MANAGEMENT AND OPERATIONS OF THE GREEN BANK OBSERVATORY FY 2025 - FY 2026 -ASSOCIATED UNIVERSITIES, INC. (AUI) WILL MANAGE AND OPERATE THE GREEN BANK OBSERVATORY (GBO) FROM OCTOBER 1, 2024 TO SEPTEMBER 30, 2026. AS PART OF THIS PROJECT, AUI WILL INITIATE A CRITICALLY-NEEDED INFRASTRUCTURE REFURBISHMENT PLAN TO ENSURE THE LONG-TERM SAFETY AND SCIENTIFIC VITALITY OF GBO. FURTHERMORE, IT WILL REINTEGRATE GBO INTO THE NATIONAL RADIO ASTRONOMY OBSERVATORY (NRAO) TO REALIZE A COHERENT VISION OF SERVICE TO THE RADIO ASTRONOMY COMMUNITY, WITH A RENEWED EMPHASIS ON IMPROVING SCIENTIFIC CAPABILITY, USER SUPPORT, ARCHIVAL DATA ACCESS, AND SOFTWARE TOOLS. ASTRONOMY IS AN IMPORTANT ELEMENT IN MEETING NATIONAL GOALS RELATED TO DIVERSITY, SCIENCE AND TECHNOLOGY EDUCATION, AND INCREASED U.S. COMPETITIVENESS. GBO?S EXEMPLARY EDUCATION AND PUBLIC OUTREACH PROGRAMS IN WEST VIRGINIA WILL CREATE UNIQUE STEM LEARNING EXPERIENCES FOR K? 16 STUDENTS, EDUCATORS, PROFESSIONAL SCIENTISTS, AND THE PUBLIC. THE GREEN BANK SCIENCE CENTER ATTRACTS NEARLY 40,000 VISITORS EACH YEAR, AND ACTIVE TELESCOPES ON SITE PROVIDE INVALUABLE TRAINING OPPORTUNITIES FOR STUDENTS, AS WELL AS SCIENCE ENRICHMENT FOR A VERY WIDE DEMOGRAPHIC. DRIVEN BY THE PRIORITIES OF THE U.S. RESEARCH COMMUNITY AS ARTICULATED IN THE 2020 DECADAL SURVEY OF ASTRONOMY AND ASTROPHYSICS, GBO WILL ENABLE IMPORTANT DISCOVERIES ACROSS MANY FIELDS OF ASTRONOMY AND ASTROPHYSICS. THE MAJOR RESEARCH INSTRUMENT AT GBO IS THE 100-METER DIAMETER GREEN BANK TELESCOPE (GBT)---THE WORLD'S LARGEST FULLY STEERABLE SINGLE-DISH RADIO TELESCOPE. THE GBT'S LARGE SKY COVERAGE, VERY HIGH SENSITIVITY, AND EXTENSIVE SUITE OF INSTRUMENTS MAKE IT A POWERFUL AND VERSATILE TELESCOPE WHICH ENABLES ADVANCES IN VIRTUALLY ALL AREAS OF MODERN ASTROPHYSICS. SOME MAJOR STUDIES ENABLED BY THE GBT WILL INCLUDE: CHARACTERIZING THE LOW-FREQUENCY GRAVITATIONAL WAVE BACKGROUND; DETERMINING THE NATURE AND COMPLEX ENVIRONMENTS OF MYSTERIOUS FAST RADIO BURSTS; ESTABLISHING THE CHEMICAL INVENTORY OF MOLECULAR CLOUDS AND EVOLVED STARS TO ELUCIDATE THE GROWTH OF MOLECULAR COMPLEXITY IN SPACE; MEASURING THE DISTRIBUTION OF SUPERHEATED GAS IN THE INTERCLUSTER MEDIUM OF GALAXY CLUSTERS; AND SCANNING NEARBY STARS, THE GALACTIC PLANE, AND EXTERNAL GALAXIES FOR TECHNOSIGNATURES. THE GBT OFFERS EXCELLENT COMPLEMENTARITY AND SYNERGY WITH INTERFEROMETRIC ARRAYS, SUCH AS THE VERY LARGE ARRAY, THE VERY LONG BASELINE ARRAY, AND THE ATACAMA LARGE MILLIMETER/SUBMILLIMETER ARRAY. IT ALSO PLAYS A CRITICAL ROLE AS A HIGHLY SENSITIVE ELEMENT OF VERY LONG BASELINE INTERFEROMETRY. THIS AWARD REFLECTS NSF'S STATUTORY MISSION AND HAS BEEN DEEMED WORTHY OF SUPPORT THROUGH EVALUATION USING THE FOUNDATION'S INTELLECTUAL MERIT AND BROADER IMPACTS REVIEW CRITERIA.- SUBAWARDS ARE NOT PLANNED FOR THIS AWARD.

