THE MISSION WHICH EMANATES FROM THE CHARTER OF THE OGLALA SIOUX TRIBE IS TO EDUCATE STUDENTS FOR PROFESSIONAL AND VOCATIONAL EMPLOYMENT OPPORTUNITIES IN LAKOTA COUNTRY. THE COLLEGE WILL GRADUATE WELL-ROUNDED STUDENTS GROUNDED IN WOLAKOLKICIYAPI-LEARNING LAKOTA WAYS OF LIFE IN THE COMMUNITY BY TEACHING LAKOTA CULTURE AND LANGUAGE AS PART OF PREPARING STUDENTS TO PARTICIPATE IN A MULTICULTURAL WORLD. THIS PROJECT ALIGNS DIRECTLY WITH THAT GOAL, AND MOREOVER MAY SERVE AS A MODEL AND IMPETUS FOR SIMILAR INSTITUTIONS OF HIGHER EDUCATION TO DEVELOP POST-BACCALAUREATE DEGREE PROGRAMS. THE CONNECTION OF FACULTY TO THE DEVELOPMENT OF NOVEL OPPORTUNITIES FOR PROGRAMS OF STUDY THAT ENSURE SUCCESSFUL TRANSFER TO LOCAL EMPLOYMENT, PARTICULARLY TRIBAL EMPLOYMENT, DEMONSTRATES THE ESSENTIALITY OF ENGAGING FULL-TIME, CREDENTIALED STEM FACULTY DEVOTED TO A SPECIFIC STRAND OF STUDY AND PREPARATION. THIS PROJECT PROVIDES AN ACCREDITED STEM MASTER?S OF SCIENCE (MS) DEGREE OPTION IN ENVIRONMENTAL SCIENCES AT OGLALA LAKOTA COLLEGE (OLC) FOR STUDENTS WHO THEN ARE PREPARED FOR SCIENTIFIC AND MANAGEMENT ROLES AT LOCAL, PARTICULARLY TRIBAL, ORGANIZATIONS, AS WELL AS FACULTY POSITIONS AT THE LOCAL COLLEGES, INCLUDING OLC. THE MS PROJECT BUILDS ON A WELL-ESTABLISHED BACHELOR?S DEGREE (BS) IN ENVIRONMENTAL SCIENCES, WHICH HAS BEEN A POPULAR DEGREE CHOICE FOR OLC STUDENTS AND LED TO THEIR EARLY ENGAGEMENT IN RESEARCH. THE PROJECT CONTRIBUTES TO THE ACHIEVEMENT OF ALIGNMENT OF LAKOTA KNOWLEDGE INTO WESTERN STEM KNOWLEDGE. IT ALSO ENGAGES PRE-COLLEGE STUDENTS IN COLLEGE PREPARATION IN STEM, WHICH WILL CONTINUE TO BUILD THE LOCAL STEM INFRASTRUCTURE. A RESEARCH FOCUS ON ADVANCING UNDERSTANDING OF GROUNDWATER AND SURFACE WATER FLOW IN THE REGION PROVIDES A BASIS FOR FACULTY AND STUDENT RESEARCH EXPERIENCES AND COMMUNITY ENGAGEMENT. USING ADVANCED SENSING TOOLS, SUCH AS AIRBORNE AND DRONE-ACQUIRED LIDAR AND MULTISPECTRAL IMAGERY, THE PROJECT AIMS TO CHARACTERIZE AND UNDERSTAND THE GEOMETRY, SCALE, AND EFFECTS OF STRUCTURAL FEATURES IN COMPLEX HYDROLOGIC SYSTEMS. CURRICULUM DESIGNED AROUND THESE THEMES AND FOUNDED ON LAKOTA WAYS OF KNOWING AIMS TO TRAIN FUTURE LEADERS IN THE FIELD OF DATA SCIENCE. CORE COMPETENCIES WILL BE BUILT IN COURSES IN ENVIRONMENTAL SCIENCE AND PRE-ENGINEERING DEGREE PROGRAMS. COLLABORATIVE RESEARCH: E-RISE RII: BIONITROGEN ECONOMY RESEARCH CENTER -THE BIONITROGEN ECONOMY RESEARCH CENTER (BNERC) WILL BUILD STATE-WIDE RESEARCH CAPACITY