THE INTENT OF THIS PROJECT IS TO SUPPORT THE EP LEATHERBACK CONSERVATION NETWORK (LAUD OPO) IN ITS EFFORTS TO IMPROVE NESTING BEACH AND BYCATCH REDUCTION PROJECTS AND TO SUPPORT THE SECRETARIAT OF THE INTER-AMERICAN SEA TURTLE CONVENTION (IAC) IN MEETINGS WITH HIGH LEVEL GOVERNMENT DECISION MAKERS TO ADDRESS BYCATCH REDUCTION MEASURES IN RANGE STATE COUNTRIES. TO DO SO, WE WILL IDENTIFY THE SCALE AND THREAT CONTEXT AT WHICH CONSERVATION TREATMENTS RESULT IN DETECTABLE DIFFERENCES IN SCD DATA LAYERS I.E., Q VALUES, SEI, AND CORE SAGEBRUSH AREA GROWTH OPPORTUNITY AREA OTHER RANGELAND AREA DESIGNATIONS AND CREATE A GUIDANCE DOCUMENT FOR MANAGERS. HOWEVER THERE IS NO CONSOLIDATED EFFORT TO COMPILE SPATIALLY-ASSOCIATED PHENO-CLIMATIC INFORMATION INTO A DATA FRAMEWORK THAT WOULD IMPROVE INFORMATION COMPARISON AND REUSE FACILITATE COLLABORATION WITHIN THE RESEARCH COMMUNITY AND INCREASE THE SPEED OF PRODUCTION AND PUBLICATION OF RESULTS RELATED TO THE NEEDS IDENTIFIED IN THE SOLICITATION. THE EAST PACIFIC LEATHERBACK NESTS IN MEXICO, COSTA RICA AND NICARAGUA AND MIGRATES AND FORAGES ALONG THE EAST PACIFIC FROM MEXICO SOUTH TO CHILE. THE NESTING POPULATION WAS ONCE THE LARGEST IN THE WORLD, WITH OVER 150,000 NESTS ESTIMATED IN THE EARLY 1980S. THIS HAS PLUMMETED TO FEWER THAN 1500 NESTS ANNUALLY. THE INTENT OF THIS PROJECT IS TO SUPPORT THE EP LEATHERBACK CONSERVATION NETWORK (LAUD OPO) IN ITS EFFORTS TO IMPROVE NESTING BEACH AND BYCATCH REDUCTION PROJECTS AND TO SUPPORT THE SECRETARIAT OF THE INTER-AMERICAN SEA TURTLE CONVENTION (IAC) IN MEETINGS WITH HIGH LEVEL GOVERNMENT DECISION MAKERS TO ADDRESS BYCATCH REDUCTION MEASURES IN RANGE STATE COUNTRIES. ACTIVITIES INCLUDE: (1) ENSURE REGIONAL DATABASE, WEBSITE AND ONLINE LIBRARY OF BEST MANAGEMENT PRACTICES IS MAINTAINED FOR THE EP LEATHERBACK NETWORK; (2) FACILITATE ALIGNMENT OF IAC LEATHERBACK TASKFORCE PRIORITIES WITH EP LEATHERBACK NETWORK AS CHAIR OF THE IAC LEATHERBACK TASK FORCE: (3) ACCOMPANY IAC SECRETARIAT AS TECHNICAL EXPERT TO MEETINGS WITH HIGH LEVEL GOVERNMENT OFFICIALS TO DISCUSS EP LEATHERBACK CONSERVATION ISSUES AND POLICY ISSUES TO ADDRESS LEATHERBACK FISHERIES BYCATCH; AND (4) COORDINATE ONE EP LEATHERBACK NETWORK WORKSHOP ANNUALLY TO REVIEW ONGOING PROJECTS AND ACTIVITIES AND CONSULT ABOUT PROBLEMS AND NEEDS.

