BUILDING ON PAST SUCCESSES AS PART OF VARIOUS MULTI-SECTOR COLLABORATIVE EFFORTS FOR IPV PREVENTION WE FOCUS OUR PREVENTION WORK ON A SURVIVOR-CENTERED, INTERSECTIONAL, AND TRAUMA-INFORMED FRAMEWORK, AND STAY CURRENT WITH METHODS AND RESEARCH REGARDING BEST-PRACTICES IN PREVENTING VIOLENCE IN MARGINALIZED, UNDERSERVED, AND RURAL COMMUNITIES. OUR GOAL OF ADVANCING HEALTH EQUITY THROUGH ADDRESSING DISPARITIES IN MICHIGAN’S COMMUNITIES WILL BE DONE THROUGH THE SIX DATA-DRIVEN AND COMMUNITY AND SOCIETAL-LEVEL APPROACHES AND STRATEGIES WITHIN FOUR POLICY AND PROGRAM EFFORTS WE ARE PLANNING TO IMPLEMENT AND EVALUATE. PRIMARY OBJECTIVE: THIS APPLICATION WAS DEVELOPED WITH THE INTENT OF UNDERSTANDING AND INCREASING CURRENT PREVENTION CAPACITY ACROSS MCEDSV, KEY STAKEHOLDERS, AND PARTNERS. THIS WILL BE ACCOMPLISHED BY IMPLEMENTING A PRIMARY PREVENTION CAPACITY ASSESSMENT (PPCA) TO DETERMINE THE CURRENT CAPACITY TO ENHANCE AND EXPAND PRIMARY PREVENTION AND HEALTH EQUITY WORK. MICHIGAN DELTA AHEAD - THE MICHIGAN COALITION TO END DOMESTIC AND SEXUAL VIOLENCE (MCEDSV) IS PROPOSING TO IMPLEMENT APPROACHES TOWARD THE PRIMARY PREVENTION OF IPV THAT REFLECT THE OUTER LAYERS OF THE SOCIAL ECOLOGICAL MODEL (SEM) AND TO ADDRESS SOCIAL DETERMINANTS OF HEALTH (SDOH) AT THE COMMUNITY AND SOCIETAL LEVELS OF THE SEM. USING EVIDENCE-INFORMED STRATEGIES, MCEDSV WILL WORK TO REDUCE RISK FACTORS FOR AND INCREASE PROTECTIVE FACTORS AGAINST IPV PERPETRATION. BUILDING ON PAST SUCCESSES AS PART OF VARIOUS MULTI-SECTOR COLLABORATIVE EFFORTS FOR IPV PREVENTION WE FOCUS OUR PREVENTION WORK ON A SURVIVOR-CENTERED, INTERSECTIONAL, AND TRAUMA-INFORMED FRAMEWORK, AND STAY CURRENT WITH METHODS AND RESEARCH REGARDING BEST-PRACTICES IN PREVENTING VIOLENCE IN MARGINALIZED, UNDERSERVED, AND RURAL COMMUNITIES. OUR GOAL OF ADVANCING HEALTH EQUITY THROUGH ADDRESSING DISPARITIES IN MICHIGAN’S COMMUNITIES WILL BE DONE THROUGH THE SIX DATA-DRIVEN AND COMMUNITY AND SOCIETAL-LEVEL APPROACHES AND STRATEGIES WITHIN FOUR POLICY AND PROGRAM EFFORTS WE ARE PLANNING TO IMPLEMENT AND EVALUATE. THE INTERRELATED RISK AND PROTECTIVE FACTORS WE INTEND TO ADDRESS INCLUDE IPV SANCTIONS, GENDER NORMS AND INEQUITY, NORMS THAT SUPPORT AGGRESSION, UNEMPLOYMENT AND ECONOMIC OPPORTUNITY, POVERTY, AND COLLECTIVE NEIGHBORHOOD EFFICACY. LEGAL ASSISTANCE IS ASSISTANCE IN: A) DIVORCE, PARENTAL RIGHTS, CHILD