BENEFICIARIES INCLUDE STATE AND LOCAL GOVERNMENTS, FEDERALLY RECOGNIZED INDIAN TRIBAL GOVERNMENTS, NONPROFIT ORGANIZATIONS, EDUCATIONAL OR SCIENTIFIC INSTITUTIONS, ASSOCIATIONS, INDIVIDUALS.
