THE WESTERN KLAMATH RESTORATION PARTNERSHIP PLANNING AREA IS LOCATED ALONG THE MIDDLE SECTION OF THE KLAMATH RIVER IN EASTERN HUMBOLDT AND WESTERN SISKIYOU COUNTIES. THIS AREA IS APPROXIMATELY 95 PUBLIC LANDS MANAGED BY THE KLAMATH AND SIX RIVERS NATIONAL FORESTS (USFS), WITH 5 IN PRIVATE, STATE AND TRIBAL OWNERSHIP. THIS PROJECT WILL OCCUR ON PRIVATE AND TRIBAL LANDS WITHIN THE WESTERN KLAMATH RESTORATION PARTNERSHIP PLANNING AREA. THIS PROJECT IS CENTERED IN DISADVANTAGED COMMUNITIES AND BENEFITS UNDER-RESOURCED COMMUNITIES. THE COMMUNITIES IN THE PLANNING AREA ARE UNDERREPRESENTED DUE TO BEING LOW INCOME, COMMUNITIES OF COLOR, AS WELL AS ULTRA-RURAL. THE PLANNING AREA IS LOW INCOME AS DEFINED BY CENSUS TRACTS (6093000500 AND 6093000800). THE PROJECT ALSO ENCOMPASSES CLIMATE VULNERABLE COMMUNITIES AS DEFINED BY THE CALIFORNIA GOVERNORS OFFICE OF PLANNING RESEARCH AND EXPERIENCE HEIGHTENED RISK AND INCREASED SENSITIVITY TO CLIMATE CHANGE AND HAVE LESS CAPACITY AND FEWER RESOURCES TO COPE WITH, ADAPT TO, OR RECOVER FROM CLIMATE IMPACTS. HABITAT TYPES INCLUDE MIXED CONIFER AND HARDWOOD FORESTS, MEADOWS AND RIPARIAN HABITATS, AND DIVERSE SHRUB DOMINATED HABITATS. THIS HAS IMPACTED COHO SALMON BY REDUCING THE AMOUNT AND QUALITY OF OFF-CHANNEL AND OTHER SLOW WATER REARING HABITATS AND LIMITED SPAWNING HABITAT IN LOWER THOMPSON CREEK. THE PURPOSE OF THIS PROJECT IS TO CREATE OR RESTORE COHO SALMON REARING AND SPAWNING HABITATS IN THE THOMPSON CREEK WATERSHED. THE OBJECTIVES OF THE PROJECT ARE TO CREATE SLOW WATER REARING HABITAT FOR COHO SALMON JUVENILES AND ENHANCE SPAWNING HABITAT FOR COHO SALMON ADULTS. TO ACHIEVE THESE OBJECTIVES THIS PROJECT WILL EXCAVATE AND CONSTRUCT AN APPROXIMATELY 2,000 SQUARE FOOT OFF-CHANNEL REARING POND IN CREEK LEFT FLOODPLAIN, LOAD LARGE WOOD INTO THE CONSTRUCTED POND, REVEGETATE FLOODPLAIN HABITAT ON THE PERIPHERY OF THE CONSTRUCTED POND, AND CONSTRUCT TWO LARGE ENGINEERED WOOD STRUCTURES IN THE MAINSTEM OF THOMPSON CREEK. THE OFF-CHANNEL REARING POND WILL PROVIDE BOTH SUMMER AND WINTER REARING HABITAT. LARGE WOOD WILL BE ANCHORED INTO THE BANKS OF THE POND TO INCREASE HABITAT COMPLEXITY AND PROVIDE COVER FOR REARING FISH. FOLLOWING CONSTRUCTION, NON-NATIVE BLACKBERRY SURROUNDING THE POND WILL BE REMOVED AND REPLANTED WITH NATIVE TREES, SHRUBS, FORBS, AND GRASSES. IN THE MAINSTEM OF THOMPSON CREEK TWO ENGINEERED WOOD STRUCTURES, CONSISTING OF FOUR TO SIX LOGS WILL BE CONSTRUCTED AND ANCHORED