THE NGVLA IS ENVISAGED AS AN INTERFEROMETRIC ARRAY WITH TEN TIMES GREATER SENSITIVITY AND SPATIAL RESOLUTION THAN THE CURRENT VLA, VERY LONG BASELINE ARRAY (VLBA) AND THE ATACAMA MILLIMETER/SUBMILLIMETER ARRAY (ALMA), OPERATING IN THE FREQUENCY RANGE OF 1.2 ? 116 GHZ. THIS PROJECT WILL END IN THE CONCEPTUAL DESIGN DOWN-SELECT FOR EACH MAJOR SUB-SYSTEM WITHIN THE ARRAY, AND ALLOW THE TRANSITION TO THE PRELIMINARY DESIGN OF THESE SUBSYSTEMS. CRITICAL TECHNICAL DEVELOPMENT AND RISK REDUCTION ACTIVITIES WILL BE INCLUDED TO ENSURE THAT NOVEL LEADING-EDGE TECHNOLOGIES THAT MAY REDUCE COST OR IMPROVE PERFORMANCE ARE CONSIDERED IN THE DOWN-SELECT. THE NGVLA WILL BE A TRANSFORMATIVE, MULTI-DISCIPLINARY SCIENTIFIC INSTRUMENT THAT WILL OPEN A NEW WINDOW ON THE UNIVERSE THROUGH ULTRA-SENSITIVE IMAGING OF THERMAL LINE AND CONTINUUM EMISSION DOWN TO MILLIARCSECOND-SCALE RESOLUTION, AS WELL AS UNPRECEDENTED BROAD-BAND CONTINUUM POLARIMETRIC IMAGING OF NON-THERMAL PROCESSES. THESE CAPABILITIES ARE THE ONLY MEANS WITH WHICH TO ADDRESS A BROAD RANGE OF CRITICAL QUESTIONS IN MODERN ASTRONOMY, INCLUDING DIRECT IMAGING OF EARTH-LIKE PLANET FORMATION IN THE TERRESTRIAL ZONE, STUDIES OF DUST-OBSCURED STAR FORMATION AND THE COSMIC BARYON CYCLE DOWN TO PARSEC-SCALES OUT TO THE VIRGO CLUSTER, UNDERTAKING A COSMIC CENSUS OF THE MOLECULAR GAS WHICH FUELS STAR FORMATION BACK TO FIRST LIGHT AND COSMIC REIONIZATION, AND NOVEL TECHNIQUES FOR EXPLORING TEMPORAL PHENOMENA ON TIMESCALES FROM MILLISECONDS TO YEARS IN THIS NEW ERA OF MULTI-MESSENGER ASTROPHYSICS. THE NGVLA WILL BE OPTIMIZED FOR OBSERVATIONS IN THE SPECTRAL REGION BETWEEN THE SUPERB PERFORMANCE OF ALMA AT SUB-MM WAVELENGTHS, AND THE FUTURE PHASE I SQUARE KILOMETER ARRAY (SKA-1) AT DECIMETER AND LONGER WAVELENGTHS. THE NGVLA PROJECT OFFERS OPPORTUNITIES FOR STUDENT TRAINING, INCREASED PARTICIPATION OF UNDERREPRESENTED GROUPS, TANGIBLE BENEFITS TO THE WIDER U.S. RESEARCH COMMUNITY (E.G., DATA ARCHIVE ACCESS AND THE COMMERCIALIZATION OF NEW TECHNOLOGIES), AND POSITIVE IMPACTS TO THE ENVIRONMENT AND ECONOMY OF THE COMMUNITIES THAT HOST THE FACILITY. THE EFFORT WILL PROVIDE SUPPLEMENTAL FUNDING TO THE NRAO OFFICE OF DIVERSITY AND INCLUSION AND EDUCATION AND PUBLIC OUTREACH DEPARTMENTS TO EXPAND THEIR CORE ACTIVITIES TO INCLUDE THE NGVLA. PROGRAMS THAT WILL BE POSITIVELY IMPACTED INCLUDE THE AFRICAN AMERICAN TEACHING FELLOWS, THE NATIONAL ASTRONOMY CONSORTIUM UNDERGRADUATE PROGRAM, AND THE NATIONAL AND THE INTER-NATIONAL EXCHANGE PROGRAM. IN ADDITION TO THE BROADER PARTICIPATION AND EDUCATIONAL IMPACTS, THE NGVLA PROJECT WILL HAVE A DIRECT IMPACT ON FOSTERING A REVITALIZED U.S. HIGH-TECH MANUFACTURING HUB IN THE SOUTHWEST, WITH