THESE INSTALLATIONS WILL OVERALL CONTRIBUTE TO THESE CENTERS, AND THE COMMUNITIES SERVED BY THEM, IN SAVING ON COSTS ASSOCIATED WITH ELECTRIC AND ENERGY BILLS, AS WELL AS REDUCING THEIR GREEN HOUSE GAS EMISSIONS. IN CONCERT WITH THE ACTIVITIES FUNDED BY EPA, THE CITY OF MINNEAPOLIS WILL PROVIDE A SHARED COST, ASSISTING IN STANDING UP A 'LIVING LAB' FOR HANDS-ON TRAINING AND EDUCATION ON ENERGY AND CLIMATE RESILIENT CAREERS, PROVIDING INDOOR AND OUTDOOR AIR POLLUTION COMMUNITY EDUCATION, AND ENSURING MEANINGFUL COMMUNITY INVOLVEMENT IN FUTURE PROGRAMMING AND PROJECTS. IN COMBINATION, THIS OVERARCHING PROJECT WILL CREATE RESILIENT COMMUNITY CENTERS THAT CAN SERVE THE 35,000 MINNEAPOLIS AMERICAN INDIAN CENTER MEMBERS AND 39,000 SABATHANI COMMUNITY CENTER MEMBERS DURING POWER OUTAGES FROM CLIMATE OR CIVIL UNREST EMERGENCIES. AICA IS A NON-PROFIT URBAN INDIAN ORGANIZATION BASED IN LITTLE ROCK, ARKANSAS AND SERVES NATIVE AMERICANS IN ARKANSAS. FOR THIS PROJECT, AICA WILL HAVE ONE KEY PARTNER THAT WILL SERVE AS A SUB-GRANTEE: INTER-TRIBAL COUNCIL OF LOUISIANA (ITCLA). THROUGH THESE KEY PARTNERSHIPS, AICA CATCHMENT AREA WILL INCLUDE ARKANSAS, LOUISIANA, AND POLK COUNTY IN THE STATE OF TEXAS. OVER THE LAST SEVERAL YEARS, THE NEED FOR IMPROVED SERVICES FOR MENTAL HEALTH AND SUICIDE PREVENTION HAS BECOME A TOP PRIORITY FOR TRIBAL COMMUNITIES IN OUR CATCHMENT AREA DUE TO THE EXTREMELY HIGH SUICIDE RATES IN OUR STATE. IN ARKANSAS, THE 2022 SUICIDE RATE WAS 20.6 INDIVIDUALS PER 100,000 INDIVIDUALS AND 15.26 INDIVIDUALS PER 100,000 INDIVIDUALS IN LOUISIANA VERSUS 14.21 PER 100,000 INDIVIDUALS NATIONALLY (CENTERS FOR DISEASE CONTROL). WITH A SUICIDE RATE 30% HIGHER THAN THE NATIONAL AVERAGE, SUICIDE IS THE SECOND-LEADING CAUSE OF DEATH FOR AGES 10-34, THE FOURTH LEADING CAUSE OF DEATH FOR AGES 35-44, AND THE FIFTH LEADING CAUSE OF DEATH FOR AGES 45-55 IN ARKANSAS. (CDC WONDER ONLINE DATABASE, UNDERLYING CAUSE OF DEATH, MULTIPLE CAUSE OF DEATH AND CDC 2021 FATAL INJURY REPORT). MENTAL HEALTH DISORDERS HAVE PROVEN TO BE A MAJOR ISSUE AMONG TRIBAL MEMBERS IN OUR AREA. GOAL 1. INCREASE THE NUMBER OF 988 EMERGENCY STAFF THAT ARE TRAINED IN PROVIDING CULTURALLY APPROPRIATE EMERGENCY RESPONSE TO NATIVE AMERICANS IN ARKANSAS, LOUISIANA, AND POLK COUNTY. GOAL 2. IMPROVE THE INTEGRATION OF 988 CRISIS CENTERS WITH TRIBAL ORGANIZATIONS AND TRIBAL TREATMENT PROVIDERS IN THE CATCHMENT AREA TO ASSIST TRIBAL MEMBERS IN NAVIGATING MENTAL/BEHAVIORAL HEALTH RESOURCES TO ENSURE COMPREHENSIVE WRAP-AROUND CARE