REGARDING BOTH THE SEVERITY OF SUBSTANCE ABUSE DISORDERS AND LACK OF TREATMENT RESOURCES, FLAGLER HAS BEEN, AND REMAINS, ONE OF THE MOST DISTRESSED COUNTIES IN ALL OF FLORIDA. STATISTICAL TRENDS SIGNAL AN UPHILL SUBSTANCE ABUSE CHALLENGE FOR THE SHERIFF’S OFFICE AND LOCAL TREATMENT PROVIDERS GIVEN THE KNOWN HIGH LEVEL OF SUBSTANCE ABUSE DISORDERS IN GENERAL AND THE SHARP RISE IN OVERDOSES LARGELY ATTRIBUTABLE TO OPIOID AND METHAMPHETAMINE ABUSE. MANY OF THESE RESIDENTS ARE HIGH-RISK FOR RECIDIVISM DUE TO LOW EDUCATION LEVELS, SUBSTANCE ABUSE, MENTAL HEALTH AND MEDICAL ISSUES, A LACK OF JOB SKILLS, AND A HOST OF ADDITIONAL INDICATORS. INDIVIDUALS WHO ARE ARRESTED FOR VIOLENT CRIMES MAY REMAIN IN THE CUSTODY OF THE ORLEANS PARISH SHERIFFS OFFICE FOR LENGTHY PERIODS OF TIME (AVERAGE 276 DAYS UP TO 8 YEARS). THIS POPULATION CURRENTLY HAS NO REENTRY PROGRAMMING AND NO FORMAL ASSESSMENT OR CASE MANAGEMENT SYSTEM. THEREFORE, ASSISTANCE IS BEING SOUGHT TO FORMALLY ORGANIZE A SUCCESSFUL REENTRY PROGRAM TO INCLUDE COMMUNITY PARTNERS AND PROFESSIONAL STAFF, ADD EDUCATION PROGRAMMING, ADD COUNSELING AND REENTRY PROGRAMMING, UPGRADE THE CURRENT DATABASE TO INCLUDE TRACKING OF ALL REENTRY ASPECTS, EVALUATE PROGRAM SUCCESS INCLUDING RECIDIVISM RATES, PROVIDE HOUSING OPTIONS, PROVIDE ASSISTANCE TO RESIDENTS POST-RELEASE, AND RECEIVE TECHNICAL ASSISTANCE FROM BJA. UNDER THE JURISDICTIONS OF DIFFERENT FEDERAL, STATE, AND LOCAL PARTNERS TO CAPTURE AND SHARE INFORMATION, AND VALIDATED DATA RELATED TO SARS-COV-1, IN THEIR POPULATIONS IN A DIRECT, EFFICIENT, USER-FRIENDLY, AND SECURE MANNER. REAL-TIME ACCESS TO COVID-19 DATA WILL BE USED TO REDUCE TRANSMISSION BY PROVIDING THE DATA NEEDED TO SUPPORT GUIDANCE DEVELOPMENT AND TECHNICAL ASSISTANCE TO REDUCE COVID-19 MORBIDITY AND MORTALITY.THE NSA?S PROPOSED DATA SYSTEM PILOT WILL DEMONSTRATE AND DOCUMENT THE FEASIBILITY AND BENEFITS OF THE SYSTEM AND PROVIDE THE INFORMATION NEEDED FOR CDC TO SCALE-UP TO ADDITIONAL SITES AND ADDITIONAL DISEASES.THE NSA PROPOSES TO DESIGN, IMPLEMENT, AND OPERATE THE PROPOSED PILOT SYSTEM IN ONE (1) STATE DEPARTMENT OF CORRECTIONS AND TWO (2) COUNTY SHERIFFS? FLAGLER COUNTY IS LOCATED ON THE EAST COAST OF CENTRAL FLORIDA ALONG I-95 BETWEEN JACKSONVILLE AND DAYTONA BEACH WITH A SIZE OF 483 SQUARE MILES AND AN ESTIMATED 108,000 CITIZENS. FLAGLER COUNTY IS HOME TO THE CITY OF PALM COAST WHICH IS THE COUNTY’S MAJOR RESIDENTIAL AREA (CONCENTRATED POPULATION OF 83,000) COMPARED TO THE REST OF THE COUNTY’S COMMUNITIES