PRECISION MACHINE FABRICATION AND MANUFACTURING IN NEW MEXICO, ARIZONA, AND TEXAS. UNDERSTANDING THE COMPLEX PHYSICS BEHIND SOLAR ACTIVITY AND DEVELOPING REALISTIC PREDICTIONS OF SPACE WEATHER REQUIRE COMPREHENSIVE AND CONTINUOUS OBSERVATIONS OF THE FULL DISK OVER MANY DECADES. THE CURRENT GLOBAL OSCILLATION NETWORK GROUP (GONG) PROVIDES THE MOST COMPREHENSIVE CONTEXTUAL DATA TO MODEL THE LARGE- SCALE STATE OF THE SUN?S HELIOSPHERE, THE VAST BUBBLE OF IONIZED PARTICLES FORMING THE SOLAR WIND THAT SURROUNDS THE SOLAR SYSTEM. HOWEVER, GONG IS AGING RAPIDLY, AND PROGRESS IN MODELING SOLAR PHENOMENA AND SPACE WEATHER NOW NEEDS NEW SYNOPTIC OBSERVATIONS NOT CURRENTLY AVAILABLE FROM ITS EXISTING FACILITIES. THIS AWARD WILL SUPPORT THE GONG TEAM TO DESIGN A NEXT GENERATION SOLAR OBSERVING NETWORK (NGGONG), TO BE PLACED AT INTERNATIONAL SITES DISTRIBUTED ACROSS LONGITUDES AND WEATHER PATTERNS TO PROVIDE NEARLY CONTINUOUS OBSERVATIONS OF THE SUN FOR MANY YEARS INTO THE FUTURE. THIS DESIGN WILL MAXIMIZE THE USE OF EXISTING INFRASTRUCTURE AND RESOURCES. THE NGGONG DESIGN ACTIVITIES INCLUDE AN INNOVATIVE POST-BACCALAUREATE PROGRAM EXPECTED TO PROVIDE SIGNIFICANT BENEFIT TO THE FUTURE STEM WORKFORCE. A SECOND PROGRAM WILL HELP TO BRIDGE A CRITICAL GAP THAT MANY FIRST-GENERATION STUDENTS FACE BETWEEN UNDERGRADUATE AND GRADUATE LEVELS. NGGONG HAS THE POTENTIAL FOR STRONG PARTNERSHIPS, BOTH DOMESTIC, SUCH AS WITH THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION AND THE DEPARTMENT OF DEFENSE, AND INTERNATIONALLY, INCLUDING WITH THE EUROPEAN UNION AND JAPAN. THE FUTURE NGGONG NETWORK WILL PROVIDE A QUANTITATIVE CONTEXT FOR HIGH-RESOLUTION SOLAR AND IN-SITU MEASUREMENTS AND MODELS, BRIDGING SOLAR AND STELLAR RESEARCH IN THE AREA OF STELLAR ACTIVITY AND ITS CONSEQUENCES FOR HABITABILITY ON OUR OWN AND OTHER PLANETS. IT WILL BE A PLATFORM FOR FUTURE INSTRUMENT DEVELOPMENT. NGGONG IS KEY TO MEASURING THE PROCESSES THAT DRIVE ACTIVITY FROM THE SOLAR INTERIOR THROUGH ITS ATMOSPHERE AND INTO THE HELIOSPHERE, LEADING TO SPACE WEATHER, AND WILL BUILD A MULTI-DECADE RECORD OF SOLAR VARIABILITY FOR USE BY FUTURE GENERATIONS OF SCIENTISTS, IN BOTH PREDICTABLE AND UNEXPECTED WAYS. THE NGGONG NETWORK ADDRESSES THE NATIONAL SECURITY AND RESEARCH PRIORITIES OF THE NATIONAL SPACE WEATHER STRATEGY AND ACTION PLAN AND THE PROMOTING RESEARCH AND OBSERVATIONS OF SPACE WEATHER TO IMPROVE THE FORECASTING OF TOMORROW ACT. BUT IT MUST BE DESIGNED FIRST. THIS AWARD REFLECTS NSF'S STATUTORY MISSION AND HAS BEEN DEEMED WORTHY OF SUPPORT THROUGH EVALUATION USING THE FOUNDATION'S INTELLECTUAL MERIT AND BROADER IMPACTS REVIEW CRITERIA.- SUBAWARDS ARE NOT PLANNED FOR THIS AWARD.

