ESSIC IS INTENDED TO SERVE AS A MEANS TO INCREASE THE EFFECTIVENESS OF RESEARCH ANDTEACHING THROUGH CLOSE COLLABORATION BY BOTH PARTIES AND SERVE AS A MEANS TO TRAIN PERSONNEL FOR RESEARCH IN EARTH SYSTEM SCIENCE. ALL APPOINTEES TO ESSIC SHALL PARTICIPATE IN THE EDUCATIONAL MISSION OF THE UNIVERSITY BY ADVISING GRADUATE STUDENTS IN ADDITION TO CONDUCTING COLLABORATIVE RESEARCH. THE PURPOSE OF THIS PROPOSAL IS TO REQUEST A CONTINUATION OF THE COOPERATIVE AGREEMENT ENABLING THE UNIVERSITY OF MARYLAND TO CARRY OUT A COLLABORATIVE RESEARCH PROGRAM WITH GODDARD EARTH SCIENCES WITH THE GOAL OF FURTHERING ITS MISSION: THE EARTH SCIENCES DIVISION ATNASA GODDARD SPACE FLIGHT CENTER PLANS ORGANIZES EVALUATES AND IMPLEMENTS A BROAD PROGRAM OF RESEARCH ON OUR PLANET'S NATURAL SYSTEMS AND PROCESSES. MAJOR FOCUS AREAS INCLUDE CLIMATE CHANGE SEVERE WEATHER THE ATMOSPHERE THE OCEANS SEA ICE AND GLACIERS AND THE LANDSURFACE. GSFC HAS FOR OVER 50 YEARS BEEN A LEADER IN EARTH SCIENCE RESEARCH AND TECHNOLOGY DEVELOPMENT. ESSIC SEEKS TO BUILD EVEN STRONGER PARTNERSHIPS WITH GODDARD IN THE AREAS OF METEOROLOGY OCEANOGRAPHY TERRESTRIAL PHYSICS CLIMATE RESEARCH CHEMISTRY OF THE EARTH'SATMOSPHERE AND SATELLITE RESEARCH. WE ENVISION THIS LATEST COOPERATIVE AGREEMENT AS A MEANS TO INCREASE THE EFFECTIVENESS OF RESEARCH AND TEACHING THROUGH CLOSE COLLABORATION BY BOTH PARTIES AND SERVE AS A MEANS TO TRAIN PERSONNEL FOR RESEARCH CAREERS IN EARTH SYSTEM SCIENCE. THIS PROPOSAL SUMMARIZES CURRENT RESEARCH THEMES THAT CAN BE CARRIED OUT JOINTLY BY NASA/GSFC AND ESSIC RESEARCHERS OVER THE NEXT FIVE YEARS AS WELL AS PROSPECTIVE RESEARCH OPPORTUNITIES LAYING A VISION INTO WHAT CAN ACCOMPLISHED IN SCIENCE THROUGH THIS COOPERATIVEAGREEMENT. AT THE DISCRETION OF NASA/GSFC RESEARCHERS AT ESSIC CAN ENGAGE IN A LARGER PORTFOLIO OF AREAS OF INTEREST TO GODDARD E.G. BIOSPHERIC SCIENCES OCEAN ECOLOGY TERRESTRIAL INFORMATION SYSTEMS. UMD IS OFFICIALLY CLASSIFIED BY NASA AS A AANAPISI (ASIAN AMERICAN NATIVE AMERICAN PACIFIC ISLANDER SERVING INSTITUTION); THE UNIVERSITY ALSO HOUSES>12% OF AFRICAN AMERICAN AND>10 %HISPANIC STUDENTS PROVIDING A VERY RICH POOL OF UNDERREPRESENTED GROUPS IN STEM TO THIS COOPERATIVE AGREEMENT. THE SP SCIENCE CENTER WILL CARRY OUT OBSERVATIONAL EXPERIMENTAL AND THEORETICAL RESEARCH IN SUPPORT OF NASA STRATEGIC SCIENCE MISSION OBJECTIVES TO:A.SOLAR-PLANETARY SCIENCE: THE SUN GEOSPACE OTHER PLANETARY SPACE PLASMA ENVIRONMENTS AND THE INTERACTIONS AND COUPLINGS AMONG THESE PHYSICAL REGIMES;B.THE INFORMATIONAL AND COMPUTATIONAL SCIENCES RELATED TO THE UNIQUE NEEDS OF DATA SYSTEMS AND MODELS REQUIRED TO INTERPRET DATA FROM HELIOPHYSICS SCIENCE MISSIONS; ANDC.THE DEVELOPMENT OF INSTRUMENT TECHNOLOGY AND THEORETICAL TECHNIQUES REQUIRED TO MEET THESE SCIENTIFIC CHALLENGES.THIS COOPERATIVE AGREEMENT WILL ALLOW SUBSTANTIAL PROGRAMMATIC INVOLVEMENT IN THE FORM OF COLLABORATION BETWEEN GSFC AND THE SOLAR-PLANETARY SCIENCE CENTER AS WELL AS JOINT DEVELOPMENT OF RESEARCH OBJECTIVES.THE PRIMARY GOAL UNDER THE RESULTING COOPERATIVE AGREEMENT IS TO ESTABLISH A FOCUSED GSFC/RESEARCH PARTNERSHIP THAT:A.BRINGS TOGETHER THE SP SCIENCE CENTER AND GSFC SCIENTISTS TO IMPLEMENT THE NASA STRATEGIC GOALS IN HELIOPHYSICS SCIENCE;B.ENHANCES THE CAPABILITIES AND STRENGTHS OF PARTICIPATING ORGANIZATIONS IN HELIOPHYSICS SCIENCE;C.PROVIDES ORGANIZATION AND STAFFING FLEXIBILITY TO ADAPT TO EVOLVING RESEARCH PROGRAM NEEDS;D.ATTRACTS SUPERIOR SCIENTISTS NECESSARY TO CARRY OUT PROGRAMS WHICH