PROFESSIONALS IN THIS ROLE ARE THE ONLY LAW ENFORCEMENT AGENCY PERSONNEL WHOSE PRIMARY RESPONSIBILITY IS TO FOCUS ON THE RIGHTS AND NEEDS OF VICTIMS. FOR LAW ENFORCEMENT AGENCIES INTERESTED IN IMPLEMENTING NEW OR ENHANCING EXISTING VICTIM SERVICES PROGRAMS, INDIVIDUALIZED TECHNICAL ASSISTANCE OPPORTUNITIES ARE RARE. THE LAW ENFORCEMENT-BASED VICTIM SERVICES (LEV) PROGRAM IS THE ONLY NATIONAL TRAINING AND TECHNICAL ASSISTANCE (TTA) INITIATIVE OF ITS KIND IN THE COUNTRY, AND IACP HAS SERVED AS THE TTA PROVIDER SINCE ITS INCEPTION IN 2018. IACP CURRENTLY SUPPORTS THE EXISTING 73 LEV SITES, AND DUE TO EXTENSIVE EXPERIENCE AND UNMATCHED CAPACITY, IS IDEALLY SUITED TO CONTINUE IN THIS ROLE AND INCORPORATE NEW FY22 LEV SITES. THROUGH THIS SOLICITATION, IACP WILL SUPPORT LAW ENFORCEMENT AGENCIES IN DEVELOPING, ENHANCING, AND SUSTAINING DIRECT VICTIM SERVICES PROGRAMS WITHIN LAW ENFORCEMENT-BASED SYSTEMS TO SERVE THE NEEDS AND RIGHTS OF ALL CRIME VICTIMS. IACP IS SEEKING PRIORITY CONSIDERATION UNDER PRIORITY 1(A) TO PROVIDE ENHANCED TECHNICAL ASSISTANCE TO NEW LEV SITES SO THEY CAN IDENTIFY UNDERSERVED COMMUNITIES IN THEIR JURISDICTIONS, ADDRESS POTENTIAL INEQUITIES AND BARRIERS TO EQUAL OPPORTUNITY, AND CONTRIBUTE TO GREATER ACCESS TO SERVICES FOR UNDERSERVED AND HISTORICALLY MARGINALIZED POPULATIONS. IACP WILL ACCOMPLISH THE FOLLOWING GOALS: DEVELOP A COMPETITIVE SUBAWARD PROCESS TO SELECT 8 NEW LEV SITES IN STATE, TRIBAL, AND LOCAL LAW ENFORCEMENT AGENCIES IN SMALL, MID-SIZED, AND LARGE JURISDICTIONS. PROVIDE TTA TO ALL EXISTING AND NEW LEV SITES TO DEVELOP, ENHANCE, AND SUSTAIN DIRECT VICTIM SERVICES PROGRAMS THROUGH TTA AND PROMOTE PEER LEARNING AMONG LEV SITES. PROMOTE PROMISING PRACTICES BY MEMORIALIZING LEV CURRICULUM (E.G., VIRTUAL TRAINING, PUBLICATIONS) ON THE LEV WEBPAGE AND PRESENTING THESE RESOURCES NATIONALLY. ALL NEW LEV SITES WILL RECEIVE THE ROBUST LEV CURRICULUM THROUGH VIRTUAL TRAINING, QUARTERLY MEETINGS, AND PROJECT PUBLICATIONS. ALL LEV SITES WILL BE ENCOURAGED TO COMMUNICATE THROUGH THE LEV NETWORK, AN ONLINE COMMUNITY EXCLUSIVE TO LEV SITES WHICH ALLOWS FOR INFORMATION SHARING AND PEER LEARNING. CRI-TAC DIRECTLY SUPPORTS KEY ADMINISTRATION PRIORITIES BY DELIVERING TARGETED, SCALABLE, AND MISSION-DRIVEN SOLUTIONS THAT UPLIFT THE IMAGE OF THE LAW ENFORCEMENT PROFESSION, REDUCE AND PREVENT VIOLENT CRIME, ADDRESS HOMELESSNESS AND SQUATTING, COMBAT HUMAN TRAFFICKING, ADDRESS GANG ACTIVITY, IMPROVE RECRUITMENT AND HIRING PRACTICES, REDUCE AND PREVENT GUN VIOLENCE, MITIGATE DRUG-RELATED CRIME, AND ENHANCE BORDER SECURITY. IACP, THROUGH CRI-TAC, AIMS TO INCREASE PUBLIC SAFETY, PROTECT CITIZENS, AND SUPPORT LAW ENFORCEMENT AND THE COMMUNITIES THEY SERVE. KEY ACTIVITIES UNDER THIS INITIATIVE INCLUDE STRENGTHENING STRATEGIC PARTNERSHIPS, DELIVERING TAILORED TTA SERVICES, RECRUITMENT AND MANAGEMENT OF SUBJECT MATTER EXPERTS (SMES), OUTCOME EVALUATION AND DATA-DRIVEN IMPROVEMENTS, DEVELOPING SPECIAL PROJECTS BASED ON ADMINISTRATION PRIORITIES, AND MARKETING AND OUTREACH TO UPLIFT THE IMAGE OF THE POLICING PROFESSION. STRATEGIC PARTNERSHIPS, CRI-TAC WILL STRENGTHEN COLLABORATION WITH NATIONAL LAW ENFORCEMENT PARTNERS TO CO-DEVELOP TRAINING AND EXPAND OUTREACH. TAILORED TTA SERVICES, CRI-TAC WILL DELIVER CUSTOMIZED, HIGH-IMPACT TTA TO AGENCIES THROUGH A STREAMLINED, NEEDS-BASED PROCESS. SME MANAGEMENT, IACP WILL RECRUIT, VET, AND MANAGE A NATIONAL NETWORK OF EXPERTS TO ENSURE THE QUALITY AND RELEVANCE OF SERVICES. OUTCOME EVALUATION, CRI-TAC WILL TRACK PERFORMANCE DATA AND FEEDBACK TO CONTINUOUSLY IMPROVE SERVICE DELIVERY AND MEASURE IMPACT. IN ADDITION, IACP AND PARTNERS WILL DEVELOP AND EXPAND RESOURCES TO PEOPLE IN CRISIS WHO HAVE MENTAL HEALTH CONDITIONS, CO-OCCURRING MENTAL HEALTH AND SUBSTANCE USE DISORDERS, OR PHYSICAL AND DEVELOPMENT DISABILITIES. BY BRINGING TOGETHER IACP, UC, ACA, THE ARC AND PRA, THIS INITIATIVE PROVIDES AN UNPRECEDENTED PARTNERSHIP FOR BJA TO MAKE SUBSTANTIAL IMPACTS IN THE FIELDS OF LAW ENFORCEMENT AND CORRECTIONS SPECIFIC TO IMPROVING CRISIS RESPONSE INVOLVING PEOPLE WITH MENTAL HEALTH CONDITIONS, CO-OCCURRING MENTAL HEALTH AND SUBSTANCE USE DISORDERS, OR PHYSICAL AND DEVELOPMENT DISABILITIES. BY BUILDING UPON THE SUCCESSFUL PARTNERSHIP OF BJA’S ACADEMIC TRAINING TO INFORM POLICE RESPONSES INITIATIVE, CURRENTLY LED BY UC WITH IACP, THE ARC AND PRA, AND ADDING IN A CORRECTIONS PARTNER WITH ACA, THIS INITIATIVE BRINGS REPRESENTATION, COMPETENCY, EXPERTISE AND EXPERIENCE ACROSS LAW ENFORCEMENT, CORRECTIONS, CRIMINAL JUSTICE, MHDS, MHSUDS, AND DISABILITY SERVICE PROVIDERS, ADVOCACY GROUPS, INDIVIDUALS WITH LIVED EXPERIENCE, AND FAMILY MEMBERS. IACP, UC, PRA, THE ARC, AND ACA WILL: 1) DEVELOP TTA PLANS FOR