EFFORTS ARE UNDERWAY TO MAP CURRENT MESIC RESOURCES AND QUANTIFY PAST CHANGES IN MESIC RESOURCE AVAILABILITY IN THE SAGEBRUSH BIOME, YET NO DATA PRODUCTS EXIST PROJECTING FUTURE MESIC RESOURCE VULNERABILITY TO CLIMATE CHANGE, DROUGHT, AND LAND USE CHANGE AT THE BIOME SCALE, PARTICULARLY ACROSS MULTIPLE FACETS OF VULNERABILITY I.E., EXPOSURE, SENSITIVITY, AND ADAPTIVE CAPACITY. SUCH PROJECTIONS WILL BE CRITICAL TO IDENTIFY HOTSPOTS OF VULNERABILITY, AREAS OF RESILIENCE, AND TO GUIDE CONSERVATION INVESTMENTS FOR MESIC RESOURCES. TARGETED AND INFORMED CONSERVATION WILL BE KEY TO STOPPING, AND EVEN REVERSING, THE LOSS OF IMPORTANT MESIC AREAS THROUGHOUT THE SAGEBRUSH BIOME. TO ADDRESS THIS, CONSERVATION SCIENCE PARTNERS WILL PROJECT THE VULNERABILITY OF MESIC RESOURCES TO CLIMATE CHANGE, DROUGHT, AND LAND USE CHANGE UNDER A SUITE OF FUTURE SCENARIOS USING A NOVEL VULNERABILITY INDEX DEVELOPED JOINTLY WITH STAKEHOLDERS, GENERATING MAPS OF FUTURE VULNERABILITY HOTSPOTS AND RESILIENT MESIC AREAS AND COPRODUCING A GUIDANCE DOCUMENT OF TARGETED MANAGEMENT APPROACHES TO INFORM MESIC CONSERVATION IN THE BIOME. CRITICALLY, THE DEVELOPMENT OF THIS GUIDANCE DOCUMENT WILL SUMMARIZE MANAGEMENT STRATEGIES SPECIFICALLY ADDRESSING EACH LEVEL OF VULNERABILITY ACROSS SAGEBRUSH CONSERVATION DESIGN CATEGORIES CORE, GROWTH, AND OTHER, HELPING TO GUIDE TARGETED CONSERVATION INVESTMENTS AND ULTIMATELY SUPPORTING THE DEVELOPMENT OF A BIOMEWIDE STRATEGY FOR MESIC RESOURCE MANAGEMENT. DELIVERABLES INCLUDE A MAP OF MESIC RESOURCE VULNERABILITY ACROSS THE BIOME FOR TWO DIFFERENT CLIMATE CHANGE SCENARIOS, A CONSERVATION STEPDOWN DOCUMENT, AN ANNUAL REPORT, AND TECHNICAL TRANSFER PRODUCTS INCLUDING A WEBINAR. IF TIME AND FUNDS ALLOW, AND MANUSCRIPT DESCRIBING THE DEVELOPMENT OF THE INDEX WILL ALSO BE DEVELOPED. EXPECTED OUTCOMES INCLUDE A GREATER UNDERSTANDING OF FUTURE MESIC RESOURCE VULNERABILITY TO GLOBAL CHANGE IN THE BIOME AND ENHANCED COORDINATION ACROSS AGENCIES AND ENDUSERS ENGAGED IN MESIC RESOURCE MANAGEMENT. WHEN THOSE DIFFERENCES ARE NOT OBSERVED, MANAGERS MAY QUESTION THE ACCURACY OR APPLICABILITY OF THE SCD WITHOUT IMPORTANT CONTEXT ABOUT THE SCALE OF TREATMENTS COMPARED TO THE RESOLUTION OF SCD DATA, THE 2KM SMOOTHING RADIUS THAT WAS APPLIED TO SEI VALUES, AND THE ABILITY OF OTHER THREATS TO DAMPEN ANY SEI CHANGES IF NOT JOINTLY ADDRESSED. CONSERVATION SCIENCE PARTNERS AIM WITH THIS PROJECT IS TO BOTH FILL A KNOWLEDGE GAP AND PROVIDE A TECHNICAL TRANSFER DOCUMENT WITH GUIDANCE TO MANAGERS ABOUT WHEN AND WHY THEY MAY EXPECT TO SEE OUTCOMES OF THEIR EFFECTIVE TREATMENTS REFLECTED IN DIFFERENT LAYERS OF THE SCD E.G., SCALE OF TREATMENT, WHETHER SINGLE OR MULTIPLE THREATS DRIVE DECLINES IN SEI, TIME SINCE TREATMENT, ETC.. TO DO SO, WE WILL IDENTIFY THE SCALE AND THREAT CONTEXT AT WHICH CONSERVATION TREATMENTS RESULT IN DETECTABLE DIFFERENCES IN SCD DATA LAYERS I.E., Q VALUES, SEI, AND CORE SAGEBRUSH AREA GROWTH OPPORTUNITY AREA OTHER RANGELAND AREA DESIGNATIONS AND CREATE A GUIDANCE DOCUMENT FOR MANAGERS.
