VCI HAS MET WITH SCPS TO LEARN THE PARTICULARS OF SCPS'S SPONSORSHIP OF RSVP AND TO ENSURE THAT VCI COULD ASSUME RSVP OBLIGATIONS TO PROVIDE CONTINUITY OF SERVICE TO RSVP PARTNERS AND STATIONS. VCI HAS COMMITTED TO CONTINUING THE PREVIOUS WORK OF SCPS' RSVP PROGRAM, AND WILL WORK WITH SCPS TO REACH OUT TO PREVIOUS RSVP VOLUNTEERS AND RE-ENROLL THEM IN THE PROGRAM. VOLUNTEERS WILL ALSO SERVE WITH SCPS' FAMILIES IN TRANSITION (FIT) PROGRAM (AN INITIATIVE TO SUPPORT THE FAMILIES OF HOMELESS STUDENTS) AND ENSURE THAT STUDENTS HAVE ACCESS TO CONTINUE THEIR EDUCATION BY REMOVING STRUCTURAL BARRIERS DUE TO HOMELESSNESS. VCI WILL ALSO ENGAGE 5 RSVP VOLUNTEERS WHO ARE MILITARY VETERANS TO SERVE IN VETERANS COURT. VETERANS COURT IS A PROGRAM OF SEMINOLE COUNTY GOVERNMENT WHERE VETERANS WHO HAVE MINOR CRIMINAL CONVICTIONS ARE MATCHED WITH A VETERAN MENTOR WHO ASSISTS THE VETERAN OFFENDER IN SUCCESSFULLY COMPLETING THE TERMS OF THEIR LEGAL ADJUDICATION. VETERAN MENTORS WORK WITH CLIENTS FOR 8-10 MONTHS (ALTHOUGH MANY REMAIN FRIENDS WITH THEIR MENTEES AFTER THE OFFENDER HAS COMPLETED THE REQUIRED RESTITUTION FOR THEIR OFFENSE) TO HELP THEM TRANSITION BACK INTO BEING A LAW-ABIDING MEMBER OF THE COMMUNITY. AT THE END OF THE GRANT PERIOD RSVP VETERAN VOLUNTEERS WILL HAVE ASSISTED 50 VETERAN OFFENDERS IN COMPLETING THEIR CRIMINAL EDICTS AND AGAIN BECOMING PRODUCTIVE MEMBERS OF SOCIETY. THIRTEEN TYPES OF ASSISTANCE MAY BE PROVIDED THROUGH THE CONTINUUM OF CARE (COC) PROGRAM: (1) COC PLANNING ACTIVITIES/COSTS FOR DESIGNING AND CARRYING OUT A COLLABORATIVE PROCESS FOR THE DEVELOPMENT OF AN APPLICATION TO HUD; (2) UNITED FUNDING AGENCY (UFA) COSTS FOR FISCAL CONTROL AND ACCOUNTING NECESSARY TO ASSURE THE PROPER DISBURSAL OF, AND ACCOUNTING FOR, FEDERAL FUNDS AWARDED TO SUBRECIPIENTS UNDER THE CONTINUUM OF CARE PROGRAM, (3) ACQUISITION OF REAL PROPERTY (INCLUDING STRUCTURES) FOR USE IN THE PROVISION OF HOUSING OR SUPPORTIVE SERVICES; (4) REHABILITATION OF STRUCTURES TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; (5) NEW CONSTRUCTION, INCLUDING THE BUILDING OF A NEW STRUCTURE OR BUILDING AN ADDITION TO AN EXISTING STRUCTURE FOR USE AS SUPPORTIVE HOUSING; (6) LEASING OF A STRUCTURE OR STRUCTURES, OR PORTIONS THEREOF, TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; (7) RENTAL ASSISTANCE, WHICH MAY BE SHORT-TERM, MEDIUM-TERM, OR LONG-TERM, AS WELL AS