THE PURPOSE OF THE PROJECT IS TO AFFIRMATIVELY FURTHER FAIR HOUSING, SPECIFICALLY TO INCREASE AWARENESS OF FAIR HOUSING RIGHTS AND RESPONSIBILITIES, TO PREVENT AND ELIMINATE ILLEGAL HOUSING DISCRIMINATION AND HOUSING DISPARITIES, AND TO PROMOTE COMPLIANCE WITH FAIR HOUSING LAWS. THE PRIMARY SERVICE AREA INCLUDES THE COUNTIES OF ALLEGAN, GRAND TRAVERSE, ISABELLA, IONIA, KENT, MUSKEGON, MECOSTA, MONTCALM, NEWAYGO, OCEANA, OSCEOLA AND OTTAWA. THE FHCWM WILL ALSO EXPAND FAIR HOUSING SERVICES TO A SECONDARY SERVICE AREA INCLUDING AN ADDITIONAL 26 COUNTIES WITHIN THE NORTHERN PORTION OF THE STATE OF MICHIGAN; ACTIVITIES TO BE PERFORMED: FHCWM WILL WORK WITHIN ALL ASPECTS (I.E. SALES, RENTAL, LENDING, ETC.) OF THE HOUSING MARKET TO PROVIDE FAIR HOUSING ENFORCEMENT AND RELATED SERVICES TO PEOPLE WITHIN ALL FEDERALLY PROTECTED CLASSES, INCLUDING MINORITY POPULATIONS, PERSONS WITH LIMITED ENGLISH PROFICIENCY, FAMILIES WITH CHILDREN, AND PERSONS WITH DISABILITIES. FHCWM WILL UNDERTAKE ACTIVITIES SPECIFICALLY TARGETED TOWARD EXPANDING UPON PREVIOUS FHIP FUNDED ACTIVITIES AND CONDUCTING SYSTEMIC INVESTIGATIONS OF HOUSING DISCRIMINATION. THIS PROJECT WILL ENFORCE COMPLIANCE OF THE FAIR HOUSING ACT, DETECT, ADDRESS AND REMOVE SYSTEMIC BARRIERS TO FAIR HOUSING CHOICE AND EQUAL HOUSING OPPORTUNITY, PROMOTE INCLUSIVE PATTERNS OF HOUSING OCCUPANCY, AND EDUCATE THOSE IN THE SERVICE AREA ON FAIR HOUSING RIGHTS AND RESPONSIBILITIES. B. ACTIVITIES TO BE PERFORMED • PROVIDE FAIR HOUSING ENFORCEMENT SERVICES, INCLUDING PROCESSING OVER 270 ALLEGATIONS, COUNSELING, COMPLAINT MEDIATION/CONCILIATION, ASSISTING OVER 60 PEOPLE WITH REASONABLE ACCOMMODATION/MODIFICATION REQUESTS, ATTORNEY REFERRALS, FILING COMPLAINTS WITH HUD/MDCR, CONCILIATING CASES, RESULTING IN ALL CASES BEING RESOLVED TO ENSURE EQUAL HOUSING OPPORTUNITY; • PROVIDE FOR COMPREHENSIVE TESTING AND NON-TESTING INVESTIGATION, INCLUDING RECRUITING AND TRAINING AT LEAST 45 TESTERS; CONDUCTING OVER 300 TEST PARTS IN THE AREAS OF RENTAL, SALES, LENDING, APPRAISAL, OR OTHER HOUSING TRANSACTIONS; INITIATING AT LEAST 48 SYSTEMIC HOUSING INVESTIGATIONS; • PARTNER WITH LOCAL AND NATIONAL FAIR HOUSING ORGANIZATIONS; LOCAL GOVERNMENTS AND AGENCIES; HUD; FAITH BASED AND GRASS ROOTS ORGANIZATIONS; COMMUNITY MEMBERS AND GROUPS; PUBLIC AND PRIVATE HOUSING PROVIDERS; THE HOME BUILDING INDUSTRY; AND THE MICHIGAN DEPARTMENT OF CIVIL RIGHTS (THE ONLY FHAP IN MICHIGAN) TO PROVIDE TECHNICAL ASSISTANCE AND GUIDANCE, PROMOTE KNOWLEDGE SHARING AND CAPACITY BUILDING, INCREASE COMPLIANCE WITH FAIR HOUSING LAWS, AND AFFIRMATIVELY FURTHER FAIR HOUSING; AND • COMPLETE PARTNERSHIP