TO ADDRESS HIGH RATES OF VIOLENCE IN BALTIMORE CITY’S EAST BALTIMORE AREA, LIVING CLASSROOMS FOUNDATION (LCF) WILL LEVERAGE ITS EXISTING PROGRAMS, PARTNERSHIPS, AND SERVICES, AND EXPAND UPON THESE TO ESTABLISH A TRAUMA-INFORMED CRISIS INTERVENTION MANAGEMENT SYSTEM THAT WILL TARGET UNDERLYING FACTORS THAT CONTRIBUTE TO VIOLENCE IN THE EAST BALTIMORE COMMUNITIES OF MCELDERRY PARK AND BELAIR-EDISON. THE CRISIS INTERVENTION MANAGEMENT SYSTEM WILL ADDRESS THE IMMEDIATE NEEDS OF THOSE AT HIGHEST RISKS OF BEING EITHER A VICTIM OF PERPETRATOR OF VIOLENCE, INCLUDING: FOOD, HOUSING, EMPLOYMENT, AND MENTAL HEALTH INTERVENTIONS. THIS WILL BE ACCOMPLISHED BY INNOVATING AND STRENGTHENING LCF’S CURRENT COMMUNITY-BASED VIOLENCE INTERVENTION PROGRAMMING BY EXPANDING THE ORGANIZATION’S WORKFORCE DEVELOPMENT INTERVENTIONS INTO A MOBILE WORKFORCE DEVELOPMENT TEAM. THIS WILL INCLUDE ASSESSMENTS OF INDIVIDUAL’S NEEDS CONDUCTED BY A LICENSED SOCIAL WORKER, PROVIDING INTENSIVE REAL-TIME CASE MANAGEMENT BY MEETING THE INDIVIDUALS WHERE THEY ARE (I.E. CONDUCTING WORKSHOPS AND ASSESSMENTS IN THE COMMUNITY DURING NON-TRADITIONAL HOURS), AND PROVIDING NAVIGATORS WHO WILL ASSIST AND CONNECT THESE HIGH-RISK INDIVIDUALS TO AVAILABLE RESOURCES. EMERGING EVIDENCE HAS SHOWN THAT STRENGTHENING COMMUNITY OUTREACH COMBINED WITH INTENSIVE CASE MANAGEMENT THAT MEETS THE NEEDS OF HIGH-RISK INDIVIDUALS MAY REDUCE COMMUNITY VIOLENCE. THE PROGRAM GOAL IS TO SERVE 150 INDIVIDUALS OVER THREE YEARS AND ASSEMBLE A CRISIS MANAGEMENT TEAM THAT WILL WORK WITH THE TWO EXISTING BALTIMORE CITY SAFE STREETS VIOLENCE PREVENTION SITES LOCATED IN THE MCELDERRY PARK AND BELAIR-EDISON COMMUNITIES. THE CRISIS MANAGEMENT TEAM WILL IDENTIFY INDIVIDUALS AND FAMILIES WHO ARE AT RISK OF BEING AFFECTED BY VIOLENCE OR WHO HAVE ALREADY BEEN A VICTIM OR PERPETRATOR AND BUILD OUT A COMPREHENSIVE CRISIS MANAGEMENT PLAN AND NETWORK OF ADDITIONAL RESOURCES FOR THEM. IN DOING SO, LCF WILL ENHANCE THE EXISTING SAFE STREETS MODEL, ASSET/RESOURCE MAP THE REGION, PROVIDE ADDITIONAL STAFF (NAVIGATORS) TO CONNECT INDIVIDUALS AND FAMILIES TO RESOURCES THROUGHOUT THE TARGET AREA, AND DRAW UPON EVIDENCE-BASED PRACTICES AND SUCCESSFUL MODELS, ALL WITH THE OVERARCHING GOAL OF MEASURABLY REDUCING SHOOTINGS AND HOMICIDES IN EAST BALTIMORE.

