IN ADDITION, THERE IS HEALTHY HOMES SUPPLEMENTAL FUNDING AVAILABLE THAT IS INTENDED TO ENHANCE THE LEAD-BASED PAINT HAZARD CONTROL ACTIVITIES BY COMPREHENSIVELY IDENTIFYING AND ADDRESSING OTHER HOUSING HAZARDS THAT AFFECT OCCUPANT HEALTH. B. COST EFFECTIVENESS: UTILIZE COST-EFFECTIVE LEAD HAZARD CONTROL METHODS AND APPROACHES THAT ENSURE THE LONG-TERM SAFETY OF THE BUILDING OCCUPANTS. C. CAPACITY: BUILD LOCAL CAPACITY OF TRAINED AND CERTIFIED INDIVIDUALS AND FIRMS TO ADDRESS LEAD HAZARDS SAFELY AND EFFECTIVELY DURING LEAD HAZARD CONTROL, RENOVATION, REMODELING, AND MAINTENANCE ACTIVITIES. CMHA-CEI IS REQUESTING $1,972,000 TO PROVIDE CRISIS STABILIZATION UNIT SERVICES TO 144 YOUTH AND 216 ADULTS BY THE END OF THE GRANT PERIOD. THE TARGET POPULATION INCLUDES PERSONS EXPERIENCING AN ACUTE BEHAVIORAL HEALTH CRISIS THAT REQUIRES SECURED TREATMENT TO SAFELY MANAGE. THE CRISIS STABILIZATION UNIT WILL BE OPERATED BY A DEPUTY MEDICAL DIRECTOR, PSYCHIATRIST, NURSE PRACTITIONER, NURSE ADMINISTRATOR, REGISTERED NURSES, AND MENTAL HEALTH THERAPISTS. DEVELOPMENT ALSO INCLUDES ANY MIXED-FINANCE MODERNIZATION, ALL RELEVANT MODERNIZATION USES (OTHER THAN MANAGEMENT IMPROVEMENTS), FINANCING USES, AND DEVELOPMENT OF NON-DWELLING SPACE WHERE SUCH SPACE IS NEEDED TO ADMINISTER, AND IS OF DIRECT BENEFIT TO A PUBLIC HOUSING PROJECT (I.E. HOUSING DEVELOPED, ACQUIRED, OR ASSISTED BY A PHA UNDER THE 1937 ACT, AND THE IMPROVEMENT OF ANY SUCH HOUSING), INCLUDING THE RESIDENTS. FINANCING DEBT AND FINANCING COSTS (E.G., ORIGINATION FEES, INTEREST) INCURRED BY A PHA FOR DEVELOPMENT OR MODERNIZATION OF PUBLIC HOUSING PROJECTS, INCLUDING MIXED-FINANCE DEVELOPMENT, THE CAPITAL FUND FINANCING PROGRAM (CFFP), AND ANY OTHER USE AUTHORIZED UNDER SECTION 30 OF THE 1937 ACT. MODERNIZATION INCLUDES ALL ELIGIBLE ACTIVITIES EXCEPT FOR DEVELOPMENT AND FINANCING. PHYSICAL WORK IS A MAJOR ACTIVITY AND IS WORK THAT IS DONE ON THE PHYSICAL STRUCTURES, SITE, AND GROUNDS OF A PUBLIC HOUSING PROPERTY OR STRUCTURE. MAJOR PHYSICAL ACTIVITIES INCLUDE DEMOLITION, RECONFIGURATION, EMERGENCY ACTIVITIES, ENERGY EFFICIENCY, NON-ROUTINE MAINTENANCE, PLANNED CODE COMPLIANCE, AND VACANCY REDUCTION. THE MEASURABLE OUTCOME OF THIS GRANT IS THAT HUD WILL BE ABLE TO TRACK THE AMOUNT OF DOLLARS SPENT ON IMPROVEMENTS TO THE STRUCTURES, UNITS, COMMON AREAS, UTILITIES, AND OTHER ELIGIBLE ACTIVITIES. ; EXPECTED OUTCOMES: THE EXPECTED OUTCOMES FOR PUBLIC HOUSING CAPITAL FUNDS OF APPROXIMATELY $3.2 BILLION WILL BE PUT INTO THE DEVELOPMENT, MODERNIZATION, AND FINANCING OF NEARLY 1 MILLION PUBLIC HOUSING UNITS ACROSS ALL 50 STATES AND TERRITORIES. CMHA-CEI SERVES THE TRI-COUNTY CAPITAL REGION LOCATED IN CENTRAL MICHIGAN WHICH CONSISTS OF BOTH URBAN AND RURAL COMMUNITIES (BASED ON THE USDA DEFINITION OF RURAL) AND