ROADWAY-RELATED FATALITIES, INCLUDING OFFICER-INVOLVED COLLISIONS AND STRUCK-BY INCIDENTS, ACCOUNT FOR ROUGHLY ONE-THIRD OF YEARLY LINE-OF-DUTY DEATHS (EXCLUDING DEATHS FROM COVID-19), ON AVERAGE, AND ARE TYPICALLY AS PREVALENT AS DEATHS FROM FELONIOUS ASSAULTS EACH YEAR. FURTHERMORE, ROADWAY-RELATED INCIDENTS ACCOUNT FOR A SIGNIFICANT PROPORTION OF OFFICER INJURIES. GIVEN THE RISK ASSOCIATED WITH ROADWAY OPERATIONS AND THE PREVENTABLE NATURE OF MANY OF THESE INCIDENTS, INTERVENTIONS FOCUSED ON IMPROVING THE SAFETY OF OFFICERS DURING ROADWAY OPERATIONS ARE CRITICALLY NEEDED AND HAVE A HIGH POTENTIAL FOR REDUCING LAW ENFORCEMENT INJURIES AND FATALITIES EACH YEAR. THE NATIONAL LAW ENFORCEMENT ROADWAY SAFETY PROGRAM (NLERSP) IS ESSENTIAL TO EFFECT SIGNIFICANT IMPROVEMENTS IN OFFICER SAFETY AND BUILD CULTURES OF SAFETY WITHIN LAW ENFORCEMENT AGENCIES. THE NLERSP PROJECT TEAM, LED BY THE POLICE FOUNDATION (DBA NATIONAL POLICING INSTITUTE) IN PARTNERSHIP WITH THE INSTITUTE FOR INTERGOVERNMENTAL RESEARCH, WILL PROVIDE IN-PERSON AND VIRTUAL TRAINING, CUSTOMIZED TECHNICAL ASSISTANCE (TA), AND RESOURCES TO LAW ENFORCEMENT AGENCIES ACROSS THE COUNTRY TO ADDRESS CRITICAL ROADWAY SAFETY ISSUES, SUCH AS TRAFFIC INCIDENT MANAGEMENT, FATIGUE MANAGEMENT, DISTRACTED DRIVING, DRIVER DECISION-MAKING, HIGH-SPEED PURSUITS, EMERGENCY RESPONSE DRIVING, AND SAFETY CULTURE. TRAINING SESSIONS WILL BE TAILORED TO PATROL OFFICERS, TRAINERS, AND EXECUTIVES TO IDENTIFY ACTIONS OFFICERS AND AGENCIES CAN TAKE TO IMPROVE OFFICER SAFETY ON THE ROADWAYS. ADDITIONALLY, THE NLERSP CADRE OF SUBJECT MATTER EXPERTS AND RESEARCHERS WILL PROVIDE ON-SITE AND VIRTUAL TA TO AGENCIES SEEKING SUPPORT FOR POLICY DEVELOPMENT, TRAINING, DATA ANALYSIS, OR IMPLEMENTATION OF BEST PRACTICES. ENHANCING THE ABILITY OF POLICE AGENCIES TO COLLECT THEIR OWN DATA, ANALYZE AND INTERPRET IT, AND THEN APPLY IT TO HELP SOLVE PROBLEMS IS THE GOAL OF THE NATIONAL INSTITUTE OF JUSTICES LAW ENFORCEMENT ADVANCING DATA AND SCIENCE (LEADS) SCHOLARS PROGRAM. THE NATIONAL POLICING INSTITUTE (THE INSTITUTE), AN INDEPENDENT AND NONPARTISAN ORGANIZATION DEDICATED TO ENCOURAGING EXCELLENCE IN POLICING, STANDS READY TO SUPPORT NIJ IN ITS EFFORTS. WHILE THE VALUE OF THE LEADS SCHOLARS PROGRAM IS INDISPUTABLE, THE INSTITUTE BELIEVES THAT THE PROGRAM IS NOW WELL POSITIONED TO EXPAND ITS NATIONAL REACH, ENHANCE THE EXPERIENCES OF PARTICIPANTS AND PARTICIPATING AGENCIES, AND BETTER LEVERAGE THE RESEARCH AND EXPERIENCES OF ALUMNI, ULTIMATELY TO IMPROVE THE SAFETY AND WELL-BEING OF COMMUNITIES. FOR THE LAST DECADE, THE NATIONAL POLICING