FOCUSED ON BIOLOGICAL NITROGEN FIXATION AND ITS PRACTICAL APPLICATIONS. MOST OF THE NITROGEN IN OUR MODERN SOCIETY IS DERIVED FROM FOSSIL FUELS VIA CHEMICAL SYNTHESIS, WHICH CAUSES ENVIRONMENTAL DEGRADATION. THE BNERC SEEKS TO DEVELOP PERSONNEL, TECHNOLOGIES, AND INFRASTRUCTURE PIONEERING IN SOUTH DAKOTA. THESE DEVELOPMENTS WILL REPLACE THE CHEMO-NITROGEN ECONOMY WITH A SUSTAINABLE BIO-NITROGEN ECONOMY BY USING SOLAR-POWERED CYANOBACTERIA TO CONVERT ATMOSPHERIC DINITROGEN GAS INTO AMMONIA. TO ACCOMPLISH THIS, SOUTH DAKOTA STATE UNIVERSITY, OGLALA LAKOTA COLLEGE, THE UNIVERSITY OF SOUTH DAKOTA, SOUTH DAKOTA SCHOOL OF MINES AND TECHNOLOGY, AND HOUDEK (INDUSTRY) WILL PARTNER IN FOUR SYNERGISTIC RESEARCH AREAS. THE TEAM WILL STUDY NITROGEN-FIXING CYANOBACTERIA IN NATURAL ECOSYSTEMS; EXPLORE THE MECHANISMS OF SOLAR-POWERED, OXIC NITROGEN-FIXATION USING MACHINE-LEARNING DRIVEN COMPARATIVE MULTI-OMICS; (3) BIO-MANUFACTURE FUELS AND VALUE-ADDED PRODUCTS USING NITROGEN, AND (4) ENGINEER NITROGEN-FIXING CYANOBACTERIA AS A STEP TOWARD DEVELOPING NITROGEN-FIXING CROPS. BNERC WILL EMPLOY A VERTICALLY INTEGRATED STRATEGY TO BOOST K-12 STUDENTS' INTEREST IN NITROGEN FIXATION AND TRAIN A NEW SOUTH DAKOTA WORKFORCE IN NITROGEN-DRIVEN BIO-MANUFACTURING. EXCHANGE VISITS AMONG THE BNERC PARTNERS AND INDUSTRY ENGAGEMENT IN THE PROJECT HAS POTENTIAL TO ENRICH THE EDUCATION OF THE STUDENT PARTICIPANTS. DINITROGEN (N2) GAS IS ?2,000-FOLD MORE ABUNDANT THAN CO2 IN EARTH?S ATMOSPHERE. HOWEVER, THE PRACTICAL APPLICATION OF BIOLOGICALLY CONVERTING N2 GAS INTO BIOAVAILABLE FORMS SUCH AS AMMONIA HAS BEEN LITTLE EXPLOITED DUE TO A HISTORICALLY ?CHEMO-NITROGEN? ECONOMY BASED ON HYDROCARBONS AND THE HABER-BOSCH PROCESS. TO PIONEER A GREEN ECONOMY DERIVED FROM SUNLIGHT, N2 AND CO2, A TRANSDISCIPLINARY TEAM OF SOUTH DAKOTA RESEARCHERS WILL LEVERAGE DATA SCIENCE AND ESTABLISH THE BIONITROGEN ECONOMY RESEARCH CENTER (BNERC) TO BUILD JURISDICTIONAL RESEARCH CAPACITY IN BIOLOGICAL NITROGEN FIXATION (BNF) AND ITS PRACTICAL APPLICATIONS. AS AN AGRICULTURAL STATE WITH A LARGE NATIVE AMERICAN POPULATION, SOUTH DAKOTA IS UNIQUELY POSITIONED TO DEVELOP SUSTAINABLE BNF RESEARCH INFRASTRUCTURE BY PARTNERING ACADEMIC INSTITUTIONS WITH INDUSTRY TO DEVELOP THE WORKFORCE AND PROMOTE ECONOMIC GROWTH IN THE REGION WHILE INCREASING PARTICIPATION AND REPRESENTATION OF NATIVE AMERICANS IN THE STATE STEM ENTERPRISE. BNERC?S VISION IS TO MAKE SOUTH DAKOTA A NATIONAL LEADER