THE RURAL DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING PROGRAM (RURAL PROGRAM) IS AUTHORIZED BY 34 U.S.C. 12341. RURAL PROGRAM FUNDS ARE USED TO SUPPORT PROGRAMS THAT: 1) IDENTIFY, ASSESS, AND APPROPRIATELY RESPOND TO CHILD, YOUTH, AND ADULT VICTIMS OF DOMESTIC VIOLENCE, SEXUAL ASSAULT, DATING VIOLENCE, AND STALKING IN RURAL COMMUNITIES BY ENCOURAGING COLLABORATION AMONG VICTIM SERVICE PROVIDERS, LAW ENFORCEMENT AGENCIES, PROSECUTORS, COURTS, OTHER CRIMINAL JUSTICE SERVICE PROVIDERS, HUMAN AND COMMUNITY SERVICE PROVIDERS, EDUCATIONAL INSTITUTIONS, AND HEALTH CARE PROVIDERS; 2) ESTABLISH AND EXPAND VICTIM SERVICES IN RURAL COMMUNITIES TO CHILD, YOUTH, AND ADULT VICTIMS; 3) INCREASE THE SAFETY AND WELL-BEING OF WOMEN AND CHILDREN IN RURAL COMMUNITIES, BY (A) DEALING DIRECTLY AND IMMEDIATELY WITH DOMESTIC VIOLENCE, SEXUAL ASSAULT, DATING VIOLENCE, AND STALKING; AND (B) CREATING AND IMPLEMENTING STRATEGIES TO INCREASE AWARENESS AND PREVENT THESE CRIMES; AND 4) DEVELOP, EXPAND, IMPLEMENT, AND IMPROVE THE QUALITY OF SEXUAL ASSAULT FORENSIC MEDICAL EXAMINATION OR SEXUAL ASSAULT NURSE EXAMINER PROGRAMS. GRANTEES MUST USE AT LEAST ONE OF THE FOLLOWING STRATEGIES IN IMPLEMENTING THEIR PROJECTS: 1) IMPLEMENT, EXPAND, AND ESTABLISH COOPERATIVE EFFORTS AND PROJECTS AMONG LAW ENFORCEMENT OFFICERS, PROSECUTORS, VICTIM SERVICE PROVIDERS, AND OTHER RELATED PARTIES TO INVESTIGATE AND PROSECUTE INCIDENTS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING; 2) PROVIDE TREATMENT, COUNSELING, ADVOCACY, LEGAL ASSISTANCE, AND OTHER LONG-TERM AND SHORT-TERM VICTIM AND POPULATION SPECIFIC SERVICES TO ADULT AND MINOR VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING IN RURAL COMMUNITIES; 3) WORK IN COOPERATION WITH THE COMMUNITY TO DEVELOP EDUCATION AND PREVENTION STRATEGIES DIRECTED TOWARD SUCH ISSUES; 4) DEVELOP, ENLARGE, OR STRENGTHEN PROGRAMS ADDRESSING SEXUAL ASSAULT; AND 5) DEVELOP PROGRAMS AND STRATEGIES THAT FOCUS ON THE SPECIFIC NEEDS OF VICTIMS OF WHO RESIDE IN REMOTE RURAL AND GEOGRAPHICALLY ISOLATED AREAS. (CVIC), IN PARTNERSHIP WITH CVIC AND SPECTRA HEALTH, RURAL LAW ENFORCEMENT AGENCIES, INCLUDING GRAND FORKS COUNTY SHERIFF'S OFFICE, NELSON COUNTY SHERIFF'S DEPARTMENT, EMERADO POLICE DEPARTMENT, NORTHWOOD POLICE DEPARTMENT AND THOMPSON POLICE DEPARTMENT, LOCAL GOVERNMENT AND COMMUNITY AGENCIES, INCLUDING GRAND FORKS COUNTY HUMAN SERVICE ZONE, RAPE AND ABUSE CRISIS CENTER, AND DOMESTIC VIOLENCE AND ABUSE CENTER, RURAL SCHOOL PARTNERS, INCLUDING LARIMORE PUBLIC SCHOOLS AND EMERADO PUBLIC SCHOOL, AND LOCAL PRIVATE SECTOR PARTNER RYDELL CARS, WILL IMPLEMENT THE CVIC RURAL PROJECT. THIS VICTIM SERVICE PROJECT ADDRESSES PURPOSE AREAS 1, 2, AND 3 FOR THE COUNTIES OF GRAND FORKS, WALSH, TRAILL, AND NELSON IN NORTH DAKOTA. SPECIFIC ACTIVITIES WILL INCLUDE: 1) ENHANCING FIRST RESPONSE FOR RURAL VICTIMS OF DOMESTIC VIOLENCE, INCLUDING THE USE OF A LETHALITY ASSESSMENT AND STRENGTHENED SEXUAL ASSAULT RESPONSE TEAM (SART), 2) RAISING AWARENESS OF SERVICES THROUGH PRESENTATIONS AND INCREASING ACCESS TO THESE SERVICES FOR VICTIMS IN THE SERVED COUNTIES, AND 3) EXPANDING TRAUMA-INFORMED THERAPY FOR SURVIVORS BY EMPLOYING MOBILE ADVOCACY UNITS. THE PRIMARY PURPOSE OF THE TRANSITIONAL HOUSING PROGRAM IS TO PROVIDE AID TO VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING