COMMUNITY PROJECT FUNDING/CONGRESSIONALLY DIRECTED SPENDING - CONSTRUCTION - ABSTRACT WENATCHEE VALLEY COLLEGE 13000 FIFTH STREET, WENATCHEE, WA 98801 WITH THE ASSISTANCE OF THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, WENATCHEE VALLEY COLLEGE (WVC) WILL BE COMPLETING PREDESIGN AND DESIGN OF THE WVC AT OMAK HEALTH SCIENCE CENTER NORTH IN AN EFFORT TO BETTER TRAIN AND PREPARE THE WORKFORCE OF NORTHCENTRAL WASHINGTON. THE WVC HEALTH SCIENCE CENTER NORTH PROJECT WILL WORK WITH OUR CAMPUS, COMMUNITY AND INDUSTRY PARTNERS TO DESIGN A 10,000 SQ FT TWO STORY TRAINING FACILITY ON THE ON OMAK CAMPUS. THIS FACILITY WILL HOUSE MANY OF OUR ALLIED HEALTH PROGRAMS INCLUDING: NURSING, NURSING ASSISTANT, MEDICAL LAB TECHNICIAN CHEMICAL DEPENDENCY AS WELL AS OUR TRIBAL BUSINESS AND AMERICAN INDIAN INDIGENOUS STUDIES PROGRAMS. IN ADDITION, THIS FACILITY WILL HOUSE THE NECESSARY FACILITIES AND INFRASTRUCTURE TO PROVIDE EFFECTIVE DISTANCE INSTRUCTION THROUGHOUT THE NORTHERN HALF OF WVC’S 10,000 SQ. MILE SERVICE DISTRICT. THE PROPOSED HEALTH SCIENCE CENTER NORTH PROJECT WILL HELP REDUCE CURRENT SHORTAGES IN A VARIETY OF HEALTHCARE FIELDS BY INCREASING WENATCHEE VALLEY COLLEGE’S ABILITY TO PROVIDE WELL TRAINED HEALTHCARE PROFESSIONALS IN NURSING AND IN A VARIETY OF ASSISTIVE FIELDS. THE FACILITY WILL ALSO HELP ADDRESS THE EMERGING LONG-TERM SHORTAGES IN A GROWING NUMBER OF HEALTHCARE PROFESSIONS. NURSE EDUCATION, PRACTICE, QUALITY AND RETENTION - WORKFORCE EXPANSION PROGRAM - WENATCHEE VALLEY COLLEGE (WVC), LOCATED IN NORTH CENTRAL WASHINGTON (NCW), IS A TWO-YEAR COMPREHENSIVE COMMUNITY COLLEGE DEDICATED TO MEETING THE EDUCATIONAL AND CULTURAL NEEDS OF ITS COMMUNITIES THROUGH HIGH-QUALITY EDUCATION AND WORKFORCE DEVELOPMENT INITIATIVES. THE WVC SERVICE DISTRICT (WVCSD) ENCOMPASSES A VAST 10,000 SQUARE MILE AREA WHICH SPANS THREE PREDOMINANTLY RURAL COUNTIES. THIS GEOGRAPHICAL REGION IS HOME TO A DIVERSE POPULATION, INCLUDING A LARGE NUMBER OF UNDERREPRESENTED RESIDENTS, A HIGH PERCENTAGE OF MIGRANT WORKERS, AND A SIGNIFICANT NUMBER OF FIRST-GENERATION STUDENTS. WVC’S NURSING PROGRAM PREPARES STUDENTS TO PRACTICE PROFESSIONAL NURSING IN A VARIETY OF SETTINGS. A HALLMARK OF THIS PROGRAM IS ITS RESPONSIVENESS TO THE EVOLVING NEEDS OF THE COMMUNITY. BY CONTINUOUSLY UPDATING ITS CURRICULUM AND CLINICAL TRAINING OPPORTUNITIES, WVC ENSURES THAT GRADUATES ARE WELL-PREPARED TO ADDRESS CURRENT HEALTHCARE CHALLENGES, PARTICULARLY IN UNDERREPRESENTED AND UNDERSERVED AREAS. NOTABLY, SEVERAL OF WVC’S CLINICAL SITES ARE LOCATED IN HEALTH PROFESSIONAL SHORTAGE AREAS (HPSA) AND MEDICALLY UNDERSERVED AREAS (MUA), PROVIDING STUDENTS WITH CRITICAL HANDS-ON EXPERIENCE IN THE COMMUNITIES THAT NEED IT THE MOST. RESEARCH BY THE WASHINGTON STATE HOSPITAL ASSOCIATION INDICATES THAT NURSING SHORTAGES ACROSS WASHINGTON STATE (WA) HAVE LED TO DELAYS IN CARE AND UNREASONABLE WORKLOADS. DESPITE EFFORTS TO INCREASE STAFFING, THESE MEASURES HAVE