EACH GRANTEE SITE WITHIN THE FIRST SIX MONTHS OF THE PROJECT IN COLLABORATION WITH GRANTEES’ PROBLEM-ANALYSES; 2) PROVIDE TARGETED TTA TO GRANTEES ON DEVELOPING, IMPLEMENTING, AND EVALUATING A TRAINING PROGRAM ON RESPONDING TO PEOPLE IN CRISIS, INCLUDING REVIEWING AND APPROVING GRANTEES’ IMPLEMENTATION PLANS; 3) ESTABLISH BEST PRACTICES, MODEL POLICIES, AND RESOURCES ON CRISIS RESPONSE FOR LAW ENFORCEMENT, CORRECTIONS-BASED GRANTEES, AND THE WIDER FIELD; 4) FACILITATE PEER-TO-PEER INFORMATION SHARING AND LEARNING BETWEEN GRANTEE SITES TO PROMOTE PROBLEM SOLVING AND INNOVATION; 5) AND PLAN AND COORDINATE, IN CONJUNCTION WITH PARTNERS, WORKING AND FOCUS GROUPS TO INFORM TTA DELIVERY AND PRODUCT AND PROJECT RESOURCE DEVELOPMENT FOR RESPONDING TO PEOPLE IN CRISIS. THROUGH CRI-TAC, IACP REMAINS READY TO CONTINUE DELIVERING CRITICAL TTA TO ASSIST LOCAL, COUNTY, STATE, TRIBAL, TERRITORIAL, AND CAMPUS POLICING ORGANIZATIONS IN COOPERATION WITH COPS AND OUR PARTNER ASSOCIATIONS. | Department of Justice | THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE (IACP) IS PLEASED TO SUBMIT THIS PROPOSAL TO COLLABORATE WITH THE OFFICE OF COMMUNITY ORIENTED POLICING SERVICES (COPS) TO CONTINUE THE WORK OF THE COLLABORATIVE REFORM INITIATIVE TECHNICAL ASSISTANCE CENTER (CRI-TAC). THIS PROGRAM REMAINS READY TO ASSIST LOCAL, COUNTY, STATE, TRIBAL, TERRITORIAL, AND CAMPUS LAW ENFORCEMENT ORGANIZATIONS THROUGHOUT THE UNITED STATES. IACP AND CRI-TAC HAVE SUCCESSFULLY CREATED AND MAINTAINED PARTNER RELATIONSHIPS WITH NINE LAW ENFORCEMENT ORGANIZATIONS TO ENSURE THE MOST COMPREHENSIVE AND TAILORED SOLUTIONS ARE AVAILABLE FOR REQUESTING AGENCIES, IN A “BY THE FIELD, FOR THE FIELD” MODEL. PROGRAM ACTIVITIES WILL SUPPORT THE OVERARCHING GOALS OF THE COLLABORATIVE REFORM INITIATIVE OF BUILDING TRUST BETWEEN POLICE AND THE COMMUNITIES THEY SERVE; IMPROVING FAIRNESS, EFFECTIVENESS, AND EFFICIENCY IN AGENCY OPERATIONS; ENHANCING OFFICER SAFETY AND WELLNESS; BUILDING CAPACITY WITH AGENCIES FOR ORGANIZATIONAL LEARNING AND SELF-IMPROVEMENT; AND PROMOTING PROMISING PRACTICES ESTABLISHED THROUGH COPS OFFICE TECHNICAL ASSISTANCE PROGRAMS NATIONWIDE. THE CRI-TAC WAS DEVELOPED TO ASSIST LAW ENFORCEMENT AGENCIES AND THE COMMUNITIES THEY SERVE BY PROVIDING ACCESS TO EXCEPTIONAL RESOURCES, CONSULTATION, AND TRAINING OPPORTUNITIES. THE PROGRAM’S OPERATIONAL STRUCTURE BUILDS UPON EXISTING IACP AND PARTNER RESOURCES, SO THAT RESPONSE TO LAW ENFORCEMENT AGENCIES IS RAPID, AND FEDERAL AND NON-FEDERAL RESOURCES ARE LEVERAGED EFFECTIVELY AND EFFICIENTLY. TO REMAIN QUALITY-DRIVEN, EVIDENCE-BASED, ACCESSIBLE, AND MEMORABLE, CRI-TAC WILL SUSTAIN PARTNERSHIPS WITH LEADING LAW ENFORCEMENT ASSOCIATIONS; MANAGE AND IDENTIFY NATIONALLY RESPECTED LAW ENFORCEMENT AND PUBLIC SAFETY SUBJECT MATTER EXPERTS; PRODUCE DOCUMENTS SUMMARIZING PROMISING OR BEST PRACTICE GUIDANCE AND CONSIDERATIONS; CONDUCT OUTREACH AND MARKETING TO PROMOTE TRAINING AND TECHNICAL ASSISTANCE (TTA) SERVICES; AND ASSESS AND ANALYZE THE EFFECTIVENESS OF SERVICES. LAW ENFORCEMENT IS A DYNAMIC AND TRANSITIONAL PROFESSION IN WHICH IT IS OF VITAL IMPORTANCE TO SUPPORT PROCESS IMPROVEMENT WHILE REMAINING FLEXIBLE AND OPEN TO ADVANCEMENT. AGENCIES THROUGHOUT THE COUNTRY HAVE BEEN CHALLENGED TO FIND NEW AND PROGRESSIVE WAYS TO PROACTIVELY POLICE AND CONNECT WITH THE COMMUNITIES THEY SERVE. MANY OPERATE WITH LIMITED RESOURCES, PERSONNEL, OR FUNDING, AND THE CHALLENGE TO PERFORM MORE EFFICIENTLY IS ONLY INCREASING. TO HELP COMBAT LACK OF RESOURCES AND OTHER BARRIERS, CRI-TAC WORKS TO SUPPORT AGENCIES AND PROVIDE THEM WITH THE TRAINING AND TECHNICAL ASSISTANCE THEY REQUIRE TO BUILD TRUST WITH THE COMMUNITIES THEY SERVE. THE TRAINING TEACHES SKILLS PROVEN TO PREVENT AND DECREASE ANXIETY AND DEPRESSION AND INCREASE OPTIMISM AND WELL-BEING. WITH SUPPORT FROM THE BUREAU OF JUSTICE ASSISTANCE (BJA), THE IACP AND PENN WILL EXPAND UPON TO STRONG BASE TO ESTABLISH A CATALOGUE OF DELIVERY MODELS, INCLUDING DIRECT TRAININGS OF VARYING LENGTHS, RANK-SPECIFIC TRAININGS, TRAIN-THE-TRAINER COURSES, AND VIRTUAL OFFERINGS, THAT WILL MEET PARTICIPANTS’ NEEDS AND EFFECTIVELY TRAIN A STRONG CADRE OF CULTURALLY COMPETENT LAW ENFORCEMENT RESILIENCE INSTRUCTORS. THIS APPROACH WILL DISSEMINATE THESE CRUCIAL CONCEPTS WIDELY ACROSS THE PROFESSION – A NECESSARY FACTOR FOR PERPETUATING LASTING ORGANIZATIONAL CHANGE TOWARDS A CULTURE OF WELLNESS THAT WILL CONTINUE TO BUILD BEYOND THE LIFE OF THE PROJECT. IAFN PROPOSES TO PROVIDE COMPREHENSIVE TRAINING AND TECHNICAL ASSISTANCE (T/TA) TO OVC’S PURPOSE AREA 1 GRANTEES TO ENSURE THEY HAVE THE INFORMATION, GUIDANCE AND SUPPORT THEY NEED TO DEVELOP, EXPAND AND SUSTAIN THEIR SANE PROGRAMS. IAFN AND ITS PARTNERS