WOULD BE OUTSIDE THE CAPABILITIES OF EITHER PARTNER WORKING ALONE;E.PROMOTES THE INVOLVEMENT OF MINORITY AND WOMEN SCIENTISTS IN SPACE SCIENCE RESEARCH; ANDF.FACILITATES ACCESS TO STUDENT TALENT AND PROVIDES OPPORTUNITIES FOR THEIR PARTICIPATION IN NASA PROGRAMS.THE SP SCIENCE CENTER WILL FOCUS PRIMARILY ON SCIENTIFIC RESEARCH. IT IS EXPECTED TO STRENGTHEN COOPERATIVE RELATIONSHIPS BETWEEN THE PARTNER INSTITUTION AND GOVERNMENT SCIENTISTS IN THE GODDARD HELIOPHYSICS SCIENCE DIVISION (HSD) AND WILL PROVIDE A VEHICLE TO INCREASE THE INVOLVEMENT OF THE EXTERNAL SCIENCE COMMUNITY IN THE PURSUIT OF NASA GOALS. THE SP SCIENCE CENTER WILL CONDUCT RESEARCH COLLABORATIVELY WITH ORGANIZATIONAL ELEMENTS WITHIN THE GODDARD HSD (CODE 670). RESEARCH MAY INVOLVE ANALYSIS OF DATA FROM OPERATING AND PAST MISSIONS AND MODELING AND DESIGN OF MISSIONS PLANNED OR UNDER DEVELOPMENT. THEY ALSO CAN CATALYZE INNOVATION AND MITIGATE COMPLEX PROBLEMS. CURRENT AI SYSTEMS ARE NOT CREATED IN A WAY THAT IS TRANSPARENT MAKING THEM A CHALLENGE TO PUBLIC TRUST. THE OPAQUE PROCESSES USED PRODUCE RESULTS THAT ARE NOT WELL UNDERSTOOD. TRUST IS FURTHER UNDERMINED BY THE HARMS THAT AI SYSTEMS CAN CAUSE. THOSE MOST AFFECTED ARE THE COMMUNITIES EXCLUDED FROM PARTICIPATING IN AI SYSTEM DEVELOPMENTS. THIS LACK OF TRUSTWORTHINESS WILL RESULT IN SLOWER ADOPTION OF THESE AI TECHNOLOGIES. IT IS CRITICAL TO AI INNOVATION TO INCLUDE GROUPS AFFECTED BY THE BENEFITS AND HARMS OF THESE AI SYSTEMS. THE TRAILS (TRUSTWORTHY AI IN LAW AND SOCIETY) INSTITUTE IS A PARTNERSHIP OF THE UNIVERSITY OF MARYLAND, THE GEORGE WASHINGTON UNIVERSITY, MORGAN STATE UNIVERSITY, AND CORNELL UNIVERSITY. IT ENCOURAGES COMMUNITY PARTICIPATION IN AI DEVELOPMENT OF TECHNIQUES, TOOLS, AND SCIENTIFIC THEORIES. DESIGN AND POLICY RECOMMENDATIONS PRODUCED WILL PROMOTE THE TRUSTWORTHINESS OF AI SYSTEMS. A FIRST GOAL OF THE TRAILS INSTITUTE IS TO DISCOVER WAYS TO CHANGE THE DESIGN AND DEVELOPMENT OF AI SYSTEMS. THIS WILL HELP COMMUNITIES MAKE INFORMED CHOICES ABOUT AI TECHNOLOGY ADOPTION. A SECOND GOAL IS THE DEVELOPMENT OF BEST PRACTICES FOR INDUSTRY AND GOVERNMENT. THIS WILL FOSTER AI INNOVATION WHILE KEEPING COMMUNITIES SAFE, ENGAGED, AND INFORMED. THE TRAILS INSTITUTE'S RESEARCH PROGRAM IDENTIFIES FOUR KEY THRUSTS. THESE THRUSTS TARGET KEY ASPECTS OF THE AI SYSTEM DEVELOPMENT LIFECYCLE. THE FIRST IS SOCIAL VALUES. IT INVOLVES INCREASING PARTICIPATION THROUGHOUT ALL ASPECTS OF AI DEVELOPMENT. THIS ENSURES THE VALUES PRODUCED BY AI SYSTEMS REFLECT COMMUNITY AND INTERESTED PARTIES? VALUES. THIS INCLUDES PARTICIPATORY DESIGN WITH DIVERSE COMMUNITIES. THE RESULT IS COMMUNITY-BASED INTERVENTIONS AND ADAPTATIONS FOR THE AI DEVELOPMENT LIFECYCLE. THE SECOND THRUST IS TECHNICAL DESIGN. IT INCLUDES THE DEVELOPMENT OF ALGORITHMS TO PROMOTE TRANSPARENCY AND TRUST IN AI. THIS INCLUDES THE DEVELOPMENT OF TOOLS THAT INCREASE ROBUSTNESS IN AI SYSTEMS. IT ALSO PROMOTES USER AND DEVELOPER UNDERSTANDING OF HOW AI SYSTEMS OPERATE. THE THIRD TRUST IS SOCIO-TECHNICAL PERCEPTIONS. THIS INVOLVES THE DEVELOPMENT OF NOVEL MEASURES INCLUDING PSYCHOMETRIC TECHNIQUES AND EXPERIMENTAL PARADIGMS. THESE MEASURES WILL ASSESS THE INTERPRETABILITY AND EXPLAINABILITY OF AI SYSTEMS. THIS WILL ENABLE A DEEPER UNDERSTANDING AND PERCEPTION OF EXISTING METRICS AND ALGORITHMS. THIS PROVIDES UNDERSTANDING OF THE VALUES PERCEIVED AND HELD BY INCLUDED COMMUNITY MEMBERS. THE FOURTH THRUST IS GOVERNANCE. IT INCLUDES DOCUMENTATION AND ANALYSIS OF GOVERNANCE REGIMES