AGRICULTURE IN THE CLASSROOM (AITC) PROGRAMS SEEK TO IMPROVE STUDENT ACHIEVEMENT BY APPLYING AUTHENTIC, AGRICULTURAL-BASED CONTENT AS THE CONTEXT TO TEACH CORE CURRICULUM CONCEPTS IN SCIENCE, SOCIAL STUDIES, LANGUAGE ARTS, AND NUTRITION. BY ENCOURAGING TEACHERS TO EMBED AGRICULTURE INTO THEIR CURRICULUM, AITC CULTIVATES AN UNDERSTANDING AND APPRECIATION OF THE FOOD AND FIBER SYSTEM THAT WE ALL RELY ON EVERY DAY. THE PROGRAM S TARGET OUTCOMES ARE 50 PARTICIPANTS ENROLLED 100 (50) OF PARTICIPANTS RECEIVE CASE MANAGEMENT SERVICES INCLUDING ACADEMIC AND WORKFORCE ASSESSMENT, SUPPORTIVE SERVICE REFERRALS, JOB SEARCH ASSISTANCE, ETC. 100 (50) OF PARTICIPANTS RECEIVE ACCESS TO MENTAL HEALTH SERVICES AND OTHER WRAP AROUND SUPPORTS AS NEEDED BY THE INDIVIDUAL. 100 (50) OF PARTICIPANTS ENROLL INTO AND COMPLETE LCF S JOB READINESS PROGRAM, ESSENTIAL SKILLS TRAINING. 60 (30) OF ENROLLED PARTICIPANTS ENROLL INTO AND COMPLETE AN OCCUPATIONAL TRAINING PROGRAM, AND RECEIVE A CREDENTIAL. 70 (35) OF ENROLLED PARTICIPANTS PLACED INTO EMPLOYMENTINTENDED BENEFICIARIES THE PROJECT S BENEFICIARIES ARE CONSIDERED HIGHEST RISK GUN CARRIERS, VICTIMS OF VIOLENCE OR THOSE AT RISK, AND PERPETRATORS OF VIOLENCE. THIS INITIATIVE AIMS TO SIGNIFICANTLY ENHANCE THE SECURITY INFRASTRUCTURE OF OUR SCHOOLS WHILE CONCURRENTLY PROMOTING A POSITIVE AND INCLUSIVE LEARNING ENVIRONMENT. THE PRIMARY GOAL OF THIS PROJECT IS TO CREATE A SAFER SCHOOL CLIMATE, ENHANCING THE WELL-BEING AND ACADEMIC SUCCESS OF OUR STUDENTS. THE INTENDED OUTCOME IS A NOTICEABLE REDUCTION IN INCIDENTS OF VIOLENCE, SUBSTANCE ABUSE, AND BULLYING, ALONG WITH AN INCREASED SENSE OF SAFETY AND BELONGING AMONG STUDENTS, STAFF, AND PARENTS. WE ARE SEEKING FUNDS TO UPGRADE OUR SCHOOL SECURITY INFRASTRUCTURE, INCLUDING THE INSTALLATION OF ADVANCED SECURITY CAMERAS AND ACCESS CONTROL SYSTEMS ACROSS OUR DISTRICT. THIS TECHNOLOGY WILL PROVIDE COMPREHENSIVE COVERAGE OF OUR SCHOOL PREMISES, DETER POTENTIAL THREATS, AND AID IN EFFECTIVE THREAT ASSESSMENT. FURTHERMORE, THE UPGRADED SYSTEM WILL ENABLE REMOTE ACCESS FOR LAW ENFORCEMENT AND DESIGNATED SCHOOL OFFICIALS, REDUCING RESPONSE TIME IN CASE OF EMERGENCIES. OUR KEY PARTNERS IN THIS ENDEAVOR ARE LOCAL LAW ENFORCEMENT AGENCIES, INCLUDING THE AMERICAN FALLS POLICE DEPARTMENT AND POWER COUNTY SHERIFF'S OFFICE. THEIR COLLABORATION WILL BE CRUCIAL IN EMERGENCY RESPONSE COORDINATION, POLICY DEVELOPMENT, AND STAFF TRAINING. ADDITIONALLY, WE ARE FORTUNATE TO HAVE STRONG PARTNERSHIPS WITH LOCAL COMMUNITY GROUPS AND THE CONTINUED SUPPORT AND INVOLVEMENT OF PARENTS AND STUDENTS, CONTRIBUTING TO A COMPREHENSIVE, "WRAPAROUND" APPROACH TO STUDENT SAFETY AND WELL-BEING. THE BENEFICIARIES OF THIS PROJECT ARE THE STUDENTS, STAFF, AND FAMILIES OF THE AMERICAN FALLS SCHOOL DISTRICT, WHICH ENCOMPASSES THE CITY OF AMERICAN FALLS AND THE SURROUNDING RURAL AREAS OF POWER COUNTY, IDAHO. THROUGH