WILL OFFER A FULL RANGE OF CULTURALLY-SPECIFIC ASSISTANCE, WORKING CLOSELY WITH ALL GRANTEES TO ENSURE THEIR PROGRAMS DEVELOP, FOSTER, AND MAINTAIN PATIENT-CENTERED, TRAUMA-INFORMED, AND EVIDENCE-BASED SANE PROGRAMS. AS THE AUTHOR OF THE FORENSIC NURSING SCOPE AND STANDARDS OF PRACTICE AND THE SANE EDUCATION GUIDELINES, IAFN AND ITS BOARD-CERTIFIED FORENSIC NURSING STAFF IS UNIQUELY POISED TO OFFER THIS T/TA. MOST LAW ENFORCEMENT LIABILITY EXPOSURES RELATE DIRECTLY TO CONSTITUTIONAL POLICING. A CHANGE IN TRAINING IS CRITICAL TO ADVANCING FAIR AND JUST POLICING. THE PROPOSED 24-MONTH PROJECT WILL GATHER SUBJECT MATTER EXPERTS, REVIEW EXISTING TRAINING CURRICULA, IDENTIFY OPPORTUNITIES FOR IMPROVEMENT, AND PROVIDE TECHNICAL ASSISTANCE TO POLICE TRAINING CENTERS ON IMPROVED CURRICULA IN CONSTITUTIONAL POLICING. THE PROJECT WILL HAVE GOALS TO: (1.) CONDUCT A COMPREHENSIVE REVIEW AND ASSESSMENT OF LOCAL AND STATE POLICE ACADEMY TRAINING CURRICULA, AS WELL AS INTERNATIONAL LAW ENFORCEMENT AGENCY TRAINING (WHERE APPLICABLE), TO IDENTIFY PROMISING PRACTICES AND GAPS THAT AID IN THE DEVELOPMENT OF UPDATED CURRICULA AND PROMOTE TENETS OF CONSTITUTIONAL POLICING FOR ADAPTATION BY ACADEMIES, AND (2.) BY REQUEST OF STATE AND LOCAL LAW ENFORCEMENT AGENCIES, REVIEW AND EVALUATE POLICE ACADEMY PRACTICES, PROTOCOLS, TRAINING, AND SUBJECT MATTER CONTENT TO PROVIDE RECOMMENDATIONS FOR ENHANCING TRAINING SO IT ALIGNS WITH CORE CONSTITUTIONAL AND EVIDENCE-BASED STANDARDS. IADLEST WILL ACHIEVE GOAL 1 BY CONVENING AN ADVISORY BOARD OF LAW ENFORCEMENT EXECUTIVES, RESEARCHERS, AND TRAINING DIRECTORS TO IDENTIFY EXISTING AND PREDICTED NEEDS OF ACADEMIES AND LAW ENFORCEMENT AGENCIES, COLLECT THE DATA AND ACT UPON ITS RECOMMENDATIONS AND FINDINGS. THE KEYSTONE OF THE PROJECT WILL BE THE DEVELOPMENT OF A MODEL CONSTITUTIONAL POLICING TRAINING CURRICULUM, APPLICABLE TO BOTH BASIC AND IN-SERVICE TRAINING. THE NEEDS OF FIRST RESPONDERS AND VICTIMS EXTEND BEYOND HEADLINES AND MUST INCLUDE SUPPORT FOR PROCESSING THE IMPACT OF THE TRAUMA AND INITIATING THE HEALING PROCESS. WHILE SAFETY AND INVESTIGATIVE CONSIDERATIONS ARE CRITICAL, EQUALLY IMPORTANT IS ADDRESSING THE MYRIAD OF NEEDS THAT WILL FOREVER AFFECT THE AGENCIES AND COMMUNITY. LAW ENFORCEMENT LEADERS FACED WITH A MASS VIOLENCE INCIDENT WILL BENEFIT FROM THE GUIDANCE OF PROFESSIONALS WITH FIRST-HAND EXPERIENCE NAVIGATING THESE TYPES OF TRAGEDIES. THE IACP, IN CONSULTATION WITH BJA, LAUNCHED THE MASS VIOLENCE ADVISORY INITIATIVE (MVAI) IN SEPTEMBER 2021 TO ADDRESS THESE CHALLENGES. UNDER THE BJA FY 23 NATIONAL INITIATIVES: LAW ENFORCEMENT TRAINING AND TECHNICAL ASSISTANCE SOLICITATION, IACP WILL BUILD UPON THIS FOUNDATION PROVIDING PEER-TO-PEER ADVISORY ASSISTANCE TO JURISDICTIONS EXPERIENCING EXTRAORDINARY ACTS OF VIOLENCE TO MAXIMIZE THE SAFETY AND WELLNESS OF OFFICERS, OTHER FIRST RESPONDERS, AND THE COMMUNITY. IACP IS WELL-SUITED AND PREPARED TO ENHANCE THE SERVICES AND RESOURCES THE MVAI OFFERS. A NATIONAL POLICING ETHICS STANDARD IS A MAJOR ELEMENT MISSING IN THE EFFORT TO ELEVATE LAW ENFORCEMENT TO A PROFESSION. WITHOUT A NATIONAL ETHICAL STANDARD, OFFICER BEHAVIOR THAT MAY BE CONSIDERED UNACCEPTABLE IN ONE STATE COULD BE CONSIDERED ACCEPTABLE IN ANOTHER. WHEN THERE IS NOT A CLEAR PROFESSIONAL STANDARD THERE IS TOO MUCH ROOM FOR INTERPRETATION AND MISAPPLICATION. THIS PROJECT WILL COMMENCE WITH ADMINISTRATIVE ACTIVITIES, INCLUDING PROGRAM STARTUP, TEAM ASSEMBLY, KICKOFF MEETINGS WITH THE COPS OFFICE, REGULAR COMMUNICATION CHANNELS ESTABLISHMENT, AND PROGRESS REPORTING MECHANISMS. PROFESSIONALS IN THIS ROLE ARE THE ONLY LAW ENFORCEMENT AGENCY PERSONNEL WHOSE PRIMARY RESPONSIBILITY IS TO FOCUS ON THE RIGHTS AND NEEDS OF VICTIMS. FOR LAW ENFORCEMENT AGENCIES INTERESTED IN IMPLEMENTING NEW OR ENHANCING EXISTING VICTIM SERVICES PROGRAMS, INDIVIDUALIZED TECHNICAL ASSISTANCE OPPORTUNITIES ARE RARE. THE LAW ENFORCEMENT-BASED VICTIM SERVICES (LEV) PROGRAM IS THE ONLY NATIONAL TRAINING AND TECHNICAL ASSISTANCE (TTA) INITIATIVE OF ITS KIND IN THE COUNTRY, AND IACP HAS SERVED AS THE TTA PROVIDER SINCE ITS INCEPTION IN 2018. IACP CURRENTLY SUPPORTS THE EXISTING 73 LEV SITES, AND DUE TO EXTENSIVE EXPERIENCE AND UNMATCHED CAPACITY, IS IDEALLY SUITED TO CONTINUE IN THIS ROLE AND INCORPORATE NEW FY22 LEV SITES. THROUGH THIS SOLICITATION, IACP WILL SUPPORT LAW ENFORCEMENT AGENCIES IN DEVELOPING, ENHANCING, AND SUSTAINING DIRECT VICTIM SERVICES PROGRAMS WITHIN LAW ENFORCEMENT-BASED SYSTEMS TO SERVE THE NEEDS AND RIGHTS OF ALL CRIME VICTIMS. STRATEGIC PARTNERSHIPS, CRI-TAC WILL STRENGTHEN COLLABORATION WITH NATIONAL LAW ENFORCEMENT PARTNERS TO CO-DEVELOP TRAINING AND EXPAND OUTREACH. TAILORED TTA SERVICES, CRI-TAC WILL