THE LAC COURTE OREILLES OJIBWE UNIVERSITY MISSION IS TO PROVIDE ANISHINAABE COMMUNITIES WITH POST-SECONDARY AND CONTINUING EDUCATION WHILE ADVANCING THE LANGUAGE, CULTURE, AND HISTORY OF THE OJIBWE. IN CARRYING OUT THE MISSION, THE LAC COURTE OREILLES OJIBWE UNIVERSITY CURRICULUM WILL REFLECT OJIBWE CULTURE AND TRIBAL SELF-DETERMINATION. THE UNIVERSITY WILL PROVIDE OPPORTUNITIES FOR INDIVIDUAL SELF-IMPROVEMENT IN A RAPIDLY CHANGING TECHNOLOGICAL WORLD, WHILE MAINTAINING THE CULTURAL INTEGRITY OF THE OJIBWE.

LAC COURTE OREILLES OJIBWE COLLEGE'S EDUCATION PROGRAM IS ALIGNED WITH THE STRATEGIC GOAL 4 OF THE USDA TO FACILITATE RURAL PROSPERITY AND ECONOMIC DEVELOPMENT. BUILDING UPON THE PREVIOUS EDUCATION PROGRAM GRANT FOR 2018-2022; THIS PROPOSAL WILL IMPROVE STUDENT SUCCESS WITH COMMUNITYKNOWLEDGE AND FIELD-BASED EDUCATION IN THE SCIENCES. THE GOALS OF THE PROJECT ARE TO DEVELOP A BACHELOR OF SCIENCE DEGREE IN BIOLOGY; AND DEVELOP COMMUNITYKNOWLEDGE AND AGRICULTURE BASED EDUCATIONAL PROGRAMMING TO INCREASE INVOLVEMENT WITH AREA K-12 SCHOOL DISTRICTS.THE PROPOSAL GOALS DIRECTLY RELATE TO NIFA'S TRIBAL COLLEGE EDUCATION GRANT PROGRAMS GOALS BY INCREASING THE COLLEGE'S CAPACITY THROUGH THE DEVELOPMENT OF COMMUNITY RELEVANT CURRICULA WHILE FOCUSING ON STUDENT RECRUITMENT AND RETENTION. THROUGH A SURVEY CONDUCTED IN MARCH 2022; CURRENT STUDENTS AND RECENT ALUMNI OF THE AGRICULTURE/ NATURAL RESOURCES AND SCIENCE ASSOCIATE DEGREE PROGRAMS 84.6% OF THE RESPONDENTS INDICATED SUPPORT INTEREST AND NEED FOR LCOOC TO OFFER A BACCALAUREATE DEGREE IN A SCIENCE RELATED FIELD. THE COLLEGE'S SUSTAINABLE AGRICULTURE RESEARCH STATION WILL AID IN THE COURSE CURRICULUM AND PROVIDE FIELD-BASED LABS TO ALLOW STUDENTS TO EXPERIENCE AND CONDUCT ACTIVITIES IN THE FIELD. EXPANDING UPON AND IMPROVING THE PARTNERSHIPS WILL BE A PRIORITY TO CREATE A WELL-ROUNDED COMMUNITYRELEVANT EDUCATIONAL EXPERIENCE FOR STUDENTS WHILE INCREASING INTEREST IN THE SCIENCES.THE LCOOC 2022-2026 EDUCATIONPROGRAM WILL BE ASSESSED BOTH QUANTITATIVELY AND QUALITATIVELY. QUALITATIVE MEASURES WILL BE CAPTURED VIA PHOTOS AND VIDEOS DOCUMENTING THE ACTIVITIES AND EXPERIENTIAL LEARNING OPPORTUNITIES PROVIDED TO SCIENCE BIOLOGY AGRICULTURE AND NATURAL RESOURCES STUDENTS AS WELL AS K-12 EDUCATIONAL OFFERINGS AND RESOURCES PROVIDED TO INSTITUTIONS AND EDUCATORS. OTHER QUALITATIVE MEASURES WILL INCLUDE SOCIAL MEDIA ANALYTICS FOR COMMUNITY ENGAGEMENT WITH POSTS PHOTOS AND UPDATES RELATED TO THE EDUCATIONACTIVITIES. LAC COURTE OREILLES OJIBWA COMMUNITY COLLEGE (LCOOCC) IS SUBMITTING THIS PROJECT AS A NEW EXTENSION CAPACITY PROPOSAL THROUGH THE TRIBAL COLLEGE EXTENSION PROGRAM (TCEP). THIS FOUR YEAR PROPOSAL FOR THE LCOOCC EXTENSION DEPARTMENT SEEKS TO INCREASE CAPACITY WITH AN OVERALL GOAL OF PROVIDING COMMUNITY EDUAITON AND OUTREACH EXPERIENTIAL LEARNING OPPORTUNITIE STO ASSIST