INCLUDING CASE MANAGEMENT AND FOLLOW-UP CARE. AICA PRIMARILY SERVES MEMBERS OF CHICKASAW/MISSISSIPPI CHOCTAW, YUROK/KARUK, CHEROKEE, YUP’IK, AND PAWNEE TRIBES. ADDITIONALLY, THE CENTER PROVIDES SERVICES TO MEMBERS OF OTHER FEDERALLY RECOGNIZED TRIBES AND NON-TRIBAL CITIZENS IN ARKANSAS. STATEMENT OF NEED: THE OPIOID EPIDEMIC HAS BEEN A PUBLIC HEALTH CRISIS FOR DECADES, CLAIMING THE LIVES OF THOUSANDS OF AMERICANS EACH YEAR. THE COVID-19 PANDEMIC HAS FURTHER EXACERBATED THE CRISIS, PARTICULARLY AMONG NATIVE AMERICAN AND ALASKA NATIVE POPULATIONS. ARKANSAS HAS BEEN SIGNIFICANTLY IMPACTED BY THE OPIOID EPIDEMIC, WITH A HIGH OPIOID DISPENSING RATE PER 100 PEOPLE IN 2020 (82.59) COMPARED TO THE NATIONAL AVERAGE (43.3). IN ADDITION, SEVERAL COUNTIES IN ARKANSAS HAD HIGH OPIOID DISPENSING RATES IN 2020, INCLUDING CRAWFORD, MONTGOMERY, AND OUACHITA. STRATEGIES/INTERVENTIONS: THE AMERICAN INDIAN CENTER OF ARKANSAS (AICA) SEEKS FUNDING TO EXPAND AND ENHANCE ACCESS TO MOUD FOR NATIVE AMERICAN AND NON-NATIVE AMERICAN INDIVIDUALS IN ARKANSAS. AICA WILL PROVIDE RESOURCES FOR MAT PROGRAMS, MENTORING, AND JOB OPPORTUNITIES TO DECREASE ILLICIT OPIOID USE AND PRESCRIPTION OPIOID MISUSE. THE PROJECT WILL INVOLVE OUTREACH AND EDUCATION EFFORTS TO INCREASE AWARENESS OF MOUD RESOURCES AND TREATMENT OPTIONS. CULTURALLY SPECIFIC SERVICES MEANS COMMUNITY-BASED SERVICES THAT INCLUDE CULTURALLY RELEVANT AND LINGUISTICALLY SPECIFIC SERVICES AND RESOURCES TO CULTURALLY SPECIFIC COMMUNITIES WHICH ARE STATUTORILY DEFINED AS AMERICAN INDIANS (INCLUDING ALASKA NATIVES, ESKIMOS, AND ALEUTS); ASIAN AMERICANS; NATIVE HAWAIIANS AND OTHER PACIFIC ISLANDERS; BLACKS; AND HISPANICS. PROJECTS MUST ADDRESS AT LEAST ONE OF THE PROGRAMS STATUTORY PURPOSE AREAS. THROUGH THIS NEW CULTURALLY SPECIFIC SERVICES PROGRAM PROJECT, THE MINNEAPOLIS AMERICAN INDIAN CENTER WILL IMPLEMENT A PROJECT ADDRESSING THE FOLLOWING PURPOSE AREAS: INCREASING COMMUNITIES CAPACITY TO PROVIDE CULTURALLY SPECIFIC RESOURCES AND SUPPORT FOR VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING CRIMES AND THEIR FAMILIES; ENHANCING TRADITIONAL SERVICES TO VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING THROUGH THE LEADERSHIP OF CULTURALLY SPECIFIC PROGRAMS OFFERING SERVICES TO VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING; WORKING IN COOPERATION WITH THE COMMUNITY TO DEVELOP EDUCATION AND PREVENTION STRATEGIES HIGHLIGHTING CULTURALLY SPECIFIC ISSUES AND RESOURCES REGARDING VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING; AND