CONGRESSIONALLY DIRECTED SPENDING FOR CONSTRUCTION PROJECTS - CENTERVILLE CLINICS, A FEDERALLY QUALIFIED HEALTH CENTER (FQHC),IS REQUESTING YOUR SUPPORT FOR AN APPROPRIATION OF $1,053,000.00 TO RENOVATE A BUILDING RECENTLY ACQUIRED TO PROVIDE COMPREHENSIVE MEDICAL SERVICES TO THE RESIDENTS OF DONORA, PENNSYLVANIA. THE REGIONAL ACCOUNTABLE HEALTH COUNCIL (RAHC) IDENTIFIED DONORA AS A HEALTH EQUITY ZONE. DONORA WAS IDENTIFIED AS 1 OF 3 ZIP CODE AREAS IN WASHINGTON COUNTY THAT HAVE THE HIGHEST HEALTH DISPARITIES, INCOME, AND OTHER BARRIERS TO GOOD HEALTH OUTCOMES. CENTERVILLE CLINICS IS THE ONLY FULL TIME PRIMARY MEDICAL CARE PROVIDER IN THE DONORA AREA. CENTERVILLE OPENED AN OFFICE IN DONORA IN NOVEMBER OF 2019 TO ADDRESS THE NEED FOR PRIMARY MEDICAL CARE SERVICES. THE CURRENT FACILITY IS SUBSTANDARD AND IN DEPLORABLE CONDITION. THE DONORA COMMUNITY, MANY OF WHICH ARE LOW INCOME AND UN/UNDERINSURED, DESERVE A MODERN, WELL EQUIPPED MEDICAL HOME. CURRENTLY 95% OF OUR CURRENT PATIENTS TREATED IN OUR DONORA OFFICE ARE COVERED UNDER MEDICARE, MEDICAID OR ARE UNINSURED. CENTERVILLE’S DONORA OFFICE IS A 20 X 100-FOOT STOREFRONT BUILDING THAT IS NOT HANDICAPPED ACCESSIBLE AND IS IN POOR CONDITION. AN ARCHITECTURAL AND ENGINEERING STUDY DETERMINED THAT THIS LOCATION CANNOT BE BROUGHT INTO COMPLIANCE WITH CURRENT BUILDING CODES, HANDICAP ACCESSIBILITY AND MEDICAL STANDARDS. WE FIND IT NEXT TO IMPOSSIBLE TO RECRUIT PHYSICIANS DUE TO THE STATE OF OUR CURRENT FACILITY. CENTERVILLE CLINIC RECENTLY PURCHASED A 10,080 SQUARE FOOT OFFICE SPACE IN DONORA. THIS BUILDING REQUIRES RENOVATIONS SO THAT A PORTION OF THE BUILDING (4,063 SQUARE FEET) CAN BE REPURPOSED AS A PRIMARY MEDICAL CARE OFFICE. THIS NEW MEDICAL CLINIC WOULD PROVIDE THE SPACE NEEDED FOR 2 MEDICAL PROVIDERS, LAB SERVICES, AND BEHAVIORAL HEALTH SERVICES THAT THE CURRENT FACILITY CANNOT ACCOMMODATE. CENTERVILLE ACQUIRED THIS LOCATION AT A COST OF $437,895.00 AND ARE REQUESTING A SPECIAL APPROPRIATION OF $1,053,000.00 TO RENOVATE THE FACILITY. FOUNDED IN 1955, CENTERVILLE CLINICS, INC. IS A FEDERALLY QUALIFIED HEALTHCARE CENTER (FQHC) PROVIDING MEDICAL, DENTAL AND BEHAVIORAL HEALTH SERVICES TO 40,000 PATIENTS IN GREENE, WASHINGTON, AND FAYETTE COUNTIES. WE ARE A 501C3 NON-PROFIT ORGANIZATION WITH A PATIENT MAJORITY BOARD OF DIRECTORS WHO STRIVES TO PROVIDE HIGH QUALITY, COMPASSIONATE CARE TO THE UNDERSERVED AND THE UNINSURED.

