THE CRISIS INTERVENTION MANAGEMENT SYSTEM WILL ADDRESS THE IMMEDIATE NEEDS OF THOSE AT HIGHEST RISKS OF BEING EITHER A VICTIM OF PERPETRATOR OF VIOLENCE, INCLUDING: FOOD, HOUSING, EMPLOYMENT, AND MENTAL HEALTH INTERVENTIONS. THIS WILL BE ACCOMPLISHED BY INNOVATING AND STRENGTHENING LCF’S CURRENT COMMUNITY-BASED VIOLENCE INTERVENTION PROGRAMMING BY EXPANDING THE ORGANIZATION’S WORKFORCE DEVELOPMENT INTERVENTIONS INTO A MOBILE WORKFORCE DEVELOPMENT TEAM. THIS WILL INCLUDE ASSESSMENTS OF INDIVIDUAL’S NEEDS CONDUCTED BY A LICENSED SOCIAL WORKER, PROVIDING INTENSIVE REAL-TIME CASE MANAGEMENT BY MEETING THE INDIVIDUALS WHERE THEY ARE (I.E. CONDUCTING WORKSHOPS AND ASSESSMENTS IN THE COMMUNITY DURING NON-TRADITIONAL HOURS), AND PROVIDING NAVIGATORS WHO WILL ASSIST AND CONNECT THESE HIGH-RISK INDIVIDUALS TO AVAILABLE RESOURCES. EMERGING EVIDENCE HAS SHOWN THAT STRENGTHENING COMMUNITY OUTREACH COMBINED WITH INTENSIVE CASE MANAGEMENT THAT MEETS THE NEEDS OF HIGH-RISK INDIVIDUALS MAY REDUCE COMMUNITY VIOLENCE. THE PROGRAM GOAL IS TO SERVE 150 INDIVIDUALS OVER THREE YEARS AND ASSEMBLE A CRISIS MANAGEMENT TEAM THAT WILL WORK WITH THE TWO EXISTING BALTIMORE CITY SAFE STREETS VIOLENCE PREVENTION SITES LOCATED IN THE MCELDERRY PARK AND BELAIR-EDISON COMMUNITIES. THE CRISIS MANAGEMENT TEAM WILL IDENTIFY INDIVIDUALS AND FAMILIES WHO ARE AT RISK OF BEING AFFECTED BY VIOLENCE OR WHO HAVE ALREADY BEEN A VICTIM OR PERPETRATOR AND BUILD OUT A COMPREHENSIVE CRISIS MANAGEMENT PLAN AND NETWORK OF ADDITIONAL RESOURCES FOR THEM. TO ADDRESS HIGH RATES OF VIOLENCE IN BALTIMORE CITY’S EAST BALTIMORE AREA, LIVING CLASSROOMS FOUNDATION (LCF) WILL LEVERAGE ITS EXISTING PROGRAMS, PARTNERSHIPS, AND SERVICES, AND EXPAND UPON THESE TO ESTABLISH A TRAUMA-INFORMED CRISIS INTERVENTION MANAGEMENT SYSTEM THAT WILL TARGET UNDERLYING FACTORS THAT CONTRIBUTE TO VIOLENCE IN THE EAST BALTIMORE COMMUNITIES OF MCELDERRY PARK AND BELAIR-EDISON. THE CRISIS INTERVENTION MANAGEMENT SYSTEM WILL ADDRESS THE IMMEDIATE NEEDS OF THOSE AT HIGHEST RISKS OF BEING EITHER A VICTIM OF PERPETRATOR OF VIOLENCE, INCLUDING: FOOD, HOUSING, EMPLOYMENT, AND MENTAL HEALTH INTERVENTIONS. THIS WILL BE ACCOMPLISHED BY INNOVATING AND STRENGTHENING LCF’S CURRENT COMMUNITY-BASED VIOLENCE INTERVENTION PROGRAMMING BY EXPANDING THE ORGANIZATION’S WORKFORCE DEVELOPMENT INTERVENTIONS INTO A MOBILE WORKFORCE DEVELOPMENT TEAM. THIS WILL INCLUDE ASSESSMENTS OF INDIVIDUAL’S NEEDS CONDUCTED BY A LICENSED SOCIAL WORKER, PROVIDING INTENSIVE REAL-TIME CASE MANAGEMENT BY MEETING THE INDIVIDUALS WHERE THEY ARE (I.E. CONDUCTING WORKSHOPS AND ASSESSMENTS IN THE COMMUNITY DURING NON-TRADITIONAL HOURS), AND PROVIDING NAVIGATORS WHO WILL ASSIST AND CONNECT THESE HIGH-RISK INDIVIDUALS TO AVAILABLE RESOURCES. EMERGING EVIDENCE HAS SHOWN THAT