DELIVER CUSTOMIZED, HIGH-IMPACT TTA TO AGENCIES THROUGH A STREAMLINED, NEEDS-BASED PROCESS. SME MANAGEMENT, IACP WILL RECRUIT, VET, AND MANAGE A NATIONAL NETWORK OF EXPERTS TO ENSURE THE QUALITY AND RELEVANCE OF SERVICES. OUTCOME EVALUATION, CRI-TAC WILL TRACK PERFORMANCE DATA AND FEEDBACK TO CONTINUOUSLY IMPROVE SERVICE DELIVERY AND MEASURE IMPACT. SPECIAL PROJECTS, CRI-TAC WILL DEVELOP TARGETED TRAINING AND RESOURCES ADDRESSING EMERGING THREATS AND ADMINISTRATION PRIORITIES. MARKETING AND OUTREACH, IACP WILL PROMOTE SUCCESS STORIES TO ENHANCE PUBLIC PERCEPTION OF POLICING AND HIGHLIGHT CRI-TACS IMPACT. THROUGH THESE ACTIVITIES, CRI-TAC WILL CONTINUE TO SUPPORT LAW ENFORCEMENT AGENCIES AND ADVANCE COMMUNITY POLICING EFFORTS NATIONWIDE. THE INITIATIVE IS SUPPORTED BY DEDICATED PERSONNEL WITH EXPERIENCE IN GRANT ADMINISTRATION AND TTA DELIVERY, A NETWORK OF OVER 600 SMES, AND CRI-TAC PARTNERS. PARTNERS INCLUDE FBI NATIONAL ACADEMY ASSOCIATES, FRATERNAL ORDER OF POLICE, INTERNATIONAL ASSOCIATION OF CAMPUS LAW ENFORCEMENT ADMINISTRATORS, INTERNATIONAL ASSOCIATION OF DIRECTORS OF LAW ENFORCEMENT STANDARDS AND TRAINING, NATIONAL ORGANIZATION OF BLACK LAW ENFORCEMENT EXECUTIVES, NATIONAL ASSOCIATION OF WOMEN LAW ENFORCEMENT EXECUTIVES, NATIONAL SHERIFFS ASSOCIATION, AND THE NATIONAL TACTICAL OFFICERS ASSOCIATION. BY BUILDING UPON THE SUCCESSFUL PARTNERSHIP OF BJA’S ACADEMIC TRAINING TO INFORM POLICE RESPONSES INITIATIVE, CURRENTLY LED BY UC WITH IACP, THE ARC AND PRA, AND ADDING IN A CORRECTIONS PARTNER WITH ACA, THIS INITIATIVE BRINGS REPRESENTATION, COMPETENCY, EXPERTISE AND EXPERIENCE ACROSS LAW ENFORCEMENT, CORRECTIONS, CRIMINAL JUSTICE, MHDS, MHSUDS, AND DISABILITY SERVICE PROVIDERS, ADVOCACY GROUPS, INDIVIDUALS WITH LIVED EXPERIENCE, AND FAMILY MEMBERS. IACP, UC, PRA, THE ARC, AND ACA WILL: 1) DEVELOP TTA PLANS FOR EACH GRANTEE SITE WITHIN THE FIRST SIX MONTHS OF THE PROJECT IN COLLABORATION WITH GRANTEES’ PROBLEM-ANALYSES; 2) PROVIDE TARGETED TTA TO GRANTEES ON DEVELOPING, IMPLEMENTING, AND EVALUATING A TRAINING PROGRAM ON RESPONDING TO PEOPLE IN CRISIS, INCLUDING REVIEWING AND APPROVING GRANTEES’ IMPLEMENTATION PLANS; 3) ESTABLISH BEST PRACTICES, MODEL POLICIES, AND RESOURCES ON CRISIS RESPONSE FOR LAW ENFORCEMENT, CORRECTIONS-BASED GRANTEES, AND THE WIDER FIELD; 4) FACILITATE PEER-TO-PEER INFORMATION SHARING AND LEARNING BETWEEN GRANTEE SITES TO PROMOTE PROBLEM SOLVING AND INNOVATION; 5) AND PLAN AND COORDINATE, IN CONJUNCTION WITH PARTNERS, WORKING AND FOCUS GROUPS TO INFORM TTA DELIVERY AND PRODUCT AND PROJECT RESOURCE DEVELOPMENT FOR RESPONDING TO PEOPLE IN CRISIS. SINCE 2017, IACP HAS SUCCESSFULLY LEVERAGED OUR LONGSTANDING RELATIONSHIPS WITH EIGHT LEADING POLICING ORGANIZATIONS TO PROVIDE COMPREHENSIVE, TAILORED TRAINING AND TECHNICAL ASSISTANCE (TTA) TO MORE THAN 1,000 AGENCIES ACROSS 52 STATES AND TERRITORIES THROUGHOUT THE UNITED STATES. THROUGH CRI-TAC, IACP REMAINS READY TO CONTINUE DELIVERING CRITICAL TTA TO ASSIST LOCAL, COUNTY, STATE, TRIBAL, TERRITORIAL, AND CAMPUS POLICING ORGANIZATIONS IN COOPERATION WITH COPS AND OUR PARTNER ASSOCIATIONS. PROGRAM ACTIVITIES WILL UTILIZE A BY THE FIELD, FOR THE FIELD MODEL THAT SUPPORTS THE GOALS OF THE COLLABORATIVE REFORM INITIATIVE: BUILDING TRUST BETWEEN LAW ENFORCEMENT AGENCIES AND THE COMMUNITIES THEY SERVE; IMPROVING OPERATIONAL EFFICIENCIES AND EFFECTIVENESS; ENHANCING OFFICER SAFETY AND WELLNESS; AND DEVELOPING AND DISSEMINATING EVIDENCE-BASED, PROMISING, AND INNOVATIVE PUBLIC SAFETY PRACTICES. POLICING CONTINUES TO BE A DYNAMIC AND TRANSITIONAL PROFESSION. AGENCIES THROUGHOUT THE COUNTRY HAVE BEEN CHALLENGED TO FIND NEW AND PROGRESSIVE WAYS TO PROACTIVELY POLICE AND CONNECT WITH THE COMMUNITIES THEY SERVE. MANY OPERATE WITH INCREASINGLY LIMITED RESOURCES, PERSONNEL, AND/OR FUNDING. THE CRI-TAC WAS DEVELOPED TO HELP COMBAT THIS LACK OF RESOURCES AND OTHER BARRIERS TO AGENCY INNOVATION AND ADAPTATION BY PROVIDING NO-COST ACCESS TO EXCEPTIONAL RESOURCES, CONSULTATION, AND TRAINING OPPORTUNITIES. SPECIFICALLY, THE CRI-TAC DEVELOPS SOLUTIONS WHICH ARE CUSTOMIZED TO INDIVIDUAL AGENCIES AND ALLOWS THEM TO PLAY AN ACTIVE ROLE IN THE PROCESS. WITH THIS DESIGN, CRI-TAC HELPS INCREASE AGENCIES INTERNAL CAPACITY FOR FUTURE PROBLEM SOLVING, EVEN FURTHER IMPROVING THE EFFECTIVENESS OF POLICE AGENCIES AND ENHANCING TRUST IN THE COMMUNITIES THEY SERVE. THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE (IACP) IS PLEASED TO SUBMIT THIS PROPOSAL TO COLLABORATE WITH THE OFFICE OF COMMUNITY ORIENTED POLICING SERVICES (COPS OFFICE) TO CONTINUE THE WORK OF THE COLLABORATIVE REFORM INITIATIVE TECHNICAL ASSISTANCE CENTER (CRI-TAC). THIS PROGRAM REMAINS READY TO ASSIST