THE PROGRAM SUPPORTS HOLISTIC, SURVIVOR-CENTERED APPROACHES TO PROVIDING TRANSITIONAL HOUSING AND SUPPORT SERVICES THAT MOVE INDIVIDUALS INTO PERMANENT HOUSING AND HELP THEM SECURE EMPLOYMENT AND INTEGRATE INTO A COMMUNITY. THE GULF COAST CENTER FOR NONVIOLENCE INCORPORATED IS A NON-PROFIT ORGANIZATION LOCATED IN BILOXI, MS, AN URBAN REGION OF THE STATE. THE ORGANIZATION WILL PROVIDE 18 SCATTERED SITE RESIDENCES FOR 18 SURVIVORS AND THEIR FAMILIES THROUGH PRIVATE LANDLORD HOUSING UNITS. THE GULF COAST CENTER FOR NONVIOLENCE WILL COLLABORATE WITH ITS SIX PARTNERS, PROGRAM BELIEVE, BOAT PEOPLE SOS, OPEN DOORS HOMELESS COALITION, NORTHCUTT LEGAL CLINIC, HOPE FEDERAL CREDIT UNIT, AND THE BILOXI HOUSING AUTHORITY TO PROVIDE A HOLISTIC, VICTIM-CENTERED, AND MULTIDISCIPLINARY APPROACH TO TRANSITIONAL HOUSING NEEDS IN THE COMMUNITY. THIS NEW PROJECT WILL USE FUNDS TO PROVIDE BOTH HOUSING SUPPORTIVE SERVICES TO MOVE SURVIVORS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, OR STALKING WHO ARE HOMELESS OR IN NEED OF HOUSING ASSISTANCE TO PERMANENT HOUSING. THE PROJECT WILL MEANINGFULLY ADVANCE EQUITY AND REMOVE BARRIERS TO ACCESSING SERVICES AND OPPORTUNITIES FOR VICTIMS OF SEXUAL ASSAULT WHO ARE MEMBERS OF COMMUNITIES THAT HAVE BEEN HISTORICALLY UNDERSERVED, MARGINALIZED, ADVERSELY AFFECTED BY INEQUALITY AND DISPROPORTIONATELY IMPACTED BY CRIME, VIOLENCE AND VICTIMIZATION (IDENTIFIED AS THE LOCAL HISPANIC AND VIETNAMESE COMMUNITIES). GCCN IS VICTIM SERVICE PROVIDER AND A RAPE CRISIS CENTER. GCCFN HAS AS ITS MISSION SUPPORT AND SERVE VICTIMS OF DOMESTIC VIOLENCE, SEXUAL ASSAULT, HUMAN TRAFFICKING AND FAMILY MEMBERS OF HOMICIDE VICTIMS; TO EDUCATE THE COMMUNITY; AND TO REDUCE INCIDENCES OF VIOLENCE. MSCASA IS THE STATEWIDE SEXUAL ASSAULT COALITION AND PROVIDES SUPPORT, TECHNICAL ASSISTANCE, AND TRAINING FOR RAPE CRISIS CENTERS AND SANE PROGRAMS AROUND MISSISSIPPI. MHS OPERATES THREE HOSPITALS WITH EMERGENCY DEPARTMENTS IN THE SERVICE AREA AND APPROXIMATELY 45 MEDICAL CLINICS. THE PROPOSED SERVICE AREA WILL BE JACKSON, HARRISON, HANCOCK, GEORGE, STONE, AND PEARL RIVER COUNTIES IN SOUTHERN MISSISSIPPI. IDENTIFIED CHALLENGES BEING ADDRESSED ARE (1) LIMITED ACCESS TO CULTURALLY RESPONSIVE, HIGH-QUALITY TRAUMA INFORMED FORENSIC SEXUAL ASSAULT EXAMINATIONS AND FOLLOW-UP SERVICES; AND (2) THE LACK OF COORDINATION BETWEEN LAW ENFORCEMENT, MEDICAL FACILITIES AND GCCFN AS SERVICE PROVIDER CREATING GAPS IN CONNECTIONS BETWEEN VICTIMS AND AVAILABLE RESOURCES THE GOAL IS TO ESTABLISH A NEW SANE PROGRAM OFFERING TRAUMA-INFORMED SEXUAL ASSAULT MEDICAL EXAMS AND VICTIM SERVICES USING COORDINATED COMMUNITY RESPONSE