THIS PROJECT, WE AIM TO ENSURE THAT EVERY INDIVIDUAL WITHIN OUR DISTRICT FEELS SAFE AND IS EMPOWERED TO LEARN AND GROW IN A POSITIVE SCHOOL CLIMATE. SBIR PHASE I: CLASS BUCKS ENGAGEMENT AND GAMIFIED LEARNING SYSTEM -THE BROADER/COMMERCIAL IMPACT OF THIS SMALL BUSINESS INNOVATION RESEARCH (SBIR) PHASE I PROJECT IS IN THE POSITIVE EFFECT IT WILL HAVE IN THE CLASSROOM, AND ULTIMATELY, ON SCHOOL DROPOUTS. DROPOUTS FACE BLEAK ECONOMIC FUTURES, ARE MORE LIKELY TO COMMIT A CRIME AND BE INCARCERATED, SUFFER POOR HEALTH, AND EXACT A FINANCIAL TOLL ON SOCIETY. SINCE DROPPING OUT OF SCHOOL IS A GRADUAL PROCESS OF A STUDENT BECOMING DISENGAGED IN THE CLASSROOM, THE PROPOSED PROJECT WILL ADDRESS SCHOOL DROPOUT AT THE MOST ELEMENTAL LEVEL. AT THE END OF THIS PROJECT, THE DEVELOPMENT TEAM WILL HAVE AN INNOVATIVE, WEB-BASED GAME THAT WILL TRANSFORM THE CLASSROOM DYNAMIC, IN ANY SCHOOL, AND GIVE TEACHERS MEANINGFUL ANALYTICS SO THEY CAN BETTER MEET THEIR STUDENT?S NEEDS, KEEP THEM ENGAGED IN THE LEARNING PROCESS, AND REDUCE THE NUMBER OF KIDS DROPPING OUT OF SCHOOL. THE INNOVATIVE PLATFORM HAS THE POTENTIAL RAISE THE LEARNING OPPORTUNITIES FOR MARGINALIZED LEARNERS AND STIMULATE POSITIVE SOCIETAL CHANGE. THE INTELLECTUAL MERIT OF THIS PROJECT IS IN THE QUANTITATIVE MEASUREMENT AND TRACKING OF STUDENT ENGAGEMENT AND PRODUCTION OF A LONGITUDINAL ANALYSIS FOR EACH STUDENT, SO TEACHERS CAN TRACK ENGAGEMENT THROUGHOUT AN ENTIRE QUARTER, SEMESTER, OR YEAR. THE SOLUTION WILL EMPOWER INSTRUCTORS TO MAKE MORE WELL-INFORMED DECISIONS FOR THEIR CLASSROOMS. THE RESEARCH WILL FOCUS ON CONVERTING THE ORIGINAL COMPOSITE, LABORIOUS, PEN, PAPER, AND SPREADSHEET VERSION OF THE TOOL INTO A WEB-BASED VERSION THAT INTEGRATES WITH TEACHER LESSONS WHILE ACCOMMODATING DIVERSE CONTENT AREAS AND A MULTITUDE OF TEACHING STYLES. AS STUDENTS INTERACT WITH THE WEB-BASED, GAMIFIED LESSON DELIVERY PLATFORM, THEY CAN EARN OR LOSE VIRTUAL DOLLARS WHILE LEARNING VALUABLE SOFT SKILLS SUCH AS SUCH AS RESPONSIBILITY, CRITICAL THINKING, AND WORK ETHICS, INCLUDING FINANCIAL LITERACY SKILLS SUCH AS ONLINE BANKING, INVESTING, USING CREDIT, AND BUDGETING. THIS PROJECT WILL HARNESS THE GAME PLATFORM QUALITY TO CAPTURE STUDENTS' ATTENTION AND GENERATE MOTIVATION TO INVEST TIME AND ENERGY INTO LEARNING. IN THE PROCESS, THE GAME WILL COLLECT VALUABLE LEARNING METRICS AND PROVIDE REPORTS AND ANALYTICS FOR TEACHERS SO THEY CAN LEARN MORE ABOUT THEIR STUDENTS. THE GOAL OF THE PROPOSED PROJECT IS TO DEVELOP THE MINIMUM VIABLE PRODUCT AND TEST PILOT ITS EFFICACY. THIS PROJECT WILL BE TARGETED AT DELIVERING MWEES FOR 