WITH HARVESTING, PROCESSING, AND CONSUMING NATURAL RESOURCES IN A SUSTAINABLE WAY. EXTENSION CONDUCTED A COMMUNITY NEEDS ASSESSMENT IN SPRING 2018, AND THE TOP EDUCATIONAL NEEDS IDENTIFIED WERE: OJIBWE CULTURAL ACTIVITIES (70%), EXERCISING TREATY RIGHTS (68%), CONTINUING EDUCATION (63%), PHYSICAL FITNESS AND OJIBWEMOWIN LANGUAGE CLASSES WERE AT (62%), AGRICULTURAL/ ACCESS TO HEALTHY FOODS (58%). THIS DATA, ALONG WITH FOCUS GROUP MEETINGS WITH YOUTH AND ELDERS IS WHAT WAS USED TO IDENTIFY THE FOCUS OF THE INCREASING CAPACITY/ EXTENSION FOCUS FOR 2018-2022.IN THE LCOOCC EXTENSION DEPARTMENT MODEL, ALTHOUGH THERE IS LANGUAGEAND CULTURE IMMERSED IN ALL PROGRAMMING; THIS PROPOSAL WILL SEEK TO INCREASE THE LANGUAGE TO A COMMUNITY EDUCATION LANGUAGE IMMERSION PROGRAM. IN YEARS 1 AND 2, THE OBJECTIVE WILL BE TO PROVIDE EACH WORKSHOP AT LEAST 25% IN OJIBWEMOWIN AND INCREASING TO 50% IN YEARS 3 AND 4.TECHNOLOGY WILL BE UTILIZED FOR BRAODER REACH AND PARTICIPATION THROUGH A NATURAL RESORUCES/ CULTURAL INDEX WEB-BASED RESOURCE PLATFORM, AND A NEW LCOOCC EXTENSION APP THAT PROVIDES RESOURCES FOR USE IN THE FIELD SUCH AS PLANT IDENTIFICATION, HARVESTING REGULATIONS, AND PHOTOS.

THROUGH AN AMERICAN INDIAN COLLEGE FUND (AICF) SUSTAINABLE PATHWAYS GRANT IN 2016-17, A NEED AND DESIRE FOR INDIGENOUS CULINARY ARTS PROGRAMS WERE CONFIRMED THROUGH COMMUNITY FOCUS GROUPS, GAINFUL EMPLOYMENT DATA, INDUSTRY TRENDS, AND THROUGH THE RECOMMENDATION OF THE INDIGENOUS CULINARY ARTS ADVISORY COMMITTEE (ICAAC). THE CERTIFICATE PROGRAM IS CURRENTLY UNDER REVIEW BY THE HIGHER LEARNING COMMISSION (HLC). THIS UNIQUE PROGRAM WILL INTEGRATE SUSTAINABLE AGRICULTURE EXPERIENTIAL LEARNING WITH STATE OF THE ART CULINARY SKILLS WHILE INCORPORATING TRADITIONAL INDIGENOUS FOODS. THE YOUTH ENGAGED IN THE ACTIVITIES OF THIS PROPOSAL WILL LEARN TO RESPECT THE OJIBWE TRADITIONS IN A BEAUTIFUL WAY BY BEING HAPPY AND PROUD OF THEIR TRADITIONAL REGALIA REGARDLESS OF THE GENDER THEY IDENTIFY WITH. THE GOALS, OBJECTIVES, AND ACTIVITIES OF THIS PROPOSAL ARE BASED ON WEB-BASED SURVEY RESULTS THAT WERE SHARED VIA EMAIL AND SOCIAL MEDIA TARGETED TO NATIVE YOUTH AGES 10-19.THE OVERALL GOAL OF THIS PROPOSAL IS TO PROVIDE EXPERIENTIAL LEARNING OPPORTUNITIES FOR YOUTH TO BETTER UNDERSTAND THEIR OJIBWE CULTURE, LANGUAGE, AND HISTORY WHILE MAINTAINING A CONNECTION TO THE TECHNOLOGICALLY ADVANCED ENVIRONMENT. THROUGH CULTURALLY BASED PROGRAMMING, A MENTORSHIP PROGRAM, TUTORING, AND TRADITIONAL ARTS PROGRAMMING; COLLECTIVELY THESE ACTIVITIES WILL ASSIST WITHIMPROVING GRADUATION RATES FOR NATIVE STUDENTS AT THE LOCAL BIE AND PUBLIC-SCHOOL DISTRICTS.THIS PROJECT WILL CREATE LINKAGES BETWEEN THE SCHOOL DISTRICTS, AFTER SCHOOL PROGRAMS, AND OTHER PARTNERS TO ENSURE THAT YOUTH ARE RECEIVING THE SERVICES THEY NEED TO ATTAIN THEIR EDUCATIONAL GOALS AS WELL AS IMPROVE THEIR QUALITY OF LIFE.

