SPECIFICALLY, CAPITAL HEALTH SEEKS TO UPGRADE THE LIGHTING, AIR HANDLING, NETWORKING, CABLING, COMPUTERS, AND PHONE SYSTEM IN THE 66-YEAR OLD BUILDING. THESE UPGRADES WILL IMPROVE ENERGY EFFICIENCY, ECONOMIC EFFICIENCY, AND SAFETY AND SECURITY FOR PATIENTS, PROVIDERS, AND STAFF. THE NEEDS FOR THESE UPGRADES ARE SUMMARIZED BELOW AND ARE ALIGNED WITH CAPITAL HEALTH’S MISSION “TO IMPROVE THE HEALTH AND WELL-BEING OF THE POPULATIONS WE SERVE IN URBAN AND SUBURBAN COMMUNITIES.” LIGHTING: THE CURRENT INCANDESCENT LIGHTING IN THE BUILDING HAS VERY POOR ENERGY EFFICIENCY, WHICH HAS ECONOMIC AND ENVIRONMENTAL IMPACTS. CONVERTING THE INCANDESCENT LIGHTING TO LED LIGHTING WILL REDUCE ENERGY CONSUMPTION BY 105,431 KWH ANNUALLY AND REDUCE ENERGY-RELATED COSTS BY $15,815 ANNUALLY, IN ADDITION TO SAVING $1,576 IN MAINTENANCE COSTS AND $1,693 IN HVAC COSTS PER YEAR. AIR HANDLER UNITS (HVAC): THE EXISTING THREE AIR HANDLER UNITS AT THE BELLEVUE AVENUE BUILDING ARE NEARLY 30 YEARS OLD, WHICH IS 10-15 YEARS PAST THEIR LIFESPAN. THE AIR HANDLER UNITS IN THE BUILDING, WHICH INCLUDE CHILLED AND HOT WATER COILS, ELECTRICAL MOTORS, DAMPERS, ACTUATORS, AND FANS, HAVE A LIF E EXPECTANCY OF ONLY 15-20 YEARS IF MAINTAINED PROPERLY (AMERICAN SOCIETY OF HEATING, REFRIGERATING AND AIR-CONDITIONING ENGINEERS [ASHRAE]). MODERN, PROPERLY FUNCTIONING AIR HANDLER UNITS ARE IMPORTANT FOR MANAGING AIR FLOW AND CLIMATE CONTROL. REPLACING THE AIR HANDLER UNITS WILL ALSO IMPROVE THE ENERGY EFFICIENCY OF THE BUILDING. NETWORKING AND CABLING: THE NETWORKING EQUIPMENT IN THE BUILDING IS SEVERAL YEARS PAST ITS END-OF-LIFE SUPPORT, THUS COMPROMISING NETWORK SECURITY AND CONNECTIVITY TO CAPITAL HEALTH’S MAIN HOSPITAL. THE LAST DATE TO RECEIVE APPLICABLE SERVICE AND SUPPORT FOR THE FOR THE PHYSICAL HARDWARE IN THE IT CLOSET, WHICH TRANSMITS DATA BACK TO THE MAIN HOSPITAL WAS OCTOBER 31, 2021. THE LAST DATE TO RECEIVE APPLICABLE SERVICE AND SUPPORT FOR THE FOR THE WIRELESS NETWORK POINTS THAT ENABLE DEVICES TO CONNECT WIRELESSLY WAS APRIL 30, 2021. AS A RESULT, THE EQUIPMENT IS AT RISK OF FAILING AT ANY TIME, AND SECURITY PATCHES ARE NO LONGER AVAILABLE, WHICH POSES A SIGNIFICANT SECURITY RISK TO THE COMPUTING ENVIRONMENT AND PATIENT SAFETY. ADDITIONALLY, THE CURRENT INFRASTRUCTURE EQUIPMENT AND CABLING CANNOT SUPPORT NEW NETWORK TECHNOLOGIES, WHICH HINDERS PATIENT CARE IMPROVEMENT AND MEDICAL ADVANCES. TO ADDRESS THESE NEEDS, CAPITAL HEALTH PLANS TO BUILD A NEW DATA ROOM IN THE BUILDING THAT WILL SUPPORT THE IT NETWORKING INFRASTRUCTURE. COMPUTERS: CAPITAL HEALTH SEEKS TO PURCHASE 13 MODERN, DELL COMPUTERS FOR CLINICAL AND NON-CLINICAL PERSONNEL IN THE BUILDING WHOSE COMPUTERS ARE PAST THEIR USEFUL LIFE AND CAN NO LONGER SUPPORT WINDOWS 10.