HOW THESE SIGNALS ARE DELIVERED WITHIN THE INTRA-MEDULLAR NICHES REMAIN POORLY UNDERSTOOD. EXTENSIVE PUBLISHED AND TO-BE-PUBLISHED INFORMATION BY THE PIS OF THIS PROGRAM, COLLABORATIVE AND INDIVIDUALLY, CLEARLY ESTABLISHED THE INVOLVEMENT OF GLYCANS IN THE GUIDANCE OF HEMATOPOIETIC PROGENITOR CELL FATE, FUNCTION, AND ESPECIALLY IN THROMBOPOIESIS AND PLATELET FUNCTIONALITY. THE OVERARCHING HYPOTHESIS IS “CELL-INTRINSIC AND EXTRINSIC GLYCAN-MEDIATED MECHANISMS REGULATE MAINTENANCE, DIFFERENTIATION, AND FUNCTION OF HEMATOPOIETIC CELLS.” PROJECT 1 WILL INVESTIGATE THE ROLES OF THE GALACTOSYLTRANSFERASE SS4GALT1, SS1 INTEGRIN, AND GLYCOSAMINOGLYCANS (GAGS)/HEPARAN SULFATE PROTEOGLYCANS (HSPGS) IN THROMBOPOIESIS AT STEADY-STATE AND FOLLOWING MYELOABLATIVE STRESS USING NOVEL COMBINED SHARED “OMICS” AND STANDARD APPROACHES WITH PROJECT 3. A PREVIOUSLY UNKNOWN ROLE OF SS4GALT1 TO REGULATE MEGAKARYOCYTE (MK) EXPRESSION OF HSPGS WILL ALSO BE INVESTIGATED. A FUNCTIONALLY DEFINED MK-BIASED HEMATOPOIETIC STEM CELL WILL BE INVESTIGATED TOGETHER WITH PROJECT 2, ESPECIALLY WITH RESPECT TO THE HEAVILY A2,6- SIALYLATED CELL SURFACE DESPITE THE ABSENCE OF ST6GAL1 EXPRESSION NECESSARY TO GENERATE THIS STRUCTURE. PROJECT 2 WILL INVESTIGATE THE ROLE OF EXTRACELLULAR GLYCOSYLATION, ESPECIALLY THAT MEDIATED BY EXTRINSIC ST6GAL1 USING THE COMBINED “OMICS” APPROACH (PROJECT 1), HOW EXTRINSIC SIALYLATION IN THE HEMATOPOIETIC NICHE IS REGULATED, IDENTIFYING THE CELL SURFACE TARGETS OF SIALYLATION; AND WITH PROJECT 3, UNDERSTANDING HOW THE NEWLY DISCOVERED GAG COFACTOR MODULATES EXTRINSIC ST6GAL1 ACTIVITY. CLINICAL MYELODYSPLASTIC SYNDROMES (MDS) AND MYELOPROLIFERATIVE NEOPLASMS (MPN) AND PRECLINICAL MOUSE MODELS WILL BE USED IN A FIRST-TIME ASSESSMENT INTO THE GLYCOBIOLOGY OF THESE MARROW DISEASES OF HIGHLY HETEROGENOUS PRESENTATIONS BUT WITH THE COMMONALITY OF DYSPLASTIC MKS AND ALTERED PLATELET NUMBERS AND FUNCTION, AND ANALYSIS OF THESE CLINICAL DISEASES IS SHARED ACROSS ALL THREE PROJECTS. PROJECT 3 WILL INVESTIGATE THE STRUCTURE–FUNCTION RELATIONSHIPS OF GAGS WITH PROTEINS WITHIN THE MARROW MICROENVIRONMENT, SUCH AS GROWTH FACTORS AND THEIR RECEPTORS, AND GLYCOSYLTRANSFERASES. THEIR ROLES IN PROMOTING THROMBOPOIESIS AND CELL FATE DECISIONS WILL BE INTERROGATED USING A MULTI-DIMENSIONAL APPROACH TO IDENTIFYING DISTINCT GAG SEQUENCES. PROJECT 3 WILL DISCOVER SYNTHETIC GAG MIMETICS AS MODULATORS OF HEMATOPOIESIS/THROMBOPOIESIS FOR THERAPEUTIC