THE RURAL DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING PROGRAM (RURAL PROGRAM) IS AUTHORIZED BY 34 U.S.C. 12341. RURAL PROGRAM FUNDS ARE USED TO SUPPORT PROGRAMS THAT: 1) IDENTIFY, ASSESS, AND APPROPRIATELY RESPOND TO CHILD, YOUTH, AND ADULT VICTIMS OF DOMESTIC VIOLENCE, SEXUAL ASSAULT, DATING VIOLENCE, AND STALKING IN RURAL COMMUNITIES BY ENCOURAGING COLLABORATION AMONG VICTIM SERVICE PROVIDERS, LAW ENFORCEMENT AGENCIES, PROSECUTORS, COURTS, OTHER CRIMINAL JUSTICE SERVICE PROVIDERS, HUMAN AND COMMUNITY SERVICE PROVIDERS, EDUCATIONAL INSTITUTIONS, AND HEALTH CARE PROVIDERS; 2) ESTABLISH AND EXPAND VICTIM SERVICES IN RURAL COMMUNITIES TO CHILD, YOUTH, AND ADULT VICTIMS; 3) INCREASE THE SAFETY AND WELL-BEING OF WOMEN AND CHILDREN IN RURAL COMMUNITIES, BY (A) DEALING DIRECTLY AND IMMEDIATELY WITH DOMESTIC VIOLENCE, SEXUAL ASSAULT, DATING VIOLENCE, AND STALKING; AND (B) CREATING AND IMPLEMENTING STRATEGIES TO INCREASE AWARENESS AND PREVENT THESE CRIMES; AND 4) DEVELOP, EXPAND, IMPLEMENT, AND IMPROVE THE QUALITY OF SEXUAL ASSAULT FORENSIC MEDICAL EXAMINATION OR SEXUAL ASSAULT NURSE EXAMINER PROGRAMS. GRANTEES MUST USE AT LEAST ONE OF THE FOLLOWING STRATEGIES IN IMPLEMENTING THEIR PROJECTS: 1) IMPLEMENT, EXPAND, AND ESTABLISH COOPERATIVE EFFORTS AND PROJECTS AMONG LAW ENFORCEMENT OFFICERS, PROSECUTORS, VICTIM SERVICE PROVIDERS, AND OTHER RELATED PARTIES TO INVESTIGATE AND PROSECUTE INCIDENTS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING; 2) PROVIDE TREATMENT, COUNSELING, ADVOCACY, LEGAL ASSISTANCE, AND OTHER LONG-TERM AND SHORT-TERM VICTIM AND POPULATION SPECIFIC SERVICES TO ADULT AND MINOR VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING IN RURAL COMMUNITIES; 3) WORK IN COOPERATION WITH THE COMMUNITY TO DEVELOP EDUCATION AND PREVENTION STRATEGIES DIRECTED TOWARD SUCH ISSUES; 4) DEVELOP, ENLARGE, OR STRENGTHEN PROGRAMS ADDRESSING SEXUAL ASSAULT; AND 5) DEVELOP PROGRAMS AND STRATEGIES THAT FOCUS ON THE SPECIFIC NEEDS OF VICTIMS OF WHO RESIDE IN REMOTE RURAL AND GEOGRAPHICALLY ISOLATED AREAS. THROUGH THIS NEW OVW RURAL PROGRAM PROJECT, SEXUAL ASSAULT SERVICES OF NORTHWEST NEW MEXICO (SASNWNM), IN PARTNERSHIP WITH GALLUP INDIAN MEDICAL CENTER AND GALLUP COMMUNITY HEALTH, WILL IMPLEMENT THE COMMUNITY-BASED RURAL SANE PROGRAM. THIS SANE PROJECT ADDRESSES THE FOLLOWING PURPOSE AREAS: 1, 2, 3 AND 4 FOR MCKINLEY COUNTY, NEW MEXICO. SPECIFIC ACTIVITIES WILL INCLUDE: 1) HIRINGA PROGRAM COORDINATORTO OVERSEE SANE SERVICES, ADVOCACY, AND EDUCATION AND OUTREACH; 2) HIRINGA LEAD NURSE TO OVERSEE THE CLINICAL ASPECTS OF THE SANE PROGRAM; 3) HIRINGAND TRAINING3-4 NURSES TO BE ON-CALL AND PROVIDE SANE SERVICES; 4) PROVIDINGONGOING SANE AND ADVOCACY SERVICES; AND 5) PROVIDINGONGOING EDUCATION AND TRAINING OPPORTUNITIES FOR SANE NURSES. THE PROJECT WILL ADDRESS PRIORITY AREA 2: PREVENT AND END SEXUAL ASSAULT. THE TIMING FOR PERFORMANCE OF THIS AWARD IS 36 MONTHS.