LOCAL, COUNTY, STATE, TRIBAL, TERRITORIAL, AND CAMPUS LAW ENFORCEMENT ORGANIZATIONS THROUGHOUT THE UNITED STATES. IACP AND CRI-TAC HAVE SUCCESSFULLY CREATED AND MAINTAINED PARTNER RELATIONSHIPS WITH EIGHT LAW ENFORCEMENT ORGANIZATIONS TO ENSURE THE MOST COMPREHENSIVE AND TAILORED SOLUTIONS ARE AVAILABLE FOR REQUESTING AGENCIES. PROGRAM ACTIVITIES WILL UTILIZE A BY THE FIELD, FOR THE FIELD MODEL TO SUPPORT THE OVERARCHING GOALS OF THE COLLABORATIVE REFORM INITIATIVE OF BUILDING TRUST BETWEEN POLICE AND THE COMMUNITIES THEY SERVE; IMPROVING FAIRNESS, EFFECTIVENESS, AND EFFICIENCY IN AGENCY OPERATIONS; ENHANCING OFFICER SAFETY AND WELLNESS; BUILDING CAPACITY WITH AGENCIES FOR ORGANIZATIONAL LEARNING AND SELF-IMPROVEMENT; AND PROMOTING PROMISING PRACTICES ESTABLISHED THROUGH COPS OFFICE TECHNICAL ASSISTANCE PROGRAMS NATIONWIDE. THE CRI-TAC WAS DEVELOPED TO ASSIST LAW ENFORCEMENT AGENCIES AND THE COMMUNITIES THEY SERVE BY PROVIDING ACCESS TO EXCEPTIONAL RESOURCES, CONSULTATION, AND TRAINING OPPORTUNITIES. BUILT TO MEET THE DIVERSE NEEDS OF LAW ENFORCEMENT AGENCIES TODAY, THE CRI-TAC WORKS TO DEVELOP SOLUTIONS SPECIFICALLY TAILORED TO INDIVIDUAL AGENCIES AND ALLOWS THEM TO PLAY AN ACTIVE ROLE IN THE PROBLEM-SOLVING PROCESS. THE PROGRAMS OPERATIONAL STRUCTURE BUILDS UPON EXISTING IACP AND PARTNER RESOURCES, SO THAT RESPONSE TO LAW ENFORCEMENT AGENCIES IS RAPID, AND FEDERAL AND NON-FEDERAL RESOURCES ARE LEVERAGED EFFECTIVELY AND EFFICIENTLY. TO REMAIN QUALITY-DRIVEN, EVIDENCE-BASED, ACCESSIBLE, AND MEMORABLE, CRI-TAC WILL SUSTAIN PARTNERSHIPS WITH LEADING LAW ENFORCEMENT ASSOCIATIONS; MANAGE AND IDENTIFY NATIONALLY RESPECTED LAW ENFORCEMENT AND PUBLIC SAFETY SUBJECT MATTER EXPERTS; PRODUCE DOCUMENTS SUMMARIZING PROMISING OR BEST PRACTICE GUIDANCE ANDCONSIDERATIONS; CONDUCT OUTREACH AND MARKETING TO PROMOTE TRAINING AND TECHNICAL ASSISTANCE (TTA) SERVICES; AND ASSESS AND ANALYZE THE EFFECTIVENESS OF SERVICES. IACP AND ITS PARTNERS WILL WORK WITH COPS TO CONTINUE THE PROVISION OF COMPREHENSIVE TTA, INFORMED BY CUTTING-EDGE INNOVATION AND EVIDENCE-BASED AND PROMISING PRACTICES, THAT EMBRACES A COLLABORATIVE, SUPPORTIVE APPROACH TO SERVING LAW ENFORCEMENT AND THEIR RESPECTIVE COMMUNITIES. TOGETHER THROUGH OUR COLLECTIVE EXPERIENCE, SUBJECT MATTER EXPERTISE, AND UNMATCHED REACH IN THE FIELD, WE WILL CONTINUE TO SUPPORT THE NEEDS OF THE OFFICE OF COMMUNITY ORIENTED POLICING SERVICES COLLABORATIVE REFORM INITIATIVE TECHNICAL ASSISTANCE CENTER AS ONE ELEMENT OF THE COLLABORATIVE REFORM INITIATIVE.

SINCE 2017, THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE (IACP), IN PARTNERSHIP WITH THE UNIVERSITY OF PENNSYLVANIA (PENN), HAS LED THE DEVELOPMENT AND DELIVERY OF THE LAW ENFORCEMENT AGENCY AND OFFICER RESILIENCE TRAINING PROGRAM (RESILIENCE PROGRAM). THE TRAINING TEACHES SKILLS PROVEN TO PREVENT AND DECREASE ANXIETY AND DEPRESSION AND INCREASE OPTIMISM AND WELL-BEING. WITH SUPPORT FROM THE BUREAU OF JUSTICE ASSISTANCE (BJA), THE IACP AND PENN WILL EXPAND UPON TO STRONG BASE TO ESTABLISH A CATALOGUE OF DELIVERY MODELS, INCLUDING DIRECT TRAININGS OF VARYING LENGTHS, RANK-SPECIFIC TRAININGS, TRAIN-THE-TRAINER COURSES, AND VIRTUAL OFFERINGS, THAT WILL MEET PARTICIPANTS’ NEEDS AND EFFECTIVELY TRAIN A STRONG CADRE OF CULTURALLY COMPETENT LAW ENFORCEMENT RESILIENCE INSTRUCTORS. THIS APPROACH WILL DISSEMINATE THESE CRUCIAL CONCEPTS WIDELY ACROSS THE PROFESSION – A NECESSARY FACTOR FOR PERPETUATING LASTING ORGANIZATIONAL CHANGE TOWARDS A CULTURE OF WELLNESS THAT WILL CONTINUE TO BUILD BEYOND THE LIFE OF THE PROJECT. FURTHERMORE, THE IACP WILL DEVELOP SUPPLEMENTAL MATERIALS TO FURTHER FACILITATE THIS GOAL, INCLUDING GUIDES, WEBINARS, ROLL-CALL VIDEOS, PODCASTS, AND OTHER REINFORCEMENT TOOLS TO OFFER RESILIENCE RESOURCES DIRECTLY TO THOSE IN THE FIELD. THE IACP AND PENN WILL ALSO CONTINUE TO PROVIDE SUPPORT FOR AGENCIES IMPLEMENTING THESE TRAINING CONCEPTS ORGANIZATION-WIDE, INCLUDING TECHNICAL ASSISTANCE TO DISCUSS STRATEGIES AND ENCOURAGE PROGRESS AS PRACTICES EVOLVE. THROUGH THIS PROGRAM, IACP, PENN, AND BJA WILL: 1) PROVIDE KNOWLEDGE AND SKILLS TO INCREASE OFFICER WELLNESS AND RESILIENCE ACROSS STATE, LOCAL, AND TRIBAL LAW ENFORCEMENT AGENCIES; 2) ACTIVELY ADAPT TO ADDRESS RELEVANT THREATS TO LAW ENFORCEMENT WELLNESS THROUGH TRAINING AND RESOURCE EXECUTION; AND 3) SPREAD AWARENESS OF BJA’S OFFICER SAFETY AND WELLNESS PROGRAMS, TRAININGS, AND RESOURCES. BY PRIORITIZING AND PROMOTING SAFETY AND WELLNESS IN LAW ENFORCEMENT ORGANIZATIONS, THE IACP WILL PLAY A SIGNIFICANT ROLE IN STRENGTHENING THE PROFESSION BY INCREASING INDIVIDUAL CAPACITY TO LEAD MORE FULFILLING PROFESSIONAL AND PERSONAL LIVES AND AGENCY CAPACITY TO IMPROVE OUTCOMES FOR OFFICERS AND THEIR COMMUNITIES.