PROVIDING CULTURALLY SPECIFIC RESOURCES AND SERVICES THAT ADDRESS THE SAFETY, ECONOMIC, HOUSING, AND WORKPLACE NEEDS OF VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, OR STALKING, INCLUDING EMERGENCY ASSISTANCE. THE RACIAL EQUITY ACTION PROJECT WILL SERVE AMERICAN INDIAN WOMEN WITHIN THE URBAN AMERICAN INDIAN COMMUNITY OF MINNEAPOLIS/ST. PAUL, MINNESOTA. THE PROJECT WILL ADDRESS THE FOLLOWING PRIORITY AREAS: PRIORITY AREA 1 - ADVANCING RACIAL EQUITY AND PRIORITY AREA 2: STRENGTHENING EFFORTS TO PREVENT AND END SEXUAL ASSAULT. MOST OF THE CASES WE WORK WITH INVOLVE MEMBERS FROM NORTH SOUTH DAKOTA TRIBES FOR WHOM WE HAVE BLANKET AUTHORIZATIONS TO WORK WITH ALL OF THEIR TRIBAL MEMBERS WHO COME THROUGH THE SYSTEM, BUT WE ALSO HAVE HAD CASE-SPECIFIC AUTHORIZATIONS FROM ANOTHER 23 TRIBES IN THE PAST FEW YEARS. CASES INVOLVING OUT OF STATE TRIBES ARE REFERRED TO THE MINNEAPOLIS AMERICAN INDIAN CENTER BY HENNEPIN COUNTY AS THEY COME INTO THE COURT SYSTEM THE MAIC TRIBAL LIAISONS CONTACT THE TRIBES TO DETERMINE IF THEY WOULD LIKE ASSISTANCE ON THE CASE. THE TRIBAL LIAISON THEN ATTENDS THE HEARINGS, HELPS THE FAMILY UNDERSTAND WHAT IS GOING ON IN THE COURT PROCESS AND HOW THEY CAN WORK TOWARDS A BETTER OUTCOME BY ENGAGING WITH THEIR CASE PLAN. THE TRIBAL LIAISON ADVOCATES FOR THE FAMILY AND TRIBE IN COURT, AND CONVEYS THE RECOMMENDATION AND REQUESTS OF THE TRIBE. THROUGH THE PROPOSED PROJECT, WE WILL PROVIDE TRIBAL LIAISON SERVICES TO APPROXIMATELY 75 FAMILIES INVOLVED IN THE CHILD WELFARE SYSTEM EACH YEAR. THESE FAMILIES HAVE CHILDREN INVOLVED IN CHILD WELFARE ACTIONS WHO ARE MEMBERS OF OUT-OF-STATE TRIBES OR ARE ELIGIBLE FOR MEMBERSHIP IN THOSE TRIBES. WE ESTIMATE THAT IN A GIVEN YEAR, WE WILL WORK WITH 25-30 DIFFERENT TRIBES. DESCRIPTION:THIS AGREEMENT PROVIDES FUNDING UNDER THE INFLATION REDUCTION ACT (IRA) TO MINNEAPOLIS AMERICAN INDIAN CENTER. SPECIFICALLY, THE PROJECT WILL FUND THE INSTALLATION AND UTILIZATION OF LOW- AND -ZERO EMISSION, CLIMATE-RESILIENT TECHNOLOGIES AND BUILDING UPGRADES TO REDUCE INDOOR AND OUTDOOR AIR POLLUTION AT BOTH THE MINNEAPOLIS AMERICAN INDIAN CENTER AND THEIR STATUTORY PARTNER, SABATHANI COMMUNITY CENTER. THESE INSTALLATIONS WILL OVERALL CONTRIBUTE TO THESE CENTERS, AND THE COMMUNITIES SERVED BY THEM, IN SAVING ON COSTS ASSOCIATED WITH ELECTRIC AND ENERGY BILLS, AS WELL AS REDUCING THEIR GREEN HOUSE GAS EMISSIONS. IN CONCERT WITH THE ACTIVITIES FUNDED BY EPA, THE CITY OF MINNEAPOLIS WILL PROVIDE A SHARED COST, ASSISTING IN STANDING UP