STRENGTHENING COMMUNITY OUTREACH COMBINED WITH INTENSIVE CASE MANAGEMENT THAT MEETS THE NEEDS OF HIGH-RISK INDIVIDUALS MAY REDUCE COMMUNITY VIOLENCE. THE PROGRAM GOAL IS TO SERVE 150 INDIVIDUALS OVER THREE YEARS AND ASSEMBLE A CRISIS MANAGEMENT TEAM THAT WILL WORK WITH THE TWO EXISTING BALTIMORE CITY SAFE STREETS VIOLENCE PREVENTION SITES LOCATED IN THE MCELDERRY PARK AND BELAIR-EDISON COMMUNITIES. THE CRISIS MANAGEMENT TEAM WILL IDENTIFY INDIVIDUALS AND FAMILIES WHO ARE AT RISK OF BEING AFFECTED BY VIOLENCE OR WHO HAVE ALREADY BEEN A VICTIM OR PERPETRATOR AND BUILD OUT A COMPREHENSIVE CRISIS MANAGEMENT PLAN AND NETWORK OF ADDITIONAL RESOURCES FOR THEM. IN DOING SO, LCF WILL ENHANCE THE EXISTING SAFE STREETS MODEL, ASSET/RESOURCE MAP THE REGION, PROVIDE ADDITIONAL STAFF (NAVIGATORS) TO CONNECT INDIVIDUALS AND FAMILIES TO RESOURCES THROUGHOUT THE TARGET AREA, AND DRAW UPON EVIDENCE-BASED PRACTICES AND SUCCESSFUL MODELS, ALL WITH THE OVERARCHING GOAL OF MEASURABLY REDUCING SHOOTINGS AND HOMICIDES IN EAST BALTIMORE.

AS PART OF THIS NEW PROGRAMMING, LCF WILL ASSEMBLE A TEAM OF NAVIGATORS WHO WILL BE DEDICATED TO HELPING INDIVIDUALS NAVIGATE ALTERNATIVES TO GUN VIOLENCE BY PROVIDING RESOURCES AND SUPPORTS. THESE MEMBERS WILL COME FROM THE MCELDERRY PARK AND BELAIR EDISON COMMUNITIES AND ARE CONSIDERED CREDIBLE MESSENGERS IN THE COMMUNITY. THE TEAM WILL IDENTIFY INDIVIDUALS AND FAMILIES WHO ARE AT RISK OF BEING INVOLVED IN OR HAVE BEEN AFFECTED BY VIOLENCE AND CONNECT THEM WITH IMMEDIATE JOB TRAINING OPPORTUNITIES AND OTHER WRAP AROUND SUPPORTS IN REAL TIME. THROUGH CONTINUED EFFORTS AND RESOURCE ASSET MAPPING, LCF WILL BUILD A COMPREHENSIVE NETWORK OFRESOURCES THAT ADDRESS UNDERLYING ISSUES TO REDUCE VIOLENCE LONG TERM.EXPECTED OUTCOMES THIS SYSTEM WILL AID INDIVIDUALS AT HIGH RISK OF ENGAGING IN GUN VIOLENCE IN ACCESSING CRITICALLY NEEDED EMPLOYMENT AND TRAINING OPPORTUNITIES, RESOURCES, AND JOBS. THE PROGRAM S TARGET OUTCOMES ARE 50 PARTICIPANTS ENROLLED 100 (50) OF PARTICIPANTS RECEIVE CASE MANAGEMENT SERVICES INCLUDING ACADEMIC AND WORKFORCE ASSESSMENT, SUPPORTIVE SERVICE REFERRALS, JOB SEARCH ASSISTANCE, ETC. 100 (50) OF PARTICIPANTS RECEIVE ACCESS TO MENTAL HEALTH SERVICES AND OTHER WRAP AROUND SUPPORTS AS NEEDED BY THE INDIVIDUAL. 100 (50) OF PARTICIPANTS ENROLL INTO AND COMPLETE LCF S JOB READINESS PROGRAM, ESSENTIAL SKILLS TRAINING. 60 (30) OF ENROLLED PARTICIPANTS ENROLL INTO AND COMPLETE AN OCCUPATIONAL TRAINING PROGRAM, AND RECEIVE A CREDENTIAL. 