PENN COLLEGE IS AN OPEN-ENROLLMENT, PUBLIC, FOUR-YEAR COLLEGE AFFILIATED WITH PENNSYLVANIA STATE UNIVERSITY. THE COLLEGE OFFERS AN ARRAY OF ACADEMIC PROGRAMS WITH A STRONG EMPHASIS ON APPLIED TECHNOLOGY. OVER ITS 6-YEAR DURATION, THIS PROJECT WILL FUND SCHOLARSHIPS TO 45 UNIQUE FULL-TIME STUDENTS WHO ARE PURSUING ASSOCIATE?S DEGREES IN AVIATION MAINTENANCE, AUTOMOTIVE, COLLISION REPAIR, AND DIESEL TECHNOLOGIES. TRANSPORTATION SCHOLARS WILL BENEFIT FROM NUMEROUS ACADEMIC AND SOCIAL SUPPORTS, INCLUDING A THREE-DAY PRE-ORIENTATION BRIDGE PROGRAM BEFORE THEIR FIRST DAY OF CLASS; CO-SEATING IN A COMMON FIRST-YEAR EXPERIENCE COURSE TAUGHT BY THE PI; A MONTHLY CAREER SEMINAR; DEDICATED ADVISING, MENTORING, AND CAREER COACHING BY FACULTY THROUGHOUT THEIR COLLEGE EXPERIENCE, INCLUDING THE SUMMER MONTHS; AND A VIDEO SERIES THAT WILL CONTEXTUALIZE MATHEMATICS FOR THESE FIELDS. THE INTELLECTUAL MERIT OF THIS PROJECT COMES FROM MEASURING THE SUCCESS OF THE TRANSPORTATION SCHOLARS PROGRAM IN COMPARISON TO SIMILAR STUDENT POPULATIONS AT PENN COLLEGE THAT DO NOT BENEFIT FROM THE SAME FINANCIAL, ACADEMIC, AND SOCIAL SUPPORTS. PENN COLLEGE WILL ATTRACT, EDUCATE, RETAIN, AND GRADUATE 45 LOW-INCOME, HIGH-ACHIEVING STUDENTS TO JOIN THE WORKFORCE OF THE FUTURE IN CRITICAL AREAS SURROUNDING THE TRANSPORTATION INDUSTRY. THE TRANSPORTATION SCHOLARS PROGRAM ALSO SEEKS TO DIVERSIFY THE STUDENT POPULATION IN THESE CRITICAL FIELDS AND, BY EXTENSION, CONTRIBUTE TO THE DEVELOPMENT OF A DIVERSE WORKFORCE IN THE TRANSPORTATION INDUSTRY. THE OVERALL GOAL OF THIS PROJECT IS TO INCREASE STEM DEGREE COMPLETION OF LOW-INCOME, HIGH-ACHIEVING UNDERGRADUATES WITH DEMONSTRATED FINANCIAL NEED. OVER THE COURSE OF THE PROJECT PERIOD, THE PROJECT WILL MEET THE FOLLOWING FIVE SPECIFIC AIMS: 1) 50% OF THE TRANSPORTATION SCHOLARS WILL COMPLETE THE REQUIRED MATH SEQUENCES WITH A GRADE OF B OR BETTER; 2) 90% OF TRANSPORTATION SCHOLARS ENTERING AS FRESHMEN WILL BE RETAINED UNTIL THEIR SECOND YEAR; 3) 75% OF TRANSPORTATION SCHOLARS WILL COMPLETE AN AAS DEGREE WITHIN THREE YEARS; 4) 95% OF GRADUATING SCHOLARS WILL BE EMPLOYED FULL-TIME IN THEIR FIELD OR CONTINUE THEIR EDUCATION WITHIN SIX MONTHS OF COMPLETION OF THE AAS DEGREE; AND 5) 33% OF SCHOLARSHIP APPLICATIONS WILL BE FROM FEMALES AND/OR UNDERREPRESENTED STUDENTS IN STEM. PROJECT EVALUATION WILL EXAMINE BOTH PROGRAM IMPLEMENTATION AND STUDENT OUTCOMES TO DETERMINE HOW WELL EACH COMPONENT MEETS PARTICIPANT EXPECTATIONS AND HELPS ACHIEVE PROGRAM OUTCOMES. INPUT TO THE EVALUATION WILL BE COLLECTED THROUGH SURVEYS AND INTERVIEWS OF STUDENTS, FACULTY, AND ADMINISTRATORS, AS WELL AS THROUGH EXTANT DATA ON COURSE GRADES, AND RETENTION AND GRADUATION RATES. PROJECT FINDINGS WILL BE PREPARED FOR PUBLICATION IN PEER-REVIEWED AND TRADE MAGAZINES, AS WELL AS BUSINESS AND INDUSTRY MAGAZINES. PENN COLLEGE WILL OFFER PROFESSIONAL DEVELOPMENT WORKSHOPS TO DISSEMINATE KNOWLEDGE TO THE CAMPUS, PEER