USE. CORE A WILL OVERSEE THE ADMINISTRATION OF THE PROGRAM, CORE B WILL PROVIDE GENERATION AND SEQUENCING OF CDNA LIBRARIES DERIVED FROM BULK RNA SAMPLES AND SINGLE CELLS, AND CORE C WILL PERFORM COMPARATIVE STRUCTURAL ANALYSIS OF GAGS, PROTEOMICS AND PROTEIN-GAG INTERACTIONS, AND QUANTITATIVE PROTEOMICS OF PROTEIN EXPRESSION. THE THREE PROJECTS ARE INTIMATELY INTERTWINED AND WILL USE ALL CORES. THIS PROGRAM WILL UNCOVER NOVEL INFORMATION TO INCREASE PLATELET PRODUCTION AND HELP UNDERSTAND CLINICAL CONDITIONS CHARACTERIZED BY MK ABNORMALITIES.

NRAO BAND STUDY FOR 7/8 GHZ SPECTRUM PIPELINE/SPRINT EFFORTS -THE PRESIDENTIAL MEMORANDUM (PM) TITLED MODERNIZING UNITED STATES SPECTRUM POLICY AND ESTABLISHING A NATIONAL SPECTRUM STRATEGY DIRECTED THAT THE NATIONAL SPECTRUM STRATEGY (NSS) INCLUDE A ROADMAP TO MAKE SPECTRUM RESOURCES AVAILABLE TO CONTINUE U.S. LEADERSHIP IN ADVANCED WIRELESS TECHNOLOGIES AND SERVICES. IT CALLS FOR A ?PIPELINE? OF SPECTRUM BANDS TO SUPPORT COMMERCIAL INNOVATION AND AGENCIES? NEEDS NOW AND INTO THE FUTURE. THE NSS IDENTIFIED FIVE SPECTRUM BANDS FOR NEAR-TERM, IN-DEPTH STUDY TO DETERMINE WHETHER THE BANDS MAY BE REPURPOSED FOR EXPANDED OR MORE EFFICIENT USES. STUDIES WILL BE CONDUCTED BY THE NATIONAL RADIO ASTRONOMY OBSERVATORY FOR THE 7125-8400 MHZ BAND (REFERRED TO AS THE 7/8 GHZ BAND STUDY) AND THE LOWER 3 GHZ BAND, INCLUDING 3.1-3.45 GHZ AS THE PRIMARY BAND FOR REPURPOSING, TO DETERMINE ASTRONOMY SPECTRUM USE AND IMPACTS FROM REPURPOSING. NSF?S EFFORT UNDER THE NATIONAL SPECTRUM STRATEGY SPECTRUM PIPELINE WILL INCLUDE STUDY WORK IN THE 3 AND 7/8 GHZ RANGE TO ASCERTAIN SPECTRUM USE BY RADIO ASTRONOMICAL OBSERVATORIES THROUGH AUTOMATED SPECTRUM MONITORS COMBINED WITH OBSERVING RECORDS, AS WELL AS POSSIBLE IMPACTS FROM BAND USE MODIFICATIONS FOR BROADBAND COMMUNICATIONS THROUGH DIRECT STUDIES. AS DEVELOPERS AND OPERATORS OF THE MOST SENSITIVE RADIO ASTRONOMY RECEIVERS IN THE US, THE NATIONAL RADIO ASTRONOMY OBSERVATORY (NRAO) HAS THE NECESSARY SKILLSETS AND INSTRUMENTATION TO CARRY OUT THE REQUIRED BAND STUDIES. THESE STUDIES WILL INFORM FURTHER EFFORTS, SUCH AS SPECTRUM REPURPOSING THROUGH AUCTIONS, TO ENABLE GROUND-BASE ASTRONOMY TO CONTINUE WORK IN THE AFFECTED FREQUENCY RANGES. THIS AWARD REFLECTS NSF'S STATUTORY MISSION AND HAS BEEN DEEMED WORTHY OF SUPPORT THROUGH EVALUATION USING THE FOUNDATION'S INTELLECTUAL MERIT AND BROADER IMPACTS REVIEW CRITERIA.- SUBAWARDS ARE NOT PLANNED FOR THIS AWARD.

