AWARD PURPOSE: THE PURPOSE OF THIS AGREEMENT IS TO DEVELOP AND MAINTAIN A PUBLIC DATABASE FOR USDA APHIS BRS THAT CONTAINS THE REGULATORY LISTING OF TAXA TO DESCRIBE “ORGANISMS THAT ARE OR CONTAIN PLANT PESTS.” IT OUTLINES THE MISSION-RELATED GOALS, OBJECTIVES, AND ANTICIPATED ACCOMPLISHMENTS, AS WELL AS THE APPROACH DEVELOPING AND CURATING A DATABASE FOR A REGULATORY LISTING OF TAXA TO DESCRIBE “ORGANISMS THAT ARE OR CONTAIN PLANT PESTS.” ACTIVITIES TO BE PERFORMED: 1. APS REVIEWS THE LEGACY REGULATORY LISTING TAXA. 2. APS DEVELOPS A DRAFT UPDATED LISTING OF TAXA OF PLANT PATHOGENS, BY SPECIES WHERE RELEVANT, THAT ARE PLANT PESTS BASED ON PUBLICLY AVAILABLE SCIENTIFIC LITERATURE. 3. APHIS AND APS REVIEW PUBLIC COMMENTS, AND APHIS MODIFIES THE LIST AS NEEDED. DELIVERABLES AND EXPECTED OUTCOMES: APS PREPARES AND SUBMITS A CURATED ONLINE DATABASE WITH THE REGULATORY LISTING OF TAXA TO DESCRIBE THE “ORGANISMS THAT ARE OR CONTAIN PLANT PESTS.” INTENDED BENEFICIARY(IES): APHIS BRS REGULATES MODIFIED ORGANISMS THAT ARE PLANT PESTS OR POSE PLANT PEST RISKS. THE LIST OF PLANT PESTS WILL HELP BRS STAKEHOLDERS TO UNDERSTAND WHETHER THEY ARE MODIFYING PLANT PESTS AND ARE SUBJECT TO APHIS BRS 7 CFR PART 340 REGULATIONS.