70 (35) OF ENROLLED PARTICIPANTS PLACED INTO EMPLOYMENTINTENDED BENEFICIARIES THE PROJECT S BENEFICIARIES ARE CONSIDERED HIGHEST RISK GUN CARRIERS, VICTIMS OF VIOLENCE OR THOSE AT RISK, AND PERPETRATORS OF VIOLENCE. THE GOAL IS TO PROVIDE WORKFORCE DEVELOPMENT SERVICES TO 50 INDIVIDUALS OVER 24 MONTHS TO BE ELIGIBLE FOR SERVICES PARTICIPANTS MUST BE AT LEAST 16 YEARS OLD. THE PROJECT INTEGRATES WORKFORCE DEVELOPMENT TRAINING INTO A LARGER CRISIS MANAGEMENT WORKFORCE DEVELOPMENT SYSTEM, AND THUS WILL SERVE MANY MORE INDIVIDUALS AND FAMILY MEMBERS WHO ARE AFFECTED BY VIOLENCE, BY PROVIDING CRISIS RESPONSES AND SUPPORT IN ADDRESSING GRIEF AND TRAUMA AFTER INCIDENTS OF VIOLENCE (E.G, THE PROJECT S SOCIAL WORKER WILL PROVIDE ON SITE ASSESSMENTS, COUNSELING, COGNITIVE BEHAVIOR THERAPY GROUPS, AND RESOURCE CONNECTIONS). DESCRIPTION:THIS PROJECT PROVIDES FUNDING TO THE LIVING CLASSROOM FOUNDATION TO IMPLEMENT ITS PROJECT, WHICH WILL DESIGN, DEMONSTRATE, AND DISSEMINATE ENVIRONMENTAL EDUCATION PRACTICES, METHODS, AND TECHNIQUES THAT WILL SERVE TO INCREASE ENVIRONMENTAL LITERACY AND ENCOURAGE BEHAVIOR THAT WILL BENEFIT THE ENVIRONMENT IN BALTIMORE, MARYLAND. THE GRANTEE WILL DO THIS BY IMPLEMENTING STREAM AND WATERSHED INVESTIGATIONS AT MASONVILLE COVE FOR BALTIMORE CITY. ACTIVITIES:THIS PROJECT WILL INCREASE PUBLIC AWARENESS AND KNOWLEDGE ABOUT ENVIRONMENTAL ISSUES IN BALTIMORE, MARYLAND, AND PROVIDE STUDENTS AND TEACHERS WITH THE SKILLS NECESSARY TO MAKE INFORMED DECISIONS AND TAKE RESPONSIBLE ACTIONS. ACTIVITIES TO BE PERFORMED DURING THIS PROJECT PERIOD INCLUDE: 1) WATERSHED STREAM STUDIES (WSS), A FIELD TRIP AND ACTION PROJECT FOR 400 9TH GRADE STUDENTS FROM PUBLIC HIGH SCHOOLS; 2) SLURRP (SCHOOL LEADERSHIP IN URBAN RUNOFF REDUCTION PROJECT), A YEAR-LONG MWEE FOR 200 4TH AND 5TH GRADE STUDENTS AT LAKELAND ELEMENTARY/MIDDLE SCHOOL; AND COMMUNITY ENGAGEMENT PROGRAMS FOR RESIDENTS OF UNDERSERVED SOUTH BALTIMORE COMMUNITIES NEAR MASONVILLE COVE. ALL THREE PROGRAM ELEMENTS ADDRESS THE NEED FOR SOLUTIONS TO THE LOCAL PROBLEM OF STORMWATER RUNOFF POLLUTION IN THE PATAPSCO WATERSHED. SUBRECIPIENT:FIVE SUBGRANTEES WILL BE SELECTED AND WILL RECEIVE SUBGRANTS OF NO MORE THAN $5,000 EACH TO SUPPORT THE PROJECT'S WATER QUALITY AND ENVIRONMENTAL JUSTICE FOCUSED ACTIVITIES AND PRIORITIES. THAT FOCUSES ON A REDUCTION OF STORMWATER RUNOFF POLLUTION AND DEVELOPMENT OF A CLEANER AND MORE ENVIRONMENTALLY LITERATE COMMUNITY.OUTCOMES:IT IS ANTICIPATED THAT THIS PROJECT WILL RESULT IN THE FOLLOWING DELIVERABLES AND EXPECTED OUTCOMES: 400 STUDENTS AND 10 TEACHERS FROM AT LEAST 4 BALTIMORE CITY HIGH SCHOOLS PARTICIPATE IN SINGLE-DAY FIELD EXPERIENCES AT MASONVILLE COVE. AROUND 200 STUDENTS AND 4 TEACHERS FROM LAKELAND EMS WILL PARTICIPATE IN 5 CLASSROOM/SCHOOLYARD SESSIONS, 6 ACTION PROJECTS (SOME CLASSES MAY COMBINE), AND 1 MC FIELD EXPERIENCE. UP TO 36 FREE COMMUNITY CITIZEN SCIENCE/ENVIRONMENTAL LITERACY EVENTS WILL BE HELD (~150 PARTICIPANTS) AND AT LEAST 20 CLASSES WILL CONDUCT TRASH PICKUPS, COLLECTING 1,000 POUNDS OF TRASH FROM THE MC CAMPUS AND SHORELINE.