SUPPORT, TRIBAL, TERRITORIAL, IMMIGRATION, EMPLOYMENT, ADMINISTRATIVE AGENCY, HOUSING, CAMPUS, EDUCATION, HEALTHCARE, PRIVACY, CONTRACT, CONSUMER, CIVIL RIGHTS, PROTECTION OR OTHER INJUNCTIVE PROCEEDINGS, RELATED ENFORCEMENT PROCEEDINGS, AND OTHER SIMILAR MATTERS; B) CRIMINAL JUSTICE INVESTIGATIONS, PROSECUTIONS, AND POST-CONVICTION MATTERS (INCLUDING SENTENCING, PAROLE, AND PROBATION) THAT IMPACT THE VICTIMS SAFETY, PRIVACY, OR OTHER INTERESTS AS A VICTIM; C) ALTERNATIVE DISPUTE RESOLUTION, RESTORATIVE PRACTICES, OR OTHER PROCESSES INTENDED TO PROMOTE VICTIM SAFETY, PRIVACY, AND AUTONOMY, AND OFFENDER ACCOUNTABILITY, REGARDLESS OF COURT INVOLVEMENT; OR D) POST-CONVICTION RELIEF PROCEEDINGS IN STATE, LOCAL, TRIBAL, OR TERRITORIAL COURT WITH RESPECT TO A CONVICTION OF A VICTIM RELATING TO OR ARISING FROM DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, STALKING, OR SEX TRAFFICKING VICTIMIZATION OF THE VICTIM. THROUGH THIS CONTINUATION LEGAL ASSISTANCE FOR VICTIMS PROJECT, THE MICHIGAN COALITION TO END DOMESTIC AND SEXUAL VIOLENCE WILL PROVIDE LEGAL REPRESENTATION AND ADVOCACY TO SURVIVORS OF SEXUAL ASSAULT (WITH A PROJECT FOCUS ON NON-INTIMATE PARTNER SEXUAL ASSAULT). LEGAL SERVICES WILL INCLUDE HOUSING, PROTECTION ORDERS, CREDIT RESTORATION, FAMILY LAW, EDUCATION ADVOCACY (INCLUDING TITLE IX), AND PRIVACY. SURVIVORS ARE SERVED THROUGHOUT THE STATE OF MICHIGAN, WITH A SPECIAL FOCUS ON NATIVE AMERICAN SURVIVORS AND SURVIVORS IN THE CITY OF DETROIT. THIS PROJECT WILL ADDRESS PRIORITY AREA 2: INCREASING LEGAL SERVICES TO VICTIMS OF SEXUAL ASSAULT. THE TRAINING AND SERVICES TO END VIOLENCE AND ABUSE AGAINST WOMEN WITH DISABILITIES AND DEAF PEOPLE GRANT PROGRAM (DISABILITY PROGRAM) IS AUTHORIZED BY 34 U.S.C. 20122. THE GOAL OF THE DISABILITY GRANT PROGRAM IS TO CREATE SUSTAINABLE CHANGE WITHIN AND BETWEEN ORGANIZATIONS THAT IMPROVES THE RESPONSE TO INDIVIDUALS WITH DISABILITIES AND DEAF INDIVIDUALS WHO ARE VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING, AND TO HOLD PERPETRATORS OF SUCH CRIMES ACCOUNTABLE. THE MICHIGAN COALITION TO END DOMESTIC AND SEXUAL VIOLENCE WILL COLLABORATE WITH THE MICHIGAN DISABILITY RIGHTS COALITION TO STRENGTH PARTNERSHIPS AND ESTABLISH A MULTIDISCIPLINARY COLLABORATIVE TEAM (TEAM); INCREASE ORGANIZATIONAL CAPACITY TO PROVIDE ACCESSIBLE, SAFE, AND EFFECTIVE SERVICES TO INDIVIDUALS WITH DISABILITIES AND DEAF INDIVIDUALS WHO ARE VICTIMS OF