STRATEGIES. THE GRANTS TO SUPPORT FAMILIES IN THE JUSTICE SYSTEM PROGRAM (REFERRED TO AS THE JUSTICE FOR FAMILIES PROGRAM) WAS AUTHORIZED IN THE VIOLENCE AGAINST WOMEN REAUTHORIZATION ACT OF 2013 TO IMPROVE THE RESPONSE OF THE CIVIL AND CRIMINAL JUSTICE SYSTEM TO FAMILIES WITH A HISTORY OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING OR IN CASES INVOLVING ALLEGATIONS OF CHILD SEXUAL ABUSE. THE PROGRAM SUPPORTS THE FOLLOWING ACTIVITIES FOR IMPROVING THE CAPACITY OF COURTS AND COMMUNITIES TO RESPOND TO FAMILIES AFFECTED BY THE TARGETED CRIMES: COURT-BASED AND COURT-RELATED PROGRAMS; SUPERVISED VISITATION AND SAFE EXCHANGE BY AND BETWEEN PARENTS; TRAINING FOR PEOPLE WHO WORK WITH FAMILIES IN THE COURT SYSTEM; CIVIL LEGAL SERVICES; AND THE PROVISION OF RESOURCES IN JUVENILE COURT MATTERS. ALL PROJECTS UNDER THE JUSTICE FOR FAMILIES PROGRAM MUST ADDRESS SUPERVISED VISITATION OR COURT-BASED AND COURT-RELATED PROGRAMS. THE ORGANIZATION WILL PROVIDE 18 SCATTERED SITE RESIDENCES FOR 18 SURVIVORS AND THEIR FAMILIES THROUGH PRIVATE LANDLORD HOUSING UNITS. THIS NEW PROJECT WILL USE FUNDS TO PROVIDE BOTH HOUSING SUPPORTIVE SERVICES TO MOVE SURVIVORS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, OR STALKING WHO ARE HOMELESS OR IN NEED OF HOUSING ASSISTANCE TO PERMANENT HOUSING. THE PROJECT WILL ASSIST CLIENTS FOR AN ANTICIPATED MINIMUM OF 6 MONTHS AND A MAXIMUM LENGTH OF 24 MONTHS. SERVICES OFFERED WILL FOCUS ON EXPANDING ECONOMIC JUSTICE, AS WELL AS MEETING THE NEEDS OF THE UNDERSERVED (HISPANIC AND VIETNAMESE) POPULATIONS IN THE REGION. THE GRANT ACTIVITIES WILL BE TAILORED TO MEET THE NEEDS OF THE SURVIVORS. THE RANGE OF OPTIONAL SUPPORT SERVICES INCLUDES: RENTAL AND UTILITY ASSISTANCE, CASE MANAGEMENT, SAFETY PLANNING, INDIVIDUAL AND GROUP COUNSELING, PARENTING CLASSES, CHILDCARE, LIFE SKILL CLASSES, FOOD ASSISTANCE, TRANSPORTATION, EDUCATION PROGRAMS, SPECIALIZED WORKFORCE DEVELOPMENT TRAINING, CIVIL AND CRIMINAL LEGAL SERVICES AND ADVOCACY, FINANCIAL PLANNING, BUDGETING, FINANCIAL LITERACY, IMMIGRATION ASSISTANCE AND ADVOCACY, ESL CLASSES, AND HOUSING ADVOCACY. PROPOSAL ABSTRACT THE GULF COAST CENTER FOR NONVIOLENCE, INC. (GCCFN), IN COLLABORATION WITH THE MISSISSIPPI COALITION AGAINST SEXUAL ASSAULT (MSCASA) AND MEMORIAL HEALTH SYSTEMS (MHS) WILL IMPLEMENT A NEW EXPANDING ACCESS TO SEXUAL ASSAULT FORENSIC SERVICES PROJECT. THE PROJECT WILL MEANINGFULLY ADVANCE EQUITY AND REMOVE BARRIERS TO ACCESSING SERVICES AND OPPORTUNITIES FOR VICTIMS OF SEXUAL ASSAULT WHO ARE MEMBERS OF COMMUNITIES THAT HAVE BEEN HISTORICALLY UNDERSERVED, MARGINALIZED, ADVERSELY AFFECTED BY INEQUALITY AND