HAS A POPULATION OF 472,404 AS OF JULY 1, 2021, WITH 60% LOCATED IN INGHAM COUNTY. THE TRI-COUNTY AREA LACKS SECURED TREATMENT FOR THOSE WITH SERIOUS BEHAVIORAL HEALTH ISSUES, WHICH LEADS TO UNTREATED MENTAL HEALTH OR SUBSTANCE USE ISSUES THAT SUBSEQUENTLY DRAW RESOURCES FROM LOCAL HOSPITALS, EMERGENCY DEPARTMENTS, LAW ENFORCEMENT, AND THE JUSTICE SYSTEM WHO ARE ALREADY STRETCHED BEYOND CAPACITY. JAILS AND PRISONS SPEND MORE MONEY TO TREAT INMATES WITH SEVERE MENTAL ILLNESSES; THE NUMBER OF INPATIENT BEDS HAVE DROPPED SUBSTANTIALLY IN THE PAST QUARTER-CENTURY; THE COUNTRY IS EXPERIENCING A SHORTAGE OF MENTAL HEALTH PROFESSIONALS, INCLUDING PSYCHIATRISTS; AND EMERGENCY ROOMS OFTEN DO NOT HAVE THE RESOURCES TO TREAT THESE INDIVIDUALS. CMHA-CEI IS REQUESTING $3,366,000 TO PROVIDE CRISIS STABILIZATION UNIT SERVICES TO 144 YOUTH AND 216 ADULTS BY THE END OF THE GRANT PERIOD. THE TARGET POPULATION INCLUDES PERSONS EXPERIENCING AN ACUTE BEHAVIORAL HEALTH CRISIS THAT REQUIRES SECURED TREATMENT TO SAFELY MANAGE. THE CRISIS STABILIZATION UNIT WILL BE OPERATED BY MENTAL HEALTH THERAPISTS, REGISTERED NURSES, PSYCHIATRISTS, A NURSE PRACTITIONER, MENTAL HEALTH WORKERS, PEER SUPPORT SPECIALISTS, A SECRETARY, COORDINATORS, AND SECURITY GUARDS. OF THIS NUMBER, ALL 54 FOSTER GRANDPARENTS WILL BE PLACED IN OUTCOME ASSIGNMENTS. SOME OF THEIR ACTIVITIES WILL INCLUDE WORKING WITH PRESCHOOL CHILDREN ON IDENTIFICATION OF NUMBERS, LETTERS AND COLORS, HELPING PRE-SCHOOLERS ADJUST TO SCHOOL BEHAVIOR EXPECTATIONS, ASSISTING SCHOOL AGE CHILDREN WITH LITERACY AND NUMERACY ACTIVITIES AND HELPING CHILDREN SOCIALIZE APPROPRIATELY IN SCHOOL. THE PRIMARY FOCUS AREA OF THIS PROJECT IS EDUCATION. AT THE END OF THE THREE-YEAR GRANT, CHILDREN WILL MAKE ACADEMIC PROGRESS, AND ADVANCE TO THE NEXT GRADE LEVEL. THE CNCS FEDERAL INVESTMENT OF $311,372 WILL BE SUPPLEMENTED BY $19,511 FROM STATE OF MICHIGAN.

PURPOSE: THE PUBLIC HOUSING OPERATING FUND (PH OPFUND) PROVIDES OPERATING SUBSIDIES TO HOUSING AUTHORITIES (HAS) TO ASSIST IN FUNDING THE OPERATING AND MAINTENANCE EXPENSES OF THEIR DWELLINGS, IN ACCORDANCE WITH SECTION 9 OF THE U.S. HOUSING ACT OF 1937, AS AMENDED. THE SUBSIDIES ARE REQUIRED TO HELP MAINTAIN SERVICES AND PROVIDE MINIMUM OPERATING RESERVES. THE PH OPFUND IS A $5 BILLION DOLLAR PROGRAM PROVIDING FUNDING TO APPROXIMATELY 6,000 HAS SERVING 1,590,321 PUBLIC HOUSING RESIDENTS IN 902,436 HOUSEHOLDS (44% ARE ELDERLY AND 35% OF RESIDENTS HAVE CHILDREN). SUCH ACTIVITIES INCLUDE MANAGEMENT AND OPERATIONS, ROUTINE AND PREVENTATIVE MAINTENANCE, ANTI-CRIME, ANTI-DRUG AND SECURITY ACTIVITIES, OPERATING COSTS FOR PRIVATELY OWNED PUBLIC HOUSING UNITS WITHIN MIXED-FINANCE PROJECTS, ENERGY COSTS, RESIDENT SUPPORTIVE SERVICES, INSURANCE, DEBT SERVICE AND COSTS ASSOCIATED