THE TRIBAL SEXUAL ASSAULT SERVICES PROGRAM (TSASP), WHICH IS AUTHORIZED BY 34 U.S.C. 12511(E), IS ONE OF FIVE GRANT PROGRAMS FUNDED WITHIN THE SEXUAL ASSAULT SERVICES PROGRAM (SASP). SASP WAS CREATED BY THE VIOLENCE AGAINST WOMEN AND DEPARTMENT OF JUSTICE REAUTHORIZATION ACT OF 2005 (VAWA 2005) AND IS THE FIRST FEDERAL FUNDING STREAM DEDICATED SOLELY TO THE PROVISION OF DIRECT INTERVENTION AND RELATED ASSISTANCE FOR VICTIMS OF SEXUAL ASSAULT. OVERALL, THE PURPOSE OF SASP IS TO PROVIDE INTERVENTION, ADVOCACY, ACCOMPANIMENT (E.G., ACCOMPANYING VICTIMS TO COURT, MEDICAL FACILITIES, POLICE DEPARTMENTS), SUPPORT SERVICES, AND RELATED ASSISTANCE FOR ADULT, YOUTH, AND CHILD VICTIMS OF SEXUAL ASSAULT, NON-OFFENDING FAMILY AND HOUSEHOLD MEMBERS OF VICTIMS, AND THOSE COLLATERALLY AFFECTED BY THE SEXUAL ASSAULT. TSASP SUPPORTS PROJECTS TO CREATE, MAINTAIN, AND EXPAND SUSTAINABLE SEXUAL ASSAULT SERVICES PROVIDED BY TRIBES, TRIBAL ORGANIZATIONS, AND NONPROFIT TRIBAL ORGANIZATIONS WITHIN INDIAN COUNTRY AND ALASKA NATIVE VILLAGES. WITH THIS FUNDING, SEXUAL ASSAULT SERVICES OF NORTHWEST NEW MEXICO (SAS) WILL CONTINUE TO PROVIDE SERVICES IN MCKINLEY COUNTY, NM AS IT HAS FOR TWENTY YEARS (SINCE 2014). SAS PROVIDES VICTIM ADVOCACY, COMMUNITY OUTREACH AND PRIMARY PREVENTION PROGRAMS IN MCKINLEY COUNTY SCHOOLS, AND IN THE SURROUNDING AREAS, INCLUDING CHAPTER HOUSES. THIS PROJECT WILL EXPAND EXISTING PROGRAMMING THAT SAS OFFERS BY ADDING A THIRD VICTIM ADVOCATE IN ORDER TO MEET THE NEED OF SURVIVORS IN THE COMMUNITY, FOR A TOTAL OF 3 VICTIM ADVOCATES IN THE GALLUP SAS OFFICE. THROUGH TSASP FUNDING, SAS WILL DO THIS BY: 1. TO INCREASE ACCESS TO SERVICES FOR NATIVE AMERICANS, OF ALL AGES, WHO HAVE EXPERIENCED SEXUAL ASSAULT; 2. PROVIDE 24/7 CRISIS INTERVENTION AND ADVOCACY TO THE COMMUNITY; 3. PROVIDE INFORMATION AND REFERRALS TO INCREASE AWARENESS ON SERVICES AVAILABLE TO SURVIVORS AND THEIR FAMILIES/SUPPORT SYSTEMS. THIS AWARDWILL BE A THREE-YEAR PROJECT.