ACTIVITIES, PROVIDE FAIR HOUSING INFORMATION, GUIDANCE AND BEST PRACTICES BY WAY OF FAIR HOUSING EDUCATION, OUTREACH, TRAINING, PUBLICATIONS, DOCUMENTS, AND A WEBSITE TO RESULTING IN INCREASED AWARENESS OF AND ACCESS TO FAIR HOUSING RIGHTS, SERVICES, AND PRACTICES; EXPECTED OUTCOMES: EXPECTED OUTCOMES ALL EXPECTED OUTCOMES SERVE TO AFFIRMATIVELY FURTHER FAIR HOUSING. THIS INCLUDES ACTIVITIES THAT DIRECTLY SERVE TO INCREASE AWARENESS OF FAIR HOUSING RIGHTS AND RESPONSIBILITIES, PREVENT AND ELIMINATE ILLEGAL HOUSING DISCRIMINATION AND HOUSING DISPARITIES, INCREASE FAIR HOUSING ACCESS, AND PROMOTE COMPLIANCE WITH FAIR HOUSING LAWS. THIS INCLUDES, BUT IS NOT LIMITED TO, THE FOLLOWING OUTCOMES: PEOPLE RECEIVE INFORMATION ABOUT FAIR HOUSING LAWS, CASES RESOLVED FOR PEOPLE, REASONABLE ACCOMMODATIONS (RAS) OR REASONABLE MODIFICATIONS (RMS) GRANTED FOR PEOPLE, HOUSING PROVIDER ATTENDS FAIR HOUSING TRAINING, HOUSING PROVIDER MODIFIES BUSINESS PRACTICES TO COMPLY WITH FH LAWS, PEOPLE RETAIN SAFE AFFORDABLE HOUSING, PEOPLE OBTAIN SAFE AFFORDABLE HOUSING, AND HOUSING UNITS OPENED UP FROM DISCRIMINATION.; INTENDED BENEFICIARIES: INTENDED BENEFICIARIES THIS COMPREHENSIVE, FULL-SERVICE, BROAD-BASED FAIR HOUSING PROJECT HAS A WIDE RANGE OF INTENDED BENEFICIARIES THROUGHOUT A DIVERSE 38-COUNTY SERVICE AREA. (4) DEVELOP AND DISTRIBUTE MATERIALS TO INCREASE THE GENERAL PUBLIC’S KNOWLEDGE OF FAIR HOUSING LAWS SURROUNDING THE HOUSING FINANCE SYSTEM. (5) PARTNER WITH AT LEAST 3 AGENCIES/ORGANIZATIONS IN ORDER TO CONDUCT OUTREACH TO UNDERSERVED POPULATIONS, INCLUDING MATERIAL DISTRIBUTION, WITH PARTICULAR EMPHASIS ON ORGANIZATIONS WHO SERVE PROSPECTIVE LOW-INCOME HOMEOWNERS. (6) COMPLETE INTAKE ON AND INVESTIGATE ALLEGATIONS, INCLUDING CONDUCTING PRELIMINARY INVESTIGATIONS AND TESTING WHERE APPROPRIATE; PURSUE ENFORCEMENT ACTIONS; AND PURSUE MERITORIOUS CLAIMS THROUGH PRIVATE SETTLEMENT, LITIGATION, OR REFERRAL TO ADMINISTRATIVE ENFORCEMENT AGENCIES. THIS WILL INCLUDE: AT LEAST 3 NEW FAIR HOUSING RIGHTS TRAININGS/WORKSHOPS ON RACE-BASED DISCRIMINATION FOR BLACK, LATINX, AND INDIGENOUS POPULATIONS; AT LEAST 4 NEW TRAININGS/CURRICULA FOR YOUTH/FAMILIES IN RACIALLY SEGREGATED NEIGHBORHOODS AND/OR SCHOOLS, INCLUDING INFORMATION ABOUT FHCWM’S REFERRAL PROCESS; AND AT LEAST 3 NEW PRACTICAL TRAININGS FOCUSED ON FAIR HOUSING LAWS AND BEST PRACTICES IN DEVELOPMENT OF AFFORDABLE, INCLUSIVE HOUSING FOR STAKEHOLDERS INVOLVED IN THE CREATION AND/OR LOCATION OF HOUSING DEVELOPMENTS (NEIGHBORHOOD ASSOCIATIONS, COMMUNITY ORGANIZERS, HOUSING INDUSTRY AND GOVERNMENT REPRESENTATIVES, ETC.). • DEVELOP AND DISSEMINATE AT LEAST 6 