DISPROPORTIONATELY IMPACTED BY CRIME, VIOLENCE AND VICTIMIZATION (IDENTIFIED AS THE LOCAL HISPANIC AND VIETNAMESE COMMUNITIES). GCCN IS VICTIM SERVICE PROVIDER AND A RAPE CRISIS CENTER. GCCFN HAS AS ITS MISSION SUPPORT AND SERVE VICTIMS OF DOMESTIC VIOLENCE, SEXUAL ASSAULT, HUMAN TRAFFICKING AND FAMILY MEMBERS OF HOMICIDE VICTIMS; TO EDUCATE THE COMMUNITY; AND TO REDUCE INCIDENCES OF VIOLENCE. MSCASA IS THE STATEWIDE SEXUAL ASSAULT COALITION AND PROVIDES SUPPORT, TECHNICAL ASSISTANCE, AND TRAINING FOR RAPE CRISIS CENTERS AND SANE PROGRAMS AROUND MISSISSIPPI. MHS OPERATES THREE HOSPITALS WITH EMERGENCY DEPARTMENTS IN THE SERVICE AREA AND APPROXIMATELY 45 MEDICAL CLINICS. THE PROPOSED SERVICE AREA WILL BE JACKSON, HARRISON, HANCOCK, GEORGE, STONE, AND PEARL RIVER COUNTIES IN SOUTHERN MISSISSIPPI. IDENTIFIED CHALLENGES BEING ADDRESSED ARE (1) LIMITED ACCESS TO CULTURALLY RESPONSIVE, HIGH-QUALITY TRAUMA INFORMED FORENSIC SEXUAL ASSAULT EXAMINATIONS AND FOLLOW-UP SERVICES; AND (2) THE LACK OF COORDINATION BETWEEN LAW ENFORCEMENT, MEDICAL FACILITIES AND GCCFN AS SERVICE PROVIDER CREATING GAPS IN CONNECTIONS BETWEEN VICTIMS AND AVAILABLE RESOURCES THE GOAL IS TO ESTABLISH A NEW SANE PROGRAM OFFERING TRAUMA-INFORMED SEXUAL ASSAULT MEDICAL EXAMS AND VICTIM SERVICES USING COORDINATED COMMUNITY RESPONSE STRATEGIES. THE PROJECT HAS IDENTIFIED 5 OBJECTIVES; (1) INCREASING THE NUMBER AND AVAILABILITY OF QUALIFIED HEALTH CARE PROVIDERS; (2) PROVIDING TIMELY, HIGH QUALITY, TRAUMA-INFORMED MEDICAL FORENSIC EXAMINATIONS; (3) EXPANDING ACCESS TO TRAINING AND CLINICAL EXPERIENCE FOR SANES; (4) IMPROVING CONNECTIONS TO POST-ASSAULT CARE AND OTHER SUPPORTIVE SERVICES; AND (5) SUPPORTING THE LOCAL SART. THROUGH A VARIETY OF ACTIVITIES, THE PROJECT PROVIDES A ROAD-MAP FOR ESTABLISHMENT OF A SPECIALIZED MEDICAL FORENSIC CLINIC OUTSIDE HOSPITAL EMERGENCY DEPARTMENTS WITHIN THE FAMILY JUSTICE CENTER; CREATION OF A CENTRALIZED REFERRAL SYSTEM FOR VICTIMS OF SEXUAL ASSAULT TO PROVIDE CONNECTIONS TO NON-MEDICAL SERVICES AND RESOURCES; FILLING GAPS IN THE AVAILABILITY OF SANE NURSES AT LOCAL HOSPITAL SETTINGS; AND ENHANCEMENT OF TRAINING BOTH TO MEDICAL PERSONNEL AND COMMUNITY MEMBERS TO INCREASE NUMBERS OF QUALIFIED MEDICAL PERSONAL AND RAISE AWARENESS IN THE COMMUNITY.

