COMMUNITY PROJECT FUNDING/CONGRESSIONALLY DIRECTED SPENDING - CONSTRUCTION - DESCRIPTIVE TITLE OF APPLICANT'S PROJECT: INPATIENT BEHAVIORAL HEALTH PROGRAM AT MCLAREN NORTHERN MICHIGAN CHEBOYGAN CAMPUS PROJECT DIRECTOR CONTACT: ADDRESS: 416 CONNABLE AVE, PETOSKEY, MI 49770 PROJECT DIRECTOR NAME: LAURA DANIEL CONTACT PHONE NUMBERS (VOICE, FAX): 231-290-0462 EMAIL ADDRESS: LAURA.DANIEL@MCLAREN.ORG WEBSITE ADDRESS, IF APPLICABLE: HTTPS://WWW.MCLAREN.ORG/NORTHERN-MICHIGAN-FOUNDATION/MENTAL-HEALTH-AWARENESS-MONTH-NORTHERN-FOUNDATION PROJECT ABSTRACT: CONGRESSIONALLY DIRECTED SPENDING CONSTRUCTION PROJECT FUNDS WILL SUPPORT EQUIPMENT PURCHASES FOR AN 18-BED ADULT INPATIENT PSYCHIATRIC UNIT ON THE MCLAREN NORTHERN MICHIGAN CHEBOYGAN CAMPUS. THIS PROJECT ENCOMPASSES THE RENOVATION OF THE FORMER MEDICAL SURGICAL UNIT ON THE CHEBOYGAN CAMPUS SECOND FLOOR TO ACCOMMODATE AN 18-BED ADULT PSYCHIATRIC UNIT. NORTHERN MICHIGAN IS SEVERELY UNDERSERVED IN MENTAL HEALTH SERVICES. THE NORTHWEST COMMUNITY HEALTH INNOVATION REGION MENTAL HEALTH BLUEPRINT FOR ACTION FOUND THAT 25,500 INDIVIDUALS ACROSS NORTHWEST MICHIGAN HAVE A MENTAL HEALTH CHALLENGE AND 35% OF THOSE INDIVIDUALS ARE UNTREATED. OF MICHIGAN’S 2,287 ADULT INPATIENT PSYCHIATRIC BEDS, ONLY 32 ARE LOCATED IN THE MCLAREN NORTHERN MICHIGAN (MNM) SERVICE AREA. ADDITIONALLY, OUR AREA FACES A SIGNIFICANT SHORTAGE IN PSYCHIATRISTS AND MENTAL HEALTH PROVIDERS. ACCORDING TO THE HEALTH RESOURCES AND SERVICES ADMINISTRATION, WHILE APPROXIMATELY 17% OF THE U.S. POPULATION LIVES IN RURAL COMMUNITIES, ONLY 10% OF PHYSICIANS PRACTICE IN RURAL COMMUNITIES AND 55% OF MENTAL HEALTH PROFESSIONAL SHORTAGE AREAS ARE LOCATED IN NON-METROPOLITAN AREAS. A 2019 ALTARUM CONSULTING REPORT FOUND THAT THE ACCESS GAP FOR INDIVIDUALS EXPERIENCING ANY MENTAL HEALTH ILLNESS (AMI) IS APPROXIMATELY 14,500 INDIVIDUALS IN THE MCLAREN NORTHERN MICHIGAN PRIMARY SERVICE AREA. IN FISCAL YEAR 2021, MCLAREN NORTHERN MICHIGAN SERVED 1,093 BEHAVIORAL HEALTH PATIENTS WITHIN THE TWO EMERGENCY ROOMS (CHEBOYGAN A ND PETOSKEY CAMPUSES). OF THOSE PATIENTS, 89% ARE ADULTS AND 11% ARE CHILDREN (21 AND UNDER); 47% ARE LOW INCOME BASED ON MEDICAID ELIGIBILITY; AND AT LEAST 24% ARE 65 OR OLDER BASED ON MEDICARE ENROLLMENT. ON AVERAGE, 2.5 PATIENTS WITH EMERGENT BEHAVIORAL HEALTH NEEDS ARE HELD IN A MNM EMERGENCY DEPARTMENT (ED) DAILY. PATIENTS OFTEN REQUIRE MULTIPLE OVERNIGHT STAYS WHILE ED STAFF TRY TO FIND PROPER PLACEMENT. PATIENT PLACEMENT IS A SIGNIFICANT CHALLENGE AND PATIENTS HAVE BEEN SENT AS FAR NORTH AS MARQUETTE, AS FAR SOUTH AS DETROIT AND OCCASIONALLY, OUT OF STATE. THIS ADDS AN ADDITIONAL BURDEN TO THE PATIENT AND THEIR SUPPORT SYSTEM. TO ADDRESS THE GROWING NEED FOR BEHAVIORAL HEALTH SERVICES IN OUR REGION, AND TO ASSURE A SAFE PLACE FOR PATIENTS WHO NEED THE HEALING AND SUPPORT OF AN INPATIENT ROOM, MCLAREN NORTHERN MICHIGAN IS DEVELOPING AN INPATIENT PSYCHIATRIC PROGRAM ON THE CHEBOYGAN CAMPUS. THE 18-BED ADULT INPATIENT PSYCHIATRIC UNIT WILL OFFER A HEALING ENVIRONMENT FOR INDIVIDUALS EXPERIENCING MENTAL HEALTH RELATED DISORDERS, INCLUDING DEPRESSION, ANXIETY, BIPOLAR DISORDER, AND THOUGHT DISORDERS, SUCH AS SCHIZOPHRENIA. FORMERLY A MEDICAL-SURGICAL UNIT, THE NOW VACANT HOSPITAL ROOMS OF THE CHEBOYGAN CAMPUS WILL REQUIRE A COMPLETE RENOVATION IN ORDER TO TRANSITION THE SPACE TO A SAFE, WELL DESIGNED, AND HEALING ENVIRONMENT. THE ADULT INPATIENT UNIT INCLUDES 18 INPATIENT BEDS AND WILL OFFER A HEALING ENVIRONMENT FOR INDIVIDUALS EXPERIENCING MENTAL HEALTH RELATED DISORDERS INCLUDING DEPRESSION, ANXIETY, BIPOLAR DISORDER, AND THOUGHT DISORDERS, SUCH AS SCHIZOPHRENIA. PATIENTS WILL BE MEDICALLY SCREENED IN EMERGENCY ROOMS THROUGHOUT NORTHERN MICHIGAN AND DIRECTLY TRANSFERRED INTO THE UNIT. THE 18-BED UNIT IS PROJECTED TO PROVIDE 4,015 PROGRAM DAYS ANNUALLY.