INSTITUTIONS, AND THE COMMUNITY AT LARGE. THE CURATED CONTEXTUALIZING MATHEMATICS VIDEOS AND ASSOCIATED CURRICULAR MATERIALS, ALONG WITH THE EVALUATION OF THEIR EFFECTIVENESS, WILL BE MADE AVAILABLE FOR DISSEMINATION BEYOND PENN COLLEGE VIA HOSTING ON A PUBLICLY AVAILABLE PLATFORM (YOUTUBE, SLIDESHARE, ETC.). THE PIS, PROJECT TEAM, AND MATHEMATICS FACULTY WILL PRESENT THESE RESULTS AT RELEVANT CONFERENCES AND WORKSHOPS AND WILL ANNOUNCE THE AVAILABILITY OF THESE VIDEOS THROUGH THEIR PROFESSIONAL AND SOCIAL NETWORK. THIS PROJECT IS FUNDED BY NSF?S SCHOLARSHIPS IN SCIENCE, TECHNOLOGY, ENGINEERING, AND MATHEMATICS PROGRAM, WHICH SEEKS TO INCREASE THE NUMBER OF LOW-INCOME ACADEMICALLY TALENTED STUDENTS WITH DEMONSTRATED FINANCIAL NEED WHO EARN DEGREES IN STEM FIELDS. THE PROGRAM, WHICH WILL BUILD ON AN EXISTING PROGRAM, WILL OFFER ACCESS TO POST-SECONDARY EDUCATION, INTENSIVE CASE MANAGEMENT, ACADEMIC REMEDIATION, TUTORING, SUPPORT SERVICES, AND EMPLOYMENT. THE PROPOSED PROGRAM WILL BENEFIT BOTH PRE-RELEASE AND POST-RELEASE RESIDENTS AT LYCOMING COUNTY PRISON AND MUNCY STATE CORRECTIONAL INSTITUTION IN PENNSYLVANIA. CLASSES FOR PRE-RELEASE PARTICIPANTS WILL BE PROVIDED AT THE CORRECTIONAL FACILITIES, AND CLASSES FOR POST-RELEASE PARTICIPANTS WILL BE PROVIDED ON PENN COLLEGES MAIN CAMPUS IN WILLIAMSPORT, PENNSYLVANIA. PARTICIPANTS IN THE PRISON TO COLLEGE PROGRAM WILL HAVE ACCESS TO FOUNDATIONAL COURSEWORK IN ENGLISH AND LIFE SKILLS AS WELL AS INDUSTRY-RECOGNIZED CERTIFICATES AND ASSOCIATES DEGREES IN GROWING INDUSTRIES. AS PART OF THE PROPOSED PROGRAM, ALL PARTICIPANTS WILL BE ASSESSED AND PROVIDED WITH AN ACTION PLAN. ACCESS TO TRANSITIONAL SERVICES (HOUSING, COUNSELING, EMPLOYMENT) WILL ALSO BE PROVIDED. THE PROPOSED PROGRAM WILL BUILD ON RESEARCH, WHICH HAS SHOWN ACCESS TO HIGHER EDUCATION REDUCES RECIDIVISM RATES. THE GOAL OF THE PROPOSED PROGRAM WILL BE TO REDUCE RECIDIVISM RATES AMONG THE TARGET POPULATION TO 20%. THE GOAL IS TO ADDRESS THE GROWING UNMET NEED FOR HIGH SCHOOL DIESEL STUDENTS TO CONTINUE THEIR EDUCATION BEYOND THE HIGH SCHOOL CTE LEVEL. THE SKILLS GAP IN THE U.S. HAS CAUSED THE DIESEL EQUIPMENT INDUSTRY TO HIRE CTE DIESEL STUDENTS DIRECTLY INTO THE WORKFORCE, BUT THERE IS A GREAT NEED FOR EMPLOYEES WITH POSTSECONDARY TRAINING. MEETING THIS DEMAND WILL HELP U.S. COMMERCIAL TRUCKING AND INDUSTRIAL EQUIPMENT COMPANIES TO REMAIN COMPETITIVE GLOBALLY. IN ADDITION, IMPROVING THE PATHWAY FROM CTE TO POSTSECONDARY TRAINING ALSO INCREASES THE POSSIBILITY OF CAREER ADVANCEMENT AND HIGHER LIFETIME EARNINGS FOR STUDENTS FROM UNDERSERVED BACKGROUNDS AND THOSE UNDERREPRESENTED IN STEM, AS POSTSECONDARY TRAINING AND EDUCATION HELPS WORKERS REMAIN CURRENT AND ADAPT TO EVER-CHANGING TECHNOLOGIES. THE PROJECT WILL REVISE THE CURRENT POSTSECONDARY CURRICULUM TO REMOVE ANY REDUNDANCY WITH THE CTE PROGRAMS AND WILL RECOGNIZE PRIOR CTE LEARNING, THUS REDUCING THE NUMBER OF CREDITS AND