FOR BOTH DATA AND TECHNOLOGIES. THESE PROVIDE THE UNDERPINNING AI FOR THE DEVELOPMENT OF PLATFORM AND TECHNOLOGY REGULATION. ETHNOGRAPHERS WILL ANALYZE THE INSTITUTE ITSELF AND PARTNER ORGANIZATIONS. THEY WILL DOCUMENT WAYS IN WHICH TECHNICAL CHOICES TRANSLATE TO GOVERNANCE IMPACTS. THE RESEARCH FOCUS IS IN TWO USE-INSPIRED AREAS. THE FIRST BEING INFORMATION DISSEMINATION SYSTEMS (E.G., SOCIAL MEDIAL PLATFORMS). THE SECOND IS ENERGY-INTENSIVE SYSTEMS (E.G., AUTONOMOUS SYSTEMS). THE INSTITUTE'S EDUCATION AND WORKFORCE DEVELOPMENT EFFORTS IN AI INCLUDE NEW EDUCATIONAL OFFERINGS. THESE CATER TO MANY MARKETS, RANGING FROM SECONDARY THROUGH EXECUTIVE EDUCATION. THE TRAILS INSTITUTE IS ESPECIALLY FOCUSED ON EXPANDING ACCESS TO FOUNDATIONAL EDUCATION. THE FOCUS IS ON HISTORICALLY MARGINALIZED AND MINORITIZED GROUPS OF LEARNERS AND USERS. THE INSTITUTE WILL WORK WITH THESE COMMUNITIES TO LEARN FROM, EDUCATE, AND RECRUIT PARTICIPANTS. THE FOCUS IS TO RETAIN, SUPPORT, AND EMPOWER THOSE MARGINALIZED IN MAINSTREAM AI. THE INTEGRATION OF THESE COMMUNITIES INTO THIS AI RESEARCH PROGRAM BROADENS PARTICIPATION IN AI DEVELOPMENT AND GOVERNANCE. THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) IS PARTNERING WITH NSF TO PROVIDE FUNDING FOR THIS INSTITUTE. MATERNAL IMMUNIZATION AND DETERMINANTS OF INFANT IMMUNITY - OVERALL ABSTRACT – MATERNAL IMMUNIZATION AND DETERMINANTS OF INFANT IMMUNITY (MADI) INFECTIOUS DISEASES REMAIN THE LEADING CAUSE OF DEATH IN CHILDREN UNDER 5 YEARS WORLDWIDE. THE MOST AFFECTED ARE NEWBORNS AND INFANTS WITHIN THE FIRST YEAR OF LIFE. MATERNAL AND INFANT IMMUNITY ARE INTERRELATED. IMMUNE FITNESS OF THE MOTHER IS KEY TO SUSTAINED HEALTH OF A CHILD. VACCINATION DURING PREGNANCY ENHANCES MATERNAL IMMUNITY AND HAS A TREMENDOUS POTENTIAL TO IMPROVE NEONATAL IMMUNITY TO PATHOGENS. HOWEVER, MAJOR GAPS REMAIN IN OUR UNDERSTANDING OF HOW THE IMMUNOLOGICALLY UNIQUE SETTING OF PREGNANCY INFLUENCES RESPONSES TO VACCINATION, THE RULES OF MATERNAL AB TRANSFER, AND THE INTERACTIONS BETWEEN TRANSFERRED MATERNAL AB AND THE INFANT IMMUNE SYSTEM. TO FILL THIS KNOWLEDGE GAP, WE HAVE PROPOSED SYNERGISTIC AND MULTIDISCIPLINARY STUDIES ORGANIZED IN THREE AIMS THAT WILL: 1. DISTINGUISH UNIQUE FEATURES AND PREDICTORS OF VACCINE-INDUCED IMMUNITY DURING PREGNANCY. 2. DEFINE THE PRINCIPLES GOVERNING MATERNAL ANTIBODY TRANSFER. 3. IDENTIFY DETERMINANTS OF INFANT IMMUNITY AND RESPONSES TO VACCINES. MADI CONSISTS OF FOUR INTEGRATED AND SYNERGISTIC PROJECTS (P) AND THREE CORES (C): P1 WILL DETERMINE THE INFLUENCE OF PREGNANCY ON AB BIOPHYSICAL AND FUNCTIONAL FEATURES AND ON B/T CELL RESPONSES TO VACCINES. P2 WILL IDENTIFY AB-INTRINSIC FACTORS UNDERLYING TRANSFER VIA PLACENTA AND BREAST MILK. P3 WILL IDENTIFY FEATURES OF TRANSFERRED MATERNAL AB MEDIATING IMMUNITY TO PATHOGENS AND REGULATING VACCINE RESPONSES IN INFANTS. P4 WILL IDENTIFY CELLULAR AND MOLECULAR PREDICTORS OF RESPONSES TO VACCINATION IN THE MOTHER-INFANT DYAD. C1 WILL PROVIDE CUTTING- EDGE SYSTEMS SEROLOGY AND AB ENGINEERING TECHNOLOGIES, TRAINING, AND QUALITY CONTROL. C2 WILL PROVIDE CENTRALIZED MANAGEMENT AND ANALYSIS OF DATA FROM ALL PROJECTS AND WILL MANAGE DATA DISSEMINATION. THE ADMIN CORE WILL PROVIDE MANAGEMENT AND PROGRAMMATIC SUPPORT. THE MADI TEAM COMBINES COMPLEMENTARY EXPERTISE, ACCESS TO UNIQUE AND WELL CHARACTERIZED CLINICAL COHORTS, AND STATE-OF-THE-ART METHODS TO DISSECT COMPLEX MATERNAL-INFANT IMMUNE INTERACTIONS. MADI HAS PUBLIC HEALTH SIGNIFICANCE AND TRANSLATIONAL VALUE IN 1) INVESTIGATING THE IMMUNOBIOLOGY OF MATERNAL IMMUNIZATION AT A NEW BREADTH AND DEPTH; 2) IDENTIFYING NOVEL ACTIONABLE TARGETS TO IMPROVE EFFECTIVENESS OF MATERNAL IMMUNIZATION; 3) INFORMING VACCINE DESIGN AND IMPLEMENTATION; AND 4) STIMULATING THE FIELD OF MATERNAL- INFANT IMMUNOLOGY AND VACCINOLOGY BY GENERATING NEW ANALYTICAL TOOLS, MECHANISTIC INSIGHTS, AND RICH HYPOTHESIS- GENERATING SYSTEMS IMMUNOLOGY DATASETS. SUCH KNOWLEDGE CAN TRANSFORM THE FIELD OF MATERNAL IMMUNIZATION.