STUDENTS WILL BE EMPOWERED TO USE THIS KNOWLEDGE TO BRAINSTORM AND IMPLEMENT VARIOUS STEWARDSHIP ACTION PROJECTS THAT WILL REDUCE THE AMOUNT OF HEAT EMITTED FROM THEIR SCHOOLYARDS, BUILD ENVIRONMENTS AND INCREASE THEIR COMMUNITIES' CLIMATE RESILIENCY. STUDENTS WILL REFLECT ON THE EFFICACY OF THEIR SOLUTIONS AND WHY IT IS SO IMPORTANT TO CONTINUE TO TAKE THESE ACTIONS AS LIFELONG ENVIRONMENTAL STEWARDS. THE PROPOSED PROJECT'S KNOWLEDGE BUILDING, PROBLEM SOLVING, AND ACTION PROJECTS ADDRESS THE EPA-EE CONTINUUM FROM AWARENESS TO STEWARDSHIP, WITH CLEARLY DEFINED STEPS THAT ENGAGE CHILDREN AND TEACH CRITICAL THINKING, COLLABORATION, AND DECISION-MAKING. PROGRAMMING INCLUDES FORMAL AND INFORMAL LEARNING AND TAKES PLACE BOTH IN THE CLASSROOM AND OUTDOORS, WHERE STUDENTS CONDUCT ACTIVITIES THAT DIRECTLY AND IMMEDIATELY AFFECT THE ENVIRONMENT. ADDITIONALLY, THE PROPOSED COMMUNITY ENGAGEMENT ENVIRONMENTAL EDUCATION PROGRAMS WILL PROVIDE INFORMAL LEARNING FOR ALL AGES THROUGH INTERACTIVE STEWARDSHIP PROJECTS DESIGNED TO REDUCE LOCAL TEMPERATURES AND ENCOURAGE LIFELONG STEWARDSHIP.ACTIVITIES:THIS PROJECT WILL INCREASE PUBLIC AWARENESS AND KNOWLEDGE ABOUT ENVIRONMENTAL ISSUES IN BALTIMORE, MD. THE PROPOSED PROJECT WILL TAKE PLACE IN BALTIMORE CITY, SPECIFICALLY THE SOUTH BALTIMORE NEIGHBORHOODS OF BROOKLYN, CURTIS BAY, AND WESTPORT. PROGRAM ACTIVITIES WILL OCCUR AT FOUR TITLE I SOUTH BALTIMORE PUBLIC ELEMENTARY SCHOOLS/SCHOOLYARDS (CURTIS BAY ELEMENTARY, BAY BROOK ELEMENTARY/MIDDLE, WESTPORT ACADEMY, AND MAREE G. FARRING ELEMENTARY/MIDDLE) AND THE MASONVILLE COVE ENVIRONMENTAL EDUCATION CAMPUS (MC). THE PROPOSED PROJECT WILL EDUCATE STUDENTS ABOUT HOW CLIMATE CHANGE IS EXACERBATING THE HEAT ISLAND EFFECT IN THEIR NEIGHBORHOODS, AND WHAT THEY CAN DO TO BE PART OF A SOLUTION, INCLUDING DIRECT ACTION (PLANTINGS, REDUCTION OF HEAT-ATTRACTING SURFACES) AND DEVELOPMENT OF SUSTAINED STEWARDSHIP. THEY WILL ALSO TEACH THEM TO BE COMMUNITY ADVOCATES THROUGH ACTIONS SUCH AS LETTER WRITING TO ELECTED OFFICIALS PROPOSING CHANGES SUCH AS INCREASED TREE COVER, REMOVAL OF ASPHALT, OR PAINTING ROOFS LIGHT COLORS; OR TO BALTIMORE CITY PUBLIC SCHOOLS (BCPS) OFFICIALS REGARDING THE RELATIONSHIP BETWEEN HEAT ISLANDS AND THE LACK OF AIR-CONDITIONED SCHOOLS; AND THE CREATION OF PUBLIC SERVICE ANNOUNCEMENTS THAT CREATIVELY EXPLAIN CLIMATE CHANGE AND ITS DIRE CONSEQUENCES. SUBRECIPIENT:LCF PLANS TO SUBGRANT TO THE NATIONAL AQUARIUM, THE BALTIMORE COMMUNITY TOOLBANK, AND CLEARSHARK H20. THEY WILL ALSO APPROACH THE BALTIMORE TREE TRUST AND THE HARBOR CITY. ALL OF THESE ORGANIZATIONS ARE ELIGIBLE 501(C)(3) NON-PROFITS; THEY ARE PLANNING ON CHOOSING 4 SUBGRANTEES.