THE TUITION NEEDS EACH SEMESTER. ADDITIONAL ACTIVITIES ARE A VIRTUAL CAREER AWARENESS COURSE FOR CTE STUDENTS, PROFESSIONAL DEVELOPMENT FOR CTE DIESEL INSTRUCTORS, AND A DIESEL SKILLS COMPETITION TO ATTRACT STUDENTS TO THE FIELD. SUCH ACTIVITIES WILL STRENGTHEN SECONDARY CTE DIESEL PROGRAMS THAT FEED INTO POSTSECONDARY DIESEL OFFERINGS AND WILL COMPOSE A REPLICABLE MODEL THAT CAN BE ADOPTED IN OTHER TECHNICIAN EDUCATION FIELDS OR AT OTHER INSTITUTIONS. THIS PROJECT WILL IMPLEMENT AND EVALUATE A NEW PATHWAY BETWEEN CTE AND POSTSECONDARY EDUCATION THAT USES ARTICULATION CREDITS TO REDUCE THE NEED FOR STUDENTS TO TAKE REDUNDANT CONTENT, THEREBY MINIMIZING THEIR TIME AND FINANCIAL COMMITMENT ONCE THEY ENTER A POSTSECONDARY PROGRAM. STUDENTS AT PENNSYLVANIA COLLEGE OF TECHNOLOGY (PENN COLLEGE) WILL EARN A POSTSECONDARY TWO-SEMESTER CERTIFICATE OR FOUR-SEMESTER ASSOCIATE DEGREE IN AN ELECTRIC POWER GENERATION OR HEAVY CONSTRUCTION EQUIPMENT DIESEL TECHNOLOGY PROGRAM. THROUGH THE TRACK 2 ATE PROJECT, PENNSYLVANIA COLLEGE OF TECHNOLOGY (PENN COLLEGE), SEEKS TO REDESIGN ITS PLASTICS/POLYMER TECHNOLOGY PROGRAM (PPT) TO REACH A BROADER POPULATION OF POTENTIAL AND CURRENT TECHNICIANS, INCLUDING NEW GRADUATES AND INCUMBENT WORKERS. THROUGH THE PROJECT, THIS TEAM AIMS TO CREATE NEW CERTIFICATE, AAS, AND AAS-TO-BS PROGRAM PATHWAYS THAT ARE PREDOMINANTLY ASYNCHRONOUS, ONLINE COURSES, PAIRED WITH INTENSIVE SUMMER AND WEEKEND HANDS-ON LABS. THE PROJECT TEAM ALSO PLANS TO INVESTIGATE HOW TO EFFICIENTLY IMPLEMENT AN ASYNCHRONOUS MULTI-PATHWAY TRAINING PROGRAM THAT ENGAGES A WIDE RANGE OF LEARNERS, INCLUDING CURRENT HIGH SCHOOL STUDENTS COMPLETING AN EARLY COLLEGE PROGRAM, NEW GRADUATES INTERESTED IN ENTERING THE FIELD AS TECHNICIANS, AND INCUMBENT WORKERS WHO SEEK TO INCREASE THEIR SKILLS. | Department of Health and Human Services | SPIRIT (SUICIDE PREVENTION THROUGH INFORMATION, REFERRAL, INTERVENTION, AND TRAINING) - PENNSYLVANIA COLLEGE OF TECHNOLOGY (PENN COLLEGE) IN WILLIAMSPORT, PENNSYLVANIA, LOST TWO STUDENTS TO SUICIDE WITHIN TWO MONTHS IN 2020. WE MUST TAKE ACTION TO BETTER SERVE OUR STUDENTS AND ENSURE THERE ARE EFFECTIVE PROGRAMS AND RESOURCES IN PLACE. SUICIDE PREVENTION THROUGH INFORMATION, REFERRAL, INTERVENTION AND TRAINING (SPIRIT) WILL SERVE THE 4,565 STUDENTS ATTENDING PENN COLLEGE IN THE 2020-21 ACADEMIC YEAR. SPIRIT IS A COLLABORATIVE, EVIDENCE-BASED APPROACH THAT WILL OFFER TRAININGS, PROGRAMMING, EDUCATION, ASSESSMENTS, AND NON-TRADITIONAL COUNSELING OPTIONS TO SAFEGUARD THE WELL-BEING OF ALL OUR STUDENTS. OUR STUDENT BODY IS PREDOMINANTLY WHITE, REFLECTIVE OF THE SURROUNDING COMMUNITIES; AND MORE THAN ONE HALF (52.7%) ARE FIRST-GENERATION COLLEGE STUDENTS. WE NEED TO IMPROVE AND ENHANCE THE SUPPORT AND RESOURCES WE PROVIDE OUR STUDENTS TO DIMINISH SUICIDAL THINKING AND BEHAVIOR. WITH A STRONG NETWORK OF COLLABORATING PARTNERS AND THE EXPERIENCE AND INSIGHTS WE GAINED FROM A GLS