BROCHURES/MATERIALS/PSAS, INCLUDING FACT SHEETS THAT EDUCATE HOUSING CONSUMERS AND ENHANCE KNOWLEDGE OF THE FAIR HOUSING ACT FOR THE HOUSING INDUSTRY. THESE MATERIALS WILL BE PROVIDED TO AT LEAST 500 PERSONS AND ADDRESS THE BARRIERS AND ISSUES THAT ARISE WHEN PEOPLE PROTECTED UNDER THE FAIR HOUSING ACT EXERCISE THEIR RIGHTS AS WELL AS THOSE ADDRESSED BY RECENT HUD GUIDANCE. • CONDUCT DIRECT FAIR HOUSING OUTREACH AND DISSEMINATE SAID MATERIALS TO AT LEAST 200 PERSONS/ AGENCIES WHO ARE/SERVE HISTORICALLY MARGINALIZED/UNDERSERVED COMMUNITIES, FOCUSING ON RACE AND DISABILITY PROTECTIONS (INCLUDING THOSE AT RISK, IN, OR LEAVING INSTITUTIONALIZED SETTINGS) TO ENSURE MEANINGFUL ACCESS TO INFORMATION, INCLUDING TRANSLATED AND ELECTRONICALLY ACCESSIBLE MATERIALS, ON FAIR HOUSING RIGHTS AND PROTECTIONS AND ASSIST IN ENDING DISCRIMINATORY PRACTICES. FHCWM WILL MAINTAIN A PROTOCOL FOR REFERRAL OF COMPLAINTS OF DISCRIMINATION TO HUD AND/OR THE MICHIGAN DEPARTMENT OF CIVIL RIGHTS (MICHIGAN’S ONLY FHAP AGENCY).; EXPECTED OUTCOMES: EXPECTED OUTCOMES: FHCWM ANTICIPATES ACHIEVING THE FOLLOWING OUTCOMES: 20 INQUIRIES RECEIVED REGARDING HOUSING DISCRIMINATION AND OTHER FAIR HOUSING ISSUES AS A RESULT OF ALL PROGRAM ACTIVITIES; 60 COMMUNITY MEMBERS/MEMBERS OF PROTECTED CLASSES THAT RECEIVE FAIR HOUSING RIGHTS INFORMATION WITH AT LEAST 75% OF COMPLETED EVALUATIONS INDICATING INCREASES IN KNOWLEDGE AND INTENT TO USE INFORMATION LEARNED; 45 STUDENT/COMMUNITY MEMBERS OF PROTECTED CLASSES THAT RECEIVE FAIR HOUSING RIGHTS INFORMATION WITH AT LEAST 75% OF COMPLETED EVALUATIONS INDICATING INCREASES IN KNOWLEDGE; 45 PERSONS (STAKEHOLDERS) IN INVOLVED IN HOUSING DEVELOPMENTS RECEIVE APPLICABLE TRAINING WITH AT LEAST 80% OF COMPLETED EVALUATIONS INDICATING INCREASES IN KNOWLEDGE/SKILL AND INTENT TO USE INFORMATION LEARNED; AT LEAST 500 PEOPLE RECEIVE COMMONLY THEMED FAIR HOUSING MATERIALS IN PRINT OR ONLINE; 200 PEOPLE AND/OR AGENCIES RECEIVE APPROPRIATE FAIR HOUSING INFORMATION APPLICABLE TO THEIR FAIR HOUSING RIGHTS AND PROTECTIONS; AND 3 STAFF MEMBERS INDICATE INCREASED KNOWLEDGE AND CAPACITY TO AFFIRMATIVELY FURTHER FAIR HOUSING; INTENDED BENEFICIARIES: INTENDED BENEFICIARIES: FHCWM PROPOSES TO PROVIDE COMPREHENSIVE FAIR HOUSING EDUCATION AND OUTREACH SERVICES THROUGHOUT A GEOGRAPHIC AREA OF 38 COUNTIES IN WEST AND NORTHERN MICHIGAN AS WELL AN ADDITIONAL 21 COUNTIES BY PROVIDING UNIQUE FAIR HOUSING EDUCATION SERVICES TO HOUSING PROFESSIONALS NOT PROVIDED BY ANY OTHER FHO OR QFHO AS NEEDED ON DEMAND. PURPOSE: PURPOSE THE FAIR HOUSING CENTER OF WEST MICHIGAN (FHCWM), A QUALIFIED FAIR HOUSING ORGANIZATION (QFHO), PROPOSES TO