A 'LIVING LAB' FOR HANDS-ON TRAINING AND EDUCATION ON ENERGY AND CLIMATE RESILIENT CAREERS, PROVIDING INDOOR AND OUTDOOR AIR POLLUTION COMMUNITY EDUCATION, AND ENSURING MEANINGFUL COMMUNITY INVOLVEMENT IN FUTURE PROGRAMMING AND PROJECTS. AMERICAN INDIAN CENTER OF ARKANSAS 988 TRIBAL RESPONSE PROGRAM - THE AMERICAN INDIAN CENTER OF ARKANSAS (AICA) IS SEEKING FUNDING UNDER SUBSTANCE ABUSE AND MENTAL HEALTH ADMINISTRATION (SAMHSA) FY2023 SUPPORT FOR 988 TRIBAL RESPONSE COOPERATIVE AGREEMENTS. AICA IS A NON-PROFIT URBAN INDIAN ORGANIZATION BASED IN LITTLE ROCK, ARKANSAS AND SERVES NATIVE AMERICANS IN ARKANSAS. FOR THIS PROJECT, AICA WILL HAVE ONE KEY PARTNER THAT WILL SERVE AS A SUB-GRANTEE: INTER-TRIBAL COUNCIL OF LOUISIANA (ITCLA). THROUGH THESE KEY PARTNERSHIPS, AICA CATCHMENT AREA WILL INCLUDE ARKANSAS, LOUISIANA, AND POLK COUNTY IN THE STATE OF TEXAS. OVER THE LAST SEVERAL YEARS, THE NEED FOR IMPROVED SERVICES FOR MENTAL HEALTH AND SUICIDE PREVENTION HAS BECOME A TOP PRIORITY FOR TRIBAL COMMUNITIES IN OUR CATCHMENT AREA DUE TO THE EXTREMELY HIGH SUICIDE RATES IN OUR STATE. IN ARKANSAS, THE 2022 SUICIDE RATE WAS 20.6 INDIVIDUALS PER 100,000 INDIVIDUALS AND 15.26 INDIVIDUALS PER 100,000 INDIVIDUALS IN LOUISIANA VERSUS 14.21 PER 100,000 INDIVIDUALS NATIONALLY (CENTERS FOR DISEASE CONTROL). WITH A SUICIDE RATE 30% HIGHER THAN THE NATIONAL AVERAGE, SUICIDE IS THE SECOND-LEADING CAUSE OF DEATH FOR AGES 10-34, THE FOURTH LEADING CAUSE OF DEATH FOR AGES 35-44, AND THE FIFTH LEADING CAUSE OF DEATH FOR AGES 45-55 IN ARKANSAS. (CDC WONDER ONLINE DATABASE, UNDERLYING CAUSE OF DEATH, MULTIPLE CAUSE OF DEATH AND CDC 2021 FATAL INJURY REPORT). MENTAL HEALTH DISORDERS HAVE PROVEN TO BE A MAJOR ISSUE AMONG TRIBAL MEMBERS IN OUR AREA. GOAL 1. INCREASE THE NUMBER OF 988 EMERGENCY STAFF THAT ARE TRAINED IN PROVIDING CULTURALLY APPROPRIATE EMERGENCY RESPONSE TO NATIVE AMERICANS IN ARKANSAS, LOUISIANA, AND POLK COUNTY. GOAL 2. IMPROVE THE INTEGRATION OF 988 CRISIS CENTERS WITH TRIBAL ORGANIZATIONS AND TRIBAL TREATMENT PROVIDERS IN THE CATCHMENT AREA TO ASSIST TRIBAL MEMBERS IN NAVIGATING MENTAL/BEHAVIORAL HEALTH RESOURCES TO ENSURE COMPREHENSIVE WRAP-AROUND CARE INCLUDING CASE MANAGEMENT AND FOLLOW-UP CARE. GOAL 3. AICA PRIMARILY SERVES MEMBERS OF CHICKASAW/MISSISSIPPI CHOCTAW, YUROK/KARUK, CHEROKEE, YUP’IK, AND PAWNEE TRIBES. ADDITIONALLY, THE CENTER PROVIDES SERVICES TO MEMBERS OF OTHER FEDERALLY RECOGNIZED TRIBES AND NON-TRIBAL CITIZENS IN ARKANSAS. STATEMENT OF NEED: THE OPIOID EPIDEMIC HAS