INSTITUTE HAS LED THE FIELD IN CONDUCTING EVIDENCE-INFORMED, INDEPENDENT CRITICAL RESPONSE AND AFTER-ACTION REVIEWS (AARS) FOLLOWING EVENTS, INCLUDING MASS VIOLENCE, MASS PROTEST, OFFICER USE OF FORCE, AND OFFICER-INVOLVED SHOOTINGS. DURING THAT TIME, THE INSTITUTE REFINED ITS PROCESS TO ENSURE PROMPT, TARGETED, AND COMPASSIONATE RESPONSES TO HELP LAW ENFORCEMENT AGENCIES AND THEIR COMMUNITIES MOVE FORWARD TOGETHER. IN ADDITION TO ITS COMPREHENSIVE AAR LIBRARY, THE INSTITUTES AAR PROCESSES AND LESSONS LEARNED HAVE BEEN CAPTURED IN BOTH A GUIDEBOOK AND TRAINING, WITH FUNDING SUPPORT FROM THE COPS OFFICE. IN THIS CONTEXT, LAW ENFORCEMENT AGENCIES REQUIRE SUPPORT TO DEVELOP, IMPLEMENT, AND EXPAND TRAINING AND PROGRAMS THAT INTEGRATE BEHAVIORAL HEALTH AND IDD EDUCATION WITH DE-ESCALATION SKILL PRACTICE TO ENHANCE OFFICERS' RESPONSES TO INDIVIDUALS IN CRISIS. NATIONAL STANDARDS ARE ALSO NEEDED TO IMPROVE LAW ENFORCEMENT RESPONSE ACROSS THE US. RECOGNIZING THESE NEEDS, THE NATIONAL POLICING INSTITUTE (THE INSTITUTE), IN PARTNERSHIP WITH THE POLICE EXECUTIVE RESEARCH FORUM (PERF), PROPOSES THE DEVELOPMENT OF CONSENSUS STANDARDS AND A MODEL CURRICULUM TO ENHANCE LAW ENFORCEMENT INTERACTIONS WITH INDIVIDUALS IN CRISIS AND ADVANCE THE GOALS OF THE LAW ENFORCEMENT DE-ESCALATION TRAINING ACT OF 2022. SEEKING TO ASSIST LAW ENFORCEMENT AGENCIES IN THEIR EFFORTS TO ENHANCE POLICE-RACE RELATIONS AND ADDRESS THE RECENT INCREASE IN CRIME, THIS PROPOSAL OUTLINES THE DEVELOPMENT OF AN INNOVATIVE TRAINING PROGRAM AND NATIONAL INITIATIVE—TITLED THE 54TH MILE POLICING PROJECT—TO SUPPORT LAW ENFORCEMENT IN CONNECTING WITH MINORITY COMMUNITIES IN THEIR JURISDICTION, ENHANCE TRUST AND PERCEPTIONS OF FAIRNESS WITHIN THOSE COMMUNITIES, AND FOSTER COOPERATION AMONG COMMUNITY MEMBERS. THE PROPOSED TRAINING AND NATIONAL INITIATIVE, CREATED TO COMPLEMENT THIS FILM, AIM TO PROMOTE RACIAL EQUITY IN POLICE PRACTICE AND TO REMOVE BARRIERS TO ACCESS AND OPPORTUNITY FOR COMMUNITIES OF COLOR. THE PROPOSED PROJECT IS A MULTI-PHASE INVESTIGATION INTO CONTEMPORARY PRACTICES IN FIRST-LINE SUPERVISION. THE FIRST PHASE CONSISTS OF A COMPREHENSIVE SURVEY-BASED SCAN OF FIRST-LINE SUPERVISOR SELECTION, TRAINING, EVALUATION, AND PRACTICE IN POLICE AGENCIES ACROSS THE UNITED STATES. THE SECOND PHASE CONSISTS OF INTENSIVE CASE STUDIES OF FIRST-LINE SUPERVISION IN FIVE POLICE AGENCIES. WITH INITIAL EVALUATIONS SUGGESTING THE CGIC MODEL CAN EFFECTIVELY ADDRESS GUN CRIME, IT IS VITAL TO SUPPORT AGENCIES IN IMPLEMENTING THE CGIC MODEL WITH FIDELITY FOR SUSTAINABILITY AND IN SUPPORT OF FURTHER