ALL NECESSARY MEANS OF PROMOTION SHALL BE PROVIDED AND PARTICULAR ATTENTION AND EMPHASIS SHALL BE GIVEN TO THE ECONOMIC, CIVIC, COMMERCIAL, CULTURAL, INDUSTRIAL AND EDUCATIONAL INTERESTS OF THE TRADE AREA.
