BRHC DENTAL EXPANSION AND RENOVATION PROJECT - BUCKSPORT REGIONAL HEALTH CENTER CDS REQUEST FUNDS FOR DENTAL RENOVATION INTRODUCTION BUCKSPORT REGIONAL HEALTH CENTER (BRHC) IS A FEDERALLY-QUALIFIED HEALTH CENTER (FQHC) SERVING THE RESIDENTS OF HANCOCK COUNTY, MAINE, WITH TWO SITES LOCATED IN THE RURAL DOWNEAST COMMUNITIES OF BUCKSPORT AND ELLSWORTH. BRHC CURRENTLY PROVIDES PRIMARY MEDICAL AND BEHAVIORAL HEALTH CARE. DENTAL SERVICES HAVE BEEN PROVIDED FOR SEVERAL YEARS AT THE BUCKSPORT SITE BUT HAVE BEEN LIMITED TO THOSE THAT COULD BE OFFERED BY TWO DENTISTS AND TWO REGISTERED HYGIENISTS WORKING OUT OF SIX SMALL OPERATORIES. IN 2022, FURTHER CHANGES MADE TO MAINECARE POLICY RESULTED IN COVERAGE FOR COMPREHENSIVE PREVENTIVE, DIAGNOSTIC AND RESTORATIVE DENTAL SERVICES FOR MEMBERS AGED 21 AND OLDER. PRIVATE DENTISTS IN HANCOCK COUNTY ARE NOT ACCEPTING PATIENTS WHO HAVE MAINECARE COVERAGE. CURRENTLY, THE BRHC DENTAL CLINIC HAS A WAITING LIST OF MORE THAN 120 INDIVIDUALS, EVIDENCE THAT THE EXISTING DENTAL CAPACITY IS INSUFFICIENT TO MEET THE OVERWHELMING DEMAND FOR AFFORDABLE DENTAL CARE. PATIENTS REQUESTING SERVICES COME TO BRHC FROM ACROSS THE STATE. HANCOCK COUNTY HAS A POVERTY RATE OF 12.4%, SLIGHTLY HIGHER THAN THE STATEWIDE AVERAGE OF 11.8%. ADDITIONALLY, 10.7% OF COUNTY RESIDENTS ARE UNINSURED, COMPARED TO 8.4% ACROSS MAINE. THIS VULNERABLE POPULATION FACES SIGNIFICANT BARRIERS TO ACCESSING ESSENTIAL DENTAL CARE, LEADING TO POOR ORAL HEALTH OUTCOMES AND DOWNSTREAM IMPACTS ON OVERALL HEALTH AND WELL-BEING. PROJECT GOALS/OBJECTIVES THE PRIMARY GOALS OF THIS PROJECT ARE TO: 1. INCREASE ACCESS TO AFFORDABLE, COMPREHENSIVE DENTAL SERVICES FOR THE LOW-INCOME AND UNINSURED RESIDENTS OF RURAL HANCOCK COUNTY 2. IMPROVE ORAL HEALTH OUTCOMES AND REDUCE DISPARITIES WITHIN THE TARGET POPULATION 3. FURTHER INTEGRATE DENTAL CARE SEAMLESSLY WITH BRHC’S EXISTING PRIMARY CARE, SCHOOL-BASED HEALTH, BEHAVIORAL HEALTH AND SOCIAL SERVICES TO PROMOTE WHOLE-PERSON HEALTH. IN ORDER TO ACHIEVE THESE GOALS, THE PROJECT WILL PURSUE THE FOLLOWING KEY OBJECTIVES: • RENOVATE THE EXISTING DENTAL CLINIC SPACE AT THE BUCKSPORT SITE, ADDING A TOTAL OF FOUR (4) FULLY-EQUIPPED DENTAL OPERATORIES • HIRE AND TRAIN TWO (2) ADDITIONAL FULL-TIME DENTISTS, A REGISTERED DENTAL HYGIENIST AND SUPPORT STAFF TO PROVIDE THE FULL RANGE OF DENTAL SERVICES • ENSURE THAT SERVICES ARE ACCESSIBLE TO ALL INDIVIDUALS REGARDLESS OF ABILITY TO PAY BY UTILIZING THE EXISTING, HRSA-APPROVED SLIDING-FEE SCALE STRUCTURE • CONDUCT TARGETED OUTREACH AND EDUCATION AMONG THE REGION’S VULNERABLE POPULATIONS TO RAISE AWARENESS OF THE GREATER AVAILABILITY OF DENTAL SERVICES BEING OFFERED • OUTREACH TO LOCAL AREA SOCIAL SERVICE PROVIDERS TO ENCOURAGE REFERRAL OF THEIR CLIENTS TO BRHC’S DENTAL OFFERINGS • MONITOR KEY PERFORMANCE METRICS AND PATIENT OUTCOMES TO CONTINUOUSLY IMPROVE THE QUALITY AND IMPACT OF THE DENTAL PROGRAM ANTICIPATED OUTCOMES AND IMPACT BUCKSPORT REGIONAL HEALTH CENTER EXPECTS THE SUCCESSFUL IMPLEMENTATION OF THIS PROJECT TO ACHIEVE THE FOLLOWING OUTCOMES: • PROVIDE COMPREHENSIVE DENTAL SERVICES TO 1200 NEW PATIENTS IN THE FIRST YEAR, POST-EXPANSION COMPLETION • REDUCE THE NUMBER OF PATIENTS REQUIRING COMPLEX, COSTLY RESTORATIVE TREATMENTS THROUGH IMPROVED ACCESS TO PREVENTIVE DENTAL CARE • STRENGTHEN THE INTEGRATION OF DENTAL AND PRIMARY/BEHAVIORAL HEALTHCARE, LEADING TO BETTER OVERALL HEALTH OUTCOMES FOR THE PATIENT POPULATION BUCKSPORT REGIONAL HEALTH CENTER IS REQUESTING FUNDS IN THE AMOUNT OF $1,980,200 IN ORDER TO SUCCESSFULLY DEVELOP AND IMPLEMENT THIS VERY IMPORTANT PROJECT.