GRANT RECEIVED IN 2015, WE ARE IN A POSITION TO MAKE A MEANINGFUL IMPACT ON THE COLLEGE COMMUNITY, WITH TRAINING AND SERVICES THAT HELP ENSURE WE DO NOT LOSE ANOTHER STUDENT TO SUICIDE. WE WILL IMPLEMENT SEVERAL DIFFERENT STRATEGIES WITH OUR COMMUNITY PARTNERS TO DEVELOP A HOLISTIC APPROACH TO SUICIDE PREVENTION, INCLUDING: THERAPY ASSISTANCE ONLINE, MOBILE TOOLS FOR SELF-DIRECTED, NON-TRADITIONAL MENTAL HEALTH OPTIONS; HEALTHY MINDS STUDY TO COLLECT BASELINE DATA AND ASSESS CURRENT NEEDS; MENTAL HEALTH FIRST AID (MHFA) TRAINING FOR STUDENTS AND FACULTY; PATIENT HEALTH QUESTIONNAIRE AS A DEPRESSION ASSESSMENT; AND MINDWISE SCREENING TOOLS INCORPORATED INTO SELECT CURRICULA. SPIRIT WILL ALSO INCLUDE PROGRAMMING AND OUTREACH THAT TARGETS VULNERABLE POPULATIONS SUCH AS VETERANS, STUDENTS WITH DISABILITIES, AND STUDENTS OF COLOR. THE OVERARCHING GOALS OF SPIRIT ARE TO (1) STRENGTHEN THE NETWORK INFRASTRUCTURE TO LINK PENN COLLEGE WITH BEHAVIORAL HEALTHCARE PROVIDERS AND OBTAIN INPUT FROM STAKEHOLDERS; (2) PROVIDE TRAINING TO STUDENTS, FACULTY, AND STAFF TO PREPARE THEM TO RESPOND EFFECTIVELY TO SOMEONE WITH A MENTAL HEALTH ISSUE, INCLUDING SUBSTANCE ABUSE DISORDERS; (3) ADMINISTER VOLUNTARY MENTAL AND SUBSTANCE USE DISORDER SCREENINGS AND ASSESSMENTS; AND (4) PROVIDE OUTREACH SO THE ENTIRE COLLEGE COMMUNITY IS INFORMED OF AVAILABLE MENTAL HEALTH RESOURCES. MEASURABLE OBJECTIVES INCLUDE ESTABLISHING A STAKEHOLDER COALITION, PROVIDING GATEKEEPER TRAINING, INCORPORATING MENTAL HEALTH SCREENINGS INTO SELECTED CURRICULA, AND ENSURING ACCESS TO DEPRESSION SCREENINGS TO STUDENTS WITH DISABILITIES, STUDENT ATHLETES, AND OTHERS. TRANSPORTATION SCHOLARS WILL BENEFIT FROM NUMEROUS ACADEMIC AND SOCIAL SUPPORTS, INCLUDING A THREE-DAY PRE-ORIENTATION BRIDGE PROGRAM BEFORE THEIR FIRST DAY OF CLASS; CO-SEATING IN A COMMON FIRST-YEAR EXPERIENCE COURSE TAUGHT BY THE PI; A MONTHLY CAREER SEMINAR; DEDICATED ADVISING, MENTORING, AND CAREER COACHING BY FACULTY THROUGHOUT THEIR COLLEGE EXPERIENCE, INCLUDING THE SUMMER MONTHS; AND A VIDEO SERIES THAT WILL CONTEXTUALIZE MATHEMATICS FOR THESE FIELDS. THE INTELLECTUAL MERIT OF THIS PROJECT COMES FROM MEASURING THE SUCCESS OF THE TRANSPORTATION SCHOLARS PROGRAM IN COMPARISON TO SIMILAR STUDENT POPULATIONS AT PENN COLLEGE THAT DO NOT BENEFIT FROM THE SAME FINANCIAL, ACADEMIC, AND SOCIAL SUPPORTS. PENN COLLEGE WILL ATTRACT, EDUCATE, RETAIN, AND GRADUATE 45 LOW-INCOME, HIGH-ACHIEVING STUDENTS TO JOIN THE WORKFORCE OF THE FUTURE IN CRITICAL AREAS SURROUNDING THE TRANSPORTATION INDUSTRY. THE TRANSPORTATION SCHOLARS PROGRAM ALSO SEEKS TO DIVERSIFY THE STUDENT POPULATION IN THESE CRITICAL FIELDS AND, BY EXTENSION, CONTRIBUTE TO THE DEVELOPMENT OF A DIVERSE WORKFORCE IN THE TRANSPORTATION INDUSTRY. THE OVERALL GOAL OF THIS PROJECT IS TO INCREASE STEM DEGREE COMPLETION OF LOW-INCOME, HIGH-ACHIEVING UNDERGRADUATES WITH DEMONSTRATED FINANCIAL NEED. OVER THE COURSE OF THE