EXECUTIVE SUMMARY - CENTRAL MISSOURI COMMUNITY ACTION (CMCA) IS THE SPONSORING AGENCY FOR CENTRAL MISSOURI FOSTER GRANDPARENT PROGRAM. - CMCA IS A NON-PROFIT LOCAL UMBRELLA CORPORATION. IT ADMINISTERS GRANT AWARDS FOR EARLY HEAD START, HEAD START, FOSTER GRANDPARENT PROGRAM, SECTION 8, COMMUNITY SERVICES BLOCK GRANT, WEATHERIZATION, MO FOUNDATION FOR HEALTH (EXPANDING COVERAGE THROUGH CONSUMER ASSISTANCE) AND LOCAL GRANTS INCLUDING UNITED WAY. THE MISSION OF CMCA IS TO "EMPOWER INDIVIDUALS AND FAMILIES TO ACHIEVE SELF-RELIANCE". - CMCA HAS OPERATED PROGRAMS IN AN 8 COUNTY AREA SINCE 1965. - WE REQUEST 72 VOLUNTEER SERVICE YEARS. - CENTRAL MISSOURI FOSTER GRANDPARENT PROGRAM PROVIDES VOLUNTEERS TO COMMUNITIES IN 10 COUNTIES IN MISSOURI - FUNDS REQUESTED ARE $361,158. THE PRIMARY FOCUS AREA ADDRESSED IS EDUCATION WITH OBJECTIVES OF K-12 SUCCESS AND SCHOOL READINESS. WE FOCUS ON SPECIAL NEEDS STUDENTS IN OUR SCHOOLS, HEAD START CENTERS AND NON-PROFIT PRE-SCHOOLS AND DAY CARE CENTERS. OUR VOLUNTEERS PROVIDE SERVICES THAT CONTRIBUTE TO IMPROVED EDUCATIONAL OUTCOMES. MANY OF OUR STUDENTS ARE ECONOMICALLY DISADVANTAGED WHICH SOMETIMES MEANS THAT THEY HAVE LOWER TEST SCORES AND ARE OFTEN NOT READING AT GRADE LEVEL. - RESEARCH BASED METHODS USED INCLUDE, PRE/POST TESTING USING STANDARDIZED TESTING INSTRUMENTS INCLUDING STAR READING ACHIEVEMENT LEVELS AND DIAGNOSTIC READING ASSESSMENTS (DRA). HEAD START AGENCIES USE THE CHILD OBSERVATION RECORD (COR). OTHER INSTRUMENTS INCLUDE A MONTHLY ACTIVITY AND PROGRESS LOG COMPLETED BY THE VOLUNTEER AND OR THE TEACHER. - WE ADDRESS THE NEEDS OF OUR LOW INCOME VOLUNTEERS WITH TRANSPORTATION REIMBURSEMENT, TRAINING, RECOGNITION AND REFERRALS TO CMCA SERVICES AS WELL AS OTHER COMMUNITY SERVICES. MOST OF OUR VOLUNTEER STATIONS PROVIDE THE VOLUNTEER WITH AT LEAST ONE MEAL DURING THEIR SERVICE. - ANTICIPATED OUTCOMES: 75% OF CHILDREN SERVED WILL SHOW IMPROVED ACADEMIC PERFORMANCE. 75% OF VOLUNTEERS WILL REPORT POSITIVE CHANGES IN MOOD, HEALTH AND OR SELF ESTEEM RELATED TO THEIR VOLUNTEER EXPERIENCE.