PROVIDE COMPREHENSIVE, FULL-SERVICE, BROAD-BASED FAIR HOUSING ENFORCEMENT SERVICES THROUGHOUT A PRIMARY 12-COUNTY SERVICE AREA IN WEST MICHIGAN. THE PURPOSE OF THE PROJECT IS TO AFFIRMATIVELY FURTHER FAIR HOUSING, SPECIFICALLY TO INCREASE AWARENESS OF FAIR HOUSING RIGHTS AND RESPONSIBILITIES, TO PREVENT AND ELIMINATE ILLEGAL HOUSING DISCRIMINATION AND HOUSING DISPARITIES, AND TO PROMOTE COMPLIANCE WITH FAIR HOUSING LAWS. THE PRIMARY SERVICE AREA INCLUDES THE COUNTIES OF ALLEGAN, GRAND TRAVERSE, ISABELLA, IONIA, KENT, MUSKEGON, MECOSTA, MONTCALM, NEWAYGO, OCEANA, OSCEOLA AND OTTAWA. THE FHCWM WILL ALSO EXPAND FAIR HOUSING SERVICES TO A SECONDARY SERVICE AREA INCLUDING AN ADDITIONAL 26 COUNTIES WITHIN THE NORTHERN PORTION OF THE STATE OF MICHIGAN; ACTIVITIES TO BE PERFORMED: FHCWM WILL WORK WITHIN ALL ASPECTS (I.E. SALES, RENTAL, LENDING, ETC.) OF THE HOUSING MARKET TO PROVIDE FAIR HOUSING ENFORCEMENT AND RELATED SERVICES TO PEOPLE WITHIN ALL FEDERALLY PROTECTED CLASSES, INCLUDING MINORITY POPULATIONS, PERSONS WITH LIMITED ENGLISH PROFICIENCY, FAMILIES WITH CHILDREN, AND PERSONS WITH DISABILITIES. FHCWM WILL UNDERTAKE ACTIVITIES SPECIFICALLY TARGETED TOWARD EXPANDING UPON PREVIOUS FHIP FUNDED ACTIVITIES AND CONDUCTING SYSTEMIC INVESTIGATIONS OF HOUSING DISCRIMINATION. THIS PROJECT WILL ENFORCE COMPLIANCE OF THE FAIR HOUSING ACT, DETECT, ADDRESS AND REMOVE SYSTEMIC BARRIERS TO FAIR HOUSING CHOICE AND EQUAL HOUSING OPPORTUNITY, PROMOTE INCLUSIVE PATTERNS OF HOUSING OCCUPANCY, AND EDUCATE THOSE IN THE SERVICE AREA ON FAIR HOUSING RIGHTS AND RESPONSIBILITIES. B. ACTIVITIES TO BE PERFORMED • PROVIDE FAIR HOUSING ENFORCEMENT SERVICES, INCLUDING PROCESSING OVER 270 ALLEGATIONS, COUNSELING, COMPLAINT MEDIATION/CONCILIATION, ASSISTING OVER 60 PEOPLE WITH REASONABLE ACCOMMODATION/MODIFICATION REQUESTS, ATTORNEY REFERRALS, FILING COMPLAINTS WITH HUD/MDCR, CONCILIATING CASES, RESULTING IN ALL CASES BEING RESOLVED TO ENSURE EQUAL HOUSING OPPORTUNITY; • PROVIDE FOR COMPREHENSIVE TESTING AND NON-TESTING INVESTIGATION, INCLUDING RECRUITING AND TRAINING AT LEAST 45 TESTERS; CONDUCTING OVER 300 TEST PARTS IN THE AREAS OF RENTAL, SALES, LENDING, APPRAISAL, OR OTHER HOUSING TRANSACTIONS; INITIATING AT LEAST 48 SYSTEMIC HOUSING INVESTIGATIONS; • PARTNER WITH LOCAL AND NATIONAL FAIR HOUSING ORGANIZATIONS; LOCAL GOVERNMENTS AND AGENCIES; HUD; FAITH BASED AND GRASS ROOTS ORGANIZATIONS; COMMUNITY MEMBERS AND GROUPS; PUBLIC AND PRIVATE HOUSING PROVIDERS; THE HOME BUILDING INDUSTRY; AND THE MICHIGAN DEPARTMENT OF CIVIL RIGHTS (THE ONLY FHAP IN MICHIGAN) TO PROVIDE TECHNICAL ASSISTANCE AND GUIDANCE, PROMOTE KNOWLEDGE SHARING