PROJECT PERIOD, THE PROJECT WILL MEET THE FOLLOWING FIVE SPECIFIC AIMS: 1) 50% OF THE TRANSPORTATION SCHOLARS WILL COMPLETE THE REQUIRED MATH SEQUENCES WITH A GRADE OF B OR BETTER; 2) 90% OF TRANSPORTATION SCHOLARS ENTERING AS FRESHMEN WILL BE RETAINED UNTIL THEIR SECOND YEAR; 3) 75% OF TRANSPORTATION SCHOLARS WILL COMPLETE AN AAS DEGREE WITHIN THREE YEARS; 4) 95% OF GRADUATING SCHOLARS WILL BE EMPLOYED FULL-TIME IN THEIR FIELD OR CONTINUE THEIR EDUCATION WITHIN SIX MONTHS OF COMPLETION OF THE AAS DEGREE; AND 5) 33% OF SCHOLARSHIP APPLICATIONS WILL BE FROM FEMALES AND/OR UNDERREPRESENTED STUDENTS IN STEM. PROJECT EVALUATION WILL EXAMINE BOTH PROGRAM IMPLEMENTATION AND STUDENT OUTCOMES TO DETERMINE HOW WELL EACH COMPONENT MEETS PARTICIPANT EXPECTATIONS AND HELPS ACHIEVE PROGRAM OUTCOMES. INPUT TO THE EVALUATION WILL BE COLLECTED THROUGH SURVEYS AND INTERVIEWS OF STUDENTS, FACULTY, AND ADMINISTRATORS, AS WELL AS THROUGH EXTANT DATA ON COURSE GRADES, AND RETENTION AND GRADUATION RATES. PROJECT FINDINGS WILL BE PREPARED FOR PUBLICATION IN PEER-REVIEWED AND TRADE MAGAZINES, AS WELL AS BUSINESS AND INDUSTRY MAGAZINES. PENN COLLEGE WILL OFFER PROFESSIONAL DEVELOPMENT WORKSHOPS TO DISSEMINATE KNOWLEDGE TO THE CAMPUS, PEER INSTITUTIONS, AND THE COMMUNITY AT LARGE. THE CURATED CONTEXTUALIZING MATHEMATICS VIDEOS AND ASSOCIATED CURRICULAR MATERIALS, ALONG WITH THE EVALUATION OF THEIR EFFECTIVENESS, WILL BE MADE AVAILABLE FOR DISSEMINATION BEYOND PENN COLLEGE VIA HOSTING ON A PUBLICLY AVAILABLE PLATFORM (YOUTUBE, SLIDESHARE, ETC.). PARTICIPANTS IN THE PRISON TO COLLEGE PROGRAM WILL HAVE ACCESS TO FOUNDATIONAL COURSEWORK IN ENGLISH AND LIFE SKILLS AS WELL AS INDUSTRY-RECOGNIZED CERTIFICATES AND ASSOCIATES DEGREES IN GROWING INDUSTRIES. AS PART OF THE PROPOSED PROGRAM, ALL PARTICIPANTS WILL BE ASSESSED AND PROVIDED WITH AN ACTION PLAN. ACCESS TO TRANSITIONAL SERVICES (HOUSING, COUNSELING, EMPLOYMENT) WILL ALSO BE PROVIDED. THE PROPOSED PROGRAM WILL BUILD ON RESEARCH, WHICH HAS SHOWN ACCESS TO HIGHER EDUCATION REDUCES RECIDIVISM RATES. THE GOAL OF THE PROPOSED PROGRAM WILL BE TO REDUCE RECIDIVISM RATES AMONG THE TARGET POPULATION TO 20%. THE PROGRAM WILL BE GUIDED BY THE FOLLOWING OBJECTIVES: (1) 90 PARTICIPANTS ENROLL IN THE PRISON TO COLLEGE PROGRAM; (2) 75% OF PARTICIPANTS COMPLETE A CERTIFICATE OR A DEGREE AT PENN COLLEGE; (3) 75% OF PARTICIPANTS OBTAIN AND RETAIN POSITIONS OF EMPLOYMENT FOR, AT LEAST, SIX MONTHS; AND (4) AN ADVISORY COMMITTEE WITH 10 MEMBERS IS ESTABLISHED. THE PROGRAM WILL HAVE THE FOLLOWING DELIVERABLES: (A) AN ACTION PLAN WITH INPUT FROM BJA AND AN ASSIGNED TECHNICAL ASSISTANCE COACH, SUBMITTED WITHIN SIX MONTHS OF RECEIVING FINAL BUDGET APPROVAL AND (B) A FINAL REPORT AT THE END OF THE PROJECT PERIOD.