WITH ADMINISTRATION AND PROGRAM IMPLEMENTATION. TURNKEY III PROJECTS ARE FUNDED FOR UNITS UNDER THE FINAL LEASE PURCHASE AGREEMENT FOR CLOSING OUT THE PROGRAM. TO SUPPORT THESE ACTIVITIES, THERE IS CONTINUED MODERNIZATION OF THE INFORMATION TECHNOLOGY PLATFORMS. PHAS HAVE ACCESS TO WEB-BASED PLATFORMS THAT UTILIZE REAL-TIME DATA TO PROVIDE INSIGHT INTO THEIR PORTFOLIOS. PHAS CAN OBTAIN METRICS ON THEIR FUNDING LEVELS, OCCUPANCY RATES, AND THE NUMBER OF FAMILIES SERVED THROUGH RENTAL ASSISTANCE.; EXPECTED OUTCOMES: AS A RESULT OF THE ACTIVITIES PERFORMED, THIS PROGRAM IS EXPECTED TO ASSIST IN FUNDING THE OPERATING AND MAINTENANCE EXPENSES. THIS MAY INCLUDE INCREASED OCCUPANCY IN PUBLIC HOUSING, DECREASED ENERGY COSTS THROUGH REGULAR MAINTENANCE AND ENERGY PERFORMANCE CONTRACTING AND LEVERAGE FEDERAL RESOURCES. IN ADDITION TO ADDRESSING THE DEPARTMENT’S STRATEGIC GOALS OF: • ADDRESSING THE NEED FOR QUALITY AFFORDABLE RENTAL HOMES BY MAINTAINING OR IMPROVING UPON THE 96% OCCUPANCY RATE OF HABITABLE UNITS; • PROMOTING HOUSING AS A PLATFORM TO IMPROVE QUALITY OF LIFE THROUGH SUPPORTIVE SERVICES, CRIME PREVENTION EFFORTS AND RESIDENT ENGAGEMENT ACTIVITIES; AND • HELPING TO BUILD INCLUSIVE COMMUNITIES FREE FROM DISCRIMINATION BY FACILITATING THE IMPLEMENTATION OF AFFIRMATIVELY FURTHERING FAIR HOUSING MEASURES.; INTENDED BENEFICIARIES: THE OPERATING FUND PROVIDES FOR THE OPERATION AND MAINTENANCE OF LOW-INCOME HOUSING PROJECTS TO PHAS/PROJECTS. IT WAS CREATED TO ASSIST HOUSING AUTHORITIES IN PROVIDING DECENT AND SAFE RENTAL HOUSING FOR ELIGIBLE LOW-INCOME FAMILIES OR INDIVIDUALS, THE ELDERLY, AND PERSONS WITH DISABILITIES. PURPOSE: THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM PROVIDES ANNUAL GRANTS ON A FORMULA BASIS TO STATES, CITIES, AND COUNTIES TO DEVELOP VIABLE URBAN COMMUNITIES BY PROVIDING DECENT HOUSING AND A SUITABLE LIVING ENVIRONMENT, AND BY EXPANDING ECONOMIC OPPORTUNITIES, PRINCIPALLY FOR LOW- AND MODERATE-INCOME PERSONS. THE PROGRAM IS AUTHORIZED UNDER TITLE 1 OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, PUBLIC LAW 93-383, AS AMENDED 42 U.S.C. 5301 ET SEQ. THE CDBG PROGRAM COVERS FOUR DISTINCT PROGRAMS, EACH WITH THEIR OWN SET OF GOVERNING REGULATIONS: CDBG ENTITLEMENT, CDBG NON-ENTITLED COUNTIES IN HAWAII, CDBG INSULAR AREAS, AND STATE CDBG. IN THE CDBG ENTITLEMENT PROGRAM, HUD AWARDS GRANTS TO ENTITLEMENT COMMUNITY GRANTEES TO CARRY OUT A WIDE RANGE OF COMMUNITY DEVELOPMENT ACTIVITIES. ENTITLEMENT COMMUNITIES DEVELOP THEIR OWN PROGRAMS AND FUNDING PRIORITIES. IN THE CDBG NON-ENTITLED COUNTIES IN HAWAII PROGRAM, THREE COUNTIES QUALIFY: HAWAII, KAUAI, AND MAUI. THE FY 2004 APPROPRIATIONS ACT REQUIRED THE GOVERNOR OF HAWAII TO DECIDE IF THE STATE WISHED TO PARTICIPATE IN THE STATE CDBG PROGRAM BY JULY 31, 