IMPLEMENTED IN MARCH 2018, THE INITIATIVE RENEWS THE PARTNERSHIP BETWEEN USAO, DISTRICT ATTORNEYS’ OFFICES, AND FEDERAL STATE AND LOCAL LAW ENFORCEMENT AGENCIES ACROSS THE 44 COUNTIES OF EASTERN, NORTH CAROLINA (44 SHERIFFS; 188 POLICE DEPARTMENTS; 15 ELECTED DISTRICT ATTORNEYS) THROUGH THE REGIONAL ASSIGNMENT OF ASSISTANT US ATTORNEY’S (AUSA) STRATEGIC TARGETING, DECENTRALIZED CASE INTAKE AUTHORITY AND PUBLIC MESSAGING. THE NUMBER OF VIOLENT CRIME INCIDENTS REPORTED BY MANY OF THE EASTERN DISTRICT OF NORTH CAROLINA’S MOST DANGEROUS CITIES FAR EXCEEDS THE NATIONAL ESTIMATE OF 366.7 VIOLENT CRIMES PER 100,000 INHABITANTS, ACCORDING TO THE FBI UNIFORM CRIME REPORT (201916), CITIES SUCH AS (LUMBERTON POP. 20,484; 532 VIOLENT CRIMES) AND (GOLDSBORO POP. 34,085; 267 VIOLENT CRIMES), REPORT AN AMOUNT OF VIOLENT CRIME EQUAL TO THE NATIONAL ESTIMATE, BUT WITH JUST A FRACTION OF THE POPULATION. THE CAUSES OF VIOLENT CRIME WITHIN OUR DISTRICT ARE WIDE RANGING, BUT ARE PRIMARILY RELATED TO GANG VIOLENCE, DRUG TRAFFICKING TO INCLUDE HEROIN/OPIOIDS; NATIONAL GANG AFFILIATES; REPEAT DRUG OFFENDERS; REPEAT ARMED FELONS/ROBBERIES; DRUG-FUELED HOME INVASIONS; AND FIREARM OFFENSES. AS A COMPLEMENT TO THE ENFORCEMENT STRATEGY, “TAKE BACK NORTH CAROLINA” UTILIZES CALL-IN MEETINGS WITH AT-RISK INDIVIDUALS, AS WELL AS REENTRY, COMMUNITY ENGAGEMENT, AND YOUTH EDUCATION PROGRAMS TO PREVENT ADDITIONAL VIOLENCE. THE DISTRICT’S PSN PROGRAM ALSO UTILIZES CALL-IN MEETINGS WITH INDIVIDUALS IDENTIFIED AS AT-RISK FOR COMMITTING FUTURE VIOLENT ACTS. THESE MEETINGS ARE CONDUCTED IN PARTNERSHIP WITH FEDERAL, STATE AND LOCAL LAW ENFORCEMENT OFFICERS; COMMUNITY BASED SOCIAL SERVICE PROVIDERS; BUSINESS LEADERS; AND FAITH-BASED COMMUNITY TO COMMUNICATE A DETERRENCE MESSAGE BY DESCRIBING FOCUSED ENFORCEMENT EFFORTS AND TO LINK THOSE INDIVIDUALS TO SERVICES TO ADDRESS THE ROOT CAUSES OF VIOLENCE AND RECIDIVISM. CHARLOTTE IS THE LARGEST CITY IN NORTH CAROLINA, RANKS AS THE 17TH LARGES METROPOLITAN AREA IN THE NATION AND RANKS 10TH IN POPULATION GROWTH AMONG CITIES IN THE COUNTRY. CHARLOTTE IS PLAGUED WITH VIOLENT CRIMES AT STATISTICALLY HIGHER RATES THAN THE NATIONAL AVERAGE, AND VIOLENT CRIME RATES WITHIN THE WDNC ARE TRENDING UPWARD AT GREATER RATS THAN THE NATIONAL AVERAGE. CHARLOTTE IS EXPERIENCING A RISE IN GUN AND GANG VIOLENCE INTERSTATE 77 AND 85 PASS THROUGH CHARLOTTE, WHICH MAKES THE AREA A HUB FOR DUGS AND WEAPONS TRAFFICKERS. THE RURAL AREAS OF WDNC ARE ALSO SING A RISE IN GANG AND GUN VIOLENCE WITH STEADY INCREASES IN BREAKING AND ENTERING CASES, ROBBERIES AD ASSAULTS. SHELBY, STATESVILLE AND ASHEVILLE ARE ALL EXPERIENCING RISES IN GUN AND GANG VIOLENCE. ACCORDINGLY, THE PSN METHODOLOGY WILL BE APPLIED THROUGHOUT THE DISTRICT TO REDUCE THE GUN AND GANG VIOLENCE. THE USAO WDNC WILL IMPLEMENT IT PSN STRATEGY ACROSS THE TARGETED AREAS. THE PSN STRATEGY ENCOMPASSES A VIGOROUS ENFORCEMENT STRATEGY THAT INCLUDES BY IS NOT LIMITED TO