AND CAPACITY BUILDING, INCREASE COMPLIANCE WITH FAIR HOUSING LAWS, AND AFFIRMATIVELY FURTHER FAIR HOUSING; AND • COMPLETE PARTNERSHIP ACTIVITIES, PROVIDE FAIR HOUSING INFORMATION, GUIDANCE AND BEST PRACTICES BY WAY OF FAIR HOUSING EDUCATION, OUTREACH, TRAINING, PUBLICATIONS, DOCUMENTS, AND A WEBSITE TO RESULTING IN INCREASED AWARENESS OF AND ACCESS TO FAIR HOUSING RIGHTS, SERVICES, AND PRACTICES; EXPECTED OUTCOMES: EXPECTED OUTCOMES ALL EXPECTED OUTCOMES SERVE TO AFFIRMATIVELY FURTHER FAIR HOUSING. PURPOSE: PURPOSE: FHANC REQUESTS FUNDING TO CONDUCT APPRAISAL, REDLINING, AND LENDING INVESTIGATIONS TO UNCOVER DISCRIMINATORY PRACTICES, AND TO PROVIDE COUNSELING, EDUCATION, AND TRAINING INITIATIVES TO PREVENT FORECLOSURES AND GUIDE MEMBERS OF PROTECTED CLASSES THROUGH THE HOMEOWNERSHIP PROCESS, OPENING DOORS TO CREDIT ACCESS AND HOUSING OPPORTUNITIES FOR MEMBERS OF PROTECTED CLASSES.; ACTIVITIES TO BE PERFORMED: THE ACTIVITIES PROPOSED IN THE PROJECT ARE DESIGNED TO MEET THE SPECIFIC NEEDS OF WEST MICHIGAN, AS IDENTIFIED ABOVE, AND ARE BASED ON THE EFFECTIVENESS OF FHCWM’S PAST EXPERIENCE. UNDER THIS PROJECT FHCWM WILL: (1) TRAIN STAFF ON ISSUES OF FAIR HOUSING, SPECIFICALLY RELATED TO THE HOUSING FINANCE SYSTEM; (2) PURCHASE TECHNOLOGY, IMPROVE DATABASES, PURCHASE SUBSCRIPTIONS, MAKE WORKSPACE IMPROVEMENTS, AND IMPROVE COMMUNICATION METHODS THAT WILL KEEP INVESTIGATIONS RELEVANT TO MODERN-DAY HOUSING TRANSACTIONS (3) RECRUIT, TRAIN, AND PAY NEW FAIR HOUSING TESTERS TO SERVE THE TRI-CITIES AND KENT COUNTY REGION. (4) DEVELOP AND DISTRIBUTE MATERIALS TO INCREASE THE GENERAL PUBLIC’S KNOWLEDGE OF FAIR HOUSING LAWS SURROUNDING THE HOUSING FINANCE SYSTEM. (5) PARTNER WITH AT LEAST 3 AGENCIES/ORGANIZATIONS IN ORDER TO CONDUCT OUTREACH TO UNDERSERVED POPULATIONS, INCLUDING MATERIAL DISTRIBUTION, WITH PARTICULAR EMPHASIS ON ORGANIZATIONS WHO SERVE PROSPECTIVE LOW-INCOME HOMEOWNERS. (6) COMPLETE INTAKE ON AND INVESTIGATE ALLEGATIONS, INCLUDING CONDUCTING PRELIMINARY INVESTIGATIONS AND TESTING WHERE APPROPRIATE; PURSUE ENFORCEMENT ACTIONS; AND PURSUE MERITORIOUS CLAIMS THROUGH PRIVATE SETTLEMENT, LITIGATION, OR REFERRAL TO ADMINISTRATIVE ENFORCEMENT AGENCIES. (7) CONDUCT AT LEAST 30 TEST PARTS TO GATHER INFORMATION AND EVIDENCE ON THE TREATMENT OF COMPARABLY QUALIFIED BLACK, HISPANIC, AND WHITE HOME SEEKERS IN THE HOUSING FINANCE SYSTEM (I.E. SALES, LENDING, APPRAISAL). (8) CONDUCT 3 SYSTEMIC INVESTIGATIONS OF ALLEGED DISCRIMINATION IN THE HOUSING FINANCE SYSTEM (I.E. SALES, LENDING, APPRAISAL).; EXPECTED OUTCOMES: EXPECTED OUTCOMES ALL EXPECTED OUTCOMES SERVE TO AFFIRMATIVELY FURTHER FAIR HOUSING.