BEEN A PUBLIC HEALTH CRISIS FOR DECADES, CLAIMING THE LIVES OF THOUSANDS OF AMERICANS EACH YEAR. THE COVID-19 PANDEMIC HAS FURTHER EXACERBATED THE CRISIS, PARTICULARLY AMONG NATIVE AMERICAN AND ALASKA NATIVE POPULATIONS. ARKANSAS HAS BEEN SIGNIFICANTLY IMPACTED BY THE OPIOID EPIDEMIC, WITH A HIGH OPIOID DISPENSING RATE PER 100 PEOPLE IN 2020 (82.59) COMPARED TO THE NATIONAL AVERAGE (43.3). IN ADDITION, SEVERAL COUNTIES IN ARKANSAS HAD HIGH OPIOID DISPENSING RATES IN 2020, INCLUDING CRAWFORD, MONTGOMERY, AND OUACHITA. STRATEGIES/INTERVENTIONS: THE AMERICAN INDIAN CENTER OF ARKANSAS (AICA) SEEKS FUNDING TO EXPAND AND ENHANCE ACCESS TO MOUD FOR NATIVE AMERICAN AND NON-NATIVE AMERICAN INDIVIDUALS IN ARKANSAS. AICA WILL PROVIDE RESOURCES FOR MAT PROGRAMS, MENTORING, AND JOB OPPORTUNITIES TO DECREASE ILLICIT OPIOID USE AND PRESCRIPTION OPIOID MISUSE. THE PROJECT WILL INVOLVE OUTREACH AND EDUCATION EFFORTS TO INCREASE AWARENESS OF MOUD RESOURCES AND TREATMENT OPTIONS. GOALS AND MEASURABLE OBJECTIVES: THE GOAL OF THIS PROJECT IS TO DECREASE OPIOID USE AND OPIOID-RELATED DEATHS AMONG NATIVE AMERICAN AND NON-NATIVE AMERICAN INDIVIDUALS IN ARKANSAS BY EXPANDING ACCESS TO MOUD RESOURCES. THE PROJECT AIMS TO SERVE A TOTAL OF 100 PEOPLE ANNUALLY AND 675 PEOPLE THROUGHOUT THE LIFETIME OF THE PROJECT. THE MEASURABLE OBJECTIVES INCLUDE: (1) INCREASE THE NUMBER OF INDIVIDUALS RECEIVING MOUD BY 20% ANNUALLY; (2) DECREASE THE NUMBER OF OPIOID-RELATED DEATHS BY 20% ANNUALLY; AND (3) INCREASE AWARENESS OF MOUD RESOURCES AND TREATMENT OPTIONS AMONG THE TARGET POPULATION BY 30% ANNUALLY. IMPACT: EXPANDING ACCESS TO MOUD RESOURCES IN ARKANSAS WILL HAVE A SIGNIFICANT IMPACT ON THE LIVES OF NATIVE AMERICAN AND NON-NATIVE AMERICAN INDIVIDUALS AFFECTED BY THE OPIOID EPIDEMIC. FRANCIS ACTIVITIES TO BE PERFORMED.SUMMARY OF PROJECT: AICAS WORC GRANT WILL FOCUS ON CAREER PATHWAYS, ON-SITE CAREER TRAINING AND CERTIFICATION TESTING, AND TRIBAL GOVERNMENTS AS MODEL EMPLOYERS. AICA WILL IMPLEMENT THE CAREER PATHWAYS MODEL WITH SUPPORT SERVICES TO ASSIST PROGRAM PARTICIPANTS. AICAS CAREER PATHWAYS MODEL WILL PROVIDE WRAP AROUND, EDUCATION BASED, INDUSTRY FOCUSED JOB TRAINING SERVICES WITH MULTIPLE ENTRY EXIT POINTS THAT ALIGN WITH REGIONAL EMPLOYER NEEDS. THROUGHOUT THE IMPLEMENTATION OF THIS PROJECT, AICA INTENDS TO SERVE 180 TRIBAL MEMBERS UNDER AN INDIVIDUAL PLAN FOR EMPLOYMENT (IPE). IN ADDITION, AICA WILL CREATE TWO REGIONAL TRADE CREDENTIAL TRAINING AND TESTING SITES WITHIN RURAL TRIBAL COMMUNITIES.SUBRECIPIENT ACTIVITIESTHE RECIPIENT DOES NOT INTEND TO SUBAWARD FUNDS.