TARGETED ENFORCEMENT, CASE REVIEW, AND CRIMINAL INCIDENT REVIEWS WITH LAW ENFORCEMENT, AND COMPREHENSIVE GUN TRACING; A PREVENTION STRATEGY THAT IS SUPPORT BY CLERGY, COMMUNITY PARTNERS, THE LOCAL SCHOOL SYSTEM, AND THE CITY OF CHARLOTTE AND MECKLENBURG COUNTY SERVICES. ACROSS THE MDNC, OVER 50 LAW ENFORCEMENT AGENCIES HAVE WITH WITH NEARLY 200 COMMUNITY RESOURCE AGENCIES IN FACILITATING OVER 250 OFFENDER NOTIFICATION MEETINGS, WHERE IN APPROXIMATELY 3,500 VIOLENT OFFENDERS HAVE RECEIVED THE MESSAGE THAT VIOLENCE IN THEIR COMMUNITIES WILL NO LONGER BE TOLERATED. OTHER OUTCOMES INCLUDE OVER 200 CRIMINAL INCIDENT REVIEW MEETINGS, CREATION OF A SYSTEM TO SHARE NAME OF NOTIFIED OFFENDERS, AND QUARTERLY MDNC PSN TRAINING MEETING ON BEST PRACTICES. AS A RESULT OF PSN STRATEGIES, VIOLENT CRIME IN THE MDNC HAS DECREASED AN AVERAGE OF OVER 30%. THE UNITED STATES ATTORNEY'S OFFICE MIDDLE DISTRICT (USAO MDNC) PROGRAM FOR FOCUSED DETERRENCE STRATEGIES IS COMMITTED TO WORK WITH ITS PARTNERS TO ENSURE THE FIVE DESIGN FEATURES OF PSN PARTNERSHIP. THE USAO MDNC WILL WORK WITH FEDERAL, STATE, AND LOCAL LAW ENFORCEMENT AS WELL AS PSN PARTNERS TO INCLUDE COMMUNITY RESOURCES, LOCAL BUSINESS LEADERS, THE FAITH-BASED COMMUNITY, AND IT'S RESEARCH PARTNER THE UNIVERSITY OF NORTH CAROLINA-GREENSBORO (UNCG)-NATIONAL NETWORK FOR SAFE COMMUNITIES TO CONTINUE TO DEVELOPMENT AND IMPLEMENT ITS CRIME-REDUCTION STRATEGY PROGRAM. WE WILL IDENTIFY THOSE OFFENDERS AND AGGRESSIVELY SEEK TO CHANGE THEIR BEHAVIOR BY INTERVENTION AND SUPPRESSION EFFORTS IN INCLUDE FEDERAL PROSECUTION. CRIME DATA WILL INFORM STRATEGY DEVELOPMENT WITHIN THE PSN AREAS. THE UNIVERSITY OF NORTH CAROLINA GREENSBORO (UNCG) WILL CONTINUE TO SUPPORT MDNC SITES TO SUSTAIN REDUCTION IN VIOLENT CRIME THROUGH DEVELOPMENT AND DISSEMINATION AND IMPLEMENTATION OF BEST PRACTICES. THE NUMBER OF VIOLENT CRIME INCIDENTS REPORTED BY MANY OF THE EASTERN DISTRICT OF NORTH CAROLINA’S MOST DANGEROUS CITIES FAR EXCEEDS THE NATIONAL ESTIMATE OF 366.7 VIOLENT CRIMES PER 100,000 INHABITANTS, ACCORDING TO THE FBI UNIFORM CRIME REPORT (201916), CITIES SUCH AS (LUMBERTON POP. 20,484; 532 VIOLENT CRIMES) AND (GOLDSBORO POP. 34,085; 267 VIOLENT CRIMES), REPORT AN AMOUNT OF VIOLENT CRIME EQUAL TO THE NATIONAL ESTIMATE, BUT WITH JUST A FRACTION OF THE POPULATION. THE CAUSES OF VIOLENT CRIME WITHIN OUR DISTRICT ARE WIDE RANGING, BUT ARE PRIMARILY RELATED TO GANG VIOLENCE, DRUG TRAFFICKING TO INCLUDE HEROIN/OPIOIDS; NATIONAL GANG AFFILIATES; REPEAT DRUG OFFENDERS; REPEAT ARMED FELONS/ROBBERIES; DRUG-FUELED HOME INVASIONS; AND FIREARM OFFENSES. AS A COMPLEMENT TO THE ENFORCEMENT STRATEGY, “TAKE BACK NORTH CAROLINA” UTILIZES CALL-IN MEETINGS WITH AT-RISK INDIVIDUALS, AS WELL AS REENTRY, COMMUNITY ENGAGEMENT, AND YOUTH EDUCATION PROGRAMS TO PREVENT ADDITIONAL VIOLENCE. THE DISTRICT’S PSN PROGRAM ALSO UTILIZES CALL-IN MEETINGS WITH INDIVIDUALS IDENTIFIED AS AT-RISK FOR COMMITTING FUTURE VIOLENT