IT ENCOURAGES THE DEVELOPMENT OF A NETWORK OF INSTITUTIONS DEVOTED TO ENHANCING THE GROWTH OF CHESS, FROM LOCAL CLUBS TO STATE AND REGIONAL ORGANIZATIONS, AND IT PROMOTES CHESS IN AMERICAN SCHOOLS.
