IN ADDITION TO VOCATIONAL SKILLS TRAINING, PARTICIPANTS WILL RECEIVE PRE-RELEASE SERVICE CONSISTING OF JOB PREPARATION, DEVELOPMENT OF INDIVIDUAL DEVELOPMENT PLANS (IDPS) INCLUDING IDENTIFYING BARRIERS TO EMPLOYMENT, CAREER EXPLORATION AND PLANNING, COUNSELING, AND ASSISTANCE WITH LINKING INMATES TO THE SOCIAL SERVICES REQUIRED TO HELP THEM TRANSITION BACK TO THEIR COMMUNITIES. UPON RELEASE RETURNING VETERANS WILL RECEIVE CONTINUED POST-RELEASE SERVICES CONSISTING OF SKILL-BUILDING SERVICES, INCLUDING APPRENTICESHIPS AND OCCUPATIONAL TRAINING IN IN-DEMAND INDUSTRIES THAT LEAD TO INDUSTRY-RECOGNIZED CREDENTIALS. ACTIVITIES TO BE FUNDED: THE PROGRAM LEVERAGES EVIDENCE-BASED AND EVIDENCE-INFORMED MODELS ENCOMPASSING ASSESSMENT, CASE MANAGEMENT, ACADEMIC SUPPORT, OCCUPATIONAL TRAINING, MENTORING, JOB PLACEMENT, SOCIAL SERVICE COORDINATION, WRAPAROUND SUPPORTIVE SERVICES, INCENTIVE-BASED OPPORTUNITIES, WORKFORCE DEVELOPMENT, AND RESTORATIVE JUSTICE. BAH S IVTP PROGRAM ADOPTS AN EXPANSIVE, MULTI DISCIPLINARY APPROACH TO ADDRESS RETURNING VETERAN HOMELESSNESS, FOCUSING ON CLIENT-CENTERED CASE MANAGEMENT TO DELIVER EMPLOYMENT AND JOB TRAINING SERVICES. THE OVERALL STRATEGY EMPHASIZES DEVELOPING RELEVANT SKILLS AND CONNECTIONS TO HIGH-QUALITY CAREER OPPORTUNITIES, USING A COMBINATION OF EVIDENCE-BASED AND EVIDENCE-INFORMED INTERVENTIONS TO SUPPORT PARTICIPANTS AT EVERY STAGE OF THEIR JOURNEY.INTENDED BENEFICIARIES: TBAH WILL SERVE 160 RECENTLY RELEASE FROM INCARCERATION VETERANS, MEANING INCERATED IN THE LAST 12 MONTHS WHO ARE AT RISK OF HOMELESSNESS. THESE ALSO INCLUDE PREVIOSLY INCARCERATED VETERANS WHO MEET THE CRITERIA OF HOMELESS VETERANS UNDER THIS FOA. IT ALSO INCLUDES VETERANS WHO ARE A RESIDENT OF A PNAL INSTITUTION, OR AN INSTITUTION THAT PROVIDES LONG-TERM CARE FOR MENTAL ILLNESS AND IS AT RISK OF HOMELESSNESS ABSENT REFERRAL AND COUNSELING SERVICES PROVIDED UNDER THE PROGRAM. OUTCOMES OF PROJECT: CONSISTENT WITH THE FOA REQUIREMENTS, SECOND CHANCE HEROES: VETERAN EMPLOYMENT SUPPORT SERVICES OBJECTIVES, SUPPORT STRATEGIES, AND OUTCOMES ARE FRAMED TO INCREASE EMPLOYMENT OUTCOMES FOR THIS POPULATION. FOSTERING ASPIRATIONS: MENTOR ENGAGEMENT (FAME) IS A ROBUST YOUTH MENTORING INITIATIVE FOCUSING ON AT-RISK AND HIGH-RISK INDIVIDUALS UNDER 18 IN HILLSBOROUGH AND POLK COUNTY, FL. THE FAME PROGRAM IS DRIVEN BY THE OBJECTIVE TO IMPROVE ACADEMIC PERFORMANCE, CURB SCHOOL DROPOUT RATES, AND MINIMIZE THE PREVALENCE OF DETRIMENTAL BEHAVIORS INCLUDING JUVENILE DELINQUENCY, SUBSTANCE MISUSE, AND GANG PARTICIPATION. BY FOSTERING ASPIRATIONS AND FACILITATING ENGAGEMENT, FAME SEEKS TO NOT ONLY DECREASE THE HARMFUL OUTCOMES BUT ALSO TO INSPIRE A GROWTH MINDSET, FOSTER RESILIENCE, AND ENCOURAGE POSITIVE SOCIAL BEHAVIOR AMONG OUR YOUNG PARTICIPANTS. OUR AIM IS TO SUBSTANTIALLY INCREASE THE NUMBER OF AT-RISK YOUTH BENEFITTING FROM MEANINGFUL MENTORING SERVICES. FUNDAMENTAL TO ACHIEVING THIS OBJECTIVE IS THE COMMITMENT TO RECRUIT, SCREEN, AND TRAIN A SIGNIFICANT CADRE OF MENTORS WHO GENUINELY REFLECT THE DEMOGRAPHICS AND LIVED EXPERIENCES OF THE YOUNG PEOPLE THEY MENTOR. IT IS OUR FIRM BELIEF THAT MENTORS WHO CAN RESONATE WITH THE CHALLENGES AND CIRCUMSTANCES OF THEIR