THE MISSION OF THE ELECTRIC INFRASTRUCTURE SECURITY COUNCIL, INC. (CONTINUED ON SCHEDULE O) (THE "EIS COUNCIL") IS TO PROVIDE EDUCATIONAL PROGRAMMING AND HOST INTERNATIONAL INITIATIVES TO COORDINATE INFRASTRUCTURE PROTECTION AGAINST ELECTROMAGNETIC THREATS, IN PARTNERSHIP WITH GOVERNMENT REPRESENTATIVES AND NONGOVERNMENTAL ORGANIZATIONS ("NGOS"), WORKING BOTH,A. TO CONSIDER AND ADDRESS THE RISKS POSED TO CRITICAL ELECTRIC INFRASTRUCTURE FROM NATURAL SOURCES, SUCH AS SEVERE REGIONAL EARTHQUAKES, PANDEMICS, SOLAR FLARES (WHICH CAN CAUSE MASSIVE GEOMAGNETIC STORMS), AS WELL AS MAN-MADE SOURCES, SUCH AS A LARGE SCALE CYBER ATTACK OR A PHYSICAL ATTACK (E.G., ON CRITICAL GRID NODES OR WITH A HIGH ALTITUDE ELECTROMAGNETIC PULSE "HEMP"), AND B. TO STIMULATE NATIONAL AND INTERNATIONAL MULTI-SECTOR COORDINATION AND COOPERATION IN INFRASTRUCTURE PROTECTION. AND B.