LEVERAGING OUR CURRENT AND PAST WORK TO BUILD THE GEO G20 GLOBAL AGRICULTURAL MONITORING (GEOGLAM) INITIATIVE THE CURRENT PROPOSAL IS ESSENTIAL TO THE CONTINUED IMPLEMENTATION AND DEVELOPMENT OF GEOGLAM WHICH HAS ACHIEVED UNPRECEDENTED SUCCESS IN ENGAGING END-USERS INVOLVED WITH CROP PRODUCTION MONITORING AND FORECASTING. THROUGH THIS PROPOSAL THE CROP MONITORS LED BY UMD WILL CONTINUE TO DELIVER EO-DERIVED INFORMATION TO THE AGRICULTURAL MARKET INFORMATION SYSTEM (AMIS) AN INTERNATIONAL BODY OF CHIEF ECONOMISTS FROM MAJOR CROP EXPORT COUNTRIES AND PROVIDE A MONTHLY BULLETIN OF CROP CONDITIONS FOR FOOD INSECURE COUNTRIES WITH AN EXPANDING GROUP OF INTERNATIONAL AND NATIONAL FOOD SECURITY ORGANIZATIONS. THE FSAC END USER ENGAGEMENT WILL BE BROAD - ADDRESSING NOT ONLY INTERNATIONAL CROP PRODUCTION FORECASTS MARKETS AND TRADE ALONGSIDE REGIONAL/NATIONAL FOOD SECURITY EARLY WARNING DISASTER RESPONSE AND POLICY - BUT ALSO DOMESTIC COMMERCIAL AGRICULTURE AND FARM MANAGEMENT AND SMALLHOLDER FARM MANAGEMENT RESILIENCE AND MICRO-INSURANCE. IT WILL INCLUDE STRATEGIC SYSTEMATIZED ENGAGEMENT OF NON-TRADITIONAL USERS OF NASA DATA (INSURANCE INDUSTRY HUMANITARIAN ORGANIZATIONS AND INTELLIGENCE). THE FSAC MEMBERS WERE SELECTED STRATEGICALLY FOR THEIR EXPERTISE AND RELATIONSHIPS WITH A BROAD RANGE OF USER-GROUPS. OUR APPLICATIONS R&D WILL FOCUS ON CROP CONDITION MONITORING AND RISK ASSESSMENT CROPLAND CROP TYPE AND AREA MAPPING CROP YIELD AND PRODUCTION MODELING AND FORECASTING AND LINKING EO PRODUCTS TO SOCIO-ECONOMIC DATA TO ADDRESS FOOD SECURITY QUESTIONS. THE RESULTING SUITE OF INNOVATIVE PRODUCTS AND SERVICES WILL COMBINE EO PRODUCTS FROM DIFFERENT SENSORS WITH METEOROLOGICAL GROUND AND SURVEY DATA. OTHER MAJOR WORK ELEMENTS WILL INCLUDE: THE ECONOMIC AND SOCIAL VALUATION OF THE BENEFITS OF EO THROUGH ECONOMIC ANALYSIS OF EO FOR PRODUCTION FORECASTING AND REPRESENTATIVE END USER CASE STUDIES; LINKAGE TO NEW NASA SENSORS ENHANCING THE EARLY ADOPTERS PROGRAM; DEVELOPMENT OF AN FSAC PORTAL FOR INFORMATION COLLECTION DISSEMINATION AND INNOVATIVE COMBINATION; AND A PROFESSIONAL COMMUNICATIONS INITIATIVE GIVING BROAD OUTREACH FOR THE PROGRAM. THE DOMESTIC AGRICULTURE COMPONENT OF THE PROPOSAL WILL TEST NEW EO-BASED APPLICATIONS TO IMPROVE FARM MANAGEMENT AND HELP USDA NASS IMPROVE THE RELIABILITY OF ITS US STATISTICS (AREA/YIELD). FSAC WILL HOLD A SERIES OF THEMATIC COMMUNITY WORKSHOPS IN THE US ESTABLISHING A US GEOGLAM COMMUNITY OF PRACTICE (COP) TO COMPLEMENT THE INTERNATIONAL COP. THESE ACTIVITIES TOGETHER WILL DELIVER NASA AN OUTSTANDING COORDINATED AND WELL-BALANCED PROGRAM APPLYING EO TO FOOD SECURITY AND AGRICULTURE WITH STRONG CONNECTIONS TO RELEVANT NASA PROGRAMS SCIENCE TEAMS AND NEW MISSIONS. A GOAL OF THE FSAC IN ADDITION TO RESPONDING TO THE RFP IS TO EXPAND ITS ACTIVITIES PARTNERSHIPS AND COLLABORATIONS WITH NON-NASA FUNDING SUSTAINING THE CONSORTIUM AND ITS FUNCTIONS BEYOND THE 5-YEAR FUNDING PERIOD.