CENTER: NATIONAL CENTER FOR AUTONOMOUS TECHNOLOGIES ATE CENTER RENEWAL -IN 2018, THE MIT TECHNOLOGY REVIEW DEFINED EMERGING TECHNOLOGIES AS ?A TECHNOLOGY, OR PERHAPS EVEN A COLLECTION OF TECHNOLOGIES, THAT WILL HAVE A PROFOUND EFFECT ON OUR LIVES?. AUTONOMOUS TECHNOLOGIES (AT) FIT THAT DEFINITION. INNOVATIONS IN AT FOR AIR, LAND, AND SEA ARE HAVING A GLOBAL IMPACT ON: 1) THE ENVIRONMENT: LOWERING EMISSIONS, CARBON FOOTPRINTS, AND HELPING COMBAT CLIMATE CHANGE; 2) SOCIETY: REDUCING HUMAN RISKS IN EMERGENCY OPERATIONS, DELIVERING HEALTHCARE AND MEDICATIONS, IMPROVING RESOURCE ACCESS, AND ENHANCING SUPPLY CHAIN EFFICIENCY; AND 3) THE ECONOMY: CREATING EMPLOYMENT OPPORTUNITIES AND GROWING GNP. ACCORDING TO THE WORLD ECONOMIC FORUM AND CANN, AT WILL RESULT IN A NET EMPLOYMENT INCREASE OF 58 MILLION BY 2030, AND AUTONOMOUS VEHICLES ARE PROJECTED TO IMPACT THE US ECONOMY BY $4 TRILLION. THE NATIONAL CENTER FOR AUTONOMOUS TECHNOLOGIES (NCAT) WILL PROVIDE VALUABLE EDUCATIONAL RESOURCES FOR TECHNICAL EDUCATION IN THIS RAPIDLY EVOLVING, HIGHLY DISRUPTIVE FIELD. NCAT'S LEADERSHIP AND COLLABORATIONS WITH AIR AND LAND STANDARDIZATION ORGANIZATIONS WILL SUPPORT THE DEVELOPMENT OF CLEAR COMPETENCY MODELS, EFFECTIVE CREDENTIALS, AND WORKFORCE DEVELOPMENT ROADMAPS FOR ACCESSIBLE PATHWAYS IN AUTONOMOUS VEHICLE CAREERS INCLUDING DRONES, SELF-DRIVING CARS, AND MARITIME EXPLORATION. NCAT WILL BUILD CAPACITY ACROSS EXTENSIVE NETWORKS THROUGH THE FOLLOWING GOALS: 1) LEAD: EVOLVE AND FORTIFY PARTNERSHIPS AND COLLABORATIONS WITH STANDARDS ORGANIZATIONS DEFINING TECHNICIAN EDUCATION, TRAINING PROGRAMS, AND INDUSTRY-RECOGNIZED CERTIFICATIONS; 2) INSPIRE: ADVANCE STUDENT COMPETITION AND EXPERIENTIAL LEARNING FRAMEWORKS TO FACILITATE THE CONNECTIONS BETWEEN STUDENT ENGAGEMENT AND THE IMPACT ON WORKFORCE DEVELOPMENT; 3) CONNECT: EXTEND THE NATIONAL COMMUNITY AND SUPPORT NETWORKS THAT FOSTER INNOVATIVE INDUSTRY ENGAGEMENT AND EDUCATIONAL COLLABORATIONS TO ADVANCE AT TECHNICIAN EDUCATION PROGRAMS, INCLUDING WORK-BASED LEARNING (WBL) INITIATIVES; AND 4) SERVE: EXPAND THE EDUCATIONAL RESOURCE HUB WITH A FOCUS ON LONG-TERM SUSTAINABILITY AND ACCESS TO RESOURCES FOR COMMUNITY COLLABORATORS AND PARTNERS ACROSS ALL AT IN THE AIR, LAND AND SEA DOMAINS OF INDUSTRY. THIS PROJECT IS FUNDED BY THE ADVANCED TECHNOLOGICAL EDUCATION PROGRAM THAT FOCUSES ON THE EDUCATION