IN USE-INSPIRED, MACHINE LEARNING-DRIVEN RESEARCH IN BNF. THIS WILL BE ACCOMPLISHED BY INCUBATING FOUR RESEARCH AREAS AND DEVELOPING A DIVERSE BNF WORKFORCE. A CRITICAL RESEARCH GOAL OF THE PROJECT IS TO OBTAIN AN ML-DRIVEN SYSTEMATIC UNDERSTANDING OF GENOMICS AND MECHANISMS ASSOCIATED WITH OXIC N2-FIXATION IN CYANOBACTERIA AND ENABLE APPLICATION IN SUSTAINABLE AGRICULTURE AND INDUSTRIES. BNERC ENVISIONS A TRANSITION FROM THE CURRENT FOSSIL FUEL-BASED CHEMO-NITROGEN ECONOMY TO A GREENER ECONOMIC SYSTEM IN WHICH BIOPRODUCTS (N-RICH AND C-RICH) ARE PRODUCED MAINLY BY N2-FIXING CYANOBACTERIA AND/OR GENETICALLY ENGINEERED CROPS. THIS TRANSITION WILL ALLEVIATE THE ENVIRONMENTAL ISSUES RESULTING FROM OUR HYDROCARBON-BASED ECONOMY AND RELIANCE ON SYNTHETIC N2-FIXATION TO SUPPORT AGRICULTURE. THIS PROJECT IS FUNDED BY THE NSF EPSCOR RESEARCH INCUBATORS FOR STEM EXCELLENCE (E-RISE) RESEARCH INFRASTRUCTURE IMPROVEMENT PROGRAM. THE E-RISE RII PROGRAM SUPPORTS THE DEVELOPMENT AND IMPLEMENTATION OF SUSTAINABLE BROAD NETWORKS OF INDIVIDUALS, INSTITUTIONS, AND ORGANIZATIONS THAT WILL TRANSFORM THE SCIENCE, TECHNOLOGY, ENGINEERING AND MATHEMATICS (STEM) RESEARCH CAPACITY AND COMPETITIVENESS IN A JURISDICTION WITHIN A FIELD OF RESEARCH ALIGNED WITH THE JURISDICTION'S SCIENCE AND TECHNOLOGY PRIORITIES. FIRST, THE PROJECT WILL DEVELOP AN UPDATED COLLEGE-LEVEL TEXTBOOK COVERING LEVELS I AND II OF LAKOTA LANGUAGE STUDIES, REPLACING OUTDATED MATERIALS FROM 1989 WITH MODERN TEACHING APPROACHES AND CULTURALLY RELEVANT CONTENT. SECOND, THEY WILL CREATE A NEW LAKOTA-ENGLISH DICTIONARY CONTAINING 3,000-5,000 WORDS WITH AUDIO RECORDINGS FROM FLUENT SPEAKERS, AVAILABLE IN BOTH DIGITAL AND PRINT FORMATS. THE DICTIONARY WILL BE OWNED AND MAINTAINED BY OLC, ALLOWING FOR CONTINUED UPDATES AND EXPANSION. THIRD, THEY WILL ESTABLISH A MASTER-APPRENTICE PROGRAM THAT CONNECTS FLUENT SPEAKERS WITH ADVANCED LANGUAGE LEARNERS IN A STRUCTURED IMMERSION PROGRAM. PARTICIPANTS WILL ENGAGE IN AT LEAST SIX HOURS PER WEEK OF IMMERSIVE LANGUAGE USE OVER A 15-WEEK SEMESTER, INCLUDING DIRECT PRACTICE AND CULTURAL ACTIVITIES. THROUGH THESE INITIATIVES, THE PROJECT AIMS TO CREATE SUSTAINABLE RESOURCES FOR LANGUAGE LEARNING WHILE BUILDING A NEW GENERATION OF SPEAKERS WHO CAN CARRY THE LANGUAGE FORWARD. THE PROJECT ADDRESSES THE CRITICAL STATUS OF THE LAKOTA LANGUAGE, AS RECENT ESTIMATES INDICATE FEWER THAN 1,000 FLUENT SPEAKERS REMAIN, WITH MOST BEING OVER 65 YEARS OLD.