EVALUATING MODES OF INFLUENZA TRANSMISSION (EMIT-2) USING INNOVATIVE TECHNOLOGIES AND DESIGNS IN CONTROLLED ENVIRONMENTS - PROJECT SUMMARY/ABSTRACT – OVERALL COMPONENT WE PROPOSE MULTIDISCIPLINARY STUDIES TO COMPREHENSIVELY EVALUATE THE ROLES OF CONTACT, FOMITE, SPRAYBORNE, AND AEROSOL TRANSMISSION AND HOW THEY INTERACT WITH VENTILATION TO FACILITATE HUMAN-TO-HUMAN INFLUENZA TRANSMISSION USING A SUITE OF INNOVATIVE TECHNOLOGIES FOR IMPROVED SAMPLING, FRACTIONATION, CULTURE, AND CHARACTERIZATION OF INFLUENZA VIRUS AEROSOLS. THESE STUDIES LEVERAGE OUR HIGHLY DIVERSE TEAM OF EXPERTS IN BIOENGINEERING, AEROSOL SCIENCE, HUMAN CHALLENGE AND CLINICAL TRIALS, INFLUENZA VIROLOGY AND IMMUNOLOGY, INFECTIOUS DISEASES EPIDEMIOLOGY, AEROBIOLOGY, AND COMPUTATIONAL FLUID DYNAMICS. THE PROPOSAL IS ORGANIZED AROUND TWO RESEARCH PROJECTS AND THREE CORES. IN RESEARCH PROJECT 1, “EVALUATING MODES OF INFLUENZA TRANSMISSION USING A RANDOMIZED CONTROLLED TRIAL (EMIT-2-RCT)” WE WILL STUDY THE IMPACT OF TWO INTERVENTIONS A) VENTILATION AND AIR SANITATION AND B) HAND HYGIENE AND FACE SHIELDS ON TRANSMISSION OF CIRCULATING SEASONAL INFLUENZA FROM NATURALLY INFECTED CASES TO SEROLOGICALLY SUSCEPTIBLE VOLUNTEERS. WE WILL USE THE RCT TO TEST HYPOTHESES THAT AEROSOL TRANSMISSION IS THE DOMINANT MODE, IS ASSOCIATED WITH GREATER FREQUENCY OF FEVER AND SYSTEMIC SYMPTOMS IN SECONDARY CASES, AND THAT IN THE ABSENCE OF HEMAGGLUTINATION INHIBITING ANTIBODIES, ANTIBODIES AGAINST OTHER TARGETS WILL STRONGLY CORRELATE WITH PROTECTION FROM INFECTION AND DISEASE. IN RESEARCH PROJECT 2, “DEVELOPING AND APPLYING ANALYTICAL MODELS OF INFLUENZA TRANSMISSION” WE WILL USE COMPUTATIONAL FLUID DYNAMICS AND NOVEL NEW AEROSOL MEASUREMENTS TO A) DESIGN INTERVENTIONS AND SAMPLING STRATEGIES FOR THE RCT ENABLING US TO DISTINGUISH SHORT- AND LONG-RANGE AEROSOL TRANSMISSION FROM SPRAYBORNE TRANSMISSION, B) DEFINE THE WELLS-RILEY AEROSOL QUANTUM OF INFECTION IN TERMS OF MEASURABLE QUANTITIES AND ASSESS RISK AT THE RECIPIENT BREATHING ZONE LEVEL IN BOTH WELL-MIXED AND NON-WELL-MIXED INDOOR AIR CONDITIONS, AND C) EXTEND OUR MODELS TO HOUSEHOLD AND ANIMAL STUDIES AND CREATE PRACTICAL ANALYTICAL TOOLS FOR PUBLIC HEALTH SCIENTISTS TO COLLECT DATA AND ASSESS RISK IN THE FIELD. THE RESEARCH PROJECTS WILL BE ENABLED BY AN ADVANCED BIOAEROSOL TECHNOLOGY CORE (ABTC) THAT WILL DEVELOP NEW VIRAL AEROSOL SAMPLING AND CULTURE SYSTEMS AND METHODS FOR BOTH AMBIENT AND EXHALED BREATH SAMPLING THAT WILL VALIDATE THE RCT DESIGN AND PROVIDE CRITICAL INPUTS TO THE ANALYTICAL MODELS. A CLINICAL AND BIOSTATISTICS CORE (CBC) WILL PROVIDE THE CLINICAL INFRASTRUCTURE TO PERFORM THE COMPLEX QUARANTINE STUDIES. METHODS OF ADVANCEMENT IN THESE AREAS INCLUDE THE DEVELOPMENT OF MEASUREMENT METHODS FOR ASSESSING THE STRUCTURE, DYNAMICS AND INTERACTIONS OF PROTEINS AND NUCLEIC ACIDS IMPORTANT TO THE PHARMACEUTICAL AND BIOTECHNOLOGY INDUSTRIES THAT SUPPORT THE DEVELOPMENT OF STANDARDS THAT CAN BE USED TO BENCHMARK AND HARMONIZE THESE MEASUREMENTS. CBBI WILL BE FOCUSED ON ADVANCING MEASUREMENT TECHNOLOGIES AND ESTABLISHING REFERENCE STANDARDS AND DATA THAT IMPROVE AND ACCELERATE BIOMANUFACTURING OF BIOTECHNOLOGY PRODUCTS, INCLUDING VACCINES, THERAPEUTICS, AND OTHER MODERN MEDICINES UTILIZING NEW BIOMANUFACTURING TESTBED FACILITIES. UNIVERSITY OF MARYLAND FIRST PROGRAM - MODIFIED PROJECT SUMMARY/ABSTRACT SECTION THE OVERARCHING GOAL OF THE UNIVERSITY OF MARYLAND FIRST PROGRAM IS TO CREATE A COMPREHENSIVE MODEL THAT IS DEDICATED TO ENSURING A DIVERSE, SCHOLARLY ENVIRONMENT AND ENCOURAGING