9TH-12TH GRADE STUDENTS IN FIVE TO EIGHT DISTRICT OF COLUMBIA PUBLIC HIGH SCHOOLS AND PUBLIC CHARTER SCHOOLS LOCATED WITHIN THE ANACOSTIA RIVER WATERSHED PER SCHOOL YEAR. THE MWEE WILL INVESTIGATE THE QUESTION: WHAT IS THE IMPACT OF CLIMATE CHANGE ON OUR COMMUNITY, THE ENVIRONMENT, AND BIODIVERSITY, AND WHAT CAN WE, AS HIGH SCHOOL STUDENTS, DO ABOUT IT? THE STUDENTS AND TEACHERS WILL USE SCHOOLYARDS AND KINGMAN AND HERITAGE ISLANDS CONSERVATION AREA IN THE ANACOSTIA RIVER AS OUTDOOR FIELD EXPERIENCE SITES. STUDENTS AND TEACHERS WILL LEARN ABOUT EXISTING CLIMATE MODELS AND CLIMATE RESILIENCY PLANS AFFECTING THE ANACOSTIA WATERSHED, AND WILL CONSIDER WHAT PERSONAL AND SCHOOL-WIDE EFFORTS CAN BE TAKEN WITHIN THE COMMUNITY AND AT KINGMAN AND HERITAGE ISLANDS TO REDUCE THE IMPACT OF CLIMATE EVENTS LIKE FLOODING AND URBAN HEAT ISLANDS. STUDENTS WILL USE WHAT THEY LEARN TO CONDUCT STUDENT-DESIGNED ACTION PROJECTS THAT INCREASE ENVIRONMENTAL LITERACY IN THE COMMUNITY, PROMOTE OWNERSHIP OF EFFECTIVE SOLUTIONS, AND ENCOURAGE LIFELONG CLIMATE STEWARDSHIP. THE GRANTEE WILL DO THIS BY IMPLEMENTING STREAM AND WATERSHED INVESTIGATIONS AT MASONVILLE COVE FOR BALTIMORE CITY. ACTIVITIES:THIS PROJECT WILL INCREASE PUBLIC AWARENESS AND KNOWLEDGE ABOUT ENVIRONMENTAL ISSUES IN BALTIMORE, MARYLAND, AND PROVIDE STUDENTS AND TEACHERS WITH THE SKILLS NECESSARY TO MAKE INFORMED DECISIONS AND TAKE RESPONSIBLE ACTIONS. ACTIVITIES TO BE PERFORMED DURING THIS PROJECT PERIOD INCLUDE: 1) WATERSHED STREAM STUDIES (WSS), A FIELD TRIP AND ACTION PROJECT FOR 400 9TH GRADE STUDENTS FROM PUBLIC HIGH SCHOOLS; 2) SLURRP (SCHOOL LEADERSHIP IN URBAN RUNOFF REDUCTION PROJECT), A YEAR-LONG MWEE FOR 200 4TH AND 5TH GRADE STUDENTS AT LAKELAND ELEMENTARY/MIDDLE SCHOOL; AND COMMUNITY ENGAGEMENT PROGRAMS FOR RESIDENTS OF UNDERSERVED SOUTH BALTIMORE COMMUNITIES NEAR MASONVILLE COVE. ALL THREE PROGRAM ELEMENTS ADDRESS THE NEED FOR SOLUTIONS TO THE LOCAL PROBLEM OF STORMWATER RUNOFF POLLUTION IN THE PATAPSCO WATERSHED. SUBRECIPIENT:FIVE SUBGRANTEES WILL BE SELECTED AND WILL RECEIVE SUBGRANTS OF NO MORE THAN $5,000 EACH TO SUPPORT THE PROJECT'S WATER QUALITY AND ENVIRONMENTAL JUSTICE FOCUSED ACTIVITIES AND PRIORITIES. THESE MAY INCLUDE BUT ARE NOT LIMITED TO COMMUNITY TRASH CLEANUPS, PLANTING PROJECTS, PUBLIC SERVICE INFORMATION, ETC. THAT FOCUSES ON A REDUCTION OF STORMWATER RUNOFF POLLUTION AND DEVELOPMENT OF A CLEANER AND MORE ENVIRONMENTALLY LITERATE COMMUNITY.OUTCOMES:IT IS ANTICIPATED THAT THIS PROJECT WILL RESULT IN THE FOLLOWING DELIVERABLES AND EXPECTED OUTCOMES: 400 STUDENTS AND 10 TEACHERS FROM