THE RURAL DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING PROGRAM (RURAL PROGRAM) IS AUTHORIZED BY 34 U.S.C. 12341. RURAL PROGRAM FUNDS ARE USED TO SUPPORT PROGRAMS THAT: 1) IDENTIFY, ASSESS, AND APPROPRIATELY RESPOND TO CHILD, YOUTH, AND ADULT VICTIMS OF DOMESTIC VIOLENCE, SEXUAL ASSAULT, DATING VIOLENCE, AND STALKING IN RURAL COMMUNITIES BY ENCOURAGING COLLABORATION AMONG VICTIM SERVICE PROVIDERS, LAW ENFORCEMENT AGENCIES, PROSECUTORS, COURTS, OTHER CRIMINAL JUSTICE SERVICE PROVIDERS, HUMAN AND COMMUNITY SERVICE PROVIDERS, EDUCATIONAL INSTITUTIONS, AND HEALTH CARE PROVIDERS; 2) ESTABLISH AND EXPAND VICTIM SERVICES IN RURAL COMMUNITIES TO CHILD, YOUTH, AND ADULT VICTIMS; 3) INCREASE THE SAFETY AND WELL-BEING OF WOMEN AND CHILDREN IN RURAL COMMUNITIES, BY (A) DEALING DIRECTLY AND IMMEDIATELY WITH DOMESTIC VIOLENCE, SEXUAL ASSAULT, DATING VIOLENCE, AND STALKING; AND (B) CREATING AND IMPLEMENTING STRATEGIES TO INCREASE AWARENESS AND PREVENT THESE CRIMES; AND 4) DEVELOP, EXPAND, IMPLEMENT, AND IMPROVE THE QUALITY OF SEXUAL ASSAULT FORENSIC MEDICAL EXAMINATION OR SEXUAL ASSAULT NURSE EXAMINER PROGRAMS. GRANTEES MUST USE AT LEAST ONE OF THE FOLLOWING STRATEGIES IN IMPLEMENTING THEIR PROJECTS: 1) IMPLEMENT, EXPAND, AND ESTABLISH COOPERATIVE EFFORTS AND PROJECTS AMONG LAW ENFORCEMENT OFFICERS, PROSECUTORS, VICTIM SERVICE PROVIDERS, AND OTHER RELATED PARTIES TO INVESTIGATE AND PROSECUTE INCIDENTS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING; 2) PROVIDE TREATMENT, COUNSELING, ADVOCACY, LEGAL ASSISTANCE, AND OTHER LONG-TERM AND SHORT-TERM VICTIM AND POPULATION SPECIFIC SERVICES TO ADULT AND MINOR VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING IN RURAL COMMUNITIES; 3) WORK IN COOPERATION WITH THE COMMUNITY TO DEVELOP EDUCATION AND PREVENTION STRATEGIES DIRECTED TOWARD SUCH ISSUES; 4) DEVELOP, ENLARGE, OR STRENGTHEN PROGRAMS ADDRESSING SEXUAL ASSAULT; AND 5) DEVELOP PROGRAMS AND STRATEGIES THAT FOCUS ON THE SPECIFIC NEEDS OF VICTIMS OF WHO RESIDE IN REMOTE RURAL AND GEOGRAPHICALLY ISOLATED AREAS. THROUGH THIS NEW OVW RURAL PROGRAM PROJECT, THE GULF COAST CENTER FOR NONVIOLENCE, INC, IN PARTNERSHIP WITH DOMESTIC ABUSE FAMILY SHELTER, INC., AND THE BOARDS OF SUPERVISORS OF GEORGE, GREENE, MARION, PEARL RIVER, PERRY AND STONE COUNTIES IN MISSISSIPPI, WILL IMPLEMENT SUPPORT FOR RURAL SURVIVORS PROJECT. THIS PROJECT ADDRESSES THE FOLLOWING PURPOSE AREAS: 1, 2, AND 3 FOR RURAL COUNTIES OF GEORGE, GREENE, MARION, PEARL RIVER, PERRY, AND STONE IN MISSISSIPPI. PURPOSE: THE CONTINUUM OF CARE (COC) PROGRAM IS DESIGNED TO PROMOTE COMMUNITY-WIDE COMMITMENT TO THE GOAL OF ENDING HOMELESSNESS; PROVIDE FUNDING FOR EFFORTS BY NONPROFIT PROVIDERS, STATES, AND LOCAL GOVERNMENTS TO QUICKLY HOUSE HOMELESS INDIVIDUALS AND FAMILIES WHILE MINIMIZING THE TRAUMA AND DISLOCATION CAUSED TO HOMELESS INDIVIDUALS, FAMILIES, AND COMMUNITIES BY HOMELESSNESS; PROMOTE ACCESS TO AND EFFECTIVE UTILIZATION OF MAINSTREAM PROGRAMS BY HOMELESS INDIVIDUALS AND FAMILIES; AND