VIOLENCE AND ABUSE; IDENTIFY NEEDS WITHIN THE GRANTEES ORGANIZATION AND/OR SERVICE AREA; AND DEVELOP A PLAN THAT ADDRESSES THOSE IDENTIFIED NEEDS AND BUILDS A STRONG FOUNDATION FOR FUTURE WORK. THE PERIOD OF PERFORMANCE IS SEPARATED INTO TWO PHASES: 1) THE PLANNING AND DEVELOPMENT PHASE AND 2) THE IMPLEMENTATION PHASE. DURING THE PLANNING AND DEVELOPMENT PHASE, EACH TEAM WILL ENTER INTO A COLLABORATIVE RELATIONSHIP, ENGAGE IN CAPACITY BUILDING ACTIVITIES, DEVELOP A COLLABORATION CHARTER, CONDUCT A NEEDS ASSESSMENT, AND DEVELOP A STRATEGIC PLAN AND PROJECT FOCUS MEMO. THE PLANNING AND DEVELOPMENT PHASE WILL BE COMPLETED BY DECEMBER 31, 2024. THE IMPLEMENTATION PHASE WILL COMMENCE AFTER COMPLETION OF THE PLANNING AND DEVELOPMENT PHASE AND OVW APPROVAL OF THE STRATEGIC PLAN. DURING THE IMPLEMENTATION PHASE, EACH TEAM WILL IMPLEMENT INITIATIVES TO ADDRESS THE NEEDS IDENTIFIED DURING THE PLANNING AND DEVELOPMENT PERIOD. THIS WILL BE COMPLETED BY SEPTEMBER 30, 2026. THROUGHOUT THE PROJECT, EACH TEAM WILL RECEIVE INTENSIVE TECHNICAL ASSISTANCE AND SUPPORT THROUGH A COMBINATION OF MEETINGS, ON-SITE CONSULTATIONS, WEB RESOURCES, AND TELE/VIDEO CONFERENCE CALLS. THE PURPOSE OF THIS PROJECT IS TO ADDRESS THE URGENT NEED THAT THE PANDEMIC HAS CREATED FOR FLEXIBLE, UNRESTRICTED, OPERATIONS FUNDING IN DETROIT-AREA AGENCIES PROVIDING SERVICES TO SURVIVORS OF DOMESTIC AND SEXUAL VIOLENCE, INCLUDING FIRST STEP (WAYNE COUNTY); HAVEN (OAKLAND COUNTY); TURNING POINT (MACOMB COUNTY); AND MCEDSV DETROIT. AT THE SAME TIME THAT THE EFFECTS OF THE PANDEMIC HAVE MULTIPLIED THE NEED FOR DIRECT SERVICES TO SURVIVORS, IT HAS SEVERELY RESTRICTED AGENCIES' ABILITY TO ENGAGE IN TRADITIONAL FUNDRAISING TO "KEEP THE LIGHTS ON." MCEDSV HAS BEEN A LEADER IN COMPREHENSIVE NATIONAL DOMESTIC, SEXUAL, AND DATING VIOLENCE PREVENTION EFFORTS. PRIMARY OBJECTIVE: THIS APPLICATION WAS DEVELOPED WITH THE INTENT OF UNDERSTANDING AND INCREASING CURRENT PREVENTION CAPACITY ACROSS MCEDSV, KEY STAKEHOLDERS, AND PARTNERS. THIS WILL BE ACCOMPLISHED BY IMPLEMENTING A PRIMARY PREVENTION CAPACITY ASSESSMENT (PPCA) TO DETERMINE THE CURRENT CAPACITY TO ENHANCE AND EXPAND PRIMARY PREVENTION AND HEALTH EQUITY WORK. BASED ON THE CAPACITY ASSESSMENT FINDINGS, MCEDSV WILL DEVELOP RECOMMENDATIONS AND ACTION STEPS TO LAY THE GROUNDWORK AND FURTHER ADVANCE SV PRIMARY PREVENTION ACTIVITIES THAT ADDRESS HEALTH INEQUITIES.
