FHCS, A QFHO IN ACCORDANCE WITH 24 CFR 125.103, HEREIN SUBMITS APPLICATION FOR A PEI MULTI-YEAR FUNDING COMPONENT GRANT TOTALING $1,275,000 ($425,000/YEAR FOR 3 YEARS) TO CONDUCT FAIR HOUSING INVESTIGATION AND ENFORCEMENT ACTIVITIES THROUGHOUT SUMMIT, PORTAGE, MEDINA, WAYNE, STARK, MAHONING AND COLUMBIANA COUNTIES IN NORTHEASTERN OHIO COMMENCING APRIL 30, 2024. FHCS HAS PROVIDED COMPREHENSIVE FAIR HOUSING ASSISTANCE TO AN EXPANDING SERVICE AREA SINCE 1965. CURRENTLY NO OTHER FHIP-FUNDED AGENCIES PROVIDE SERVICES WITHIN OUR PROPOSED SERVICE AREA. FHCS IS NOT A NEW APPLICANT. A. PURPOSE FHCS PROPOSES 12 ADMINISTRATIVE TASKS AND 24 PROGRAM TASKS WHICH HAVE BEEN SELECTED AS CONTINUATION FROM PREVIOUS YEARS OF ENFORCEMENT ACTIVITIES WITH SOME ADDITIONS DRAFTED BY FHCS STAFF TO ADDRESS THE SPECIFIC NEEDS OF OUR SERVICE AREA. FHCS WILL EXPAND ITS SERVICE AREA AS INITIATED UNDER ITS CURRENT FUNDING IN YEAR 3 OF OUR CURRENT PEI GRANT TO INCLUDE 4 ADDITIONAL COUNTIES, ENCOMPASSING A LARGE PORTION OF RURAL NORTHEASTERN OHIO, AND INCLUSIVE OF SEVERAL URBAN CENTERS.; ACTIVITIES TO BE PERFORMED: 60 NEW TESTERS, TRAIN 24 NEW TESTERS AND 30 EXPERIENCED TESTERS, CONDUCT 225 RENTAL TEST PARTS, AND 12 SPECIALIZED TEST PARTS WHICH MAY INCLUDE SALES, LENDING, OR APPRAISAL TESTS. FHCS WILL CONDUCT 30 SYSTEMIC INVESTIGATIONS, INCLUDING AT LEAST 3 FROM OUR RURAL AREAS. STAFF WILL CONDUCT 1200 INTAKES AND PROCESS 300 ALLEGATIONS OF HOUSING DISCRIMINATION, SERVING 225 INDIVIDUALS WITH DISABILITIES TO ENFORCE THEIR FAIR HOUSING RIGHTS. FOR CASES THAT WOULD BENEFIT FROM ADDITIONAL ADVOCACY, FHCS WILL ENGAGE IN 30 VOLUNTARY RESOLUTION AGREEMENTS TO RESOLVE FAIR HOUSING CONCERNS PRIOR TO COMPLAINT FILING. FHCS WILL FILE 24 FAIR HOUSING COMPLAINTS AND PARTICIPATE IN MEDIATION OR CONCILIATION IN 15 CASES. FHCS WILL PRODUCE AND DISTRIBUTE AN ANNUAL REPORT ON ENFORCEMENT ACTIVITIES. EDUCATION AND OUTREACH ACTIVITIES WILL ENHANCE COMMUNITY AWARENESS OF RIGHTS AND RESPONSIBILITIES ON A BROAD SCALE. FHCS STAFF WILL DEVELOP AND MAINTAIN AT LEAST 20 PARTNERSHIPS WITH ORGANIZATIONS AND MUNICIPALITIES, DEVELOP NEW PARTNERSHIPS WITH COMMUNITY DEVELOPMENT CORPORATIONS (CDCS), IDENTIFY AND PARTNER WITH LGBTQ+ SERVING ORGANIZATIONS, CONDUCT TARGETED OUTREACH TO HOMELESS SERVING ORGANIZATIONS, ENGAGE WITH A RESIDENT-LED ORGANIZATION TO ENHANCE TENANT AWARENESS OF HOUSING RIGHTS, DEVELOP AND PRODUCE 9 