THAT ARE RURAL AND RESOURCE CHALLENGED. REGARDING BOTH THE SEVERITY OF SUBSTANCE ABUSE DISORDERS AND LACK OF TREATMENT RESOURCES, FLAGLER HAS BEEN, AND REMAINS, ONE OF THE MOST DISTRESSED COUNTIES IN ALL OF FLORIDA. STATISTICAL TRENDS SIGNAL AN UPHILL SUBSTANCE ABUSE CHALLENGE FOR THE SHERIFF’S OFFICE AND LOCAL TREATMENT PROVIDERS GIVEN THE KNOWN HIGH LEVEL OF SUBSTANCE ABUSE DISORDERS IN GENERAL AND THE SHARP RISE IN OVERDOSES LARGELY ATTRIBUTABLE TO OPIOID AND METHAMPHETAMINE ABUSE. THE PURPOSE OF THE PROJECT IS TO BETTER ADDRESS THE MANY NEEDS OF THE OUD/SUD POPULATION IN FLAGLER COUNTY BY IMPLEMENTING THE FOLLOWING ALLOWABLE USE ACTIVITIES: 1) DRUG TAKE-BACK PROGRAM (1%), 2) NALOXONE FOR LAW ENFORCEMENT (1%), 3) EVIDENCE-BASED SUD TREATMENT INCLUDING CBT AND MAT WHILE IN DETENTION AND FOLLOWING RELEASE (30%), 4) TRANSITIONAL RECOVERY HOUSING (21.4%) AND 5) PEER RECOVERY SUPPORT DURING REENTRY (12%). THESE NUMBERS SOLIDIFY THE CENTRAL FLORIDA AREA AS THE LEAD POSITION AS AMERICAS MOST VISITED DESTINATION. OUR GOAL IS TO EXPAND OUR FLEET BY PURCHASING AND UP FITTING 2 F-600 TRUCKS AND 8 MARKED VEHICLES (PATROL AND CANINE) USING THESE GRANT FUNDS. FUNDING WILL SUPPORT THE HIRING OF CONTRACTED MENTAL HEALTH PROFESSIONALS (MHPS) TO SUPPORT THE KING COUNTY SHERIFFS OFFICE CRISIS INTERVENTION TEAM (CIT)/CO-RESPONDER PROGRAM. MHPS OFFER A SPECIALIZED SERVICE THAT WILL ASSIST THE KING COUNTY SHERIFFS OFFICE FULFILL THE PUBLIC SAFETY NEED TO ADDRESS MENTAL HEALTH SERVICES NECESSARY FOR EMERGENT AND NON-EMERGENT CALLS THAT INVOLVE LAW ENFORCEMENT. CONTRACTED MHPS WILL SERVE AS SUBJECT MATTER EXPERTS WHO WILL WORK WITHIN THE COMPREHENSIVE KCSO CIT/CO-RESPONDER PROGRAM. KCSO IS REQUESTING A 48-MONTH PERFORMANCE PERIOD. THE KING COUNTY SHERIFFS OFFICE (KCSO) CRISIS INTERVENTION TEAM (CIT) PROJECT WOULD ASSIST WITH THE HIRING MULTIPLE MHPS THAT WOULD BE AVAILABLE TO AID IN CRISIS ASSESSMENT AND DE-ESCALATION, ASSESSMENT OF THE INDIVIDUALS FOR REFERRALS TO SOCIAL SERVICES, AND TO FOLLOW-UP WITH CONTACTS AND FAMILIES AFTER THE CRISIS HAS ABATED. CONTRACTED MHPS WILL ASSIST WITH DIRECTLY ADDRESSING THE MENTAL HEALTH CRISIS OCCURRING IN KING COUNTY. THE UTILIZATION OF GRANT WITH A DEPLOYABLE MHP WOULD ADDRESS THE NEED TO TRANSITION FROM A TRADITIONAL LAW ENFORCEMENT RESPONSE TO CALLS THAT HAVE A COMPONENT OF BEHAVIORAL HEALTH, SOCIAL SERVICES, AND/OR SUBSTANCE ABUSE. THIS QUALIFIED INDIVIDUAL WOULD BE ABLE TO COORDINATE SERVICE IN THE MOMENT, FOR THE INDIVIDUAL IN CRISIS. THE ORLEANS PARISH