| Department of Justice | PROPOSALABSTRACT: OHIO ALLIANCE TO END SEXUAL VIOLENCE SURVIVORS OF SEXUAL VIOLENCE CAN ENDURE BOTH IMMEDIATE AND LONG-TERM CONSEQUENCES ON THEIR PHYSICAL HEALTH, MENTAL WELL-BEING, ECONOMIC STABILITY, AND HOUSING SECURITY AS A RESULT OF THE VIOLENCE. THERE ARE CURRENTLY GAPS IN SHORT-TERM HOUSING PROGRAMS FOR SEXUAL ASSAULT SURVIVORS IN OHIO. THE OHIO ALLIANCE TO END SEXUAL VIOLENCE (OAESV) AIMS TO ADDRESS THIS ISSUE BY EXPANDING EXISTING HOUSING PROGRAMS AND ESTABLISHING A RAPID REHOUSING PROGRAM FOR SEXUAL ASSAULT SURVIVORS IN OHIO. THIS PROJECT WILL FOCUS ON CENTRAL OHIO COUNTIES: CRAWFORD, FRANKLIN, KNOX, MARION, AND UNION COUNTIES FOR 36 MONTHS, AS THESE AREAS HAVE HIGH LEVELS OF HOUSING INSECURITY AND ARE PRIORITIZED FOR HOUSING ASSISTANCE FOR VICTIMS AND THEIR FAMILIES. OAESV IS PARTNERING WITH OHIO RAPE CRISIS CENTERS TO RECEIVE REFERRALS AND OFFER SHORT-TERM HOUSING SERVICES TO SEXUAL ASSAULT SURVIVORS IN CENTRAL OHIO. THE GOAL IS TO ENSURE THAT COMPREHENSIVE WRAP-AROUND ADVOCACY SERVICES ARE AVAILABLE. THROUGH THIS CONTINUATION LEGAL ASSISTANCE TO VICTIMS PROJECT, THE OHIO ALLIANCE TO END SEXUAL VIOLENCE WILL PROVIDE TRAUMA-INFORMED LEGAL SERVICES FOR SURVIVORS OF SEXUAL ASSAULT IN OHIO. LEGAL SERVICES WILL INCLUDE ASSISTANCE WITH CIVIL PROTECTION ORDERS, HOUSING INSECURITY, TITLE IX, PRIVACY, EMPLOYMENT DISCRIMINATION AND SEXUAL HARASSMENT, GUIDANCE IN CRIMINAL INVESTIGATIONS AND PROSECUTIONS, ADOPTIONS, AND FAMILY LAW. THE PROJECT WILL ADDRESS THE FOLLOWING PRIORITY AREA: INCREASE LEGAL SERVICES TO VICTIMS OF SEXUAL ASSAULT WITH 80% OF SERVICES FOR SURVIVORS OF NON-INTIMATE PARTNER SEXUAL ASSAULT. THE PRIMARY PURPOSE OF THE TRANSITIONAL HOUSING PROGRAM IS TO PROVIDE AID TO VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING WHO ARE HOMELESS, OR IN NEED OF TRANSITIONAL HOUSING OR OTHER HOUSING ASSISTANCE, AS A RESULT OF THEIR VICTIMIZATION, AND FOR WHOM EMERGENCY SHELTER SERVICES OR OTHER CRISIS INTERVENTION SERVICES ARE UNAVAILABLE OR INSUFFICIENT. A HOMELESS INDIVIDUAL IS ONE WHO LACKS A FIXED, REGULAR, AND ADEQUATE NIGHTTIME RESIDENCE, AND INCLUDES AN INDIVIDUAL WHO IS SHARING THE HOUSING OF OTHER PERSONS DUE TO LOSS OF HOUSING, ECONOMIC HARDSHIP, OR A SIMILAR REASON. THE PROGRAM SUPPORTS HOLISTIC, SURVIVOR-CENTERED APPROACHES TO PROVIDING TRANSITIONAL HOUSING AND SUPPORT SERVICES THAT MOVE INDIVIDUALS INTO PERMANENT HOUSING