TENANT-BASED, PROJECT-BASED, OR SPONSOR-BASED, FOR TRANSITIONAL OR PERMANENT HOUSING; (8) SUPPORTIVE SERVICES TO ASSIST PROGRAM PARTICIPANTS OBTAIN AND MAINTAIN HOUSING; (9) OPERATING COSTS OF SUPPORTIVE HOUSING; (10) COSTS OF IMPLEMENTING AND OPERATING HMIS; (11) PROJECT ADMINISTRATIVE COSTS; (12) RELOCATION COSTS; AND (13) INDIRECT COSTS IN ACCORDANCE WITH 2 CFR PARTS 200, AS APPLICABLE. IN ADDITION TO USING GRANT FUNDS FOR THE ELIGIBLE COSTS DESCRIBED ABOVE, RECIPIENTS AND SUBRECIPIENTS IN CONTINUUMS OF CARE DESIGNATED AS HIGH PERFORMING COMMUNITIES MAY ALSO USE GRANT FUNDS TO PROVIDE HOUSING RELOCATION AND STABILIZATION SERVICES AND SHORT- AND/OR MEDIUM-TERM RENTAL ASSISTANCE TO INDIVIDUALS AND FAMILIES AT RISK OF HOMELESSNESS AS SET FORTH IN 24 CFR 576.103 AND 24 CFR 576.104, IF NECESSARY TO PREVENT THE INDIVIDUAL OR FAMILY FROM BECOMING HOMELESS. SOUTH BALTIMORE GATEWAY PARTNERSHIP WILL BE AWARDED $5,619,858 TO RESTORE MARSH HABITAT IN AN URBAN ECOSYSTEM IN BALTIMORE CITY. THE PROJECT IS PART OF A LARGER INITIATIVE CALLED REIMAGINE MIDDLE BRANCH A COMMUNITY-LED INITIATIVE TO RECONNECT SOUTH BALTIMORE RESIDENTS TO THE NEARBY RIVER. THE NATURE-BASED INFRASTRUCTURE IS EXPECTED TO REDUCE EROSION AND FLOODING. THE RESTORED MARSHES WILL BE DESIGNED TO CONTINUOUSLY ADAPT TO RISING SEA LEVELS. THE PROJECT WILL ALSO ENHANCE PUBLIC ACCESS TO THE RIVER AND CONNECT TO EXISTING REGIONAL TRAIL NETWORKS.

THIS WILL BE ACCOMPLISHED THROUGH A NETWORK OF 95 VOLUNTEER SITES SUCH AS PUBLIC SCHOOL SYSTEMS, HEAD START CLASSROOMS, AND BOYS AND GIRLS CLUB PROGRAMS. THE BOARD OF DIRECTORS FOR VCI HAS STRATEGICALLY ALIGNED THE ORGANIZATION WITH CNCS?S SERVICE CATEGORIES, PERFORMANCE MEASURES AND CURRENT INITIATIVES. 300 RSVP VOLUNTEERS WILL SERVE IN ACTIVITIES TO MEET THE OBJECTIVES OF: ALLEVIATING FOOD INSECURITY AND THE HARSH CONDITIONS OF HOMELESSNESS AND POVERTY IN ORANGE COUNTY'S 'FOOD DESERTS'; SUPPORTING STUDENT LITERACY, VOCABULARY ACQUISITION AND READING COMPREHENSION THROUGH VARIOUS DATA-DRIVEN EDUCATIONAL PROGRAMS; CONTRIBUTING TOWARDS JOB PLACEMENTS AND TRAINING THROUGH THE ADULT LITERACY LEAGUE; AND FINALLY, CONTRIBUTING TO THE HEALTH, WELLNESS AND INDEPENDENCE OF OUR CENTRAL FLORIDA SENIOR COMMUNITY THROUGH VARIOUS INITIATIVES PUT ON THROUGH OUR PARTNERS IN THE HEALTHCARE INDUSTRY (HOSPITALS AND HOSPICE). AN ESTIMATED 300 RSVP VOLUNTEERS WILL SERVE IN ORANGE