NEW MATERIALS, AND CONDUCT 15 ADVERTISING CAMPAIGNS WHICH MAY INCLUDE BILLBOARDS, TV, AND/OR RADIO SPOTS.; EXPECTED OUTCOMES: EXPECTED OUTCOMES INDIVIDUALS WILL BE GIVEN INFORMATION ABOUT HOUSING TESTING, NEW AND EXPERIENCED TESTERS WILL BE TRAINED, ALLOWING FOR MORE VARIED TESTING AND STRONGER TESTING STRUCTURES, TESTS CONDUCTED WILL MONITOR THE HOUSING PRACTICES OF HOUSING PROVIDERS TO ENSURE COMPLIANCE WITH FAIR HOUSING LAWS, AND UPDATED TEST METHODOLOGY WILL REFLECT PRACTICES. SYSTEMIC HOUSING INVESTIGATIONS WILL LEAD TO THE EVALUATION OF CONCERNS OF PERVASIVE OR INSTITUTIONAL ISSUES OF HOUSING DISCRIMINATION, OR ISSUES THAT AFFECT A LARGE NUMBER OF PERSONS, WITH SPECIFIC FOCUS PLACED ON AN INVESTIGATION IN RELATION TO A RURAL COMMUNITY. HOUSEHOLDS WILL GAIN BASIC KNOWLEDGE ABOUT FAIR HOUSING AND DISCRIMINATION TOPICS, HOUSEHOLDS WILL RECEIVE EDUCATION AND ADVOCACY SERVICES TO ADDRESS CONCERNS OF HOUSING DISCRIMINATION, PERSONS WITH DISABILITIES WILL BE ASSISTED TO SEEK RESOLUTION OF FAIR HOUSING CONCERNS. HOUSEHOLDS WILL ENGAGE IN COOPERATIVE INTERACTIONS WITH HOUSING PROVIDERS TO REACH A VOLUNTARY RESOLUTION TO FAIR HOUSING CONCERNS BEFORE, OR IN LIEU OF, FILING A CHARGE OF HOUSING DISCRIMINATION. CHARGES OF HOUSING DISCRIMINATION WILL LEAD TO CHANGES IN THE HOUSING PRACTICES OF RESPONDENTS; RESPONDENTS' HOUSING PRACTICES WILL CHANGE FOLLOWING MEDIATION/ CONCILIATION, RESULTING IN OPENING UP HOUSING UNITS FOR PROTECTED CLASSES. ZONING PRACTICES WILL BE ASSESSED AND THE IMPACT THOSE LAWS HAVE ON THE HOUSING MARKET WILL BE IDENTIFIED AND ADDRESSED. JURISDICTIONS USING EXISTING NUISANCE ORDINANCES WILL BE IDENTIFIED AND HOW THOSE ORDINANCES ARE APPLIED WILL BE ANALYZED FOR DISPARITIES. HOMEBUYERS WILL RECEIVE FAIR HOUSING EDUCATION AND GAIN AN UNDERSTANDING OF THEIR RIGHTS REGARDING MORTGAGE RESCUE SCAMS AND FAIR LENDING PRACTICES. RESIDENTS WILL BE ENGAGED UNDERSTANDING THEIR FAIR HOUSING RIGHTS AND RESPONSIBILITIES, AS WELL AS IDENTIFYING FHCS AS A LOCAL SERVICE ORGANIZATION. STAFF WILL BE EDUCATED ON TOPICS RELEVANT TO THE ENFORCEMENT OF FAIR HOUSING. THROUGH PARTNERSHIP DEVELOPMENT AND NURTURING, CONNECTIONS TO COMMUNITY RESOURCES, PARTNERSHIPS WITH LOCAL ORGANIZATIONS/GROUPS, AND PROVISION OF EDUCATION REGARDING FAIR HOUSING ISSUES WILL BE MADE DURING MEETINGS AND EVENTS. | Department of Housing and Urban Development | PURPOSE: PURPOSE FUNDING THROUGH