SPST GRANTS ARE OPEN TO NATIONAL NONPROFIT FIRE SERVICE ORGANIZATIONS TO TRAIN INSTRUCTORS TO CONDUCT HAZMAT RESPONSE TRAINING PROGRAMS FOR INDIVIDUALS WITH STATUTORY RESPONSIBILITY TO RESPOND TO HAZMAT ACCIDENTS AND INCIDENTS. MEDICAL-FORENSIC EXAMINATIONS ARE A CRITICAL PART OF ANY MULTIDISCIPLINARY RESPONSE TO SEXUAL VIOLENCE. STUDIES HAVE SHOWN THAT EXAMS PERFORMED BY SANES MAY RESULT IN BETTER HEALTH OUTCOMES AND IN TURN LEAD TO HIGHER PROSECUTION RATES. HOWEVER, MOST COMMUNITIES DO NOT HAVE SANES AVAILABLE AND THERE ARE LIMITED RESOURCES AVAILABLE TO SUPPORT COMMUNITIES STRIVING TO DEVELOP SANE PROGRAMS. IAFN PROPOSES TO PROVIDE COMPREHENSIVE TRAINING AND TECHNICAL ASSISTANCE (T/TA) TO OVC’S PURPOSE AREA 1 GRANTEES TO ENSURE THEY HAVE THE INFORMATION, GUIDANCE AND SUPPORT THEY NEED TO DEVELOP, EXPAND AND SUSTAIN THEIR SANE PROGRAMS. IAFN AND ITS PARTNERS WILL OFFER A FULL RANGE OF CULTURALLY-SPECIFIC ASSISTANCE, WORKING CLOSELY WITH ALL GRANTEES TO ENSURE THEIR PROGRAMS DEVELOP, FOSTER, AND MAINTAIN PATIENT-CENTERED, TRAUMA-INFORMED, AND EVIDENCE-BASED SANE PROGRAMS. AS THE AUTHOR OF THE FORENSIC NURSING SCOPE AND STANDARDS OF PRACTICE AND THE SANE EDUCATION GUIDELINES, IAFN AND ITS BOARD-CERTIFIED FORENSIC NURSING STAFF IS UNIQUELY POISED TO OFFER THIS T/TA. THE GOAL FOR THIS PROJECT IS TO UTILIZE THE EXPERTISE AND EXPERIENCE OF IAFN, ITS PROJECT PARTNERS AND OVC TO PROVIDE PROACTIVE, ACTION-DRIVEN, FLEXIBLE, VICTIM-CENTERED, TRAUMA-INFORMED T/TA TO THE SELECTED SANE PROGRAMS THROUGHOUT THE US AND ITS TERRITORIES. UNFORTUNATELY, SOME LAW ENFORCEMENT PRACTICES AND POLICIES, ESPECIALLY IN THE AREAS OF RACIAL BIAS, USE OF FORCE, INTERACTIONS WITH PERSONS WITH MENTAL ILLNESS, AND SEARCH, SEIZURE, AND ARREST, CREATE THE CONDITIONS FOR OFFICERS TO ENGAGE IN UNCONSTITUTIONAL BEHAVIOR. MOST LAW ENFORCEMENT LIABILITY EXPOSURES RELATE DIRECTLY TO CONSTITUTIONAL POLICING. A CHANGE IN TRAINING IS CRITICAL TO ADVANCING FAIR AND JUST POLICING. THE PROPOSED 24-MONTH PROJECT WILL GATHER SUBJECT MATTER EXPERTS, REVIEW EXISTING TRAINING CURRICULA, IDENTIFY OPPORTUNITIES FOR IMPROVEMENT, AND PROVIDE TECHNICAL ASSISTANCE TO POLICE TRAINING CENTERS ON IMPROVED CURRICULA IN CONSTITUTIONAL POLICING. THE PROJECT WILL HAVE GOALS TO: (1.) CONDUCT A COMPREHENSIVE REVIEW AND ASSESSMENT OF LOCAL AND STATE POLICE ACADEMY TRAINING CURRICULA, AS WELL AS INTERNATIONAL LAW ENFORCEMENT AGENCY TRAINING (WHERE APPLICABLE), TO IDENTIFY PROMISING PRACTICES AND GAPS THAT AID IN THE DEVELOPMENT OF UPDATED CURRICULA AND PROMOTE TENETS OF CONSTITUTIONAL POLICING FOR ADAPTATION BY ACADEMIES, AND (2.) BY REQUEST OF STATE AND LOCAL LAW ENFORCEMENT AGENCIES, REVIEW AND EVALUATE POLICE ACADEMY PRACTICES, PROTOCOLS, TRAINING, AND SUBJECT MATTER CONTENT TO PROVIDE RECOMMENDATIONS FOR ENHANCING TRAINING SO IT ALIGNS WITH CORE CONSTITUTIONAL AND EVIDENCE-BASED STANDARDS. IADLEST WILL ACHIEVE GOAL 1 BY CONVENING AN ADVISORY BOARD OF LAW ENFORCEMENT EXECUTIVES, RESEARCHERS, AND TRAINING DIRECTORS TO IDENTIFY EXISTING AND PREDICTED NEEDS OF ACADEMIES AND LAW ENFORCEMENT AGENCIES, COLLECT THE DATA AND ACT UPON ITS RECOMMENDATIONS AND FINDINGS. GOAL 2 WILL BE ACHIEVED BY IMPLEMENTING A STRATEGY TO PROMOTE THE AVAILABILITY OF TECHNICAL ASSISTANCE (TA) BY SUBJECT MATTER EXPERTS THROUGH VIRTUAL COACHING AND PROMOTION OF OPPORTUNITIES FOR TA ON IADLEST AND BJA OUTREACH PLATFORMS. THE KEYSTONE OF THE PROJECT WILL BE THE DEVELOPMENT OF A MODEL CONSTITUTIONAL POLICING TRAINING CURRICULUM, APPLICABLE TO BOTH BASIC AND IN-SERVICE TRAINING. THE MODEL TRAINING CURRICULUM WILL BE DEVELOPED EARLY IN THE TA PHASE FOR DEPLOYMENT AS A TEMPLATE IN FUTURE TA REQUESTS. THE MODEL CURRICULUM WILL BE MADE AVAILABLE THROUGH THE NATIONAL LAW ENFORCEMENT KNOWLEDGE LAB. IADLEST IS THE ORGANIZATION THAT IS UNIQUELY QUALIFIED TO PERFORM THE PROPOSED PROJECT. IT IS THE ONLY ORGANIZATION WITH THE RELATIONSHIPS WITH AND THE DIRECT OUTREACH TO ALL THE NATION’S POLICE ACADEMIES. IT HAS EXPERTISE IN THE RESPONSIBLE MANAGEMENT AND ADMINISTRATION OF FEDERALLY FUNDED GRANTS AND COOPERATIVE AGREEMENTS.