WE ARE BROADENING THE WORK TO INCLUDE ALL BEGINNING FARMERS IN THE REGION, NOT JUST THOSE IN A POSITION TO SALE-UP FOR WHOLESALE. WE ARE INCREASING THE IMPACT OF OUR RURAL-URBAN PARTNERSHIPS TO ENHANCE THE FOOD SUPPLY AND HELP BEGINNING FARMERS HAVE EXCELLENT ACCESS TO MARKETS. WE ARE EXPANDING THE IMPACT OF OUR FOOD SYSTEM WORK BY BROADENING THE GEOGRAPHIC AREA FURTHER INTO KANSAS AND MISSOURI AND CONNECTING FARMERS WITH THE KANSAS CITY SUPPLY CHAIN. WE WILL BE WORKING A MINIMUM OF 150 BEGINNING FARMERS ACROSS THE REGION TO ENSURE THEY ARE SUCCESSFUL. OFFERING EDUCATIONAL OPPORTUNITES, PEER TO PEER CONNECTION, AND MENTORSHIP. THE DEMAND FOR LOCAL IS INCREASING: NEARLY FIFTEEN MILLION PEOPLE LIVE WITHIN 250 MILES OF KANSAS CITY AND OUR BEGINNING FARMERS WANT TO REACH THIS MARKET. SELLING AT FARMERS MARKETS AND THROUGH CSA DEMAND DIFFERENT SKILLS THAN THE WHOLESALE MARKET REQUIRES. TO BRIDGE THIS SKILL GAP, WE'LL CONDUCT THIRTEEN WORKSHOPS PROVIDING AN IN-DEPTH KNOWLEDGE OF WHOLESALE MARKETS, CROP PLANNING BY PLANT FAMILY, SEASON EXTENSION, MARKETING, BUSINESS AND TRANSITION PLANNING. A 'DEMYSTIFYING WHOLESALE MARKETS' GUIDEBOOK WILL PROVIDE SCRIPTS, SAMPLE RECORDKEEPING MATERIALS, INFRASTRUCTURE DESIGN, RELATIONSHIP DEVELOPMENT AND BRANDING SKILLS TO OUR FARMERS. ACTIVITIES WILL BE GUIDED BY AN ADVISORY BOARD OF NEW AND ESTABLISHED GROWERS, BUYERS, NON-PROFIT AND UNIVERSITY PERSONNEL TO DIRECT ACTIVITIES AND RESOURCES TO BE MOST RESPONSIVE TO OPPORTUNITIES. WHOLESALE MARKET DEVELOPMENT WILL CO-EMERGE AS STAFF WORKS TO GROW NEW BUYERS THROUGH EDUCATION AND PROMOTION. FINALLY, THE PROJECT TIES ALL THE PIECES TOGETHER THROUGH AN EXTENSIVE GIS MAP THAT INCLUDES FARMS, MARKET OPPORTUNTIES, FOOD RESCUE AND AGRICULTURE INPUTS COMPAINIES CREATING A COMPREHENSIVE MAP OF THE FOODSHED.

CENTRAL MISSOURI COMMUNITY ACTION (CMCA) IS CURRENTLY THE SPONSORING AGENCY FOR THE CENTRAL MISSOURI FOSTER GRANDPARENT PROGRAM. THE FGP PROGRAM SERVES 10 COUNTIES IN CENTRAL MISSOURI, INCLUDING COOPER COUNTY. CMCA HAS OPERATED THE FGP PROGRAM SINCE THE GRANT WAS AWARDED IN 1968. CMCA IS REQUESTING $75,000 TO FUND 75 RSVP VOLUNTEERS WHO WILL SERVE IN COOPER COUNTY. CMCA PLANS TO HAVE ALL 75 VOLUNTEERS IN OUTCOME- BASED ASSIGNMENTS. THE PRIMARY FOCUS AREA OF THIS PROJECT IS HEALTHY FUTURES WITH ACTIVITIES THAT INCLUDE FOOD DELIVERY AND PROMOTING EDUCATIONAL AND RECREATIONAL SERVICES THROUGH THE SENIOR CENTER AND IN-HOME COMPANIONSHIP. THE SECONDARY FOCUS AREA IS ECONOMIC OPPORTUNITY WITH ACTIVITIES THAT WILL INCLUDE FINANCIAL LITERACY EDUCATION, ADULT EDUCATION AND JOB READINESS. SURVEYS WILL BE CONDUCTED WITH VOLUNTEER STATIONS, VOLUNTEERS AND CLIENTS. LOG SHEETS WILL BE USED TO ASSESS OUTCOMES FOR THE ACTIVITIES DESCRIBED ABOVE. AT THE END OF THE THREE-YEAR GRANT, CMCA ANTICIPATES OUTCOMES THAT INCLUDE 50 INDIVIDUALS WITH INCREASED FOOD SECURITY, 40 HOME BOUND OR OLDER ADULTS WITH A REPORTED INCREASE IN SOCIAL TIES AND PERCEIVED SOCIAL SUPPORT. ADDITIONAL PLANS INCLUDE 300 INDIVIDUALS WITH INCREASED HEALTH KNOWLEDGE, 50 INDIVIDUALS WITH EDUCATION IN FINANCIAL LITERACY AND 50 INDIVIDUALS WITH IMPROVED JOB READINESS SKILLS.