REPLICATION UNTIL IT BECOMES STANDARD PRACTICE. THE NATIONAL POLICING INSTITUTE (NPI) HAS SERVED THE BUREAU OF JUSTICE ASSISTANCE (BJA) CGIC TRAINING AND TECHNICAL ASSISTANCE (TTA) PARTNER FOR NEARLY EIGHT YEARS. DURING THIS TIME, NPI HAS DEVELOPED AND ENHANCED A PROVEN APPROACH FOR DELIVERING TTA TO AGENCIES AS THEY PLAN, IMPLEMENT, AND REFINE THEIR CGICSENSURING SUCCESS AND HIGH IMPLEMENTATION FIDELITY. GIVEN NPI'S EXTENSIVE EXPERIENCE PROVIDING CGIC TTA, IT IS UNIQUELY POSITIONED TO ADVANCE THE CGIC MODEL WITH CURRENT AND NEW SITES NATIONWIDE, LEADING TO STRENGTHENED GUN CRIME INVESTIGATIONS AND IMPROVED PUBLIC SAFETY AND JUSTICE. WITH CONTINUED SUPPORT FROM BJA THROUGH THE FY24 CGIC TTA AWARD, THE NPI TEAM WILL PROVIDE IN-DEPTH TTA TO AGENCIES IMPLEMENTING CGICS TO IMPROVE SHOOTING INVESTIGATION OUTCOMES AND PROVIDE SITE ASSESSMENTS FOR CGIC GRANTEES. MOREOVER, AS THE LEGAL LANDSCAPE EVOLVES AND COURTS MAKE DECISIONS INVOLVING DIFFERENT TECHNOLOGIES, LAW ENFORCEMENT MUST REGULARLY STAY ABREAST OF THE LEGAL PRECEDENT THAT DICTATES THE APPROPRIATE USE OF SPECIFIC TECHNOLOGIES. THESE CONSTANT DEVELOPMENTS CAN STRAIN LAW ENFORCEMENT AGENCIES AT A TIME WHEN RESOURCES ARE LIMITED AND OPERATIONAL DEMANDS ARE HIGH. THE THREAT ASSESSMENT PROCESS IS NOT WITHOUT CONTROVERSY, WITH SOME CONCERNED ABOUT THE ADVERSE IMPACT IT CAN HAVE ON STUDENTS OF COLOR OR THOSE WITH DISABILITIES, PARTICULARLY THOSE WITH AUTISM SPECTRUM DISORDER (ASD). ALTHOUGH THERE IS CONSIDERABLE INFORMATION ON VIOLENCE RISK ASSESSMENT IN THE GENERAL POPULATION, THE TOOLS WERE NOT DESIGNED TO ASSESS RISK IN THE POPULATION OF PERSONS CHALLENGED BY ASD, NEUROLOGICAL, OR DEVELOPMENTAL ISSUES. IN ADDITION TO THE URGENT NEED TO DEVELOP AN ASD-SPECIFIC RISK ASSESSMENT TOOL, SPECIFIC GUIDANCE AND TRAINING IS NEEDED FOR BTAMS TO PREVENT HARM TO THIS GROWING POPULATION OF STUDENTS (CURRENTLY ESTIMATED AS 1 IN 54 CHILDREN VERSUS 1 IN 150 CHILDREN IN 2000) INCLUDING UNNECESSARY SUSPENSIONS, EXPULSIONS, AND CONTACT WITH THE JUSTICE SYSTEM, AS WELL AS TO IDENTIFY STUDENTS WHO ARE AT-RISK TO HARM THEMSELVES OR OTHERS. RECOGNIZING THE INCREASING NUMBER OF CHILDREN WITH ASD; THE ASSOCIATION OF HIGH PROFILE ACTS OF TARGETED SCHOOL VIOLENCE AND ASD; THE IMPORTANT ROLE THAT BTAMS HAVE IN PREVENTING SCHOOL VIOLENCE AND THEIR EXPANSION NATIONALLY; THE COMPLEXITY OF RISK ASSESSMENT; AND, THE POTENTIALLY ADVERSE IMPACTS OF THE BTAM PROCESS ON STUDENTS WITH ASD–THE POLICE FOUNDATION (PF) PROJECT TEAM—IN COLLABORATION WITH BJA, WILL DEVELOP, PILOT, AND DISSEMINATE SPECIALIZED TRAINING FOR LAW ENFORCEMENT, SCHOOL