OF TECHNICIANS FOR THE ADVANCED-TECHNOLOGY FIELDS THAT DRIVE THE NATION'S ECONOMY. SUPPORT FOR THE KITT PEAK NATIONAL OBSERVATORY (KPNO) WIYN 3.5-METER TELESCOPE FACILITY -MANY STARS IN OUR GALAXY HOST ONE OR MORE PLANETS. WITH THIS AWARD, THE WIYN TELESCOPE AT THE KITT PEAK NATIONAL OBSERVATORY NEAR TUCSON WILL CONTINUE TO BE USED PRIMARILY TO MEASURE THE VELOCITIES AND MASSES OF THESE ?EXOPLANETS?. MASSES ARE NEEDED TO DETERMINE IF AN EXOPLANET IS PRIMARILY GASEOUS, ICY, OR ROCKY. RESEARCH ENABLED BY THIS PROGRAM WILL STRENGTHEN THE FOUNDATIONS FOR IDENTIFYING AND CHARACTERIZING EARTH-LIKE EXOPLANETS IN THE NEARBY COSMOS. THE PRIMARY INSTRUMENT BEING USED AT WIYN, KNOWN AS NEID, EXCEEDS ITS TECHNICAL REQUIREMENTS AND ROUTINELY MEASURES PLANET VELOCITIES TO BETTER THAN A METER PER SECOND. THIS PROPOSAL WILL FUND THE NEXT 45 MONTHS OF NSF?S CONTRIBUTION TO WIYN OPERATIONS, IN SUPPORT OF THE NASA-NSF EXOPLANET OBSERVATIONAL RESEARCH (NN-EXPLORE) PROGRAM. NN-EXPLORE BRINGS TOGETHER FEDERAL AGENCIES, FEDERAL RESEARCH CENTERS, AND U.S. UNIVERSITIES, WITH THE GOAL OF ADVANCING RESEARCH IN EXOPLANETS. THE OPEN ACCESS FOR ENQUIRY-BASED RESEARCH VIA PEER REVIEW AND OPEN DATA FACILITATED BY THIS AWARD WILL ALLOW SCIENTISTS AND CITIZENS TO ENGAGE IN THE WIYN RESEARCH ENTERPRISE NO MATTER WHO THEY ARE OR WHERE THEY WORK. MANY PARTICIPANTS ARE EARLY CAREER SCIENTISTS AND UNDERGRADUATE STUDENTS. UNDER THIS AWARD, NSF?S NATIONAL OPTICAL-INFRARED ASTRONOMY RESEARCH LABORATORY (NOIRLAB) WILL CONTINUE TO OPERATE THE WIYN TELESCOPE FROM 2024 THROUGH 2027 AS NSF?S CONTRIBUTION TO THE NN-EXPLORE PROGRAM. NN-EXPLORE ENABLES SCIENTIFIC RESEARCH RELATED TO THE CHARACTERIZATION OF EXOPLANETS AND THEIR HOST STARS. NEID IS THE ONLY OPEN-ACCESS EXTREME-PRECISION RADIAL VELOCITY INSTRUMENT IN THE U.S. THAT HAS THE TECHNICAL CAPABILITY AND THE REQUIRED YEARS-LONG AND HIGH CADENCE (APPROXIMATELY EVERY OTHER NIGHT) TIME ON SKY TO MEET THE GOAL OF IDENTIFYING NEARBY HABITABLE PLANETS, FOLLOWING UP ON DISCOVERIES BY NASA MISSIONS LIKE KEPLER AND TESS, PICKING KEY TARGETS FOR THE JAMES WEBB AND ROMAN SPACE TELESCOPES, AND BLAZING THE PATH FORWARD TO ENABLE NASA?S FUTURE HABITABLE WORLDS OBSERVATORY. THIS AWARD PROVIDES SUPPORT FOR ESSENTIAL OPERATIONS AND MAINTENANCE OF WIYN, AS WELL AS MINOR TECHNOLOGICAL UPGRADES NEEDED FOR THE CONTINUED OPERATION OF NEID.