AND HELP THEM SECURE EMPLOYMENT AND INTEGRATE INTO A COMMUNITY. EXAMPLES OF SURVIVOR-CENTERED VOLUNTARY SUPPORT SERVICES INCLUDE: RENTAL AND UTILITY ASSISTANCE, CASE MANAGEMENT, SAFETY PLANNING, CHILDCARE, TRANSPORTATION, CAREER COUNSELING, FINANCIAL AND CREDIT COUNSELING, SUPPORT GROUPS, INDIVIDUAL COUNSELING, JOB TRAINING, EDUCATION ATTAINMENT, LIMITED LEGAL ASSISTANCE (REGARDING HOUSING, PROTECTION ORDERS, AND LIMITED IMMIGRATION MATTERS THAT AFFECT A VICTIM’S ABILITY TO OBTAIN HOUSING), AND OTHER ASSISTANCE. GAPS IN PROVIDING EQUITABLE TECHNICAL ASSISTANCE AND CREATING DIVERSE PARTNERSHIPS WILL BE DETERMINED AND ADDRESSED THROUGH A SET OF RECOMMENDATIONS. UNDERSTANDING AND INCREASING THE COALITION’S CAPACITY TO ADDRESS HEALTH EQUITY AND ITS PARTNERSHIPS WILL DIRECTLY RESULT IN BETTER SERVICES AND INCREASED WELLBEING FOR OHIOANS. PROPOSALABSTRACT: OHIO ALLIANCE TO END SEXUAL VIOLENCE SURVIVORS OF SEXUAL VIOLENCE CAN ENDURE BOTH IMMEDIATE AND LONG-TERM CONSEQUENCES ON THEIR PHYSICAL HEALTH, MENTAL WELL-BEING, ECONOMIC STABILITY, AND HOUSING SECURITY AS A RESULT OF THE VIOLENCE. THERE ARE CURRENTLY GAPS IN SHORT-TERM HOUSING PROGRAMS FOR SEXUAL ASSAULT SURVIVORS IN OHIO. THE OHIO ALLIANCE TO END SEXUAL VIOLENCE (OAESV) AIMS TO ADDRESS THIS ISSUE BY EXPANDING EXISTING HOUSING PROGRAMS AND ESTABLISHING A RAPID REHOUSING PROGRAM FOR SEXUAL ASSAULT SURVIVORS IN OHIO. THIS PROJECT WILL FOCUS ON CENTRAL OHIO COUNTIES: CRAWFORD, FRANKLIN, KNOX, MARION, AND UNION COUNTIES FOR 36 MONTHS, AS THESE AREAS HAVE HIGH LEVELS OF HOUSING INSECURITY AND ARE PRIORITIZED FOR HOUSING ASSISTANCE FOR VICTIMS AND THEIR FAMILIES. GRANT FUNDS MAY BE USED FOR THE FOLLOWING ACTIVITIES: PROVIDING TRAINING AND TECHNICAL ASSISTANCE TO MEMBER ORGANIZATIONS, EXPANDING THE TECHNOLOGICAL CAPACITY OF COALITIONS AND/OR MEMBER ORGANIZATIONS, DEVELOPING OR ENHANCING APPROPRIATE STANDARDS OF SERVICES FOR MEMBER PROGRAMS, INCLUDING CULTURALLY APPROPRIATE SERVICES FOR UNDERSERVED POPULATIONS, CONDUCTING STATEWIDE, REGIONAL AND/OR COMMUNITY-BASED MEETINGS OR WORKSHOPS FOR VICTIM ADVOCATES, SURVIVORS, LEGAL SERVICE PROVIDERS, AND CRIMINAL JUSTICE REPRESENTATIVES, BRINGING LOCAL PROGRAMS TOGETHER TO IDENTIFY GAPS IN SERVICES AND TO COORDINATE ACTIVITIES, INCREASING THE REPRESENTATION OF UNDERSERVED POPULATIONS IN COORDINATION ACTIVITIES, ENGAGING IN ACTIVITIES THAT PROMOTE COALITION-BUILDING AT THE LOCAL AND/OR