OVC FY 2024 IAFN EXPANDING SEXUAL ASSAULT NURSE EXAMINER SERVICES TA PROJECT MEDICAL-FORENSIC EXAMINATIONS ARE A CRITICAL PART OF ANY MULTIDISCIPLINARY RESPONSE TO SEXUAL VIOLENCE. STUDIES HAVE SHOWN THAT EXAMS PERFORMED BY SANES MAY RESULT IN BETTER HEALTH OUTCOMES AND IN TURN LEAD TO HIGHER PROSECUTION RATES. HOWEVER, MOST COMMUNITIES DO NOT HAVE SANES AVAILABLE AND THERE ARE LIMITED RESOURCES AVAILABLE TO SUPPORT COMMUNITIES STRIVING TO DEVELOP SANE PROGRAMS. IAFN PROPOSES TO PROVIDE COMPREHENSIVE TRAINING AND TECHNICAL ASSISTANCE (T/TA) TO OVCS PURPOSE AREA 1 GRANTEES TO ENSURE THEY HAVE THE INFORMATION, GUIDANCE AND SUPPORT THEY NEED TO DEVELOP, EXPAND AND SUSTAIN THEIR SANE PROGRAMS. IAFN AND ITS PARTNERS WILL OFFER A FULL RANGE OF CULTURALLY-SPECIFIC ASSISTANCE, WORKING CLOSELY WITH ALL GRANTEES TO ENSURE THEIR PROGRAMS DEVELOP, FOSTER, AND MAINTAIN PATIENT-CENTERED, TRAUMA-INFORMED, AND EVIDENCE-BASED SANE PROGRAMS. AS THE AUTHOR OF THE FORENSIC NURSING SCOPE AND STANDARDS OF PRACTICE AND THE SANE EDUCATION GUIDELINES, IAFN, AND ITS BOARD-CERTIFIED FORENSIC NURSING STAFF ARE UNIQUELY POISED TO OFFER THIS T/TA. THE GOAL FOR THIS PROJECT IS TO UTILIZE THE EXPERTISE AND EXPERIENCE OF IAFN, ITS PROJECT PARTNERS AND OVC TO PROVIDE COMPREHENSIVE, VICTIM-CENTERED, TRAUMA-INFORMED T/TA TO THE SELECTED GRANTEES AS THEY ESTABLISH, IMPROVE AND/OR EXPAND THEIR MEDICAL AND MULTIDISCIPLINARY RESPONSE TO SEXUAL ASSAULT VICTIMS THROUGHOUT THE US AND ITS TERRITORIES. THE PRIMARY FOCUS OF THE REQUESTED ASSISTANCE IS TO HELP THE INTERNATIONAL ASSOCIATION OF SHEET METAL AIR RAIL AND TRANSPORTATION (SMART) TD INCREASE THE CAPABILITIES OF ITS MEMBERS, CONCENTRATING ON THE FOLLOWING ISSUES: ACCIDENT INVESTIGATION TRAINING FOR THE SMART TD ACCIDENT INVESTIGATION TEAM, BROADENING THE SCOPE OF SAFETY EDUCATION OFFERED THROUGH THE SMART VIRTUAL UNIVERSITY, EXPANDING SCOPE AND BREADTH OF SAFETY TRAINING OFFERED AT SMART TD ANNUAL AND REGIONAL MEETINGS AND FINALLY EXTENSIVELY DEALING WITH AN ON-BOARD PASSENGER SERVICE CRISIS OF UNRULY PASSENGERS INJURING OUR MEMBERS BOTH PHYSICALLY AND MENTALLY. USING A DATA DRIVEN APPROACH WITH AN EMPHASIS ON SITUATIONAL AWARENESS WILL BE THE BASIS ON WHICH ALL TRAINING AND EDUCATION MODULES WILL BE BUILT. THE ANTICIPATED ACTIVITIES AND ASSOCIATED DELIVERABLES INCLUDE THE FOLLOWING: (1) A LITERATURE REVIEW ON UNRULY PASSENGERS, SITUATIONAL AWARENESS FACT-BASED DEVELOPMENT OF UNRULY PASSENGER MODULES WHICH WILL HELP PRODUCE A TECHNICAL REPORT AND MEMO. (2) AUTOMATING ENHANCING ANALYZING A SAFETY CONDITION REPORT, DEVELOPMENT OF ACCIDENT INVESTIGATION MODULES, AND DEVELOPMENT OF A TRAINING PLATFORM FOR SMART VIRTUAL UNIVERSITY. THESE WILL THEN BE UTILIZED FOR REGIONAL MEETING TRAINING MODULES THE DELIVERABLES FOR THIS TASK INCLUDE SEVERAL TECHNICAL REPORTS AND MEMOS ON THE DATA MODULES DEVELOPED.

MASS VIOLENCE INCIDENTS PRESENT SIGNIFICANT AND UNIQUE CHALLENGES FOR LAW ENFORCEMENT DUE TO THE SHEER NUMBER OF VICTIMS, INVESTIGATIVE CONSIDERATIONS, MEDIA INVOLVEMENT, AND LONG-TERM EFFECT ON THE RESPONDING AGENCIES AND COMMUNITY. THE NEEDS OF FIRST RESPONDERS AND VICTIMS EXTEND BEYOND HEADLINES AND MUST INCLUDE SUPPORT FOR PROCESSING THE IMPACT OF THE TRAUMA AND INITIATING THE HEALING PROCESS. WHILE SAFETY AND INVESTIGATIVE CONSIDERATIONS ARE CRITICAL, EQUALLY IMPORTANT IS ADDRESSING THE MYRIAD OF NEEDS THAT WILL FOREVER AFFECT THE AGENCIES AND COMMUNITY. LAW ENFORCEMENT LEADERS FACED WITH A MASS VIOLENCE INCIDENT WILL BENEFIT FROM THE GUIDANCE OF PROFESSIONALS WITH FIRST-HAND EXPERIENCE NAVIGATING THESE TYPES OF TRAGEDIES. THE IACP, IN CONSULTATION WITH BJA, LAUNCHED THE MASS VIOLENCE ADVISORY INITIATIVE (MVAI) IN SEPTEMBER 2021 TO ADDRESS THESE CHALLENGES. UNDER THE BJA FY 23 NATIONAL INITIATIVES: LAW ENFORCEMENT TRAINING AND TECHNICAL ASSISTANCE SOLICITATION, IACP WILL BUILD UPON THIS FOUNDATION PROVIDING PEER-TO-PEER ADVISORY ASSISTANCE TO JURISDICTIONS EXPERIENCING EXTRAORDINARY ACTS OF VIOLENCE TO MAXIMIZE THE SAFETY AND WELLNESS OF OFFICERS, OTHER FIRST RESPONDERS, AND THE COMMUNITY. IACP IS WELL-SUITED AND PREPARED TO ENHANCE THE SERVICES AND RESOURCES THE MVAI OFFERS. SPECIFICALLY, THE IACP WILL CONTINUE RECRUITING SUBJECT MATTER EXPERTS (SMES) FROM DIVERSE BACKGROUNDS INTO ITS MASS VIOLENCE PEER-TO-PEER ADVISORY TEAM OF EXPERTS WITH FIRST-HAND EXPERIENCE IN RESPONDING TO MASS VIOLENCE INCIDENTS; REFINING ITS OUTREACH, TRACKING, AND DEPLOYMENT PROTOCOLS; AND APPLYING TRAUMA-INFORMED APPROACHES TO ALL COMPONENTS OF THE WORK. THE IACP WILL ADD TO ITS EXISTING LIBRARY OF RESOURCES TO INCLUDE THE DEVELOPMENT OF A SPECIALIZED TOOLKIT ON MASS VIOLENCE PREPARATION AND RECOVERY WITH INPUT FROM VICTIMS WITH LIVED EXPERIENCE. IACP WILL ESTABLISH A NOTIFICATION NETWORK OF LAW ENFORCEMENT CONTACTS, PUBLIC INFORMATION, AND OTHER SOURCES TO TRACK INCIDENTS OF MASS VIOLENCE. FINALLY, IACP WILL CONTINUE HOSTING ITS ONLINE COMMUNITY OF PRACTICE AND COORDINATING VIRTUAL AND IN-PERSON MEETINGS AND FOCUS GROUPS BETWEEN LAW ENFORCEMENT, SMES, MAYORS, CITY MANAGERS, SCHOOL LEADERS, AND OTHER STAKEHOLDERS ON THE TOPIC OF MASS VIOLENCE TO FACILITATE INFORMATION-SHARING, CROSS-AGENCY COLLABORATION, AND RESOURCE AND PROTOCOL DEVELOPMENT AND REFINEMENT. THROUGH THIS WORK, IACP AND BJA WILL CONTINUE COLLABORATING WITH THE MVAI COUNCIL, COMPRISED OF MEMBERS FROM THE FOLLOWING ORGANIZATIONS: NATIONAL MASS VIOLENCE VICTIMIZATION RESOURCE CENTER (NMVVRC); ADVANCED LAW ENFORCEMENT RAPID RESPONSE TRAINING (ALERRT); EXECUTIVE OFFICE OF UNITED STATES ATTORNEYS (EOUSA); FEDERAL BUREAU OF INVESTIGATION (FBI), AND THE OFFICE FOR VICTIMS OF CRIME (OVC).