OFFICIALS, BEHAVIORAL HEALTH SPECIALISTS, PARENTS, AND COMMUNITY STAKEHOLDERS TO ADDRESS AN AREA THAT HAS RECEIVED LITTLE ATTENTION—THE USE OF BTAMS TO IDENTIFY, ASSESS, AND CONNECT STUDENTS WITH ASD TO EARLY CARE-BASED INTERVENTIONS TO PREVENT SELF-HARM OR VIOLENCE IN SCHOOLS. THE PF TEAM, INCLUDING THE VIRGINIA CENTER FOR POLICING INNOVATION (VCPI) AND A RESEARCH TO PRACTICE INCUBATOR (R2P INCUBATOR), WILL DEVELOP A SPECIALIZED THREAT ASSESSMENT ELECTRONIC TOOLKIT (E-TOOLKIT) AND A TRAINING CURRICULUM TO PROVIDE SUPPORT TO SCHOOL BTAMS AS THEY EVALUATE RISK, INTERVIEW, AND INTERVENE STUDENTS WITH ASD WHO REPRESENT A THREAT OF VIOLENCE TO THEMSELVES OR OTHERS, WHILE ACCOUNTING FOR—AND RESPECTING—THEIR DIFFERENCES. TO MAXIMIZE THE POTENTIAL TO REDUCE OFFICER INJURIES AND FATALITIES, THE SAFETY OF LAW ENFORCEMENT ROADWAY OPERATIONS MUST BE A TOP PRIORITY. ROADWAY-RELATED FATALITIES, INCLUDING OFFICER-INVOLVED COLLISIONS AND STRUCK-BY INCIDENTS, ACCOUNT FOR ROUGHLY ONE-THIRD OF YEARLY LINE-OF-DUTY DEATHS (EXCLUDING DEATHS FROM COVID-19), ON AVERAGE, AND ARE TYPICALLY AS PREVALENT AS DEATHS FROM FELONIOUS ASSAULTS EACH YEAR. FURTHERMORE, ROADWAY-RELATED INCIDENTS ACCOUNT FOR A SIGNIFICANT PROPORTION OF OFFICER INJURIES. GIVEN THE RISK ASSOCIATED WITH ROADWAY OPERATIONS AND THE PREVENTABLE NATURE OF MANY OF THESE INCIDENTS, INTERVENTIONS FOCUSED ON IMPROVING THE SAFETY OF OFFICERS DURING ROADWAY OPERATIONS ARE CRITICALLY NEEDED AND HAVE A HIGH POTENTIAL FOR REDUCING LAW ENFORCEMENT INJURIES AND FATALITIES EACH YEAR. THE NATIONAL LAW ENFORCEMENT ROADWAY SAFETY PROGRAM (NLERSP) IS ESSENTIAL TO EFFECT SIGNIFICANT IMPROVEMENTS IN OFFICER SAFETY AND BUILD CULTURES OF SAFETY WITHIN LAW ENFORCEMENT AGENCIES. THE NLERSP PROJECT TEAM, LED BY THE POLICE FOUNDATION (DBA NATIONAL POLICING INSTITUTE) IN PARTNERSHIP WITH THE INSTITUTE FOR INTERGOVERNMENTAL RESEARCH, WILL PROVIDE IN-PERSON AND VIRTUAL TRAINING, CUSTOMIZED TECHNICAL ASSISTANCE (TA), AND RESOURCES TO LAW ENFORCEMENT AGENCIES ACROSS THE COUNTRY TO ADDRESS CRITICAL ROADWAY SAFETY ISSUES, SUCH AS TRAFFIC INCIDENT MANAGEMENT, FATIGUE MANAGEMENT, DISTRACTED DRIVING, DRIVER DECISION-MAKING, HIGH-SPEED PURSUITS, EMERGENCY RESPONSE DRIVING, AND SAFETY CULTURE. TRAINING SESSIONS WILL BE TAILORED TO PATROL OFFICERS, TRAINERS, AND EXECUTIVES TO IDENTIFY ACTIONS OFFICERS AND AGENCIES CAN TAKE TO IMPROVE OFFICER SAFETY ON THE ROADWAYS. ADDITIONALLY, THE NLERSP CADRE OF SUBJECT MATTER EXPERTS AND RESEARCHERS WILL PROVIDE ON-SITE AND VIRTUAL TA TO AGENCIES SEEKING SUPPORT FOR POLICY DEVELOPMENT, TRAINING, DATA ANALYSIS, OR