AT LEAST 4 BALTIMORE CITY HIGH SCHOOLS PARTICIPATE IN SINGLE-DAY FIELD EXPERIENCES AT MASONVILLE COVE. AROUND 200 STUDENTS AND 4 TEACHERS FROM LAKELAND EMS WILL PARTICIPATE IN 5 CLASSROOM/SCHOOLYARD SESSIONS, 6 ACTION PROJECTS (SOME CLASSES MAY COMBINE), AND 1 MC FIELD EXPERIENCE. THEY WILL ALSO TEACH THEM TO BE COMMUNITY ADVOCATES THROUGH ACTIONS SUCH AS LETTER WRITING TO ELECTED OFFICIALS PROPOSING CHANGES SUCH AS INCREASED TREE COVER, REMOVAL OF ASPHALT, OR PAINTING ROOFS LIGHT COLORS; OR TO BALTIMORE CITY PUBLIC SCHOOLS (BCPS) OFFICIALS REGARDING THE RELATIONSHIP BETWEEN HEAT ISLANDS AND THE LACK OF AIR-CONDITIONED SCHOOLS; AND THE CREATION OF PUBLIC SERVICE ANNOUNCEMENTS THAT CREATIVELY EXPLAIN CLIMATE CHANGE AND ITS DIRE CONSEQUENCES. PROJECTS CONNECT PEOPLE TO THE NATURAL AND CULTURAL HERITAGE OF THE CHESAPEAKE BAY WATERSHED THROUGH THE CHESAPEAKE BAY GATEWAYS AND WATERTRAILS NETWORK AND SUPPORT IMPLEMENTATION OF: IDENTIFYING, CONSERVING, RESTORING, AND INTERPRETING NATURAL, RECREATIONAL, HISTORICAL, AND CULTURAL RESOURCES WITHIN THE CHESAPEAKE BAY WATERSHED IDENTIFYING AND UTILIZING THE COLLECTIVE RESOURCES SITES FOR ENHANCING PUBLIC EDUCATION OF AND ACCESS TO THE CHESAPEAKE BAY LINKING SITES WITH TRAILS, TOUR ROADS, SCENIC BYWAYS, AND OTHER CONNECTIONS DEVELOPING AND ESTABLISHING WATERTRAILS COMPRISING WATER ROUTES AND CONNECTIONS TO SITES AND OTHER LAND RESOURCES WITHIN THE CHESAPEAKE BAY WATERSHED AND CREATING A NETWORK OF SITES AND WATERTRAILS. THE NEW KINGMAN RANGERS INTERPRETIVE PROGRAM WILL INCREASE ENGAGEMENT WITH AND EQUITABLE ACCESS TO THE EXCEPTIONAL URBAN GREEN SPACE OF THE DISTRICTS KINGMAN AND HERITAGE ISLANDS CONSERVATION AREA (KHI) FOR UNDERREPRESENTED AUDIENCES OF ALL AGESESPECIALLY BLACK COMMUNITIES EAST OF THE ANACOSTIAVIA EDUCATION, RECREATION, OUTREACH, AND SPECIAL COMMUNITY PROGRAMS EVENTS, WHILE PROMOTING CONNECTIONS TO THE CHESAPEAKE WATERSHED AS A WHOLE, STRENGTHENING OVERALL INTERPRETATION AT KHI, AND ENCOURAGING COMMUNITY ENVIRONMENTAL STEWARDSHIP. IN ADDITION, ONE NEW INTERPRETIVE WAYSIDE SIGN WILL BE DESIGNED AND INSTALLED AT KHI THAT IDENTIFIES THE CONNECTION BETWEEN THE ANACOSTIA RIVER AND THE GREATER CHESAPEAKE WATERSHED. IMPROVEMENTS WILL BE MADE TO WEBSITE CONTENT THAT EMPHASIZE THE ISLANDS AS PART OF THE CHESAPEAKE GATEWAYS NETWORK, PROMOTE PUBLIC OPPORTUNITIES FOR LOCAL COMMUNITIES TO ENGAGE WITH THE SPACE, AND TELL STORIES OF THE ISLANDS AND THE ANACOSTIA WATERSHED. BENEFICIARIES INCLUDE UNDER-RESOURCED, PRIMARILY BLACK STUDENTS AND RESIDENTS OF THE WARD 7 AND 8 COMMUNITIES EAST OF THE ANACOSTIA RIVER.
