STARS LITERACY'S MARKETING MATERIALS AND SOCIAL MEDIA STRATEGY.