IMPLEMENTATION OF BEST PRACTICES. TO COMPLETE THESE OBJECTIVES, THE INSTITUTE AND PERF WILL (1) COLLABORATE WITH THE BUREAU OF JUSTICE ASSISTANCE (BJA) IN THE DEVELOPMENT OF NATIONAL CONSENSUS STANDARDS TO GUIDE THE CERTIFICATION OF DE-ESCALATION TRAINING PROGRAMS, (2) CREATE AND PILOT AN EVIDENCE-INFORMED CURRICULUM FOUNDED UPON TWO WELL-ESTABLISHED TRAINING PROGRAMS: THE BJAS CRISIS RESPONSE AND INTERVENTION TRAINING (CRIT) AND PERFS INTEGRATING COMMUNICATIONS, ASSESSMENT, AND TACTICS (ICAT) TRAINING; (3) DEVELOP AGENCY SELF-ASSESSMENT TOOL TO FACILITATE COMPARISONS OF EXISTING POLICIES AND TRAINING TO NATIONAL STANDARDS; AND (4) LEVERAGE A CADRE OF SMES TO PROVIDE TECHNICAL ASSISTANCE TO AGENCIES IN THE ADOPTION OF THESE STANDARDS AND TRAINING. THE INSTITUTE AND PERF HAVE EXTENSIVE EXPERIENCE IN THE PLANNING, IMPLEMENTATION, AND ASSESSMENT OF TRAINING AND TECHNICAL ASSISTANCE WITH LAW ENFORCEMENT AGENCIES AND HAVE EXTENSIVE REACH INTO THE FIELD TO DISSEMINATE INFORMATION ON EVIDENCE-INFORMED AND BEST PRACTICES. SEPARATELY, THE INSTITUTE AND PERF ARE LEADERS IN LAW ENFORCEMENT. TOGETHER, THIS COLLABORATION WILL DRIVE EVIDENCE-INFORMED PRACTICE AND INNOVATION TO ENHANCE LAW ENFORCEMENT RESPONSE TO CRISIS SITUATIONS AND ULTIMATELY SAVE LIVES IN THE COMMUNITY. KEY TO THESE EFFORTS IS THE ESTABLISHMENT OF A PROCESS TO ASSESS TRAINING CURRICULA OFFERED BY PUBLIC AND PRIVATE ENTITIES GUIDED BY CLEAR STANDARDS FOR DE-ESCALATION TRAINING PROGRAMS. UNDER COPS AWARD #15JCOPS-24-GK-01371-DETX, THE NATIONAL POLICING INSTITUTE (NPI) IS PARTNERING WITH THE INSTITUTE FOR INTERGOVERNMENTAL RESEARCH (IIR) TO DEVELOP, IMPLEMENT, AND PILOT TEST A STANDARDS-BASED APPROACH AND ONLINE PLATFORM FOR THE APPROVAL AND TRACKING OF DE-ESCALATION TRAINING PROGRAMS. FACING CIVIL UNREST, RISING CRIME RATES, AND A CRISIS IN PUBLIC CONFIDENCE AND TRUST IN POLICE, AGENCIES ARE CHALLENGED TO IDENTIFY INNOVATIVE STRATEGIES THAT EMPLOY EQUITABLE PRACTICES TO ENHANCE POLICE-COMMUNITY RELATIONS WHILE ALSO EFFECTIVELY ADDRESSING CRIME. THESE CONSIDERATIONS ARE PARTICULARLY SALIENT IN COMMUNITIES OF COLOR THAT SIMULTANEOUSLY APPEAR UNDERSERVED BUT OVERBURDENED BY LAW ENFORCEMENT ACTIVITY. SEEKING TO ASSIST LAW ENFORCEMENT AGENCIES IN THEIR EFFORTS TO ENHANCE POLICE-RACE RELATIONS AND ADDRESS THE RECENT INCREASE IN CRIME, THIS PROPOSAL OUTLINES THE DEVELOPMENT OF AN INNOVATIVE TRAINING PROGRAM AND NATIONAL INITIATIVE—TITLED THE 54TH MILE POLICING PROJECT—TO SUPPORT LAW ENFORCEMENT IN CONNECTING WITH MINORITY COMMUNITIES IN THEIR JURISDICTION, ENHANCE TRUST AND PERCEPTIONS OF FAIRNESS