SHERIFFS OFFICE, LOCATED IN NEW ORLEANS, LOUISIANA, IS A PARISH (COUNTY) LEVEL GOVERNMENTAL BODY WHICH MANAGES THE OPERATION OF THE LOCAL JAIL- THE ORLEANS JUSTICE CENTER, WHICH MANAGES APPROXIMATELY 1000-1100 RESIDENTS DAILY (CURRENTLY 1068), 90% OF WHOM ARE AFRICAN-AMERICAN. MANY OF THESE RESIDENTS ARE HIGH-RISK FOR RECIDIVISM DUE TO LOW EDUCATION LEVELS, SUBSTANCE ABUSE, MENTAL HEALTH AND MEDICAL ISSUES, A LACK OF JOB SKILLS, AND A HOST OF ADDITIONAL INDICATORS. INDIVIDUALS WHO ARE ARRESTED FOR VIOLENT CRIMES MAY REMAIN IN THE CUSTODY OF THE ORLEANS PARISH SHERIFFS OFFICE FOR LENGTHY PERIODS OF TIME (AVERAGE 276 DAYS UP TO 8 YEARS). THIS POPULATION CURRENTLY HAS NO REENTRY PROGRAMMING AND NO FORMAL ASSESSMENT OR CASE MANAGEMENT SYSTEM. THEREFORE, ASSISTANCE IS BEING SOUGHT TO FORMALLY ORGANIZE A SUCCESSFUL REENTRY PROGRAM TO INCLUDE COMMUNITY PARTNERS AND PROFESSIONAL STAFF, ADD EDUCATION PROGRAMMING, ADD COUNSELING AND REENTRY PROGRAMMING, UPGRADE THE CURRENT DATABASE TO INCLUDE TRACKING OF ALL REENTRY ASPECTS, EVALUATE PROGRAM SUCCESS INCLUDING RECIDIVISM RATES, PROVIDE HOUSING OPTIONS, PROVIDE ASSISTANCE TO RESIDENTS POST-RELEASE, AND RECEIVE TECHNICAL ASSISTANCE FROM BJA. THE POPULATION TO BE SERVED BY THIS PROJECT ARE THOSE HOUSED AT THE FACILITY BEGINNING AT THE TWO-WEEK MARK OF THE INDIVIDUALS RESIDENCY TO ALLOW FOR THE RESIDENT TO BE SETTLED INTO A PERMANENT POD (WITH CONSIDERATION OF OTHER RESIDENTS TO COMPLY WITH THE REQUIREMENTS OF THE PRISON RAPE ELIMINATION ACT) AND ENSURE THAT THE RESIDENT IS NOT UNDER A JUDICIAL 72-HOUR HOLD FOR A MINOR INFRACTION. IT IS EXPECTED THAT A MINIMUM OF 1500 RESIDENTS WILL BE SERVED OVER THE COURSE OF THE PROJECT. BEGINNING THE PROGRAM WHEN A RESIDENT HAS BEEN HOUSED FOR TWO WEEKS. THIS PROJECT HAS SECURED COMMUNITY PARTNER/SUPPORT AGENCIES FOR THE IMPLEMENTATION OF THIS PROJECT. COLLABORATIVE REPRESENTATION FROM EACH AGENCY WOULD FORM THE REENTRY TASKFORCE COUNCIL WHO WILL OVERSEE THE PROJECT. THE GOAL OF PROJECT COPE IS TO DEPLOY THE NEEDED COMPENDIUM SERVICE ACTIVITIES AND PROTOCOLS TO REDUCE OVERDOSE DEATHS, PROMOTE PUBLIC SAFETY AND SUPPORT ACCESS TO PREVENTION, HARM-REDUCTION, TREATMENT, AND RECOVERY SERVICES BOTH IN THE COMMUNITY AND THE JUSTICE SYSTEM. THE PROJECT WILL FUNCTION UNDER THE DIRECTION OF PROJECT COPE STEERING COMMITTEE. THE COMMITTEE IS A PERMANENT MULTIDISCIPLINARY COORDINATING BODY THAT FOCUS ON ADDRESSING THE ISSUES THAT ARISE DUE TO THE IMPACTS OF ILLICIT OPIOIDS, STIMULANTS, AND OTHER DRUGS. IT IS