INTO THE CREEK RIGHT BANK. ONE WOOD STRUCTURE WILL BE LOCATED FIFTY FEET UPSTREAM AND ONE WOOD STRUCTURE WILL BE LOCATED FIFTY FEET DOWNSTREAM OF THE OFF-CHANNEL POND. THE WOOD STRUCTURES WILL SLOW FLOWS AND RAISE SURFACE WATER ELEVATIONS, RESTORING FLOODPLAIN CONNECTIVITY TO 100 FEET OF SIMPLIFIED AND INCISED CHANNEL AND ENHANCE CONNECTIVITY WITH THE POND. THE GOALS AND OBJECTIVES OF THIS FUELS REDUCTION PROJECT ARE TO:TREAT 490 ACRES ON TRIBAL AND PRIVATE LANDS WITHIN THE 1.2 MILLION ACRE WESTERN KLAMATH RESTORATION PARTNERSHIP PLANNING AREA WITH THE FOLLOWING TREATMENT TYPES AND ACREAGES: MANUAL THINNING (240 ACRES), RX FIRE (250 ACRES). WITHIN THE MANUAL THINNING CATEGORY, TREATMENTS WILL INCLUDE FUEL BREAK CONSTRUCTION, HAND LINE CONSTRUCTION, PULLBACK, LOP AND SCATTER, AND HAND PILING. RX FIRE TREATMENTS WILL INCLUDE PILE BURNING, JACKPOT BURNING, BLACK LINING, AND BROADCAST BURNING. THE WESTERN KLAMATH RESTORATION PARTNERSHIP PLANNING AREA IS LOCATED ALONG THE MIDDLE SECTION OF THE KLAMATH RIVER IN EASTERN HUMBOLDT AND WESTERN SISKIYOU COUNTIES. THIS AREA IS APPROXIMATELY 95 PUBLIC LANDS MANAGED BY THE KLAMATH AND SIX RIVERS NATIONAL FORESTS (USFS), WITH 5 IN PRIVATE, STATE AND TRIBAL OWNERSHIP. THIS PROJECT WILL OCCUR ON PRIVATE AND TRIBAL LANDS WITHIN THE WESTERN KLAMATH RESTORATION PARTNERSHIP PLANNING AREA. THIS PROJECT IS CENTERED IN DISADVANTAGED COMMUNITIES AND BENEFITS UNDER-RESOURCED COMMUNITIES. THE COMMUNITIES IN THE PLANNING AREA ARE UNDERREPRESENTED DUE TO BEING LOW INCOME, COMMUNITIES OF COLOR, AS WELL AS ULTRA-RURAL. THE PLANNING AREA IS LOW INCOME AS DEFINED BY CENSUS TRACTS (6093000500 AND 6093000800). THE PROJECT ALSO ENCOMPASSES CLIMATE VULNERABLE COMMUNITIES AS DEFINED BY THE CALIFORNIA GOVERNORS OFFICE OF PLANNING RESEARCH AND EXPERIENCE HEIGHTENED RISK AND INCREASED SENSITIVITY TO CLIMATE CHANGE AND HAVE LESS CAPACITY AND FEWER RESOURCES TO COPE WITH, ADAPT TO, OR RECOVER FROM CLIMATE IMPACTS. HABITAT TYPES INCLUDE MIXED CONIFER AND HARDWOOD FORESTS, MEADOWS AND RIPARIAN HABITATS, AND DIVERSE SHRUB DOMINATED HABITATS. OUR REGION HAS THE HIGHEST DIVERSITY OF CONIFERS IN THE WORLD, AND HAS BEEN SEVERELY IMPACTED BY FIRE EXCLUSION OVER THE PAST CENTURY. PROJECT AREAS INCLUDE HABITAT FOR THE NORTHERN SPOTTED OWL, PACIFIC FISHER, HUMBOLDT MARTEN, WILLOW FLYCATCHER, SPRING CHINOOK SALMON, GRAY WOLF, AND OTHER THREATENED AND ENDANGERED SPECIES, AS WELL AS RECOVERING SPECIES SUCH AS ROOSEVELT ELK.