THIS PROGRAM SUPPORTS THE MAINTENANCE AND REPLICATION OF EXISTING SUCCESSFUL COMMUNITY-BASED PROGRAMS PROVIDING CULTURALLY SPECIFIC SERVICES TO VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING, AS WELL AS THE DEVELOPMENT OF INNOVATIVE CULTURALLY SPECIFIC STRATEGIES TO ENHANCE ACCESS TO SERVICES AND RESOURCES FOR VICTIMS WHO FACE OBSTACLES TO USING MORE TRADITIONAL PROGRAMS. CULTURALLY SPECIFIC SERVICES MEANS COMMUNITY-BASED SERVICES THAT INCLUDE CULTURALLY RELEVANT AND LINGUISTICALLY SPECIFIC SERVICES AND RESOURCES TO CULTURALLY SPECIFIC COMMUNITIES WHICH ARE STATUTORILY DEFINED AS AMERICAN INDIANS (INCLUDING ALASKA NATIVES, ESKIMOS, AND ALEUTS); ASIAN AMERICANS; NATIVE HAWAIIANS AND OTHER PACIFIC ISLANDERS; BLACKS; AND HISPANICS. PROJECTS MUST ADDRESS AT LEAST ONE OF THE PROGRAMS STATUTORY PURPOSE AREAS. THROUGH THIS NEW CULTURALLY SPECIFIC SERVICES PROGRAM PROJECT, THE MINNEAPOLIS AMERICAN INDIAN CENTER WILL IMPLEMENT A PROJECT ADDRESSING THE FOLLOWING PURPOSE AREAS: INCREASING COMMUNITIES CAPACITY TO PROVIDE CULTURALLY SPECIFIC RESOURCES AND SUPPORT FOR VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING CRIMES AND THEIR FAMILIES; ENHANCING TRADITIONAL SERVICES TO VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING THROUGH THE LEADERSHIP OF CULTURALLY SPECIFIC PROGRAMS OFFERING SERVICES TO VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING; WORKING IN COOPERATION WITH THE COMMUNITY TO DEVELOP EDUCATION AND PREVENTION STRATEGIES HIGHLIGHTING CULTURALLY SPECIFIC ISSUES AND RESOURCES REGARDING VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING; AND PROVIDING CULTURALLY SPECIFIC RESOURCES AND SERVICES THAT ADDRESS THE SAFETY, ECONOMIC, HOUSING, AND WORKPLACE NEEDS OF VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, OR STALKING, INCLUDING EMERGENCY ASSISTANCE. THE RACIAL EQUITY ACTION PROJECT WILL SERVE AMERICAN INDIAN WOMEN WITHIN THE URBAN AMERICAN INDIAN COMMUNITY OF MINNEAPOLIS/ST. PAUL, MINNESOTA. THE PROJECT WILL ADDRESS THE FOLLOWING PRIORITY AREAS: PRIORITY AREA 1 - ADVANCING RACIAL EQUITY AND PRIORITY AREA 2: STRENGTHENING EFFORTS TO PREVENT AND END SEXUAL ASSAULT. SPECIFIC ACTIVITIES WILL INCLUDE: CULTURAL CASE MANAGEMENT, MONTHLY CULTURAL SUPPORT GROUPS, SEASONAL FIELD TRIPS TO SACRED SITES AND CEREMONIES, AND ONE ANNUAL HEALING RETREAT IN NORTHERN MINNESOTA EACH YEAR. FINDING HOME BY HONORING OUR RELATIONSHIP WITH MOTHER NATURE - FINDING HOME BY HONORING OUR RELATIONSHIP