THE FHIP-EOI GENERAL COMPONENT WILL ALLOW FHCS TO CONTINUE PROVIDING EDUCATION AND OUTREACH TO THE COMMUNITY WE HAVE BEEN SERVING FOR MORE THAN 58 YEARS WITH EXPERIENCED COUNSELORS, ACCESSIBLE LITERATURE, AND A CONVENIENT AND ACCESSIBLE OFFICE LOCATION. IN RECENT YEARS, FHCS HAS IDENTIFIED A LACK OF UNDERSTANDING OF WHAT HOUSING DISCRIMINATION IS AND HOW/WHEN IT MAY OCCUR. THE NEW AND CONTINUING ACTIVITIES UNDER THIS GRANT ARE DESIGNED TO REACH THE WIDEST RANGE OF COMMUNITY MEMBERS THAT ENGAGE THE HOUSING INDUSTRY FROM ALL SECTORS AND FOCUS SPECIFICALLY ON ASSISTING COMMUNITY MEMBERS TO RECOGNIZE DISCRIMINATION IN HOUSING. FHCS WILL CONTINUE TO CONDUCT OUTREACH EFFORTS THAT COVER ALL PROTECTED CLASSES, WITH PARTICULAR FOCUS ON PROVIDING EDUCATION ON EXAMPLES OF HOUSING DISCRIMINATION AND HOW TO ADDRESS ANY CONCERNS.; ACTIVITIES TO BE PERFORMED: ACTIVITIES TO BE PERFORMED THE TASKS PROPOSED UNDER THIS FHIP INITIATIVE WILL STRIVE TO ADDRESS THESE CHALLENGES THROUGH OUTREACH TO ALL PARTIES INVOLVED, INCLUDING RESIDENTS, HOUSING PROVIDERS, AND COMMUNITY ORGANIZATIONS. FHCS PLANS TO IMPLEMENT PUBLIC AWARENESS ADVERTISEMENTS THROUGH SIGNAGE SUCH AS STATIC AND DIGITAL BILLBOARDS, BUS SIGNS. FHCS WILL UNDERTAKE A VARIETY OF MEDIA OUTREACH EFFORTS INCLUDING THROUGH SOCIAL MEDIA, A DIGITAL MEDIA CAMPAIGN IN PARTNERSHIP WITH OTHER FAIR HOUSING ORGANIZATIONS AND PRODUCE 6 PODCAST EPISODES. FHCS WILL ORGANIZE AND/OR PARTICIPATE IN MULTIPLE OUTREACH EVENTS, INCLUDING 2 LARGE OUTREACH EVENTS WITH ONE IN A RURAL AREA, 10 FAIR HOUSING SESSIONS TO EDUCATE COMMUNITY MEMBERS ON VARIOUS FAIR HOUSING TOPICS, AND 6 FAIR HOUSING WORKSHOPS DIRECTED TO HOUSING PROVIDERS. THE DEVELOPMENT OF 1 NEW MATERIAL, THE DISTRIBUTION OF 1,500 PIECES OF PROFESSIONALLY PRINTED MATERIALS, AND THE TRANSLATION OF 1 MATERIAL WILL ALSO BE CONDUCTED BY FHCS UNDER THIS GRANT. SPECIAL ATTENTION WILL BE PUT ON RURAL COMMUNITIES THROUGH THIS GRANT, INCLUDING BUILDING PARTNERSHIPS WITH RURAL SERVING ORGANIZATIONS AND ATTENDING OUTREACH EVENTS IN RURAL COMMUNITIES.; EXPECTED OUTCOMES: THROUGH THIS EDUCATION AND OUTREACH INITIATIVE, FHCS EXPECTS AN INCREASE IN PUBLIC AWARENESS ABOUT HOUSING DISCRIMINATION OVERALL AS WELL AS INCREASE HOUSING OPPORTUNITIES AS HOUSING PROVIDERS WILL BE INFORMED ABOUT THEIR RESPONSIBILITIES. COMMUNITY MEMBERS WILL HAVE A GREATER UNDERSTANDING OF THE SERVICES PROVIDED BY FHCS