THE OVERALL GOAL OF THIS RESEARCH IS TO CULTIVATE CANNABIS SATIVA WITH COMPANION CROPPING METHODS ON THE LAC COURTE OREILLES RESERVATION, IN A USDA PLANT HARDINESS ZONE 3B, FOR ECONOMIC FEASIBILITY.THIS PROPOSAL IS A COLLABORATION BETWEEN LAC COURTE OREILLES OJIBWE COLLEGE EXTENSION, THE LAC COURTE OREILLES BAND OF LAKE SUPERIOR CHIPPEWA, AND THE UNIVERSITY OF WISCONSIN-MADISON, BEING SUBMITTED UNDER THE TCRGP NEW DISCOVERY.THE OBJECTIVES ARE TO IDENTIFY THE MOST SUITABLE CANNABIS SATIVA VARIETIES TO GROW ON THE LAC COURTE OREILLES RESERVATION; TO EVALUATE THE EFFECTS OF COMPANION CROPPING ON TOTAL YIELD AND CANNABINOID CONTENT IN CANNABIS SATIVA; TO MEASURE THE ECONOMIC VIABILITY OF CULTIVATING CANNABIS SATIVA FOR CANNABINOIDS AND THE SUPPLEMENTAL MARKETS FOR COMPANION CROPS; AND TO DOCUMENT AND DISSEMINATE SUCCESSFUL STRATEGIES FOR CANNABIS SATIVA COMPANION CROPPING TO STUDENTS, TRIBAL MEMBERS, AND AREA FARMERS AND GARDENERS. THIS RESEARCH WILL PROVIDE LEARNING OPPORTUNITIES FOR UNDERGRADUATE INTERNSHIPS AND EXPERIENCE IN RESEARCH METHODOLOGY AND SUSTAINABLE PRODUCTION SYSTEMS.REPLICATED CBD HEMP CULTIVAR TRIALS WILL BE CONDUCTED IN 2021 AND 2022. EACH SITE WILL BE PLANTED USING A RANDOMIZED COMPLETE BLOCK EXPERIMENTAL DESIGN WITH TEN HIGH CBD VARIETIES, WITH 10 PLANTS PER BLOCK, REPLICATED 4 TIMES. IN RESEARCH PLOT #2, THERE WILL BE TWO REPLICATED COMPANION PLANTING STUDIES AT LCO IN THE SUMMER OF 2021 AND 2022. EACH STUDY WILL BE PLANTED USING A RANDOMIZED COMPLETE BLOCK EXPERIMENTAL DESIGN USING ONE CBD HEMP CULTIVAR, SEVEN COMPANION TREATMENTS AND A NEGATIVE CONTROL. THERE WILL BE 5 PLANTS PER BLOCK, PER TREATMENT, AND THREE REPLICATIONS.

PLANNING: CYBERINFRASTRUCTURE STRATEGIC PLANNING AT LAC COURTE OREILLES OJIBWE UNIVERSITY -A GOAL OF THE TRIBAL COLLEGES AND UNIVERSITIES PROGRAM (TCUP) IS TO INCREASE THE SCIENCE, TECHNOLOGY, ENGINEERING AND MATHEMATICS (STEM) INSTRUCTIONAL AND RESEARCH CAPACITIES OF SPECIFIC INSTITUTIONS OF HIGHER EDUCATION THAT SERVE THE NATION'S INDIGENOUS STUDENTS. EXPANDING THE RESEARCH CAPACITY AT THESE INSTITUTIONS EXPANDS THE OPPORTUNITIES FOR STUDENTS TO PURSUE CHALLENGING, REWARDING CAREERS IN STEM FIELDS, PROVIDES FOR RESEARCH STUDIES IN AREAS THAT MAY BE LOCALLY RELEVANT, AND ENCOURAGES A FACULTY COMMUNITY TO LOOK BEYOND THE TRADITIONAL CLASSROOM FOR INTELLECTUAL AND PROFESSIONAL GROWTH. THIS PROJECT ALIGNS DIRECTLY WITH THAT GOAL, ALLOWING THE INSTITUTION'S FACULTY AND ADMINISTRATORS TO DESIGN AND DEVELOP A COMPREHENSIVE PLAN FOR IMPROVING AND EXPANDING STEM INSTRUCTION. LAC COURT OREILLES OJIBWAY UNIVERSITY (LCOOU) SERVES THE LAC COURTE OREILLES BAND OF LAKE SUPERIOR OJIBWAY IN WISCONSIN. THE PROJECT LEADERS ARE CONDUCTING A COHESIVE SET OF ACTIVITIES THAT INFORM THE DESIGN OF A CYBERINFRASTRUCTURE UPGRADE, WITH THE ULTIMATE GOAL OF COMPLETELY UPGRADING THE COLLEGE?S CYBERSECURITY PROFILE. THE PROJECT WILL ENTAIL THE KEY ACTIVITIES OF: ASSESSING THE CURRENT CYBERSECURITY PROFILE; IDENTIFYING POTENTIAL VULNERABILITIES; CONSULTATION WITH EXPERTS WHO ARE CONVERSANT WITH THE PROFILES AT SIMILARLY SITUATED TCUS; AND DETERMINING SPECIFIC ACTIONS AND EQUIPMENT NECESSARY TO REBUFF HACKERS AND AVOID DATA FAILURES. AT THE END OF THE PLANNING PERIOD, LCOOU SHOULD HAVE A CONCRETE PLAN UPON WHICH TO DEVELOP A STRONGER CYBERSECURITY NETWORK THAT WILL SERVE THE COLLEGE?S ADVANCING STEM INSTRUCTIONAL AND RESEARCH CAPACITY.