NOT BEEN SUFFICIENT TO MEET THE INCREASED PATIENT DEMAND. WVC’S PROPOSED PROJECT, NURSING THE FUTURE: EDUCATING THE NEXT GENERATION OF NURSES , IS DESIGNED TO RESPOND TO THE CRITICAL NURSING SHORTAGE IN WA BY EXPANDING THE NURSING WORKFORCE WITHIN THE WVCSD. THIS PROJECT WILL MEET THE GOALS OF THE WORKFORCE EXPANSION PROGRAM BY: 1) INCREASING ACCESS TO NURSING EDUCATION IN UNDERSERVED AREAS, 2) PROVIDING A BROAD RANGE OF CULTURALLY RELEVANT SERVICES AND RESOURCES, AND 3) ENHANCING PROGRAM CURRICULUM BY INCORPORATING BEST PRACTICES WITH SIMULATION EQUIPMENT AND TRAINING. THIS TARGETED APPROACH WILL NOT ONLY ADDRESS THE IMMEDIATE HEALTHCARE NEEDS OF THE REGION BUT ALSO FOSTER SUSTAINABLE GROWTH IN THE LOCAL NURSING PROFESSION, ULTIMATELY CONTRIBUTING TO THE LONG-TERM HEALTH AND WELL-BEING OF RURAL, UNDERSERVED COMMUNITIES IN WA. BY EXPANDING THE NURSING WORKFORCE, THE PROJECT SEEKS TO ALLEVIATE THE SEVERE SHORTAGE OF HEALTHCARE PROFESSIONALS, IMPROVE PATIENT OUTCOMES, AND STRENGTHEN THE OVERALL HEALTHCARE INFRASTRUCTURE IN THESE RURAL COMMUNITIES. THESE THREE COUNTIES COMPRISE THE WVC SERVICE DISTRICT (WVCSD), A 10,000 SQUARE MILE EXPANSE THAT IS HOME TO 164,116 RESIDENTS. THE SIGNIFICANT CONTRIBUTION OF THE WVCSD TO TREE FRUIT AND WINE PRODUCTION IS INTRICATELY WOVEN INTO THE FABRIC OF THE POPULATION IDENTITY, DRAWING INDIVIDUALS FROM DIVERSE BACKGROUNDS WHO HAVE MIGRATED INTO THIS REGION, BRINGING WITH THEM A WEALTH OF KNOWLEDGE, SKILLS, AND HARD WORK. THE BACKBONE OF THIS LABOR FORCE IS DOMINATED BY HISPANIC FARMWORKERS, COMPRISING APPROXIMATELY 62% OF THE AGRICULTURAL LABOR FORCE IN THE REGION. DESPITE THIS NOTABLE REPRESENTATION, MOST ORCHARDS AND VINEYARDS ARE OWNED AND OPERATED BY WHITE PRODUCERS, SIGNIFYING A HARROWING DISPARITY IN OWNERSHIP AND REPRESENTATION WITHIN THE AGRICULTURAL SECTOR. THE HISPANIC ORCHARD EMPLOYEE EDUCATION PROGRAM (HOEEP) IS ADDRESSING THESE INEQUITIES BY CULTIVATING THE NEXT GENERATION OF HISPANIC AGRICULTURAL LEADERS. THE HOEEP PROGRAM OFFERS A NATIONALLY RECOGNIZED CERTIFICATE THAT HAS HELPED ORCHARD WORKERS RISE FROM THINNERS AND PICKERS TO CREW BOSSES, ORCHARD AND VINEYARD MANAGERS, AND WAREHOUSE SUPERVISORS. CRITICAL ENVIRONMENTS FOR DATA CENTER OPERATIONS -PROJECTIONS SHOW THAT THE DATA CENTER INDUSTRY WILL GROW 10% PER YEAR THROUGH 2030, WITH GLOBAL SPENDING ON THE CONSTRUCTION OF NEW FACILITIES APPROACHING $49 BILLION. THE NEED FOR DATA CENTERS IS FUELING AN UNPARALLELED DEMAND FOR A SKILLED TECHNICALLY ADAPTABLE WORKFORCE CAPABLE OF OPERATING AND MAINTAINING THESE HIGHLY TECHNICAL FACILITIES. THE GOAL OF THIS PROJECT IS TO CREATE EDUCATIONAL PATHWAYS DESIGNED TO PROVIDE STUDENTS WITH THE TECHNICAL SKILLS, COMPETENCIES, AND HANDS-ON EXPERIENCES REQUIRED FOR SUCCESSFUL EMPLOYMENT IN THE DATA CENTER INDUSTRY. STUDENTS WILL DEVELOP MARKETABLE SKILLS ALLOWING THEM TO SECURE GAINFUL EMPLOYMENT IN THE DATA CENTER INDUSTRY ADDRESSING A SKILLED LABOR SHORTAGE IN THE REGION.