WHILE LEARNING HOW TO IDENTIFY AND ADDRESS HOUSING DISCRIMINATION. THE DIGITAL MEDIA CONTENT AND PODCAST EPISODES WILL SERVE AS ONGOING RESOURCES THAT CAN BE ACCESSED AT ANY TIME. OUTREACH EVENTS WILL ALLOW FHCS STAFF TO ENGAGE COMMUNITY MEMBERS TO UNDERTAKE DISCUSSIONS ABOUT HOUSING DISCRIMINATION AND IDENTIFY SOLUTIONS TO FAIR HOUSING IMPEDIMENTS. FHCS WILL EXPAND ITS SERVICE AREA AS INITIATED UNDER ITS CURRENT FUNDING IN YEAR 3 OF OUR CURRENT PEI GRANT TO INCLUDE 4 ADDITIONAL COUNTIES, ENCOMPASSING A LARGE PORTION OF RURAL NORTHEASTERN OHIO, AND INCLUSIVE OF SEVERAL URBAN CENTERS.; ACTIVITIES TO BE PERFORMED: 60 NEW TESTERS, TRAIN 24 NEW TESTERS AND 30 EXPERIENCED TESTERS, CONDUCT 225 RENTAL TEST PARTS, AND 12 SPECIALIZED TEST PARTS WHICH MAY INCLUDE SALES, LENDING, OR APPRAISAL TESTS. FHCS WILL CONDUCT 30 SYSTEMIC INVESTIGATIONS, INCLUDING AT LEAST 3 FROM OUR RURAL AREAS. STAFF WILL CONDUCT 1200 INTAKES AND PROCESS 300 ALLEGATIONS OF HOUSING DISCRIMINATION, SERVING 225 INDIVIDUALS WITH DISABILITIES TO ENFORCE THEIR FAIR HOUSING RIGHTS. FOR CASES THAT WOULD BENEFIT FROM ADDITIONAL ADVOCACY, FHCS WILL ENGAGE IN 30 VOLUNTARY RESOLUTION AGREEMENTS TO RESOLVE FAIR HOUSING CONCERNS PRIOR TO COMPLAINT FILING. FHCS WILL FILE 24 FAIR HOUSING COMPLAINTS AND PARTICIPATE IN MEDIATION OR CONCILIATION IN 15 CASES. FHCS WILL PRODUCE AND DISTRIBUTE AN ANNUAL REPORT ON ENFORCEMENT ACTIVITIES. EDUCATION AND OUTREACH ACTIVITIES WILL ENHANCE COMMUNITY AWARENESS OF RIGHTS AND RESPONSIBILITIES ON A BROAD SCALE. FHCS STAFF WILL DEVELOP AND MAINTAIN AT LEAST 20 PARTNERSHIPS WITH ORGANIZATIONS AND MUNICIPALITIES, DEVELOP NEW PARTNERSHIPS WITH COMMUNITY DEVELOPMENT CORPORATIONS (CDCS), IDENTIFY AND PARTNER WITH LGBTQ+ SERVING ORGANIZATIONS, CONDUCT TARGETED OUTREACH TO HOMELESS SERVING ORGANIZATIONS, ENGAGE WITH A RESIDENT-LED ORGANIZATION TO ENHANCE TENANT AWARENESS OF HOUSING RIGHTS, DEVELOP AND PRODUCE 9 NEW MATERIALS, AND CONDUCT 15 ADVERTISING CAMPAIGNS WHICH MAY INCLUDE BILLBOARDS, TV, AND/OR RADIO SPOTS.; EXPECTED OUTCOMES: EXPECTED OUTCOMES INDIVIDUALS WILL BE GIVEN INFORMATION ABOUT HOUSING TESTING, NEW AND EXPERIENCED TESTERS WILL BE TRAINED, ALLOWING FOR MORE VARIED TESTING AND STRONGER TESTING STRUCTURES, TESTS CONDUCTED WILL MONITOR THE HOUSING PRACTICES OF HOUSING PROVIDERS TO ENSURE COMPLIANCE WITH FAIR HOUSING LAWS, AND UPDATED TEST METHODOLOGY WILL REFLECT