WHO ARE HOMELESS, AS DEFINED BY 34 U.S.C. 12473(6), OR IN NEED OF TRANSITIONAL HOUSING OR OTHER HOUSING ASSISTANCE, AS A RESULT OF THEIR VICTIMIZATION, AND FOR WHOM EMERGENCY SHELTER SERVICES OR OTHER CRISIS INTERVENTION SERVICES ARE UNAVAILABLE OR INSUFFICIENT. THE PROGRAM SUPPORTS HOLISTIC, SURVIVOR-CENTERED APPROACHES TO PROVIDING TRANSITIONAL HOUSING AND SUPPORT SERVICES THAT MOVE INDIVIDUALS INTO PERMANENT HOUSING AND HELP THEM SECURE EMPLOYMENT AND INTEGRATE INTO A COMMUNITY. THE COMMUNITY VIOLENCE INTERVENTION CENTER, INC., IS A NON-PROFIT ORGANIZATION LOCATED IN GRAND FORKS, NORTH DAKOTA, A SUBURBAN REGION OF THE STATE. THE ORGANIZATION WILL PROVIDE 12 SCATTERED SITE RESIDENCES FOR 12 SURVIVORS AND THEIR FAMILIES THROUGH PRIVATE LANDLORD HOUSING UNITS. THE COMMUNITY VIOLENCE INTERVENTION CENTER, INC. WILL COLLABORATE WITH ITS 4 PARTNERS, THE NORTH DAKOTA VOCATIONAL REHABILITATION SERVICES; HIGH PLAINS FAIR HOUSING CENTER; OPTIONS RESOURCE CENTER FOR INDEPENDENT LIVING; AND JOB SERVICE NORTH DAKOTA TO PROVIDE A HOLISTIC, VICTIM-CENTERED AND MULTIDISCIPLINARY APPROACH TO TRANSITIONAL HOUSING NEEDS IN THE COMMUNITY. THIS CONTINUATION PROJECT WILL USE FUNDS TO PROVIDE BOTH HOUSING AND SUPPORTIVE SERVICES TO MOVE SURVIVORS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, OR STALKING WHO ARE HOMELESS OR IN NEED OF HOUSING ASSISTANCE TO PERMANENT HOUSING. THE PROJECT WILL ASSIST CLIENTS FOR AN ANTICIPATED MINIMUM OF 6 MONTHS AND A MAXIMUM LENGTH OF 24 MONTHS. SERVICES OFFERED WILL FOCUS ON: EXPANDING ECONOMIC JUSTICE. THE GRANT ACTIVITIES WILL BE TAILORED TO MEET THE NEEDS OF THE SURVIVORS. THE RANGE OF OPTIONAL SUPPORT SERVICES INCLUDES: RENTAL AND UTILITY ASSISTANCE, CASE MANAGEMENT, SAFETY PLANNING, CHILDCARE, TRANSPORTATION, CAREER COUNSELING, FINANCIAL AND CREDIT COUNSELING, SUPPORT GROUPS, INDIVIDUAL COUNSELING, JOB TRAINING, EDUCATION ATTAINMENT, AND HOUSING ADVOCACY. THE PROJECT WILL: 1) ESTABLISH A COORDINATED COMMUNITY RESPONSE TEAM TO OVERSEE AND GUIDE PROJECT ACTIVITIES; 2) COMPLETE A LIMITED COMMUNITY NEEDS ASSESSMENT AND DEVELOP A STRATEGIC PLAN THAT OUTLINES THE IMPLEMENTATION PHASE OF THE PROJECT; 3) PROVIDE VICTIM SERVICES FOR STUDENTS, INCLUDING INCREASING ACCESS TO ON- OR OFF-SITE VICTIM ADVOCATES AND COUNSELORS; 4) DEVELOP AND IMPLEMENT SCHOOL-BASED POLICIES, PRACTICES, AND PROGRAMS TO PREVENT AND RESPOND TO DATING VIOLENCE, SEXUAL ASSAULT, STALKING, AND SEX TRAFFICKING; 5) PROVIDE DEVELOPMENTALLY APPROPRIATE PREVENTION PROGRAMMING AND BYSTANDER INTERVENTION TRAINING FOR STUDENTS; 6) DEVELOP AND DELIVER TRAINING FOR SCHOOL RESOURCE OFFICERS, TEACHERS, SCHOOL FACULTY AND EMPLOYEES, AND COACHES ON CREATING TRAUMA INFORMED CLASSROOMS, SCHOOLS, AND PROGRAMMING FOR STUDENTS; 7) PROVIDING TRAINING TO ASSIST LAW ENFORCEMENT, PROSECUTORS, COURTS, AND SCHOOLS TO INVESTIGATE AND/OR PROSECUTE INCIDENTS OF THE CRIMES PREVIOUSLY LISTED WHEN THE STUDENT OR THE STUDENT’S CAREGIVER CHOOSES TO REPORT TO LAW ENFORCEMENT; 8) DEVELOP AND DELIVER TRAINING TO ASSIST SCHOOL FACULTY AND EMPLOYEES, LAW ENFORCEMENT, AND PARENTS, CAREGIVERS, OR LEGAL GUARDIANS IN SUPPORTING STUDENTS IMPACTED BY AFOREMENTIONED CRIMES; 9) IMPLEMENT PROGRAMS WITHIN THE SCHOOL AND/OR SCHOOL SYSTEM DESIGNED TO CHANGE ATTITUDES AND BEHAVIORS IN RELATION TO THE CRIMES PREVIOUSLY LISTED.
