HO'LA NPUA (HNP) IS EMBARKING ON A COMPREHENSIVE INITIATIVE TO COMBAT SEX TRAFFICKING IN HAWAII, FOCUSING ON EDUCATION AND AWARENESS ALONGSIDE A DEMAND REDUCTION CAMPAIGN. THE INITIATIVE TARGETS THE PREVALENT ISSUE OF ONLINE SEX BUYING, IDENTIFIED AS A SIGNIFICANT DRIVER OF COMMERCIAL SEXUAL EXPLOITATION OF CHILDREN (CSEC) IN HAWAII. AS PART OF SHINING THE LIGHT ON SEX TRAFFICKING IN HAWAII, HNP AIMS TO EXPAND EDUCATION AND AWARENESS, REACHING INDIVIDUALS STATEWIDE WITH STRATEGIES TO DECREASE BUYING DEMAND, PARTICULARLY AMONG HIGH-DEMAND GROUPS LIKE THE MILITARY AND TOURISM INDUSTRY. THROUGH STAKEHOLDER COLLABORATION AND RESEARCH, HNP WILL DESIGN A DEMAND REDUCTION CAMPAIGN TAILORED TO HAWAII'S SPECIFIC CONTEXT, FOCUSING ON EDUCATION, PUBLIC COMMITMENTS, AND DISRUPTING NORMALIZED BELIEFS ABOUT THE COMMERCIAL SEX TRADE. HNP WILL DEVELOP MULTIMEDIA RESOURCES, SUCH AS VIDEOS, PSAS AND/OR GRAPHICS, WHICH CAN BE ACCESSED THROUGH A CENTRALIZED WEBSITE THAT LINKS USERS TO DEMAND REDUCTION INFORMATION, TOOLS AND OTHER RESOURCES. THE CAMPAIGN WILL UTILIZE DIGITAL MEDIA, TRADITIONAL MEDIA AND COMMUNITY ENGAGEMENT TO MAXIMIZE REACH AND REPETITION, WITH FOCUS ON POPULATIONS INCLUDING BUT NOT LIMITED TO HAWAIIS MILITARY AND DEPARTMENT OF DEFENSE SECTORS, TOURISTS AND COLLEGE STUDENTS. CONCURRENT WITH THE CAMPAIGN WILL BE IN-PERSON EDUCATION AND AWARENESS SESSIONS DELIVERED TO PUBLIC/PRIVATE SECTORS AND COMMUNITIES ON OAHU, HAWAII ISLAND, MAUI AND KAUAI. YOUTH UNDER 18 WILL ALSO RECEIVE EDUCATION AND AWARENESS TRAINING TO RECOGNIZE THE SIGNS OF TRAFFICKING AND NAVIGATE ONLINE RISKS. BY ADDRESSING BOTH DEMAND AND EDUCATION, HNP AIMS TO ACCOMPLISH THE FOLLOWING GOAL AND OBJECTIVES OVER 24 MONTHS: GOAL: HNP WILL EXPAND EDUCATION AND AWARENESS TO EQUIP INDIVIDUALS STATEWIDE WITH DEMAND REDUCTION STRATEGIES THAT DECREASE THE DEMAND OF SEX BUYING, WITH EMPHASIS ON POPULATIONS THAT HAVE HISTORICALLY SHOWN HIGH LEVELS OF DEMAND, SUCH AS THE MILITARY AND THE TOURISM INDUSTRY. OBJECTIVES: YEAR 1 AND 2: PROVIDE EDUCATION AND AWARENESS TO 750 DUPLICATED INDIVIDUALS OF ALL AGES ON HAWAII ISLAND, MAUI AND KAUAI ANNUALLY AS WELL AS TO 1,125 DUPLICATED INDIVIDUALS OF ALL AGES ON OAHU PER YEAR. BY MONTH 6, YEAR 1: COMPLETE RESEARCH, SURVEYS AND FOCUS GROUPS TO ESTABLISH A COMMUNITY-INFORMED DEMAND REDUCTION MULTIMEDIA CAMPAIGN. BY MONTH 9, YEAR 1: DEVELOP MULTIMEDIA RESOURCES, SUCH AS VIDEOS, PSAS, GRAPHICS ETC. IN TANDEM WITH A RESOURCE WEBSITE TO LINK USERS TO DEMAND REDUCTION RESOURCES. BY THE END OF YEAR 2: REACH 50,000 INDIVIDUALS THROUGH A MULTIMEDIA CAMPAIGN, INCLUDING OVER 10,000 PSA VIDEO VIEWS; AND DISTRIBUTE 30,000 DEMAND REDUCTION PRINT MATERIALS.