FY 2024 BEHAVIORAL HEALTH SERVICE EXPANSION - ESTABLISHED IN 1955, CENTERVILLE CLINICS BECAME A COMMUNITY HEALTH CENTER (FQHC) IN 1976 TO ENSURE THAT LOW INCOME AND MEDICALLY UN/UNDERINSURED HAVE ACCESS TO QUALITY MEDICAL, DENTAL, BEHAVIORAL HEALTHCARE AND DIAGNOSTIC SERVICES. THOSE SUFFERING FROM SUBSTANCE ABUSE DISORDERS (SUD) AND OPIOID USE DISORDER (OUD) HAVE UNDERLYING MEDICAL, DENTAL, AND BEHAVIORAL HEALTH ISSUES THAT ARE BEST TREATED SIMULTANEOUSLY WITH ADDICTION AND MUST BE ASSESSED AND INTEGRATED AT THE ONSET OF TREATMENT. CENTERVILLE CLINICS IS AN INTEGRATED HEALTHCARE NETWORK PROVIDING ACCESS TO SPECIALTY CARE, COMPREHENSIVE DIAGNOSTIC SERVICES, AND SUPPORT SERVICES REGARDLESS OF THE ABILITY TO PAY. CENTERVILLE CLINICS PLANS TO INCREASE UTILIZATION OF SUD TREATMENT AND THE USE OF MEDICATIONS FOR OPIOID USE DISORDER (MOUD) IN THREE OF OUR 13 CURRENT OPERATING LOCATIONS. EXPANDING SUD AND MOUD SERVICES INTO CENTERVILLE CLINIC’S EXISTING INFRASTRUCTURE, WILL ENHANCE ACCESS TO EVIDENCE-BASED TREATMENT MODALITIES, WORK TO REDUCE STIGMA SURROUNDING ADDICTION, AND IMPROVE HEALTH OUTCOMES FOR OUR VULNERABLE POPULATIONS THROUGHOUT WASHINGTON (CHARLEROI AND WASHINGTON) AND FAYETTE COUNTIES (UNIONTOWN) IN PENNSYLVANIA. FAYETTE COUNTY IS DEEMED AS ONE OF THE LEAST HEALTHY AND POOREST COUNTIES IN THE STATE OF PENNSYLVANIA. ADDITIONALLY, CHARLEROI, PA, DESIGNATED A “HEALTH EQUITY ZONE” BY THE PENNSYLVANIA DEPARTMENT OF HEALTH, HAS SEEN A LARGE INFLUX OF REFUGEES (2000 OVER THE LAST YEAR), WHICH PROVIDES A SEVERE SPIKE IN AN ALREADY UNDERSERVED COMMUNITY WITH OPPORTUNITY TO PROVIDE MEDICAL, DENTAL, AND BEHAVIORAL HEALTH TO INCLUDE SUD AND MOUD SERVICES. OFFERING MEDICATIONS SUCH AS BUPRENORPHINE AND OTHER MEDICATIONS FOR OPIOID USE DISORDER WITHIN THE PRIMARY CARE SETTING CAN FACILITATE A HOLISTIC APPROACH TO SUD TREATMENT, ADDRESSING BOTH THE PHYSICAL AND PSYCHOSOCIAL ASPECTS OF ADDICTION. CENTERVILLE CLINICS WILL UTILIZE ITS CURRENT COMPLEMENT OF PRIMARY CARE SERVICES IN CONJUNCTION WITH O UR BEHAVIORAL HEALTH PROVIDERS, ENTIRE TEAM OF BLENDED CASE MANAGERS AND ADD AN ADDITIONAL TWO CERTIFIED PSYCHIATRIC NURSE PRACTITIONERS TO INCREASE UTILIZATION OF TREATMENT SERVICES FOR SUBSTANCE USE DISORDERS AND THE UTILIZATION OF MOUD. TO ACCOMMODATE THE PLANNED INCREASE IN NEW PATIENTS RECEIVING MENTAL HEALTH AND SUD/MOUD SERVICES, CENTERVILLE CLINICS, INC. WILL ADD TWO PSYCHIATRIC CERTIFIED REGISTERED NURSE PRACTITIONERS, TWO ADDITIONAL LICENSED CLINICAL SOCIAL WORKERS, AN EMPLOYED HAITIAN-CREOLE TRANSLATOR, AND ADDITIONAL MEDICAL ASSISTANT TO OUR PROPOSED SERVICE EXPANSION LOCATIONS. ADDITIONAL WORK FORCE TRAINING IN THE AREAS OF TREATMENTS OF ADDICTION AND MOUD WILL ALSO BE OFFERED IN CONJUNCTION WITH THE COLLABORATIVE EFFORTS WITH OTHER COMMUNITY-BASED ORGANIZATIONS AS LISTED. CENTERVILLE CLINICS WILL INCREASE THE NUMBER OF PATIENTS RECEIVING SUD, INCLUDING PATIENTS RECEIVING TREATMENT WITH MOUD BY UTILIZING OUR EXISTING OUTREACH AND REFERRAL PROGRAMS. THESE SERVICES INCLUDE COMMUNITY HEALTH WORKERS, CASE MANAGEMENT SERVICES, BEHAVIORAL HEALTH, PRIMARY CARE, SPECIALISTS, AND DENTAL SERVICES AS WELL AS PARTNERING WITH EXISTING SOCIAL SERVICE ORGANIZATIONS. EXISTING OR RENEWED PARTNERSHIPS WILL INCLUDE BUT ARE NOT LIMITED TO COMMUNITY FOOD BANKS, CITY MISSIONS/HOMELESS RESOURCES, CHILD WELFARE ORGANIZATIONS, EXISTING RECOVERY PROGRAMS (INPATIENT AND OUTPATIENT), RE-ENTRY PROGRAMS, PEER SUPPORT PROGRAMS, AND EMERGENCY MEDICAL SERVICES PROVIDERS, ETC. EXPANDING CENTERVILLE CLINICS, INC. SERVICES TO EXPAND/INCLUDE SUD AND MOUD REPRESENTS A CRITICAL STEP TOWARDS ADDRESSING THE COMPLEX NEEDS OF UNDERSERVED POPULATIONS IN WASHINGTON AND FAYETTE COUNTIES IN PENNSYLVANIA AFFECTED BY SUBSTANCE USE DISORDERS AND OPIOID USE DISORDERS. THROUGH THESE COLLABORATIVE EFFORTS AND INNOVATIVE SOLUTIONS, CENTERVILLE CLINICS, INC CAN PLAY A PIVOTAL ROLE IN COMBATING THE OPIOID EPIDEMIC IN OUR SERVICE AREA AND IMPROVING THE HEALTH AND WELL-BEING OF THE COMMUNITIES WE SERVE.