THE OBJECTIVES OF THE PROJECT ARE TO CREATE NOFLOW AND LOW FLOW REARING HABITAT FOR COHO SALMON JUVENILES AND ENHANCE SPAWNING HABITAT FOR COHO SALMON ADULTS. TO ACHIEVE THESE OBJECTIVES THIS PROJECT WILL CONSTRUCT AN APPROXIMATELY 1200 SQUARE FOOT OFFCHANNEL REARING POND CONNECTED TO THE MIDDLE CREEK PRIMARY CHANNEL AND INSTALL 15 BEAVER DAM ANALOGS AND 25 ENGINEERED WOOD STRUCTURES ALONG 700 FEET OF THE MIDDLE CREEK PRIMARY CHANNEL AND 800 FEET OF SECONDARY CHANNELS. THE OFFCHANNEL REARING POND WILL PROVIDE NOFLOW REARING HABITAT AND THE BEAVER DAM ANALOGS AND WOOD STRUCTURES WILL PROVIDE SLOW WATER REARING HABITAT SORT SPAWNING GRAVELS AND INCREASE CONNECTIVITY WITH THE SECONDARY CHANNELS AND THE FLOODPLAIN. ADDITIONALLY NATIVE VEGETATION WILL BE PLANTED IN THE FLOODPLAIN TO RESTORE THE HEALTH AND FUNCTION OF THE RIPARIAN CORRIDOR.

TO ACHIEVE THESE GOALS THE PROJECT WILL EXCAVATE AN OFF-CHANNEL POND, CONSTRUCT IN-STREAM WOOD THROUGH A 1,350-FOOT REACH OF MIDDLE CREEK. THE OFF-CHANNEL POND WILL PROVIDE NO-VELOCITY SUMMER AND WINTER JUVENILE REARING HABITAT. THE WOOD STRUCTURES AND CHANNEL SPANNING LOGS WILL PROVIDE HABITAT COMPLEXITY BY INCREASING THE FREQUENCY OF POOLS AND OVERHEAD COVER, CREATING POCKETS OF SLOW WATER REARING HABITAT, AND STORING AND SORTING GRAVELS SUITABLE FOR SPAWNING. HOWEVER, SECTIONS OF THE CREEK HAVE BEEN SIMPLIFIED AND LACK A DIVERSITY OF VELOCITIES DURING HIGH FLOW EVENTS. AS SUCH, SLOW WATER WINTER REARING HABITAT AND SPAWNING GRAVELS FOR COHO SALMON ARE LIMITED AND THE CREEK IS DISCONNECTED FROM ITS FLOODPLAIN. THE PURPOSE OF THE PROJECT IS TO RESTORE COHO SALMON REARING HABITATS AND ENHANCE SPAWNING HABITAT IN MIDDLE CREEK BY RESTORING CHANNEL FORM AND FUNCTION AND INCREASING FLOODPLAIN CONNECTIVITY. THE OBJECTIVES OF THE PROJECT ARE TO RESTORE REARING HABITAT AND ENHANCE SPAWNING HABITAT FOR COHO SALMON. TO ACHIEVE THESE OBJECTIVES THE PROJECT WILL CONSTRUCT AN OFF-CHANNEL ALCOVE AND A SERIES OF BEAVER DAM ANALOGS (BDA) TO CREATE SLOW WATER REARING HABITAT IN-STREAM AND OFF-CHANNEL, AND SORT AND STORE GRAVELS SUITABLE FOR SPAWNING. THIS HAS IMPACTED COHO SALMON BY REDUCING THE AMOUNT AND QUALITY OF OFF-CHANNEL AND OTHER SLOW WATER REARING HABITATS AND LIMITED SPAWNING HABITAT IN LOWER THOMPSON CREEK. THE PURPOSE OF THIS PROJECT IS TO CREATE OR RESTORE COHO SALMON REARING AND SPAWNING HABITATS IN THE THOMPSON CREEK WATERSHED. THE OBJECTIVES OF THE PROJECT ARE TO CREATE SLOW WATER REARING HABITAT FOR COHO SALMON JUVENILES AND ENHANCE SPAWNING HABITAT FOR COHO SALMON ADULTS. TO ACHIEVE THESE OBJECTIVES THIS PROJECT WILL EXCAVATE AND CONSTRUCT AN APPROXIMATELY 2,000 SQUARE FOOT OFF-CHANNEL REARING POND IN CREEK LEFT FLOODPLAIN, LOAD LARGE WOOD INTO THE CONSTRUCTED POND, REVEGETATE FLOODPLAIN