PRACTICES. SYSTEMIC HOUSING INVESTIGATIONS WILL LEAD TO THE EVALUATION OF CONCERNS OF PERVASIVE OR INSTITUTIONAL ISSUES OF HOUSING DISCRIMINATION, OR ISSUES THAT AFFECT A LARGE NUMBER OF PERSONS, WITH SPECIFIC FOCUS PLACED ON AN INVESTIGATION IN RELATION TO A RURAL COMMUNITY. HOUSEHOLDS WILL GAIN BASIC KNOWLEDGE ABOUT FAIR HOUSING AND DISCRIMINATION TOPICS, HOUSEHOLDS WILL RECEIVE EDUCATION AND ADVOCACY SERVICES TO ADDRESS CONCERNS OF HOUSING DISCRIMINATION, PERSONS WITH DISABILITIES WILL BE ASSISTED TO SEEK RESOLUTION OF FAIR HOUSING CONCERNS. HOUSEHOLDS WILL ENGAGE IN COOPERATIVE INTERACTIONS WITH HOUSING PROVIDERS TO REACH A VOLUNTARY RESOLUTION TO FAIR HOUSING CONCERNS BEFORE, OR IN LIEU OF, FILING A CHARGE OF HOUSING DISCRIMINATION. CHARGES OF HOUSING DISCRIMINATION WILL LEAD TO CHANGES IN THE HOUSING PRACTICES OF RESPONDENTS; RESPONDENTS' HOUSING PRACTICES WILL CHANGE FOLLOWING MEDIATION/ CONCILIATION, RESULTING IN OPENING UP HOUSING UNITS FOR PROTECTED CLASSES. ZONING PRACTICES WILL BE ASSESSED AND THE IMPACT THOSE LAWS HAVE ON THE HOUSING MARKET WILL BE IDENTIFIED AND ADDRESSED. JURISDICTIONS USING EXISTING NUISANCE ORDINANCES WILL BE IDENTIFIED AND HOW THOSE ORDINANCES ARE APPLIED WILL BE ANALYZED FOR DISPARITIES. HOMEBUYERS WILL RECEIVE FAIR HOUSING EDUCATION AND GAIN AN UNDERSTANDING OF THEIR RIGHTS REGARDING MORTGAGE RESCUE SCAMS AND FAIR LENDING PRACTICES. RESIDENTS WILL BE ENGAGED UNDERSTANDING THEIR FAIR HOUSING RIGHTS AND RESPONSIBILITIES, AS WELL AS IDENTIFYING FHCS AS A LOCAL SERVICE ORGANIZATION. STAFF WILL BE EDUCATED ON TOPICS RELEVANT TO THE ENFORCEMENT OF FAIR HOUSING. THROUGH PARTNERSHIP DEVELOPMENT AND NURTURING, CONNECTIONS TO COMMUNITY RESOURCES, PARTNERSHIPS WITH LOCAL ORGANIZATIONS/GROUPS, AND PROVISION OF EDUCATION REGARDING FAIR HOUSING ISSUES WILL BE MADE DURING MEETINGS AND EVENTS. PURPOSE: PURPOSE FUNDING THROUGH THE FHIP-EOI GENERAL COMPONENT WILL ALLOW FHCS TO CONTINUE PROVIDING EDUCATION AND OUTREACH TO THE COMMUNITY WE HAVE BEEN SERVING FOR MORE THAN 58 YEARS WITH EXPERIENCED COUNSELORS, ACCESSIBLE LITERATURE, AND A CONVENIENT AND ACCESSIBLE OFFICE LOCATION. IN RECENT YEARS, FHCS HAS IDENTIFIED A LACK OF UNDERSTANDING OF WHAT HOUSING DISCRIMINATION IS AND HOW/WHEN IT MAY OCCUR. THE NEW AND CONTINUING ACTIVITIES UNDER THIS GRANT ARE DESIGNED TO REACH THE WIDEST RANGE OF COMMUNITY MEMBERS THAT ENGAGE THE HOUSING INDUSTRY FROM ALL