COUNTY. OF THIS NUMBER, 200 RSVP VOLUNTEERS WILL BE PLACED IN OUTCOME ASSIGNMENTS. SOME SPECIFIC EXAMPLES OF THEIR ACTIVITIES INCLUDE: SERVING IN ORGANIZATIONS WHICH PROVIDE HOT FOOD SERVICES AS WELL AS FOOD PANTRY AND FAMILY/EMERGENCY SERVICES; VOLUNTEERING IN COMMUNITY GARDENS; READING TO CHILDREN TO INCREASE THEIR LITERACY SKILLS; ASSISTING WITH PATIENT HOSPITALITY AND ADDITIONAL CARE FUNCTIONS; AND HELPING TO TEACH ADULT BASIC EDUCATION COURSES, AS TOUCHED ON ABOVE. AS A DIRECT RESULT OF RSVP VOLUNTEERS, OVER 1,275 RESIDENTS OF ORANGE COUNTY WILL RECEIVE INCREASED SERVICES IN EDUCATION AND OTHER IDENTIFIED AREAS. VCI HAS MET WITH SCPS TO LEARN THE PARTICULARS OF SCPS'S SPONSORSHIP OF RSVP AND TO ENSURE THAT VCI COULD ASSUME RSVP OBLIGATIONS TO PROVIDE CONTINUITY OF SERVICE TO RSVP PARTNERS AND STATIONS. VCI HAS COMMITTED TO CONTINUING THE PREVIOUS WORK OF SCPS' RSVP PROGRAM, AND WILL WORK WITH SCPS TO REACH OUT TO PREVIOUS RSVP VOLUNTEERS AND RE-ENROLL THEM IN THE PROGRAM. VOLUNTEERS WILL ALSO SERVE WITH SCPS' FAMILIES IN TRANSITION (FIT) PROGRAM (AN INITIATIVE TO SUPPORT THE FAMILIES OF HOMELESS STUDENTS) AND ENSURE THAT STUDENTS HAVE ACCESS TO CONTINUE THEIR EDUCATION BY REMOVING STRUCTURAL BARRIERS DUE TO HOMELESSNESS. ADDITIONALLY, VCI WILL PARTNER WITH SEMINOLE COUNTY GOVERNMENT TO SUPPORT THEIR VETERANS SERVICES DEPARTMENT AND ENGAGE VOLUNTEERS IN SUPPORTIVE SERVICES FOR VETERANS AND MILITARY FAMILIES. AT THE END OF THE GRANT CYCLE, RSVP VOLUNTEERS WILL HAVE SERVED 300-5OO ELEMENTARY SCHOOL STUDENTS, ENSURING THAT 70% OF MENTORED STUDENTS WILL DEMONSTRATE IMPROVED ACADEMIC PERFORMANCE. VCI WILL ALSO ENGAGE 5 RSVP VOLUNTEERS WHO ARE MILITARY VETERANS TO SERVE IN VETERANS COURT. VETERANS COURT IS A PROGRAM OF SEMINOLE COUNTY GOVERNMENT WHERE VETERANS WHO HAVE MINOR CRIMINAL CONVICTIONS ARE MATCHED WITH A VETERAN MENTOR WHO ASSISTS THE VETERAN OFFENDER IN SUCCESSFULLY COMPLETING THE TERMS OF THEIR LEGAL ADJUDICATION. VETERAN MENTORS WORK WITH CLIENTS FOR 8-10 MONTHS (ALTHOUGH MANY REMAIN FRIENDS WITH THEIR MENTEES AFTER THE OFFENDER HAS COMPLETED THE REQUIRED RESTITUTION FOR THEIR OFFENSE) TO HELP THEM TRANSITION BACK INTO BEING A LAW-ABIDING MEMBER OF THE COMMUNITY. AT THE END OF THE GRANT PERIOD RSVP VETERAN VOLUNTEERS WILL HAVE ASSISTED 50 VETERAN OFFENDERS IN COMPLETING THEIR CRIMINAL EDICTS AND AGAIN BECOMING PRODUCTIVE MEMBERS OF SOCIETY.