OUTSTANDING INDIVIDUALS TO ENTER THE ACADEMIC PROFESSION THROUGH A COMMITMENT TO INCLUSIVE EXCELLENCE. THIS PROPOSAL REPRESENTS A PARTNERSHIP BETWEEN THE UNIVERSITY OF MARYLAND SCHOOL OF MEDICINE (UMSOM) AND THE UNIVERSITY OF MARYLAND BALTIMORE COUNTY (UMBC). AS DEFINED BY THE FIRST RFA, THE UMSOM IS A HIGHLY RESOURCED INSTITUTION (HRI) WITH AN AVERAGE OF $140 MILLION IN NIH FUNDING OVER THE LAST THREE YEARS AND UMBC IS A LIMITED-RESOURCED INSTITUTION (LRI) WITH AN AVERAGE OF $7.5 MILLION IN NIH FUNDING OVER THE LAST THREE YEARS. THE UMSOM IS ONE OF SIX PROFESSIONAL SCHOOLS ON THE UNIVERSITY OF MARYLAND BALTIMORE (UMB) CAMPUS LOCATED IN DOWNTOWN BALTIMORE. UMBC IS LOCATED IN THE BALTIMORE SUBURBS, JUST 8 MILES AWAY FROM UMB. UMB AND UMBC HAVE BEEN CLOSELY LINKED EVER SINCE THE 1966 FOUNDING OF UMBC THROUGH A VARIETY OF INTERACTIONS AND RELATIONSHIPS AS DESCRIBED IN THE PROPOSAL. WE WILL “BUILD” UPON UMBC’S RICH REPUTATION AS A PUBLIC RESEARCH UNIVERSITY FOR PRODUCING HIGHLY CAPABLE AND COMPETITIVE UNDERGRADUATE AND GRADUATE SCHOLARS IN A DIVERSE SETTING. WE WILL COMBINE OUR EXPERIENCE IN HIRING A DIVERSE FACULTY THROUGH EFFECTIVE POST-DOCTORAL AND PRE-PROFESSORIATE PROGRAMS WITH THE STELLAR REPUTATION OF UMB-SOM IN PRODUCING HIGHLY SUCCESSFUL BIOMEDICAL RESEARCHERS. THIS NEW MODEL WILL SEEK TO HIRE THREE COHORTS OF UNDERREPRESENTED SCHOLARS, WHO ARE COMMITTED TO DIVERSITY IN THE ACADEMY AND TO PREPARE THOSE SCHOLARS FOR SUCCESSFUL POSSIBLE TENURE TRACK APPOINTMENTS AT UMBC. IN ADDITION, THE PROGRAM WILL SERVE TO ENCOURAGE AND SUPPORT DEPARTMENTS AND PROGRAMS IN THEIR EFFORTS TO ENRICH THEIR INTELLECTUAL COMMUNITIES THROUGH THE INCREASED REPRESENTATION OF DIVERSE PERSPECTIVES IN RESEARCH, TEACHING, AND SERVICE. COHORTS WILL BE RECRUITED INTO BROADLY THEMED AREAS OF CANCER BIOLOGY, NEUROSCIENCE, AND MICROBIOLOGY/INFECTIOUS DISEASES, WHICH ARE ALL AREAS OF SIGNIFICANT STRENGTH AT BOTH INSTITUTIONS. TEN NEW FACULTY MEMBERS FROM UNDERREPRESENTED GROUPS WILL BE RECRUITED, WITH SIX RECRUITS BEING PRIMARILY AFFILIATED WITH THE UMSOM AND FOUR RECRUITS PRIMARILY AFFILIATED WITH UMBC. ALL RECRUITS WILL HAVE SECONDARY APPOINTMENTS IN THE OTHER INSTITUTION AND WILL UNDERGO FACULTY DEVELOPMENT AND OTHER PROGRAM ACTIVITIES AS A COHORT. THE GENERAL APPROACH PROPOSED IN THIS INITIATIVE IS TO COMBINE THE EXPERIENCES AND STRENGTHS OF OUR TWO INSTITUTIONS THROUGH LEVERAGING EXISTING PROGRAMS AND NEW INITIATIVES TO INFUSE THE UNBIASED HIRING AND MENTORING OF FACULTY, ESPECIALLY UNDERREPRESENTED MINORITIES, INTO THE FABRIC OF DEPARTMENTAL CULTURE AND THEREBY AFFECT INSTITUTIONAL CHANGE. INTEREST IN AGRICULTURAL AND GOVERNMENT CAREERS HAS BEEN DECLINING, AND THERE IS A GROWING SHORTAGE OF WORKERS WITH THE ADVANCED SKILLS AND TECHNICAL KNOWLEDGE REQUIRED TO MEET FUTURE WORKFORCE NEEDS. CURRENT SALMON FARMING PRACTICES IN FLOATING COASTAL NET-PENS CANNOT EXPAND DUE TO STRICT ENVIRONMENTAL REGULATIONS. SAS2 COMBINES RESEARCH, EDUCATION AND EXTENSION TO ADDRESS THE MAJOR CHALLENGES TO THE SUCCESS OF A RAPIDLY EMERGING INNOVATIVE AND ENVIRONMENTALLY COMPATIBLE PLATFORM OF SALMON FARMING - RECIRCULATING AQUACULTURE SYSTEMS (RAS) THAT ARE LAND-BASED AND FULLY CONTAINED. IN COLLABORATION WITH MAJOR US RAS PRODUCERS, LEADING AQUACULTURE SCIENTISTS WILL CARRY OUT RESEARCH FOCUSING ON INDUSTRY-IDENTIFIED IMPEDIMENTS TO THE EXPANSION OF THIS INDUSTRY, INCLUDING EGG PRODUCTION, ECOLOGICALLY-RESPONSIBLE AND EFFICIENT FEEDS, INCREASED WATER RE-USE, MINIMIZED WASTE, IMPROVED