COMPOSED OF REPRESENTATIVES OF THE LAFOURCHE PARISH SHERIFF’S OFFICE, THE COURT SYSTEM, THE LAFOURCHE PARISH CORONER’S OFFICE, PARISH GOVERNMENT, THE PARISH PUBLIC AND PRIVATE SCHOOL SYSTEMS, NICHOLLS STATE UNIVERSITY, AND PREVENTION, INTERVENTION, AND TREATMENT AGENCIES. PROGRAM ACTIVITIES WILL INCLUDE LAW ENFORCEMENT DEFLECTION AND DIVERSION, REAL TIME DATA COLLECTION, EDUCATION AND PREVENTION, PRE AND POST BOOKING TREATMENT ALTERNATIVES-TO-INCARCERATION, EVIDENCE-BASED SUBSTANCE USE DISORDER TREATMENT, AND SOCIAL WORKERS AND PEER EMBEDMENT AT ANY INTERCEPT OF THE “SEQUENTIAL INTERCEPT MODEL.” THE OBJECTIVES AND DELIVERABLES ARE: DEVELOP AND IMPLEMENT THE PROJECT COPE ACTION PLAN THAT WILL DETAIL THE PROBLEM, THE DATA THAT LEAD TO ITS IDENTIFICATION, A LOGIC MODEL AND ASSOCIATED RESPONSE PROTOCOLS/ACTIVITIES TO BE IMPLEMENTED TO ENSURE THE EFFECTIVE DELIVERY OF A BROAD RANGE OF EVIDENCE-BASED, CULTURALLY RELEVANT INTERVENTIONS. UNDER THE JURISDICTIONS OF DIFFERENT FEDERAL, STATE, AND LOCAL PARTNERS TO CAPTURE AND SHARE INFORMATION, AND VALIDATED DATA RELATED TO SARS-COV-1, IN THEIR POPULATIONS IN A DIRECT, EFFICIENT, USER-FRIENDLY, AND SECURE MANNER. REAL-TIME ACCESS TO COVID-19 DATA WILL BE USED TO REDUCE TRANSMISSION BY PROVIDING THE DATA NEEDED TO SUPPORT GUIDANCE DEVELOPMENT AND TECHNICAL ASSISTANCE TO REDUCE COVID-19 MORBIDITY AND MORTALITY.THE NSA?S PROPOSED DATA SYSTEM PILOT WILL DEMONSTRATE AND DOCUMENT THE FEASIBILITY AND BENEFITS OF THE SYSTEM AND PROVIDE THE INFORMATION NEEDED FOR CDC TO SCALE-UP TO ADDITIONAL SITES AND ADDITIONAL DISEASES.THE NSA PROPOSES TO DESIGN, IMPLEMENT, AND OPERATE THE PROPOSED PILOT SYSTEM IN ONE (1) STATE DEPARTMENT OF CORRECTIONS AND TWO (2) COUNTY SHERIFFS? FACILITIES. AS NOTED ABOVE, THE NSA?S PROPOSED PILOT PROJECT WILL ALSO INCLUDE A PLAN TO ENABLE SCALING-UP AND EXPANSION TO ADDITIONAL LOCATIONS AND THE INCLUSION OF OTHER INFECTIOUS AND CHRONIC DISEASES, AS WELL AS BEHAVIORAL HEALTH CONDITIONS WITHIN CORRECTIONAL AND DETENTION POPULATIONS, TO IMPROVE PUBLIC HEALTH REP ORTING AND TO FACILITATE AND ENCOURAGE COORDINATION, COLLABORATION, AND TECHNICAL ASSISTANCE DURING FUTURE PUBLIC HEALTH EMERGENCIES AS WELL AS ROUTINE OPERATION.BY THE END OF THE PERFORMANCE PERIOD, THE DATA SYSTEM WILL BE ACCESSIBLE AND USED BY PILOT JAILS AND PRISONS, CDC, AND STATE AND LOCAL HEALTH OFFICIALS TO MORE SAFELY CARE FOR PATIENTS, MORE SAFELY MANAGE INSTITUTIONS, AND BETTER PROTECT THE LOCAL COMMUNITIES AS IT PERTAINS TO THE CORONAVIRUS PANDEMIC.