STATE LEVEL, OR COORDINATING AT THE FEDERAL, STATE AND TERRITORY LEVEL WITH JUDICIAL OR LOCAL LAW ENFORCEMENT AGENCIES TO DEVELOP OR ENHANCE STRATEGIES. ASSESSING OAESV CAPACITY TO ADVANCE PRIMARY PREVENTION IN OHIO - SEXUAL VIOLENCE IS AN URGENT PUBLIC HEALTH PROBLEM THAT AFFECTS MILLIONS OF PEOPLE NATIONWIDE AND WITHIN OHIO. WHILE ANY PERSON CAN EXPERIENCE SEXUAL VIOLENCE, DISPROPORTIONATE RATES OF VIOLENCE ARE SEEN IN GROUPS WITH MARGINALIZED IDENTITIES, LEADING TO INEQUITIES IN HEALTH AND WELLBEING. IN ORDER TO FULLY ADDRESS HEALTH INEQUITIES, VIOLENCE PREVENTION MUST BE INCLUDED IN EFFORTS AND PRIORITIZED. THROUGH THIS FUNDING OPPORTUNITY, THE OHIO ALLIANCE TO END SEXUAL VIOLENCE WILL EXAMINE ITS ABILITY TO PROVIDE SEXUAL VIOLENCE PREVENTION ACTIVITIES THAT ADDRESS HEALTH INEQUITIES THAT CREATE DISPROPORTIONATE RISK FOR SOME OF OHIO’S POPULATIONS. GAPS IN PROVIDING EQUITABLE TECHNICAL ASSISTANCE AND CREATING DIVERSE PARTNERSHIPS WILL BE DETERMINED AND ADDRESSED THROUGH A SET OF RECOMMENDATIONS. UNDERSTANDING AND INCREASING THE COALITION’S CAPACITY TO ADDRESS HEALTH EQUITY AND ITS PARTNERSHIPS WILL DIRECTLY RESULT IN BETTER SERVICES AND INCREASED WELLBEING FOR OHIOANS. DURING THIS PROJECT PERIOD, OHIO ALLIANCE TO END SEXUAL VIOLENCE IS EXPECTED TO ACHIEVE THE FOLLOWING OUTCOMES: 1) INCREASED UNDERSTANDING OF STAFF EXPERTISE AND AVAILABLE RESOURCES 2) INCREASED UNDERSTANDING OF AVAILABLE DATA SOURCES USED TO IDENTIFY POPULATION(S) AND COMMUNITIES OF FOCUS 3) INCREASED UNDERSTANDING OF CURRENT PARTNERSHIPS, AND HOW THESE PARTNERSHIPS ARE/ARE NOT MEETING THE CURRENT AND FUTURE PRIMARY PREVENTION AND HEALTH EQUITY WORK NEEDS 4) INCREASED UNDERSTANDING OF CURRENT TECHNICAL ASSISTANCE PROVISION AND HOW WELL IT INCORPORATES HEALTH EQUITY TWO MAIN ACTIVITIES WILL TAKE PLACE DURING THIS PROJECT PERIOD. FIRST, THE COALITION WILL IMPLEMENT AN INTERNAL PRIMARY PREVENTION CAPACITY ASSESSMENT. A SURVEY WILL BE USED TO COLLECT INFORMATION ON THE COALITION’S STAFF KNOWLEDGE, RESOURCES, TECHNICAL ASSISTANCE PROVISION, AND PARTNERSHIPS. AFTER THIS INFORMATION IS COLLECTED, THE COALITION WILL GATHER STAKEHOLDERS FROM BOTH STATEWIDE ORGANIZATIONS AS WELL AS LOCAL PROGRAMS TO REVIEW THE RESULTS AND DEVELOP A SET OF RECOMMENDATIONS TO FILL ANY GAPS. AT THE END OF THE GRANT PERIOD, THE COALITION WILL HAVE A SET OF RECOMMENDATIONS AND ACTION STEPS, AS WELL A SET OF OUTCOMES TO IMPROVE UPON.