PRODUCT QUALITY, AND ECONOMIC ANALYSES. AQUACULTURE EDUCATORS WILL DEVELOP RAS-RELATED STEM CURRICULA AND MODULES AT MULTIPLE EDUCATION LEVELS AND FOCUS EFFORTS ON THE URGENT NEED TO DEVELOP A TRAINED WORKFORCE FOR THE GROWING INDUSTRY. AQUACULTURE EXTENSION AGENTS WILL WORK WITH INDUSTRY TO INCREASE PUBLIC AWARENESS OF THIS NEW FORM OF FARMING, ENGAGE WITH LOCAL COMMUNITIES, ENABLE EFFICIENT TECHNOLOGY TRANSFER FROM ACADEMIA TO INDUSTRY AND ENSURE FISH HEALTH AND SEAFOOD SAFETY. HOWEVER, THE US SHELLFISH INDUSTRY CURRENTLY FACES SIGNIFICANT PRODUCTION BOTTLENECKS DUE TO OUTDATED TECHNOLOGY AND TOOLS. IN LIGHT OF TODAY'S ADVANCES IN SENSING AND CONTROL, ROBOTICS, AND ARTIFICIAL INTELLIGENCE, WHICH HAVE LED TO TRANSFORMATIVE DEVELOPMENT IN TERRESTRIAL AGRICULTURE, GREAT OPPORTUNITIES HAVE ARISEN TO REVOLUTIONIZE SHELLFISH AQUACULTURE. THE OVERARCHING GOAL OF THIS PROJECT IS TO IMPROVE QUALITY OF LIFE FOR FARMERS AND SOCIETY AS A WHOLE BY IMPLEMENTING A SMART SUSTAINABLE SHELLFISH AQUACULTURE MANAGEMENT (S3AM) FRAMEWORK TO ENHANCE NATIONWIDE SHELLFISH PRODUCTION AND ECONOMIC VIABILITY OF SHELLFISH FARM OPERATIONS WHILE MAINTAINING ENVIRONMENTAL HEALTH. THE SPECIFIC OBJECTIVES OF THIS PROJECT INCLUDE THE FOLLOWING: I) DEVELOP AND IMPLEMENT SMART TECHNOLOGIES AND MANAGEMENT SOLUTIONS TO IMPROVE FARM PRODUCTIVITY AND PROFITABILITY, II) MODEL AND ASSESS ECONOMIC IMPACTS OF THE S3AM FRAMEWORK IN THE EAST, WEST, AND GULF COASTAL REGIONS, III) BUILD A NATIONWIDE EXTENSION NETWORK TO ENGAGE STAKEHOLDERS FOR BROADER IMPACT, AND IV) EDUCATE FUTURE GENERATIONS OF THE WORKFORCE TO ADDRESS GLOBALLY PRESSING ISSUES OF SUSTAINABILITY. LOCAL DECISIONS HAVE AGGREGATE EFFECTS ON WATER RESOURCES, CASCADING FAR BEYOND INDIVIDUAL FARMS AND WATERSHEDS. LIKEWISE, LOCAL WATER AVAILABILITY AND QUALITY ARE INEXTRICABLY LINKED TO CLIMATE AND AGRICULTURAL PRACTICES BOTH REGIONALLY AND IN UPSTREAM AND TELECONNECTED AREAS. SINGLE POINT DECISION-SUPPORT TOOLS THAT EXCLUDE INTERACTIONS ACROSS SYSTEMS, REGIONS OR SECTORS MAY PROVIDE MISLEADING INFORMATION AND CAUSE INEFFICIENT OUTCOMES. WE WILL THEREFORE DEVELOP A PREDICTIVE DECISION SUPPORT DASHBOARD FOR AGRICULTURAL WATER USE AND NUTRIENT MANAGEMENT (DAWN) TO SUSTAIN FOOD AND ENERGY CROP PRODUCTION IN THE CORN BELT. OUR GOAL IS TO CREATE INFRASTRUCTURE THAT COMBINES ADVANCED SCIENCE AND INNOVATIVE TECHNOLOGY TO PROVIDE CREDIBLE, USABLE INFORMATION FOR AGRICULTURAL PRODUCERS AND WATER MANAGERS IN ORDER TO IMPROVE LAND, WATER, AND FERTILIZER USE SYNERGIES ACROSS MULTIPLE SYSTEMS AND SCALES. WEEDS ARE A KEY BIOTIC CONSTRAINT TO FARMERS. NOTWITHSTANDING, THERE HAS BEEN A NOTEWORTHY INCREASE IN HERBICIDE-RESISTANT WEEDS DUE TO PRACTICES THAT IMPOSE SELECTIVE PRESSURE ON WEED POPULATIONS. WE BELIEVE THAT COVER CROPS (CCS) CAN BE INSTRUMENTAL IN HELPING SOLVE THIS ISSUE VIA GREATER INCLUSION INTO INTEGRATED WEED MANAGEMENT STRATEGIES. THUS, OUR GOAL IS TO MORE EFFECTIVELY INCORPORATE CCS INTO WEED MANAGEMENT PLANS. WE FEEL THAT THIS CAN BE BEST ACCOMPLISHED BY HELPING VEGETABLE FARMERS REALIZE THEIR POTENTIAL BEYOND WEED SUPPRESSION. AS SUCH, ADDITIONAL SERVICES SUCH AS CCS POTENTIAL TO CUT INPUT COSTS, CONTRIBUTE FERTILITY, BIOREMEDIATE SOILS AND INFLUENCE NEMATODE COUNTS WILL BE EXAMINED. THIS PROJECT WILL ALSO DEPLOY DRONES AND ROBOTS IN SUPPORT OF OUR FIVE MAIN OBJECTIVES WHICH ARE TO: 1) COMPARE DIFFERENT COVER CROPPING STRATEGIES FOR MANAGING WEEDS, 2) DETERMINE CC'S BELOW GROUND EFFECTS ON WEEDS, 3) DEVELOP COVER