THE NACRE RESILIENCY PROJECT WILLPROPOSES TO BUILD ON ACCOMPLISHMENTS OF THE OVC FY 2021 GRANT TO STRENGTHEN THE CONTINUUM OF CARE BY PROVIDING TRAUMA-INFORMED, GENDER RESPONSIVE AND CULTURALLY RELEVANT SERVICES TO MINOR VICTIMS OF SEX AND/OR LABOR TRAFFICKING AGES 11-17, WITH FOCUS ON TWO OF HAWAIIS MAIN ISLANDS: OAHU AND HAWAII ISLAND. MUCH LIKE THE RESILIENT PROTECTIVE LAYER (NACRE) THAT FORMS DURING INITIAL STAGES OF PEARL CREATION, THE NACRE RESILIENCE PROJECT WILL PROVIDE LAYERS OF SUPPORT THAT BUILD RESILIENCE THROUGH WEEKLY 24-HOUR STARFISH MENTORING. THESE SERVICES WILL INCLUDE: 1) INTENSIVE INDIVIDUALIZED THERAPEUTIC CARE IN TANDEM WITH ONSITE SCHOOLING; 2) STARFISH MENTORING; 3) TRAFFICKING PREVENTION TO PREVENT REVICTIMIZATION; AND 4) EXPERIENTIAL PROGRAMMING TO UNLOCK THE CHILDS ABILITY TO WORK THROUGH TRAUMA, AUGMENTING TRADITIONAL TRAUMA TREATMENT. OVER 36-MONTHS, HOOLA NA PUA (HNP) WILL ADDRESS GAPS IN SERVICES FOR THIS VICTIMIZED POPULATION BY ACCOMPLISHING THE FOLLOWING OBJECTIVES BY THE END OF EACH PROJECT PERIOD: 1) MATCH 25 MINOR VICTIMS OF SEX AND/OR LABOR TRAFFICKING AGES 11-17 ON OAHU AND/OR HAWAII ISLAND WITH A TRAINED AND VETTED MENTOR FOR 1-TO-1 MENTORING SERVICES THROUGH STARFISH MENTORING. 2) DELIVER 775 MENTORSHIP SERVICE HOURS ON OAHU AND/OR HAWAII ISLAND. 3) CONNECT MINOR TRAFFICKING VICTIMS WITH A SURVIVOR ADVOCATE THROUGH THE ADVOCACY PROGRAM TO CONTINUE PATHWAYS TO HEALING. 4) PROVIDE 35 MINOR VICTIMS OF SEX AND/OR LABOR TRAFFICKING WITH INTENSIVE RESIDENTIAL THERAPY, ONSITE EDUCATION AND EXPERIENTIAL PROGRAMMING THROUGH PEARL HAVEN. 5) 100% OF PEARL HAVEN RESIDENTIAL YOUTH WILL ENROLL IN ONSITE EDUCATION AT PEARL HAVEN. 6) 50% OF PEARL HAVEN RESIDENTIAL YOUTH WILL RECEIVE A-B HONOR ROLL STATUS IN CORE SUBJECTS. 7) AN AVERAGE OF 50% OF PEARL HAVEN RESIDENTIAL YOUTH WILL IMPROVE TRAUMA SYMPTOMS. 8) PEARL HAVEN RESIDENTIAL YOUTH WILL EXPERIENCE AN AVERAGE 32% IMPROVEMENT IN DEPRESSION. 9) PEARL HAVEN RESIDENTIAL YOUTH WILL EXPERIENCE A 20% IMPROVEMENT IN ANXIETY. 10): 70% OF PEARL HAVEN RESIDENTIAL YOUTH WILL INDICATE FEELINGS OF SAFETY.