WITHIN THOSE COMMUNITIES, AND FOSTER COOPERATION AMONG COMMUNITY MEMBERS. THE TRAINING PROGRAM AND INITIATIVE WILL BE FOUNDED UPON A POWERFUL 17-MINUTE FILM DOCUMENTING THE JOURNEY OF THREE BLACK POLICE LEADERS AS THEY RETRACE THE STEPS OF THE HISTORIC 54-MILE CIVIL RIGHTS WALK FROM SELMA TO MONTGOMERY, ALABAMA. THE FILM ACKNOWLEDGES THAT TO BUILD SAFE AND HEALTHY COMMUNITIES, IT IS CRITICAL TO ADDRESS THE DEEPLY ENTRENCHED ISSUES OF INEQUITY AND DISPARITY IN THE CRIMINAL JUSTICE SYSTEM TO ENSURE ALL PERSONS RECEIVE EQUAL TREATMENT UNDER THE LAW. THE PROPOSED TRAINING AND NATIONAL INITIATIVE, CREATED TO COMPLEMENT THIS FILM, AIM TO PROMOTE RACIAL EQUITY IN POLICE PRACTICE AND TO REMOVE BARRIERS TO ACCESS AND OPPORTUNITY FOR COMMUNITIES OF COLOR. THE PROPOSED WORK IS ORGANIZED ACROSS FOUR INTERRELATED AREAS TO BE COMPLETED OVER 24 MONTHS AND WILL INCLUDE THE DEVELOPMENT OF A TRAINING CURRICULUM AND TRAIN-THE-TRAINER MATERIALS, THE PILOT TEST OF THE TRAINING IN TWO LOCATIONS, AND A PROCESS AND OUTCOME EVALUATION OF TRAINING DEVELOPMENT AND IMPLEMENTATION. THE FIRST PHASE CONSISTS OF A COMPREHENSIVE SURVEY-BASED SCAN OF FIRST-LINE SUPERVISOR SELECTION, TRAINING, EVALUATION, AND PRACTICE IN POLICE AGENCIES ACROSS THE UNITED STATES. WITH INITIAL EVALUATIONS SUGGESTING THE CGIC MODEL CAN EFFECTIVELY ADDRESS GUN CRIME, IT IS VITAL TO SUPPORT AGENCIES IN IMPLEMENTING THE CGIC MODEL WITH FIDELITY FOR SUSTAINABILITY AND IN SUPPORT OF FURTHER REPLICATION UNTIL IT BECOMES STANDARD PRACTICE. THE NATIONAL POLICING INSTITUTE (NPI) HAS SERVED THE BUREAU OF JUSTICE ASSISTANCE (BJA) CGIC TRAINING AND TECHNICAL ASSISTANCE (TTA) PARTNER FOR NEARLY EIGHT YEARS. MOREOVER, AS THE LEGAL LANDSCAPE EVOLVES AND COURTS MAKE DECISIONS INVOLVING DIFFERENT TECHNOLOGIES, LAW ENFORCEMENT MUST REGULARLY STAY ABREAST OF THE LEGAL PRECEDENT THAT DICTATES THE APPROPRIATE USE OF SPECIFIC TECHNOLOGIES. THESE CONSTANT DEVELOPMENTS CAN STRAIN LAW ENFORCEMENT AGENCIES AT A TIME WHEN RESOURCES ARE LIMITED AND OPERATIONAL DEMANDS ARE HIGH. IT WILL INVOLVE A SUSTAINED CONVERSATION AMONG A CORE GROUP OF PROFESSIONALS TO PRODUCE KNOWLEDGE AND TRANSFORM THE FIELD THROUGH DISCUSSIONS, PUBLICATIONS, AND EDUCATION. THE INSTITUTE'S PROPOSED SCOPE OF WORK HAS THREE MAIN GOALS: TO DEVELOP A MARKETING PROGRAM TO PROMOTE THE VALUE OF LAW ENFORCEMENT ACCREDITATION, TO PROVIDE TECHNICAL ASSISTANCE TO COPS OFFICE GRANTEES, AND TO ENHANCE THE CAPACITY OF LAW ENFORCEMENT AGENCIES TO IMPLEMENT COMMUNITY POLICING STRATEGIES. ADDITIONALLY, THE INSTITUTE WILL ESTABLISH A VIRTUAL COMMUNITY OF PRACTICE FOR COPS OFFICE GRANTEES USING THE INSTITUTE'S EXISTING EXPERTISE AND CAPABILITIES THROUGH THE HIGHER LOGIC ONLINE COMMUNITY PLATFORM.