THE PROJECT IS RELEVANT TO THE FOLLOWING TCEP TEMPLATE AREAS: AGRICULTURE, TRIBAL YOUTH AND 4-H, CONSERVATION OF NATURAL RESOURCES AND LAND ISSUES AND FAMILY AND CONSUMER SCIENCE, HEALTH AND NUTRITION. OGLALA LAKOTA COLLEGE (OLC) WILL FOCUS ON CURRICULA DESIGN AND MATERIALS DEVELOPMENT, STUDENT EXPERIENTIAL LEARNING AND STUDENT RECRUITMENT AND RETENTION. THIS GROUNDBREAKING INITIATIVE ALIGNS WITH THE GOALS OF THE TRIBAL CLIMATE RESILIENCE GRANT PROGRAM (TCRGP), CENTERING ON THE CREATION AND IMPLEMENTATION OF AN INTEGRATED DATA CUBE (IDC) FOR CLIMATE AND AGRICULTURAL RESILIENCE. THE NEED FOR PATHWAYS FOR YOUNG LEARNERS TO DEVELOP INTEREST AND CONFIDENCE IN STEM AND TO BECOME MOTIVATED TO WORK IN STEM FIELDS IS RECOGNIZED BY SD?S SCIENCE & TECHNOLOGY (S&T) PLAN, WHICH IDENTIFIES THE IMPORTANCE OF IDEAS, TALENT, AND COMPANIES. THIS COLLABORATIVE PROJECT INCORPORATES THREE PUBLIC AND ONE PRIVATE PRIMARILY UNDERGRADUATE INSTITUTIONS, THREE TRIBAL COLLEGES & UNIVERSITIES (TCUS), AND THREE PHD-GRANTING INSTITUTIONS. ADDITIONAL PARTNERS INCLUDE A SPECIALTY SCHOOL FOR STUDENTS WITH DISABILITIES, SD BOARD OF REGENTS, SD DEPARTMENT OF EDUCATION, AND A US DEPARTMENT OF ENERGY-FUNDED RESEARCH FACILITY. THE CITIZENRY WILL BE BETTER INFORMED ABOUT STEM RESEARCH UNDERWAY WITHIN SD, AND A BROADER ARRAY OF STUDENTS WILL SEE THAT THEY ARE WELCOME TO A SEAT AT THE TABLE AND ARE SUPPORTED TO SUCCEED IN STEM. INSPIRING MORE UNDERREPRESENTED STUDENTS TO PURSUE CAREERS IN STEM HAS THE POTENTIAL TO STRENGTHEN THE RESEARCH ENTERPRISE IN THE STATE AND NATIONWIDE. THROUGH THESE CORES, THE PROJECT WILL BUILD A JURISDICTION-WIDE NETWORK WITH 6 PROJECT GOALS. OGLALA LAKOTA COLLEGE LAKOTA LANGUAGE INTERVIEW CATALOGING AND DIGITIZATION [CATALOG AND DIGITIZE RECORDINGS OF LAKOTA ELDERS FROM THE PINE RIDGE AND CHEYENNE RIVER SIOUX RESERVATIONS] [PURPOSE:'THIS GRANT WILL RETAIN ONE'STAFF MEMBER AND'HIRE THREE CONSULTANTS TO CATALOG'AND DIGITIZE'421 RECORDINGS OF INTERVIEWS WITH LAKOTA ELDERS FROM FOUR RESERVATIONS.'  ACTIVITIES TO BE PERFORMED: THE APPLICANT'WOULD RETAIN'ITS'DIGITIZATION SPECIALIST AND WOULD'HIRE TWO CATALOGING'ASSISTANTS AND A LAKOTA LANGUAGE LINGUIST'WHO HAS WORKED WITH LAKOTA COMMUNITIES IN NORTH AND SOUTH DAKOTA FOR OVER 28 YEARS. THESE INDIVIDUALS WILL'PROCESS OVER 200 HOURS OF RECORDINGS OF INDIGENOUS, LAKOTA LANGUAGE SPEECH'THAT THE LINGUIST'HAS DONATED TO THE LIBRARY.   