WITH MOTHER NATURE OBJECTIVE: BY THE END OF YEAR 3, A MINIMUM OF 70 AMERICAN INDIAN AND ALASKA NATIVE COMMUNITY MEMBERS (YOUTH, ADULTS, AND ELDERS) WILL HAVE PARTICIPATED IN NAICCO OUTDOORS PROGRAMMING, WITH A MINIMUM OF 85% INDICATING AN INCREASED INTEREST, CONFIDENCE, AND KNOWLEDGE IN FISHING (ROD/REEL) AND GATHERING INDIGENOUS FOODS/MEDICINES. SUMMARY: THE NATIVE AMERICAN INDIAN CENTER OF CENTRAL OHIO (NAICCO) PROPOSES "FINDING HOME BY HONORING OUR RELATIONSHIP WITH MOTHER NATURE," A THREE-YEAR PROJECT FOCUSED ON CREATING LASTING CONNECTIONS TO OHIO THROUGH HANDS-ON OUTDOOR ACTIVITIES. THE PROJECT WILL IMPLEMENT NAICCO OUTDOORS PROGRAMMING TO TEACH FISHING SKILLS AND TRADITIONAL FOOD/MEDICINE GATHERING PRACTICES TO 70 PARTICIPANTS. THROUGH EXPOSURE TO THESE ACTIVITIES - GUIDED BY LOCAL EXPERTS AND KNOWLEDGE HOLDERS FROM VARIOUS TRIBAL NATIONS - PARTICIPANTS WILL DEVELOP PRACTICAL SKILLS WHILE BUILDING MEANINGFUL RELATIONSHIPS WITH THE NATURAL ENVIRONMENT. THE PROJECT AIMS TO FOSTER A RECIPROCAL RELATIONSHIP BETWEEN PARTICIPANTS AND NATURE, INSTILLING A SENSE OF BELONGING AND PURPOSE. PROGRAMMING WILL PROGRESS FROM BEGINNER LEVEL INSTRUCTION TO ADVANCED SKILLS OVER THE THREE-YEAR PERIOD, INCORPORATING BOTH CONTEMPORARY AND TRADITIONAL APPROACHES TO HARVESTING AND GATHERING PRACTICES. THE SEXUAL ASSAULT SERVICES CULTURALLY SPECIFIC PROGRAM (SAS CULTURALLY SPECIFIC PROGRAM) WAS CREATED BY THE VIOLENCE AGAINST WOMEN AND DEPARTMENT OF JUSTICE REAUTHORIZATION ACT OF 2005 (VAWA 2005), 34 U.S.C. § 12511(C), AND IS PART OF THE FIRST FEDERAL FUNDING STREAM SOLELY DEDICATED TO THE PROVISION OF DIRECT INTERVENTION AND RELATED ASSISTANCE FOR VICTIMS OF SEXUAL ASSAULT. INTERVENTION AND RELATED ASSISTANCE INCLUDE ADVOCACY, ACCOMPANIMENT (E.G., ACCOMPANYING VICTIMS TO COURT, MEDICAL FACILITIES, POLICE DEPARTMENTS, ETC.), CRISIS INTERVENTION AND SUPPORT SERVICES, AND REFERRALS, AMONG OTHER SERVICES. UNDER THIS PROGRAM, SUCH SERVICES MAY BE PROVIDED TO ADULT, YOUTH, AND CHILD VICTIMS OF SEXUAL ASSAULT, FAMILY AND HOUSEHOLD MEMBERS OF SUCH VICTIMS, AND THOSE COLLATERALLY AFFECTED BY THE VICTIMIZATION. SURVIVORS OF SEXUAL ASSAULT FROM CULTURALLY SPECIFIC COMMUNITIES FREQUENTLY CONFRONT UNIQUE CHALLENGES WHEN SEEKING ASSISTANCE, SUCH AS LINGUISTIC AND CULTURAL BARRIERS. CULTURALLY SPECIFIC COMMUNITY-BASED ORGANIZATIONS ARE MORE LIKELY TO UNDERSTAND THESE CHALLENGES BECAUSE THEY ARE FAMILIAR WITH THE CULTURE, LANGUAGE, AND BACKGROUND OF VICTIMS FROM THEIR COMMUNITIES, WHO IN TURN ARE MORE