DIESEL TECHNOLOGY PATHWAY TO POSTSECONDARY CERTIFICATION OR ASSOCIATE DEGREE -THIS PROJECT AIMS TO SERVE THE NATIONAL INTEREST BY CREATING NEW INTEGRATED AND STREAMLINED PATHWAYS FROM SECONDARY CAREER AND TECHNICAL EDUCATION (CTE) DIESEL PROGRAMS TO POSTSECONDARY CERTIFICATE OR ASSOCIATE DEGREE PROGRAMS IN DIESEL TECHNOLOGY. THE GOAL IS TO ADDRESS THE GROWING UNMET NEED FOR HIGH SCHOOL DIESEL STUDENTS TO CONTINUE THEIR EDUCATION BEYOND THE HIGH SCHOOL CTE LEVEL. THE SKILLS GAP IN THE U.S. HAS CAUSED THE DIESEL EQUIPMENT INDUSTRY TO HIRE CTE DIESEL STUDENTS DIRECTLY INTO THE WORKFORCE, BUT THERE IS A GREAT NEED FOR EMPLOYEES WITH POSTSECONDARY TRAINING. MEETING THIS DEMAND WILL HELP U.S. COMMERCIAL TRUCKING AND INDUSTRIAL EQUIPMENT COMPANIES TO REMAIN COMPETITIVE GLOBALLY. IN ADDITION, IMPROVING THE PATHWAY FROM CTE TO POSTSECONDARY TRAINING ALSO INCREASES THE POSSIBILITY OF CAREER ADVANCEMENT AND HIGHER LIFETIME EARNINGS FOR STUDENTS FROM UNDERSERVED BACKGROUNDS AND THOSE UNDERREPRESENTED IN STEM, AS POSTSECONDARY TRAINING AND EDUCATION HELPS WORKERS REMAIN CURRENT AND ADAPT TO EVER-CHANGING TECHNOLOGIES. THE PROJECT WILL REVISE THE CURRENT POSTSECONDARY CURRICULUM TO REMOVE ANY REDUNDANCY WITH THE CTE PROGRAMS AND WILL RECOGNIZE PRIOR CTE LEARNING, THUS REDUCING THE NUMBER OF CREDITS AND THE TUITION NEEDS EACH SEMESTER. ADDITIONAL ACTIVITIES ARE A VIRTUAL CAREER AWARENESS COURSE FOR CTE STUDENTS, PROFESSIONAL DEVELOPMENT FOR CTE DIESEL INSTRUCTORS, AND A DIESEL SKILLS COMPETITION TO ATTRACT STUDENTS TO THE FIELD. SUCH ACTIVITIES WILL STRENGTHEN SECONDARY CTE DIESEL PROGRAMS THAT FEED INTO POSTSECONDARY DIESEL OFFERINGS AND WILL COMPOSE A REPLICABLE MODEL THAT CAN BE ADOPTED IN OTHER TECHNICIAN EDUCATION FIELDS OR AT OTHER INSTITUTIONS. THIS PROJECT WILL IMPLEMENT AND EVALUATE A NEW PATHWAY BETWEEN CTE AND POSTSECONDARY EDUCATION THAT USES ARTICULATION CREDITS TO REDUCE THE NEED FOR STUDENTS TO TAKE REDUNDANT CONTENT, THEREBY MINIMIZING THEIR TIME AND FINANCIAL COMMITMENT ONCE THEY ENTER A POSTSECONDARY PROGRAM. STUDENTS AT PENNSYLVANIA COLLEGE OF TECHNOLOGY (PENN COLLEGE) WILL EARN A POSTSECONDARY TWO-SEMESTER CERTIFICATE OR FOUR-SEMESTER ASSOCIATE DEGREE IN AN ELECTRIC POWER GENERATION OR HEAVY CONSTRUCTION EQUIPMENT DIESEL TECHNOLOGY PROGRAM. PROJECT GOALS WILL BE ACCOMPLISHED THROUGH THE FOLLOWING ACTIVITIES: (1) COLLABORATING WITH CTE INSTRUCTORS TOWARD ENHANCING CTE PROGRAMS AND IMPROVING INSTRUCTOR TRAINING; (2) REVISING PENN COLLEGE DIESEL COURSES TO ENABLE ARTICULATION CREDIT TO BE AWARDED FOR CONTENT LEARNED IN CTE PROGRAMS; AND (3) INCREASING AWARENESS IN HIGH SCHOOL STUDENTS AND THEIR FAMILIES, CTE INSTRUCTORS, AND HIGH SCHOOL GUIDANCE COUNSELORS ABOUT DIESEL TECHNOLOGY CAREERS AND THE LONG-TERM BENEFITS OF THE NEW CTE-POSTSECONDARY PATHWAY. THE PROJECT WILL IMPLEMENT AND EVALUATE A SKILLS COMPETITION AND A NEW VIRTUAL WORKSHOP FOR CTE STUDENTS THAT WILL INCREASE AWARENESS OF CAREERS IN HEAVY EQUIPMENT AND POWER GENERATION AND FURTHER THE USE OF A VIRTUAL PLATFORM FOR PRODUCTIVE LEARNING. THE PROJECT TEAM WILL INVESTIGATE THE BENEFITS OF