SECTORS AND FOCUS SPECIFICALLY ON ASSISTING COMMUNITY MEMBERS TO RECOGNIZE DISCRIMINATION IN HOUSING. FHCS WILL CONTINUE TO CONDUCT OUTREACH EFFORTS THAT COVER ALL PROTECTED CLASSES, WITH PARTICULAR FOCUS ON PROVIDING EDUCATION ON EXAMPLES OF HOUSING DISCRIMINATION AND HOW TO ADDRESS ANY CONCERNS.; ACTIVITIES TO BE PERFORMED: ACTIVITIES TO BE PERFORMED THE TASKS PROPOSED UNDER THIS FHIP INITIATIVE WILL STRIVE TO ADDRESS THESE CHALLENGES THROUGH OUTREACH TO ALL PARTIES INVOLVED, INCLUDING RESIDENTS, HOUSING PROVIDERS, AND COMMUNITY ORGANIZATIONS. FHCS PLANS TO IMPLEMENT PUBLIC AWARENESS ADVERTISEMENTS THROUGH SIGNAGE SUCH AS STATIC AND DIGITAL BILLBOARDS, BUS SIGNS. FHCS WILL UNDERTAKE A VARIETY OF MEDIA OUTREACH EFFORTS INCLUDING THROUGH SOCIAL MEDIA, A DIGITAL MEDIA CAMPAIGN IN PARTNERSHIP WITH OTHER FAIR HOUSING ORGANIZATIONS AND PRODUCE 6 PODCAST EPISODES. FHCS WILL ORGANIZE AND/OR PARTICIPATE IN MULTIPLE OUTREACH EVENTS, INCLUDING 2 LARGE OUTREACH EVENTS WITH ONE IN A RURAL AREA, 10 FAIR HOUSING SESSIONS TO EDUCATE COMMUNITY MEMBERS ON VARIOUS FAIR HOUSING TOPICS, AND 6 FAIR HOUSING WORKSHOPS DIRECTED TO HOUSING PROVIDERS. THE DEVELOPMENT OF 1 NEW MATERIAL, THE DISTRIBUTION OF 1,500 PIECES OF PROFESSIONALLY PRINTED MATERIALS, AND THE TRANSLATION OF 1 MATERIAL WILL ALSO BE CONDUCTED BY FHCS UNDER THIS GRANT. SPECIAL ATTENTION WILL BE PUT ON RURAL COMMUNITIES THROUGH THIS GRANT, INCLUDING BUILDING PARTNERSHIPS WITH RURAL SERVING ORGANIZATIONS AND ATTENDING OUTREACH EVENTS IN RURAL COMMUNITIES.; EXPECTED OUTCOMES: THROUGH THIS EDUCATION AND OUTREACH INITIATIVE, FHCS EXPECTS AN INCREASE IN PUBLIC AWARENESS ABOUT HOUSING DISCRIMINATION OVERALL AS WELL AS INCREASE HOUSING OPPORTUNITIES AS HOUSING PROVIDERS WILL BE INFORMED ABOUT THEIR RESPONSIBILITIES. COMMUNITY MEMBERS WILL HAVE A GREATER UNDERSTANDING OF THE SERVICES PROVIDED BY FHCS WHILE LEARNING HOW TO IDENTIFY AND ADDRESS HOUSING DISCRIMINATION. THE DIGITAL MEDIA CONTENT AND PODCAST EPISODES WILL SERVE AS ONGOING RESOURCES THAT CAN BE ACCESSED AT ANY TIME. OUTREACH EVENTS WILL ALLOW FHCS STAFF TO ENGAGE COMMUNITY MEMBERS TO UNDERTAKE DISCUSSIONS ABOUT HOUSING DISCRIMINATION AND IDENTIFY SOLUTIONS TO FAIR HOUSING IMPEDIMENTS. PRINTED MATERIALS WILL PROVIDE REFERENCES FOR FUTURE USE BY THOSE WHO RECEIVE THEM, AND TRANSLATED MATERIALS WILL ALLOW FHCS TO ENGAGE THE UNDERSERVED LEP MEMBERS OF OUR COMMUNITY.