INCLINED TO SEEK SERVICES FROM SUCH ORGANIZATIONS. THE MINNEAPOLIS AMERICAN INDIAN CENTERS PROPOSED TRIBAL LIAISON PROJECT FOR OUT-OF-STATE TRIBES IS ESSENTIAL FOR HELPING THE STATE AND HENNEPIN COUNTY TO ADDRESS THE DISPROPORTIONALITIES IN INDIAN CHILDREN IN THE FOSTER CARE SYSTEM, BY CREATING AND MAINTAINING CONNECTIONS TO OUT-OF-STATE TRIBES, WHOSE TRIBAL MEMBERS ARE INVOLVED IN THE CHILD WELFARE SYSTEM, AND HELPING TO ENSURE THAT THE TRIBES ARE ABLE TO PROVIDE INPUT AND RECOMMENDATIONS TO THE COURT ON PLACEMENTS AND SERVICES. OUR URBAN, NATIVE COMMUNITY THAT THE ICWA-PRIMARY GRANT COVERS IS DIVERSE WITH MORE THAN 40 TRIBAL AFFILIATIONS REPRESENTED. THE TRIBAL LIAISONS FOR THE ICWA PRIMARY GRANT SERVE NATIVE, LOW-INCOME CASES, IN THE METROPOLITAN AREA INCLUDING MINNEAPOLIS (HENNEPIN COUNTY). BECAUSE MOST OF THE MINNESOTA TRIBES PROVIDE TRIBAL ASSISTANCE FOR THEIR TRIBAL MEMBERS INVOLVED IN CHILD WELFARE CASES, OUR AGENCY FOCUSES ON THE MANY FAMILIES IN THE CHILD PROTECTION SYSTEM WHOSE TRIBES ARE OUT OF STATE. TO DATE, THE MINNEAPOLIS AMERICAN INDIAN CENTERS ICW PROGRAM HAS WORKED WITH OVER 75 NON-MINNESOTA TRIBES, MAKING THIS PROGRAM NOT ONLY AN IMPORTANT RESOURCE FOR MINNESOTAS TRIBES, BUT ALSO FOR TRIBES FROM ACROSS THE COUNTRY-- FROM ALASKA TO ARIZONA, MONTANA TO MISSISSIPPI. MOST OF THE CASES WE WORK WITH INVOLVE MEMBERS FROM NORTH SOUTH DAKOTA TRIBES FOR WHOM WE HAVE BLANKET AUTHORIZATIONS TO WORK WITH ALL OF THEIR TRIBAL MEMBERS WHO COME THROUGH THE SYSTEM, BUT WE ALSO HAVE HAD CASE-SPECIFIC AUTHORIZATIONS FROM ANOTHER 23 TRIBES IN THE PAST FEW YEARS. CASES INVOLVING OUT OF STATE TRIBES ARE REFERRED TO THE MINNEAPOLIS AMERICAN INDIAN CENTER BY HENNEPIN COUNTY AS THEY COME INTO THE COURT SYSTEM THE MAIC TRIBAL LIAISONS CONTACT THE TRIBES TO DETERMINE IF THEY WOULD LIKE ASSISTANCE ON THE CASE. THE TRIBAL LIAISON THEN ATTENDS THE HEARINGS, HELPS THE FAMILY UNDERSTAND WHAT IS GOING ON IN THE COURT PROCESS AND HOW THEY CAN WORK TOWARDS A BETTER OUTCOME BY ENGAGING WITH THEIR CASE PLAN. THE TRIBAL LIAISON ADVOCATES FOR THE FAMILY AND TRIBE IN COURT, AND CONVEYS THE RECOMMENDATION AND REQUESTS OF THE TRIBE. THROUGH THE PROPOSED PROJECT, WE WILL PROVIDE TRIBAL LIAISON SERVICES TO APPROXIMATELY 75 FAMILIES INVOLVED IN THE CHILD WELFARE SYSTEM EACH YEAR. THESE FAMILIES HAVE CHILDREN INVOLVED IN CHILD WELFARE ACTIONS WHO ARE MEMBERS OF OUT-OF-STATE TRIBES OR ARE ELIGIBLE FOR MEMBERSHIP IN THOSE TRIBES. WE ESTIMATE THAT IN A GIVEN YEAR, WE WILL WORK WITH 25-30 DIFFERENT TRIBES.