IADLEST WILL USE FY24 CPD FUNDING TO MODERNIZE THE CODE OF POLICE ETHICS AND ESTABLISH A MODEL STANDARD FOR LAW ENFORCEMENT ETHICS. AS SOCIETAL VALUES EVOLVE AND COMMUNITIES SEEK GREATER ACCOUNTABILITY AND TRANSPARENCY, IT IS IMPERATIVE TO REVISIT AND UPDATE ETHICAL EXPECTATIONS AND STANDARDS WITHIN LAW ENFORCEMENT. A NATIONAL POLICING ETHICS STANDARD IS A MAJOR ELEMENT MISSING IN THE EFFORT TO ELEVATE LAW ENFORCEMENT TO A PROFESSION. WITHOUT A NATIONAL ETHICAL STANDARD, OFFICER BEHAVIOR THAT MAY BE CONSIDERED UNACCEPTABLE IN ONE STATE COULD BE CONSIDERED ACCEPTABLE IN ANOTHER. WHEN THERE IS NOT A CLEAR PROFESSIONAL STANDARD THERE IS TOO MUCH ROOM FOR INTERPRETATION AND MISAPPLICATION. THIS PROJECT WILL COMMENCE WITH ADMINISTRATIVE ACTIVITIES, INCLUDING PROGRAM STARTUP, TEAM ASSEMBLY, KICKOFF MEETINGS WITH THE COPS OFFICE, REGULAR COMMUNICATION CHANNELS ESTABLISHMENT, AND PROGRESS REPORTING MECHANISMS. THE FIRST MAJOR ACTIVITY FOR THE PROPOSED PROJECT WILL BE TO CONVENE A WORKING GROUP OF SMES ACROSS THE U.S. THE SMES WILL INCLUDE POST DIRECTORS OR OTHER APPROPRIATE POST STAFF REPRESENTATIVE (SUCH AS LEGAL COUNSEL) AND A MEMBER OF THEIR POST COMMISSION OR BOARD (WHICH ARE COMPOSED OF STATE AND LOCAL LAW ENFORCEMENT LEADERS SUCH AS CHIEFS AND SHERIFFS). THIS WORKING GROUP WILL COLLABORATIVELY UPDATE AND MODERNIZE THE CODE AND CANONS OF POLICE ETHICS INTO A NATIONAL LAW ENFORCEMENT ETHICS MODEL STANDARD. THIS INITIATIVE WILL INVOLVE A TWO-DAY, IN-PERSON MEETING FOLLOWED BY A RIGOROUS PROCESS OF DRAFTING, FEEDBACK COLLECTION, AND PEER REVIEW TO DEVELOP A MODEL ETHICAL STANDARD THAT PROMOTES EQUITY, PROFESSIONALISM, AND COMMUNITY TRUST. THE SECOND MAJOR ACTIVITY WILL BE DEVELOPING THE DRAFT LAW ENFORCEMENT ETHICS MODEL STANDARD WITH SEVERAL OPPORTUNITIES FOR FEEDBACK AND BUY-IN FROM THE FIELD. THE THIRD COMPONENT WILL BE A CAMPAIGN FOR LAW ENFORCEMENT ETHICS MODEL STANDARD ADOPTION INCLUDING POSTS AND NATIONAL LAW ENFORCEMENT ASSOCIATION PARTNERS. BY ELEVATING LAW ENFORCEMENT TO THE STANDARDS OF OTHER REGULATED PROFESSIONS, THIS INITIATIVE AIMS TO REINFORCE PUBLIC TRUST AND CONFIDENCE IN POLICING WHILE ADVANCING THE GOALS OF COMMUNITY SAFETY AND ENGAGEMENT.

THIS SUITE OF RESOURCES WILL BE COMPRISED OF ONLINE TRAINING, WEBINARS, PODCASTS, PUBLICATIONS, AND IN-PERSON PRESENTATIONS, AND WILL BE AVAILABLE TO EVERY POLICE AGENCY IN THE U.S., PROVIDING CONCRETE WAYS FOR POLICE AGENCIES TO IMPROVE COMMUNITY ENGAGEMENT, ENHANCE POLICE RESPONSE TO HATE CRIMES AND BIAS INCIDENTS, AND IMPROVE AGENCIES ORGANIZATIONAL CAPACITY FOR COMMUNITY POLICING STRATEGIES. THE IACP WILL DEVELOP A 2 TO 3-HOUR ONLINE HATE CRIMES TRAINING, ADAPTED FROM THE IACP/ COMMUNITY ORIENTED POLICING SERVICES (COPS) OFFICE EXISTING IN-PERSON TRAINING CURRICULUM HATE CRIMES RECOGNITION AND REPORTING. THE INNOVATIVE USE OF BEST-IN-CLASS, SCENARIO-DRIVEN VIRTUAL TRAINING WILL MAKE THIS CRITICAL TRAINING ACCESSIBLE ON A NATIONAL SCALE WHILE REDUCING BARRIERS TO ACCESS FOR LAW ENFORCEMENT AGENCIES OF ALL SIZES AND RESOURCE CAPACITIES. SIMILARLY, THE USE OF WEBINARS AND PODCASTS LEVERAGES EMERGING TECHNOLOGIES TO REACH A NEW GENERATION OF POLICE OFFICERS AND DELIVERS VITAL TRAINING CONTENT WITH LITTLE OR NO IMPACT ON AGENCIES BUDGET OR WORKFORCE RESOURCES. A REVISED GUIDE FOR THE RECOGNITION, RESPONSE, AND INVESTIGATION OF HATE CRIMES AND BIAS INCIDENTS, INCLUDING MODEL POLICIES, RESOURCES, AND CONSIDERATIONS, WILL SERVE AS THE PREEMINENT STANDARD FOR POLICE AGENCIES. THE IACP WILL PRESENT THESE POLICIES AND GUIDELINES AT PROFESSIONAL CONFERENCES AND IACP STAKEHOLDER MEETINGS, WHILE CALLING ATTENTION TO THE RESOURCES AND TRAINING AVAILABLE FOR POLICE AGENCIES. THIS PROJECT WILL ADDRESS KEY AREAS OF NEED WHICH SUPPORT IMPROVEMENTS TO PUBLIC SAFETY AND COMMUNITY TRUST THROUGH INCREASED KNOWLEDGE, SKILLS AND TRAINING, INCREASED REPORTING, AND EFFECTIVE ENGAGEMENT AND RESPONSE WITH VICTIMS AND COMMUNITIES IN THE WAKE OF HATE CRIMES.