MENTEES CAN CULTIVATE STRONGER, MORE EFFECTIVE CONNECTIONS AND PROVIDE RELATABLE, PRACTICAL GUIDANCE ON OVERCOMING ADVERSITY. WE'VE CREATED A COMPREHENSIVE MENTOR TRAINING PROGRAM THAT ADHERES TO EVIDENCE-BASED MENTORING PRACTICES DERIVED FROM CURRENT RESEARCH. THIS STRUCTURED CURRICULUM ENSURES MENTORS ARE EQUIPPED WITH ESSENTIAL SKILLS AND UNDERSTANDING TO NAVIGATE THE UNIQUE NEEDS AND CHALLENGES OF THE AT-RISK YOUTH THEY SERVE. THROUGH FAME, MENTORS MAINTAIN CONSISTENT INTERACTIONS WITH THEIR MENTEES, FOCUSING ON ACADEMIC SUPPORT, EMOTIONAL DEVELOPMENT, AND ESSENTIAL LIFE SKILLS. THE PROGRAM ALSO EMPHASIZES A COLLABORATIVE APPROACH, MAINTAINING REGULAR COMMUNICATION WITH PARENTS, TEACHERS, AND RELEVANT COMMUNITY STAKEHOLDERS TO CREATE A UNIFIED SUPPORT NETWORK. TO DELIVER THESE TRANSFORMATIVE SERVICES, FAME WILL PARTNER WITH THE FLORIDA DEPARTMENT OF JUVENILE JUSTICE, THE PUBLIC SCHOOL SYSTEM, AND THE FOSTER CARE SYSTEM. THESE STRATEGIC PARTNERSHIPS WILL ENABLE US TO IDENTIFY POTENTIAL CANDIDATES AND PROVIDE TAILORED, COMPREHENSIVE SUPPORT TO OUR MENTEES. THE PURPOSE OF THE JOBS REENTRY PROJECT IS TO PROVIDE AN EVIDENCE-BASED AND DATA-INFORMED APPROACH FOR A PROGRAM THAT WILL PROVIDE MEANINGFUL OPPORTUNITIES, INTERRUPT THE CYCLE OF UNEMPLOYMENT, IMPROVE ECONOMIC MOBILITY, AND PROMOTE REENTRY SUCCESS OF FORMERLY INCARCERATED ADULTS RETURNING TO HILLSBOROUGH AND POLK COUNTY, FLORIDA. JOBS WILL ENSURE THAT IDENTIFIED RETURNING CITIZENS HAVE AN INTEGRATED PRE AND POST RELEASE REENTRY PROGRAM THAT INCLUDES CASE MANAGEMENT, JOB/LIFE COACHING, APPRENTICESHIP OPPORTUNITIES AND SUSTAINABLE EMPLOYMENT - WITH TRANSITIONAL SUPPORT SERVICE COORDINATION (INCLUDING MENTAL HEALTH AND SUBSTANCE ABUSE COUNSELING, HOUSING ASSISTANCE, AND EDUCATIONAL ACHIEVEMENT ASSISTANCE), AND STRUCTURED FAMILY AND COMMUNITY SUPPORT. JOBS WILL CONTRIBUTE TO REDUCED RECIDIVISM, REENTRY SUCCESS, ENHANCED EMPLOYMENT AND ECONOMIC MOBILITY PROSPECTS FOR INCARCERATED ADULTS REENTERING THE WORKFORCE, HEIGHTENED COMMUNITY SAFETY, AND STRENGTHENED CAPACITIES OF FAMILIES AND REENTRY AGENCIES TO SERVE THE CRITICAL NEEDS OF RETURNING CITIZENS. THE PROGRAM WILL SERVE ONE HUNDRED AND FIFTY (150) ADULT RETURNING CITIZENS WHO ARE AGE 18 AND OVER BOTH MALE AND FEMALE OVER THE COURSE OF THREE YEARS. TBAH WILL PROMOTE RACIAL EQUITY AND THE REMOVAL OF BARRIERS TO ACCESS FOR COMMUNITIES THAT HAVE BEEN HISTORICALLY UNDERSERVED, MARGINALIZED AND ADVERSELY AFFECTED BY INEQUITY. TBAH ALSO PROVIDED AN ASSESSMENT OF THE LOCAL DEMAND OF EMPLOYERS IN THE SERVICE AREA PROVIDED BY CAREER SOURCE, PARTNERING WITH THE AGENCY FOR JOB TRAINING GRANTS FOR WORK EXPERIENCE AND APPRENTICESHIPS. EACH PARTICIPANT RECEIVES INDIVIDUALIZED CAREER PLANNING AS A PART OF POST-RELEASE SERVICES. TBAH PROVIDED LETTERS OF COMMITMENT FROM LOCAL EMPLOYERS OFFERING EMPLOYMENT OPPORTUNITIES. EACH PARTICIPANT IS TRACKED AND MONITORED BY ASSIGNED CASE MANAGER AND JOB COACH FOR A PERIOD OF SIX MONTHS AFTER INITIAL EMPLOYMENT. TBAH AND ITS PARTNERS WILL FORM THE CAREER PATHWAYS COLLABORATIVE (CPC) TO WORK TOGETHER IN DEVELOPING AND IMPLEMENTING THE PROGRAM TO ASSIST RETURNING CITIZENS TRANSITIONING BACK LEADING TO SUSTAINABLE EMPLOYMENT.