HABITAT ON THE PERIPHERY OF THE CONSTRUCTED POND, AND CONSTRUCT TWO LARGE ENGINEERED WOOD STRUCTURES IN THE MAINSTEM OF THOMPSON CREEK. THE OFF-CHANNEL REARING POND WILL PROVIDE BOTH SUMMER AND WINTER REARING HABITAT. LARGE WOOD WILL BE ANCHORED INTO THE BANKS OF THE POND TO INCREASE HABITAT COMPLEXITY AND PROVIDE COVER FOR REARING FISH. FOLLOWING CONSTRUCTION, NON-NATIVE BLACKBERRY SURROUNDING THE POND WILL BE REMOVED AND REPLANTED WITH NATIVE TREES, SHRUBS, FORBS, AND GRASSES. IN THE MAINSTEM OF THOMPSON CREEK TWO ENGINEERED WOOD STRUCTURES, CONSISTING OF FOUR TO SIX LOGS WILL BE CONSTRUCTED AND ANCHORED INTO THE CREEK RIGHT BANK. ONE WOOD STRUCTURE WILL BE LOCATED FIFTY FEET UPSTREAM AND ONE WOOD STRUCTURE WILL BE LOCATED FIFTY FEET DOWNSTREAM OF THE OFF-CHANNEL POND. TASKS INCLUDE CONTINUED ENGAGEMENT OF LOCAL COMMUNITIES, LANDOWNERS, AND PARTNERS TO DEVELOP AND IMPLEMENT RESTORATION PROJECTS THAT RESPOND TO PROBLEMS RELATED TO FISHERY RECOVERY AND TO THE MIDDLE KLAMATH SUB-BASIN PLANNING PROCESS, AS WELL AS DISSEMINATE RESULTS RELATED TO RESTORATION AND MONITORING EFFORTS TO THE BROADER COMMUNITY. ACTIVITIES INCLUDE: 1. INFORMATIVE MEETINGS, WORKSHOPS, A BLOG, OUTREACH COMMUNICATIONS VIA EMAIL, WEBSITE, FLYERS, OR DIRECT IN-PERSON CONTACT WITH LANDOWNERS OR INTERESTED MEMBERS OF THE PUBLIC, SHORT INFORMATIONAL VIDEO PROJECTS, AND A NEWSLETTER. 2. ATTEND LOCAL AND REGIONAL WATERSHED COUNCILS AND OTHER RESTORATION-FOCUSED MEETINGS AND CONFERENCES. 3. IDENTIFICATION AND DEVELOPMENT OF MID KLAMATH SUB-BASIN RESTORATION FUNDING PROPOSALS. 4. THE KLAMATH COMMUNITY STEWARDSHIP PROJECT WILL ENABLE AND INCREASE THE TRUST OF THE COMMUNITY BY INVOLVING LOCAL MEMBERS IN PROJECTS THAT MONITOR NATURAL RESOURCES IN THE KLAMATH BASIN. PARTICIPANTS WILL DEVELOP KNOWLEDGE ABOUT NATURAL RESOURCE MANAGEMENT AND THE KLAMATH RIVER S BIOLOGICAL RESOURCES. THIS WILL INCREASE THE COMMUNITY S TRUST IN CURRENT AND FUTURE ACTION THAT ADDRESS WATERSHED ISSUES RELATED TO FISHERIES, PLANTS, AND WILDLIFE.RECOGNIZING THAT THERE ARE SEVERAL ISSUES RELATED TO SPECIES DIVERSITY AND SURVIVAL IN THE KLAMATH, THIS PROJECT INVOLVES COMMUNITY IN RESTORATION ACTIVITIES THAT WILL INCREASE THE RESILIENCE AND ADAPTABILITY OF THE LOCAL ECOSYSTEMS AND SPECIES.THE KLAMATH COMMUNITY STEWARDSHIP PROJECT WILL ENGAGE 40 COMMUNITY MEMBERS IN THE MID KLAMATH REGION IN HANDS-ON ACTIVITIES. ACTIVITIES INCLUDE 1 TRAINING AND 9 HANDS-ON WATERSHED MONITORING AND STEWARDSHIP PROJECTS. ACTIVITIES ACCOMPLISH 2 MAJOR GOALS FOR THIS PROJECT:1. INCREASE THE TRUST OF THE LOCAL COMMUNITY IN RESTORATION AND MONITORING PROJECTS SUPPORTED BY THE USFWS IN THE KLAMATH BASIN.2. ENABLE PARTICIPATION OF COMMUNITY MEMBERS IN HANDS-ON RESTORATION AND MONITORING PROJECTS AND FIELD TRIPS.