EXPECTED OUTCOMES:'THE'RECORDINGS AND THEIR CATALOG'WOULD'PROVIDE'A VALUABLE'CORPUS OF SPOKEN'NATIVE'LANGUAGE AND'WOULD'BE PRESERVED ON'THE'MUKURTU'CONTENT MANAGEMENT SYSTEM,'DESIGNED FOR INDIGENOUS COMMUNITIES TO MANAGE, SHARE, AND EXCHANGE THEIR DIGITAL HERITAGE IN CULTURALLY-RELEVANT'AND ETHICAL WAYS. OGLALA LAKOTA COLLEGE IS PARTNERING WITH THE NATIONAL SCIENCE FOUNDATION, USDA NRCS, OGLALA SIOUX TRIBE, SOUTH DAKOTA STATE UNIVERSITY AND OTHER GROUPS TO DEVELOP AND IMPLEMENT A TEST GREENHOUSE TO GROW FOODS AND TRADITIONAL PLANTS. GOAL 1. STRENGTHEN SUSTAINABILITY RESEARCH IN THE AREA OF COMMUNITY FOOD SOVEREIGNTY. WE HAVE THE FUNDS TO BUILD THE FIRST GREENHOUSE AND OJU' WOWASAKE (OH' ZHOO WOE' WAH SHAH KAY) (PLANT POWER) WILL HELP US TO GROW CROPS AND OPERATE THE GREENHOUSE AND ONE DEVELOPED BY OYATE TECA YOUTH CENTER IN KYLE, SD. THE OBJECTIVES OF OJU' WOWASAKE ARE TO BUILD ON AND EXPAND THE GREENHOUSE PROJECT. OBJECTIVE 1 GROW FOOD AND TRADITIONAL PLANS CROPS IN AT LEAST 2 GREENHOUSES OBJECTIVE 2 ASSIST OTHER GROUPS TO BUILD AND OPERATE GREENHOUSES OBJECTIVE 3 DEVELOP MATERIALS AND GIVE PRESENTATIONS TO RESERVATION GROUPS AND COMMUNITIES ON GREENHOUSES, CROPS, PLANNING AND LEADERSHIP SKILLS, ETC. THIS PROJECT ALIGNS WITH THE PURPOSE OF THE TRIBAL COLLEGES EXTENSION PROGRAM: SPECIAL EMPHASIS (TCEP-SE) TO GIVE RESERVATION COMMUNITIES OPPORTUNITIES FOR ENHANCED AGRICULTURAL PRODUCTIVITY, SUPPLEMENT THEIR EXISTING EXTENSION CAPACITY PROGRAM. IT ALSO ALIGNS WITH THE2018-2022 USDA STRATEGIC PLAN GOAL STRATEGIC GOAL 7: PROVIDE ALL AMERICANS ACCESS TO A SAFE, NUTRITIOUS, AND SECURE FOOD SUPPLY OBJECTIVE 7.2: PROVIDE ACCESS TO SAFE AND NUTRITIOUS FOOD FOR LOW-INCOME PEOPLE WHILE SUPPORTING A PATHWAY TO SELF-SUFFICIENCY AND OBJECTIVE 7.3: SUPPORT AND ENCOURAGE HEALTHY DIETARY CHOICES THROUGH DATA-DRIVEN, FLEXIBLE, CUSTOMER-FOCUSED. IT ALSO ADDRESSES TRIBAL YOUTH DEVELOPMENT SINCE WE WILL BE WORK WITH LOCAL YOUTH GROUPS AND OLC STUDENTS.

WOAPE TECA 2020 WILL IMPROVE OGLALA LAKOTA COLLEGE'S CAPABILITY FOR PERFORMANCE OF THE PROJECT AND STRENGTHEN RECRUITMENT AND RETENTION AND INCREASE THE GRADUATION RATES OF TRIBAL STUDENTS. AS MENTIONED ABOVE WE HAVE MANY RESOURCES IN PLACE TO ASSIST STUDENTS BUT THERE IS STILL A CRYING NEED FOR FINANCIAL ASSISTANCE. WOAPE TECA 2020 WILL STRENGTHEN RECRUITMENT, RETENTION AND GRADUATION RATES THROUGH INCREASED FINANCIAL AID AND INCENTIVES AS WELL AS FOCUSING STUDENTS ON CAREERS NEEDED IN THE RESERVATION AGRICULTURE AND FOOD SOVEREIGNTY SECTORS. OUR INSTITUTION IS BUILT ON EQUITY. WE ARE 95% NATIVE AMERICAN AND 65% FEMALE. WE WELCOME NON-INDIAN STUDENTS AND INTEGRATE THEM INTO OUR STUDENT BODY. WE ARE ALSO PROUD OF ASSISTING DISADVANTAGED NON-NATIVE WOMEN FROM NORTHERN NEBRASKA TO ATTAIN NURSING DEGREES. BUT OUR PRIMARY MISSION AND GOALS ARE TRIBAL STUDENTS AND SUPPORTING TRIBAL DEVELOPMENT. WOAPE TECA 2020 CAN BE ADOPTED BY OTHER RESERVATIONS AND RURAL AREAS TO FIT COLLEGE CURRICULA TO THE NEEDS OF SMALL FARMERS AND RANCHERS AND STRENGTHEN LOCAL ECONOMIES.