THE REVISED PATHWAY FOR STUDENTS, ESPECIALLY IF IT LEADS TO INCREASED PROGRAM COMPLETION, AND WILL CONTRIBUTE TO EXISTING LITERATURE THAT SEEKS TO IMPROVE PATHWAYS TO TECHNICAL EDUCATION. THIS PROJECT IS FUNDED BY THE ADVANCED TECHNOLOGICAL EDUCATION PROGRAM THAT FOCUSES ON THE EDUCATION OF TECHNICIANS FOR THE ADVANCED-TECHNOLOGY FIELDS THAT DRIVE THE NATION?S ECONOMY. PRACTICAL POLYMERS FOR STUDENTS AND INDUSTRY (PPSI) -PLASTICS AND POLYMER PRODUCTS ARE UBIQUITOUS IN MANY ASPECTS OF DAILY LIFE, WHICH CREATES A CONTINUOUS DEMAND FOR A SKILLED TECHNICAL WORKFORCE IN PLASTICS MANUFACTURING AND RELATED INDUSTRIES. THROUGH THE TRACK 2 ATE PROJECT, PENNSYLVANIA COLLEGE OF TECHNOLOGY (PENN COLLEGE), SEEKS TO REDESIGN ITS PLASTICS/POLYMER TECHNOLOGY PROGRAM (PPT) TO REACH A BROADER POPULATION OF POTENTIAL AND CURRENT TECHNICIANS, INCLUDING NEW GRADUATES AND INCUMBENT WORKERS. THROUGH THE PROJECT, THIS TEAM AIMS TO CREATE NEW CERTIFICATE, AAS, AND AAS-TO-BS PROGRAM PATHWAYS THAT ARE PREDOMINANTLY ASYNCHRONOUS, ONLINE COURSES, PAIRED WITH INTENSIVE SUMMER AND WEEKEND HANDS-ON LABS. THESE PATHWAYS ARE LIKELY TO PROVIDE A LOW-BARRIER, RAPID ON-RAMP OPPORTUNITIES THAT BROADEN ACCESS FOR NEW AND INCUMBENT WORKERS TO ENTER WELL-PAYING CAREERS IN POLYMER TECHNOLOGY INDUSTRIES. ADDITIONALLY, THE PROJECT SEEKS TO ADVANCE UNDERSTANDING ABOUT REACHING POPULATIONS THAT ARE CURRENTLY UNDERREPRESENTED IN PLASTICS FIELDS. ULTIMATELY, THIS PROJECT HAS THE POTENTIAL FOR FAR-REACHING APPLICABILITY FOR OTHER TECHNICAL EDUCATION INSTITUTIONS, WITH RELEVANCE FOR A WIDE RANGE OF EMPLOYERS IN THE PLASTICS MANUFACTURING SECTOR. THE PROJECT HAS FOUR PRIMARY OBJECTIVES: (1) REDESIGN THE FIRST YEAR OF THE AAS PROGRAM TO ESTABLISH TWO HYBRID, ASYNCHRONOUS FOR-CREDIT CERTIFICATE PROGRAMS; (2) RECRUIT ADULT LEARNERS INTO THE REDESIGNED PPT AAS AND CERTIFICATE PROGRAMS THROUGH OUTREACH TO LOCAL TECHNICAL EMPLOYERS; (3) INTRODUCE AT LEAST 300 HIGH SCHOOL STUDENTS TO PPT EDUCATIONAL AND CAREER PATHWAYS THROUGH CLASSROOM ACTIVITIES AND DUAL ENROLLMENT PROGRAMS; AND (4) PROVIDE A PPT EDUCATOR EXTERNSHIP TO SUPPORT HIGH SCHOOL EDUCATORS TO INTEGRATE POLYMER TECHNOLOGY TOPICS INTO HIGH SCHOOL STEM CLASSES. THE PROJECT TEAM ALSO PLANS TO INVESTIGATE HOW TO EFFICIENTLY IMPLEMENT AN ASYNCHRONOUS MULTI-PATHWAY TRAINING PROGRAM THAT ENGAGES A WIDE RANGE OF LEARNERS, INCLUDING CURRENT HIGH SCHOOL STUDENTS COMPLETING AN EARLY COLLEGE PROGRAM, NEW GRADUATES INTERESTED IN ENTERING THE FIELD AS TECHNICIANS, AND INCUMBENT WORKERS WHO SEEK TO INCREASE THEIR SKILLS. PROJECT EVALUATION EFFORTS SEEK TO ADVANCE UNDERSTANDING ABOUT WHETHER STUDENTS WHO LIVE OUTSIDE OF THE COLLEGE?S NEARBY REGION CAN MEANINGFULLY COMPLETE A PPT CERTIFICATE WITH SUBSTANTIALLY REDUCED ON-CAMPUS TIME, AND HOW TO GIVE INCUMBENT WORKERS TRAINING THAT ADDS VALUE FOR BOTH THE STUDENT AND EMPLOYER. SPIRIT (SUICIDE PREVENTION THROUGH INFORMATION, REFERRAL, INTERVENTION, AND