CROPPING TACTICS TO WORK ACROSS A BROAD RANGE OF CROPS, 4) EVALUATE THE PROFITABILITY OF GROWING VEGETABLES WITH CCS AND 5) DELIVER NEW CC INFORMATION TO END-USERS. THIS PROJECT WILL ALSO ADDRESS THREE MAIN SCRI FOCUS AREAS AND OTHER USDA EMPHASIZED SPECIALTY CROP SECTORS' NEEDS: 1) ADDRESS THREATS FROM PESTS, 2) IMPROVE PRODUCTION EFFICIENCY, PRODUCTIVITY AND LONG-TERM PROFITABILITY, AND 3) RESEARCH NEW INNOVATIONS AND TECHNOLOGY (DRONES AND ROBOTS). IN ADDITION, THE TECHNOLOGY BEING RESEARCHED CAN BE USED TO REDUCE THE NEED FOR MANUAL LABOR WHICH WAS REQUESTED BY A NUMBER OF SPECIALTY CROP SECTORS. 16/24 HEALTHY BRAIN AND CHILD DEVELOPMENT NATIONAL CONSORTIUM - PROJECT SUMMARY/ABSTRACT NEURODEVELOPMENTAL PROCESSES ARE SHAPED BY DYNAMIC INTERACTIONS BETWEEN GENES AND ENVIRONMENTS. MALADAPTIVE EXPERIENCES EARLY IN LIFE CAN ALTER DEVELOPMENTAL TRAJECTORIES, LEADING TO HARMFUL AND ENDURING DEVELOPMENTAL SEQUELAE. PRE- AND POSTNATAL HAZARDS INCLUDE MATERNAL SUBSTANCE EXPOSURE, TOXICANT EXPOSURES IN PREGNANCY AND EARLY LIFE, MATERNAL HEALTH CONDITIONS, PARENTAL PSYCHOPATHOLOGY, MALTREATMENT, STRUCTURAL RACISM, AND EXCESSIVE STRESS. TO ELUCIDATE HOW VARIOUS ENVIRONMENTAL HAZARDS IMPACT CHILD DEVELOPMENT, IT IS IMPERATIVE THAT A NORMATIVE TEMPLATE OF DEVELOPMENTAL TRAJECTORIES OVER THE FIRST 10 YEARS OF LIFE BE ESTABLISHED BASED ON A SUFFICIENTLY LARGE AND DEMOGRAPHICALLY DIVERSE SAMPLE OF THE US POPULATION. TO ACCOMPLISH THIS, THE HEALTHY BRAIN AND CHILD DEVELOPMENT NATIONAL CONSORTIUM (HBCD-NC) HAS BEEN FORMED TO DEPLOY A HARMONIZED, OPTIMIZED, AND INNOVATIVE SET OF NEUROIMAGING (MRI, EEG) MEASURES COMPLEMENTED BY AN EXTENSIVE BATTERY OF BEHAVIORAL, PHYSIOLOGICAL, AND PSYCHOLOGICAL TOOLS, AND BIOSPECIMENS TO UNDERSTAND NEURODEVELOPMENTAL TRAJECTORIES IN A SAMPLE OF 7,500 MOTHERS AND INFANTS ENROLLED AT 24 SITES ACROSS THE UNITED STATES (US). THE HBCD-NC WILL CARRY OUT A COMMON RESEARCH PROTOCOL UNDER DIRECTION OF THE HBCD-NC ADMINISTRATIVE CORE (HCAC) AND WILL ASSEMBLE AND DISTRIBUTE A COMPREHENSIVE AND WELL-CURATED RESEARCH DATASET TO THE SCIENTIFIC COMMUNITY AT LARGE UNDER THE DIRECTION OF THE HBCD-NC DATA COORDINATING CENTER (HDCC). THE OVERARCHING GOAL OF THE HBCD-NC IS TO CREATE A COMPREHENSIVE, HARMONIZED, AND HIGH- DIMENSIONAL DATASET THAT WILL CHARACTERIZE TYPICAL NEURODEVELOPMENTAL TRAJECTORIES IN US CHILDREN AND THAT WILL ASSESS HOW BIOLOGICAL AND ENVIRONMENTAL EXPOSURES AFFECT THOSE TRAJECTORIES. A SPECIAL EMPHASIS WILL BE PLACED ON UNDERSTANDING THE IMPACT OF PRE- AND POSTNATAL EXPOSURE TO OPIOIDS, MARIJUANA, ALCOHOL, TOBACCO AND/OR OTHER SUBSTANCES. TO ADDRESS THESE BROAD OBJECTIVES, THE SAMPLE OF WOMEN ENROLLED WILL INCLUDE: 1) A RACIALLY, ETHNICALLY, AND SOCIOECONOMICALLY DIVERSE COHORT THAT IS REPRESENTATIVE OF THE US POPULATION; 2) PREGNANT WOMAN WITH USE OF TARGETED SUBSTANCES (OPIOIDS, MARIJUANA, ALCOHOL, TOBACCO); AND 3) DEMOGRAPHICALLY AND BEHAVIORALLY SIMILAR WOMEN WITHOUT SUBSTANCE USE IN PREGNANCY TO ENABLE VALID CAUSAL INFERENCES. IN ADDITION, THE HBCD-NC WILL IDENTIFY KEY DEVELOPMENTAL WINDOWS DURING WHICH BOTH HARMFUL AND PROTECTIVE ENVIRONMENTS HAVE THE MOST INFLUENCE ON LATER NEURODEVELOPMENTAL OUTCOMES. THE LARGE, MULTI-MODAL, LONGITUDINAL, AND GENERALIZABLE DATASET THAT WILL BE PRODUCED FOR THE FIRST TIME BY THIS STUDY WILL PROVIDE NOVEL INSIGHTS INTO CHILD DEVELOPMENT USING STATE- OF-THE-ART METHODS. THE HBCD-NC STUDY WILL INFORM PUBLIC POLICY TO IMPROVE THE HEALTH AND DEVELOPMENT OF CHILDREN ACROSS THE NATION.