THE PRIMARY PURPOSE IS TO STRENGTHEN THE CONTINUUM OF CARE BY OFFERING A MULTIFACETED APPROACH TO PREVENT TRAFFICKING STATEWIDE AND TO PREVENT GIRLS FROM FALLING PREY TO SEX AND/OR LABOR TRAFFICKERS. THE PRIMARY ACTIVITIES INCLUDE PREVENTION EDUCATION TO MIDDLE AND HIGH SCHOOL STUDENTS, WITH A FOCUS ON TITLE I SCHOOLS AND THOSE LOCATED IN UNDERSERVED COMMUNITIES. EMPHASIZING THE SIGNS OF TRAFFICKING, SOCIAL MEDIA RECRUITMENT TACTICS, WAYS TO SEEK HELP, AND AVAILABLE SERVICES, HNPS HAWAII DEPARTMENT OF EDUCATION-APPROVED CURRICULUM AIMS TO MITIGATE VICTIMIZATION BEFORE IT OCCURS. HNP WILL PROVIDE TRAUMA-RESPONSIVE GROUPS SESSIONS AND/OR 1-TO-1 MENTORING TO AT-RISK GIRLS, FOSTERING HEALTHY CONNECTIONS AND EQUIPPING THEM WITH PROTECTIVE FACTORS TO ADDRESS TRAUMA, STRENGTHEN COPING SKILLS AND IDENTIFY BEHAVIORS HINDERING SUCCESS. FOR SEXUALLY EXPLOITED AND TRAFFICKED GIRLS AGES 1117, PEARL HAVEN WILL OFFER ANOTHER TIER OF EARLY INTERVENTION SUPPORT THROUGH RESIDENTIAL SERVICES AND INTENSIVE THERAPY, IN TANDEM WITH MEDICAL CARE, ONSITE EDUCATION, AND EXPERIENTIAL PROGRAMMING, DESIGNED TO UNLOCK TRAUMA AND IMPROVE CLINICAL OUTCOMES. THE EXPECTED OUTCOMES INCLUDE: (1) 250 AT-RISK GIRLS AGES 1124 WILL RECEIVE 2,500 DUPLICATED TRAUMA-INFORMED, CULTURALLY RELEVANT, AND GENDER RESPONSIVE 1-TO-1 MENTORING AND/OR TRAUMA-INFORMED RESILIENCY GROUP SESSIONS; (2) 1,250 AT-RISK GIRLS AGES 1117 WILL BE EQUIPPED WITH TOOLS AND PROTECTIVE FACTORS TO PREVENT EXPLOITATION AND TRAFFICKING THROUGH 1,250 PREVENTION EDUCATION HOURS; (3) 35 AT-RISK, SEXUALLY EXPLOITED, AND TRAFFICKED GIRLS WILL RECEIVE 1,500 EXPERIENTIAL PROGRAMMING SESSIONS TO AUGMENT PEARL HAVEN INTENSIVE CLINICAL CARE, SOCIAL SERVICES, AND ONSITE PRIMARY AND SECONDARY EDUCATION; AND (4) 35 AT-RISK, SEXUALLY EXPLOITED, AND TRAFFICKED GIRLS WILL EXPERIENCE AVERAGE DECREASES IN TRAUMA RELATED SYMPTOMS. THESE INCLUDE A 40% DECREASE IN TRAUMA SYMPTOMS, A 25% DECREASE IN DEPRESSIVE SYMPTOMS, AND A 20% DECREASE IN ANXIETY SYMPTOMS. THE GEOGRAPHIC SERVICE AREA INCLUDES TRAFFICKED GIRLS AGES 1124 ON OAHU AND HAWAII ISLAND.