2004. THE STATE MADE THE DECISION NOT TO PARTICIPATE IN THE PROGRAM. AS A RESULT OF THIS DECISION HUD'S HONOLULU FIELD OFFICE ADMINISTERS THE NON-ENTITLED GRANTS IN HAWAII. FUNDS ARE ALLOCATED USING A FORMULA BASED ON POPULATION, POVERTY, AND HOUSING OVERCROWDING, WITH THE POVERTY FACTOR CARRYING A DOUBLE WEIGHT. FOR THE CDBG INSULAR AREAS PROGRAM, HUD ANNUALLY ALLOCATES CDBG GRANTS TO FOUR DESIGNATED AREAS: AMERICAN SAMOA; GUAM; NORTHERN MARIANA ISLANDS; AND THE U.S. VIRGIN ISLANDS. THE FUNDS ARE ALLOCATED IN PROPORTION TO THE POPULATIONS OF THE ELIGIBLE TERRITORIES. THE PROGRAM IS ADMINISTERED BY HUD'S FIELD OFFICES IN PUERTO RICO AND HAWAII. UNDER THE STATE CDBG PROGRAM, STATES PASS THROUGH CDBG GRANTS TO UNITS OF GENERAL LOCAL GOVERNMENT. ANNUALLY, EACH STATE DEVELOPS FUNDING PRIORITIES AND CRITERIA FOR SELECTING PROJECTS. SINCE STATES ARE IN THE BEST POSITION TO KNOW, AND TO RESPOND TO, THE NEEDS OF LOCAL GOVERNMENTS, CONGRESS AMENDED THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 (HCD ACT) IN 1981 TO GIVE EACH STATE THE OPPORTUNITY TO ADMINISTER CDBG FUNDS FOR NON-ENTITLEMENT AREAS. NON-ENTITLEMENT AREAS INCLUDE THOSE UNITS OF GENERAL LOCAL GOVERNMENT WHICH DO NOT RECEIVE CDBG FUNDS DIRECTLY FROM HUD. GENERALLY, NON-ENTITLEMENT AREAS ARE CITIES WITH POPULATIONS OF LESS THAN 50,000 (EXCEPT CITIES THAT ARE DESIGNATED PRINCIPAL CITIES OF METROPOLITAN STATISTICAL AREAS), AND COUNTIES WITH POPULATIONS OF LESS THAN 200,000. EACH ACTIVITY MUST MEET ONE OF THE FOLLOWING NATIONAL OBJECTIVES FOR THE PROGRAM: BENEFIT LOW- AND MODERATE-INCOME PERSONS, PREVENTION OR ELIMINATION OF SLUMS OR BLIGHT, OR ADDRESS COMMUNITY DEVELOPMENT NEEDS HAVING A PARTICULAR URGENCY BECAUSE EXISTING CONDITIONS POSE A SERIOUS AND IMMEDIATE THREAT TO THE HEALTH OR WELFARE OF THE COMMUNITY FOR WHICH OTHER FUNDING IS NOT AVAILABLE. UNDER THE STATE CDBG PROGRAM, STATES MAY USE $100,000 PLUS UP TO A MAXIMUM OF THREE PERCENT OF ITS CDBG ALLOCATION. AMOUNTS EXPENDED ON ADMINISTRATION IN EXCESS OF $100,000 MUST BE MATCHED. STATES MAY EXPEND UP TO THREE PERCENT OF THEIR CDBG ALLOCATION ON TECHNICAL ASSISTANCE ACTIVITIES. HOWEVER, THE TOTAL A STATE SPENDS ON BOTH ADMINISTRATIVE AND TECHNICAL ASSISTANCE EXPENSES MAY NOT EXCEED $100,000 PLUS THREE PERCENT OF THE STATE'S ALLOCATION. PROFILES FOR GRANTEES WILL VARY, AS GRANTEES HAVE FLEXIBILITY IN DETERMINING THE HOUSING, ECONOMIC, AND COMMUNITY DEVELOPMENT ACTIVITIES THEY CARRY OUT WITH CDBG FUNDS. HOWEVER, THE TOTAL A STATE SPENDS ON BOTH ADMINISTRATIVE AND TECHNICAL ASSISTANCE EXPENSES MAY NOT EXCEED $100,000 PLUS THREE PERCENT OF THE STATE'S ALLOCATION. CPD HAS DEVELOPED PROFILES THAT DISPLAY GRANTEE-REPORTED ACCOMPLISHMENTS FOR SELECTED HOUSING, ECONOMIC DEVELOPMENT, PUBLIC IMPROVEMENT, AND PUBLIC SERVICE ACTIVITIES.