TRAINING) - PENNSYLVANIA COLLEGE OF TECHNOLOGY (PENN COLLEGE) IN WILLIAMSPORT, PENNSYLVANIA, LOST TWO STUDENTS TO SUICIDE WITHIN TWO MONTHS IN 2020. WE MUST TAKE ACTION TO BETTER SERVE OUR STUDENTS AND ENSURE THERE ARE EFFECTIVE PROGRAMS AND RESOURCES IN PLACE. SUICIDE PREVENTION THROUGH INFORMATION, REFERRAL, INTERVENTION AND TRAINING (SPIRIT) WILL SERVE THE 4,565 STUDENTS ATTENDING PENN COLLEGE IN THE 2020-21 ACADEMIC YEAR. SPIRIT IS A COLLABORATIVE, EVIDENCE-BASED APPROACH THAT WILL OFFER TRAININGS, PROGRAMMING, EDUCATION, ASSESSMENTS, AND NON-TRADITIONAL COUNSELING OPTIONS TO SAFEGUARD THE WELL-BEING OF ALL OUR STUDENTS. OUR STUDENT BODY IS PREDOMINANTLY WHITE, REFLECTIVE OF THE SURROUNDING COMMUNITIES; AND MORE THAN ONE HALF (52.7%) ARE FIRST-GENERATION COLLEGE STUDENTS. WE NEED TO IMPROVE AND ENHANCE THE SUPPORT AND RESOURCES WE PROVIDE OUR STUDENTS TO DIMINISH SUICIDAL THINKING AND BEHAVIOR. WITH A STRONG NETWORK OF COLLABORATING PARTNERS AND THE EXPERIENCE AND INSIGHTS WE GAINED FROM A GLS GRANT RECEIVED IN 2015, WE ARE IN A POSITION TO MAKE A MEANINGFUL IMPACT ON THE COLLEGE COMMUNITY, WITH TRAINING AND SERVICES THAT HELP ENSURE WE DO NOT LOSE ANOTHER STUDENT TO SUICIDE. WE WILL IMPLEMENT SEVERAL DIFFERENT STRATEGIES WITH OUR COMMUNITY PARTNERS TO DEVELOP A HOLISTIC APPROACH TO SUICIDE PREVENTION, INCLUDING: THERAPY ASSISTANCE ONLINE, MOBILE TOOLS FOR SELF-DIRECTED, NON-TRADITIONAL MENTAL HEALTH OPTIONS; HEALTHY MINDS STUDY TO COLLECT BASELINE DATA AND ASSESS CURRENT NEEDS; MENTAL HEALTH FIRST AID (MHFA) TRAINING FOR STUDENTS AND FACULTY; PATIENT HEALTH QUESTIONNAIRE AS A DEPRESSION ASSESSMENT; AND MINDWISE SCREENING TOOLS INCORPORATED INTO SELECT CURRICULA. SPIRIT WILL ALSO INCLUDE PROGRAMMING AND OUTREACH THAT TARGETS VULNERABLE POPULATIONS SUCH AS VETERANS, STUDENTS WITH DISABILITIES, AND STUDENTS OF COLOR. THE OVERARCHING GOALS OF SPIRIT ARE TO (1) STRENGTHEN THE NETWORK INFRASTRUCTURE TO LINK PENN COLLEGE WITH BEHAVIORAL HEALTHCARE PROVIDERS AND OBTAIN INPUT FROM STAKEHOLDERS; (2) PROVIDE TRAINING TO STUDENTS, FACULTY, AND STAFF TO PREPARE THEM TO RESPOND EFFECTIVELY TO SOMEONE WITH A MENTAL HEALTH ISSUE, INCLUDING SUBSTANCE ABUSE DISORDERS; (3) ADMINISTER VOLUNTARY MENTAL AND SUBSTANCE USE DISORDER SCREENINGS AND ASSESSMENTS; AND (4) PROVIDE OUTREACH SO THE ENTIRE COLLEGE COMMUNITY IS INFORMED OF AVAILABLE MENTAL HEALTH RESOURCES. MEASURABLE OBJECTIVES INCLUDE ESTABLISHING A STAKEHOLDER COALITION, PROVIDING GATEKEEPER TRAINING, INCORPORATING MENTAL HEALTH SCREENINGS INTO SELECTED CURRICULA, AND ENSURING ACCESS TO DEPRESSION SCREENINGS TO STUDENTS WITH DISABILITIES, STUDENT ATHLETES, AND OTHERS. PENN COLLEGE HAS THE FOUNDATION IN PLACE TO LAUNCH SPIRIT; A FOUNDATION THAT INCLUDES GLS GRANT EXPERIENCE, OUR NETWORK OF PARTNERS, AND TRAINED AND COMMITTED PROJECT STAFF. WE ESTIMATE THAT WE WILL SERVE 2,300 EACH YEAR, FOR A TOTAL OF 8,000 OVER THE ENTIRE GRANT PERIOD.