ACTS. CHARLOTTE IS PLAGUED WITH VIOLENT CRIMES AT STATISTICALLY HIGHER RATES THAN THE NATIONAL AVERAGE, AND VIOLENT CRIME RATES WITHIN THE WDNC ARE TRENDING UPWARD AT GREATER RATS THAN THE NATIONAL AVERAGE. CHARLOTTE IS EXPERIENCING A RISE IN GUN AND GANG VIOLENCE INTERSTATE 77 AND 85 PASS THROUGH CHARLOTTE, WHICH MAKES THE AREA A HUB FOR DUGS AND WEAPONS TRAFFICKERS. THE RURAL AREAS OF WDNC ARE ALSO SING A RISE IN GANG AND GUN VIOLENCE WITH STEADY INCREASES IN BREAKING AND ENTERING CASES, ROBBERIES AD ASSAULTS. SHELBY, STATESVILLE AND ASHEVILLE ARE ALL EXPERIENCING RISES IN GUN AND GANG VIOLENCE. ACCORDINGLY, THE PSN METHODOLOGY WILL BE APPLIED THROUGHOUT THE DISTRICT TO REDUCE THE GUN AND GANG VIOLENCE. THE USAO WDNC WILL IMPLEMENT IT PSN STRATEGY ACROSS THE TARGETED AREAS. THE PSN STRATEGY ENCOMPASSES A VIGOROUS ENFORCEMENT STRATEGY THAT INCLUDES BY IS NOT LIMITED TO TARGETED ENFORCEMENT, CASE REVIEW, AND CRIMINAL INCIDENT REVIEWS WITH LAW ENFORCEMENT, AND COMPREHENSIVE GUN TRACING; A PREVENTION STRATEGY THAT IS SUPPORT BY CLERGY, COMMUNITY PARTNERS, THE LOCAL SCHOOL SYSTEM, AND THE CITY OF CHARLOTTE AND MECKLENBURG COUNTY SERVICES. ACROSS THE MDNC, OVER 50 LAW ENFORCEMENT AGENCIES HAVE WITH WITH NEARLY 200 COMMUNITY RESOURCE AGENCIES IN FACILITATING OVER 250 OFFENDER NOTIFICATION MEETINGS, WHERE IN APPROXIMATELY 3,500 VIOLENT OFFENDERS HAVE RECEIVED THE MESSAGE THAT VIOLENCE IN THEIR COMMUNITIES WILL NO LONGER BE TOLERATED. OTHER OUTCOMES INCLUDE OVER 200 CRIMINAL INCIDENT REVIEW MEETINGS, CREATION OF A SYSTEM TO SHARE NAME OF NOTIFIED OFFENDERS, AND QUARTERLY MDNC PSN TRAINING MEETING ON BEST PRACTICES. AS A RESULT OF PSN STRATEGIES, VIOLENT CRIME IN THE MDNC HAS DECREASED AN AVERAGE OF OVER 30%. THE UNITED STATES ATTORNEY'S OFFICE MIDDLE DISTRICT (USAO MDNC) PROGRAM FOR FOCUSED DETERRENCE STRATEGIES IS COMMITTED TO WORK WITH ITS PARTNERS TO ENSURE THE FIVE DESIGN FEATURES OF PSN PARTNERSHIP. PROJECT SAFE NEIGHBORHOODS (PSN) IS DESIGNED TO CREATE AND FOSTER SAFER NEIGHBORHOODS THROUGH A SUSTAINED REDUCTION IN VIOLENT CRIME, INCLUDING, BUT NOT LIMITED TO, ADDRESSING CRIMINAL GANGS AND THE FELONIOUS POSSESSION AND USE OF FIREARMS AND PROJECTS THAT SUPPORT INNOVATIVE COOPERATIVE EFFORTS AND PARTNERSHIPS BETWEEN FEDERAL, STATE, AND LOCAL LAW ENFORCEMENT ENGAGED IN A UNIFIED APPROACH LED BY THE U.S. ATTORNEY IN ALL 94 DISTRICTS TO IDENTIFY AND PREVENT VIOLENT CRIME. THE PROGRAM'S EFFECTIVENESS DEPENDS ON THE COOPERATION AND PARTNERSHIPS OF LOCAL, STATE, TRIBAL, AND FEDERAL AGENCIES AND THE COMMUNITIES THEY SERVE ENGAGED IN A UNIFIED APPROACH LED BY THE U.S. ATTORNEY (USA) IN ALL 94 DISTRICTS. PSN PROVIDES THE CRITICAL FUNDING, RESOURCES, AND TRAINING FOR LAW ENFORCEMENT, PROSECUTORS, AND THEIR PSN TEAMS TO COMBAT VIOLENT CRIME AND MAKE THEIR COMMUNITIES SAFER THROUGH A COMPREHENSIVE APPROACH TO PUBLIC SAFETY THAT MARRIES TARGETED ENFORCEMENT EFFORTS WITH COMMUNITY ENGAGEMENT, PREVENTION, AND REENTRY EFFORTS.