OPTIMIZE SELF-SUFFICIENCY AMONG INDIVIDUALS AND FAMILIES EXPERIENCING HOMELESSNESS. THE MOST RECENT COC AWARD ANNOUNCEMENT LISTING AWARDS BY STATE AND COC IS ACCESSIBLE AT HTTPS://WWW.HUD.GOV/PROGRAM_OFFICES/COMM_PLANNING/COC/AWARDS. SELECT THE LINK UNDER THE FUNDING AND AWARD INFORMATION SECTION FOR THE APPROPRIATE FISCAL YEAR.; ACTIVITIES TO BE PERFORMED: CONTINUUM OF CARE PROGRAM FUNDS MAY BE USED TO PAY FOR THE ELIGIBLE COSTS USED TO ESTABLISH AND OPERATE PROJECTS UNDER FIVE PROGRAM COMPONENTS: (1) PERMANENT HOUSING, WHICH INCLUDES PERMANENT SUPPORTIVE HOUSING FOR PERSONS WITH DISABILITIES, AND RAPID REHOUSING; (2) TRANSITIONAL HOUSING; (3) SUPPORTIVE SERVICES ONLY; (4) HOMELESS MANAGEMENT INFORMATION SYSTEMS (HMIS), AND (5) IN SOME CASES, HOMELESSNESS PREVENTION. THIRTEEN TYPES OF ASSISTANCE MAY BE PROVIDED THROUGH THE CONTINUUM OF CARE (COC) PROGRAM: (1) COC PLANNING ACTIVITIES/COSTS FOR DESIGNING AND CARRYING OUT A COLLABORATIVE PROCESS FOR THE DEVELOPMENT OF AN APPLICATION TO HUD; (2) UNITED FUNDING AGENCY (UFA) COSTS FOR FISCAL CONTROL AND ACCOUNTING NECESSARY TO ASSURE THE PROPER DISBURSAL OF, AND ACCOUNTING FOR, FEDERAL FUNDS AWARDED TO SUBRECIPIENTS UNDER THE CONTINUUM OF CARE PROGRAM, (3) ACQUISITION OF REAL PROPERTY (INCLUDING STRUCTURES) FOR USE IN THE PROVISION OF HOUSING OR SUPPORTIVE SERVICES; (4) REHABILITATION OF STRUCTURES TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; (5) NEW CONSTRUCTION, INCLUDING THE BUILDING OF A NEW STRUCTURE OR BUILDING AN ADDITION TO AN EXISTING STRUCTURE FOR USE AS SUPPORTIVE HOUSING; (6) LEASING OF A STRUCTURE OR STRUCTURES, OR PORTIONS THEREOF, TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; (7) RENTAL ASSISTANCE, WHICH MAY BE SHORT-TERM, MEDIUM-TERM, OR LONG-TERM, AS WELL AS TENANT-BASED, PROJECT-BASED, OR SPONSOR-BASED, FOR TRANSITIONAL OR PERMANENT HOUSING; (8) SUPPORTIVE SERVICES TO ASSIST PROGRAM PARTICIPANTS OBTAIN AND MAINTAIN HOUSING; (9) OPERATING COSTS OF SUPPORTIVE HOUSING; (10) COSTS OF IMPLEMENTING AND OPERATING HMIS; (11) PROJECT ADMINISTRATIVE COSTS; (12) RELOCATION COSTS; AND (13) INDIRECT COSTS IN ACCORDANCE WITH 2 CFR PARTS 200, AS APPLICABLE. IN ADDITION TO USING GRANT FUNDS FOR THE ELIGIBLE COSTS DESCRIBED ABOVE, RECIPIENTS AND SUBRECIPIENTS IN CONTINUUMS OF CARE DESIGNATED AS HIGH PERFORMING COMMUNITIES MAY ALSO USE GRANT FUNDS TO PROVIDE HOUSING RELOCATION AND STABILIZATION SERVICES AND SHORT- AND/OR MEDIUM-TERM RENTAL ASSISTANCE TO INDIVIDUALS AND FAMILIES AT RISK OF HOMELESSNESS AS SET FORTH IN 24 CFR 576.103 AND 24 CFR 576.104, IF NECESSARY TO PREVENT THE INDIVIDUAL OR FAMILY FROM BECOMING HOMELESS.