BEHAVIORAL THREAT ASSESSMENT AND MANAGEMENT (BTAM) IS A FACT-BASED, SYSTEMATIC PROCESS DESIGNED TO IDENTIFY, ASSESS, AND MANAGE POTENTIALLY DANGEROUS OR VIOLENT SITUATIONS. THE GOAL OF SCHOOL BTAMS IS TO IDENTIFY STUDENTS OF CONCERN, ASSESS THEIR RISK FOR VIOLENCE, IDENTIFY INTERVENTIONS, AND CONNECT THEM TO SERVICES BEFORE THEIR BEHAVIOR ESCALATES TO CRIMINAL ACTIONS OR VIOLENCE. THE THREAT ASSESSMENT PROCESS IS NOT WITHOUT CONTROVERSY, WITH SOME CONCERNED ABOUT THE ADVERSE IMPACT IT CAN HAVE ON STUDENTS OF COLOR OR THOSE WITH DISABILITIES, PARTICULARLY THOSE WITH AUTISM SPECTRUM DISORDER (ASD). ALTHOUGH THERE IS CONSIDERABLE INFORMATION ON VIOLENCE RISK ASSESSMENT IN THE GENERAL POPULATION, THE TOOLS WERE NOT DESIGNED TO ASSESS RISK IN THE POPULATION OF PERSONS CHALLENGED BY ASD, NEUROLOGICAL, OR DEVELOPMENTAL ISSUES. IN ADDITION TO THE URGENT NEED TO DEVELOP AN ASD-SPECIFIC RISK ASSESSMENT TOOL, SPECIFIC GUIDANCE AND TRAINING IS NEEDED FOR BTAMS TO PREVENT HARM TO THIS GROWING POPULATION OF STUDENTS (CURRENTLY ESTIMATED AS 1 IN 54 CHILDREN VERSUS 1 IN 150 CHILDREN IN 2000) INCLUDING UNNECESSARY SUSPENSIONS, EXPULSIONS, AND CONTACT WITH THE JUSTICE SYSTEM, AS WELL AS TO IDENTIFY STUDENTS WHO ARE AT-RISK TO HARM THEMSELVES OR OTHERS. RECOGNIZING THE INCREASING NUMBER OF CHILDREN WITH ASD; THE ASSOCIATION OF HIGH PROFILE ACTS OF TARGETED SCHOOL VIOLENCE AND ASD; THE IMPORTANT ROLE THAT BTAMS HAVE IN PREVENTING SCHOOL VIOLENCE AND THEIR EXPANSION NATIONALLY; THE COMPLEXITY OF RISK ASSESSMENT; AND, THE POTENTIALLY ADVERSE IMPACTS OF THE BTAM PROCESS ON STUDENTS WITH ASD–THE POLICE FOUNDATION (PF) PROJECT TEAM—IN COLLABORATION WITH BJA, WILL DEVELOP, PILOT, AND DISSEMINATE SPECIALIZED TRAINING FOR LAW ENFORCEMENT, SCHOOL OFFICIALS, BEHAVIORAL HEALTH SPECIALISTS, PARENTS, AND COMMUNITY STAKEHOLDERS TO ADDRESS AN AREA THAT HAS RECEIVED LITTLE ATTENTION—THE USE OF BTAMS TO IDENTIFY, ASSESS, AND CONNECT STUDENTS WITH ASD TO EARLY CARE-BASED INTERVENTIONS TO PREVENT SELF-HARM OR VIOLENCE IN SCHOOLS. THE PF TEAM, INCLUDING THE VIRGINIA CENTER FOR POLICING INNOVATION (VCPI) AND A RESEARCH TO PRACTICE INCUBATOR (R2P INCUBATOR), WILL DEVELOP A SPECIALIZED THREAT ASSESSMENT ELECTRONIC TOOLKIT (E-TOOLKIT) AND A TRAINING CURRICULUM TO PROVIDE SUPPORT TO SCHOOL BTAMS AS THEY EVALUATE RISK, INTERVIEW, AND INTERVENE STUDENTS WITH ASD WHO REPRESENT A THREAT OF VIOLENCE TO THEMSELVES OR OTHERS, WHILE ACCOUNTING FOR—AND RESPECTING—THEIR DIFFERENCES.
