THESE ORGANIZATIONS PROPOSE TO RENEW THE CENTER FOR VICTIM RESEARCH (CVR) FROM OCTOBER 2023 TO SEPTEMBER 2025. THIS TEAM IS UNIQUELY AND EXCEPTIONALLY QUALIFIED FOR THIS OPPORTUNITY, HAVING PREVIOUSLY FOUNDED AND OPERATED THE CVR FROM OCTOBER 2016 TO SEPTEMBER 2020 WITH OVC FUNDING. CVR MAINTAINS A STRONG ONLINE PRESENCE, INCLUDING AN OPEN ACCESS LIBRARY, COLLECTIONS OF TOOLS TO PROMOTE THE USE OF DATA AND ENGAGEMENT IN RESEARCH, EVIDENCE SYNTHESES, ARCHIVED WEBINARS AND PODCASTS, AND MUCH MORE. THE GOAL IN REINVIGORATING THE CVR IS TO STRENGTHEN BOTH THE EVIDENCE BASE FOR CULTURALLY DIVERSE, MULTIDISCIPLINARY VICTIM SERVICES AND THE CAPABILITIES OF APPLIED VICTIM RESEARCHERS BY SUPPORTING PARTICIPATORY STUDIES, EVALUATIONS, AND RESEARCH TRANSLATION WITH VICTIM-SURVIVORS AND THE PROVIDERS WHO SERVE THEM. CREATED IN 1974 AS THE CRIMINAL JUSTICE STATISTICS ASSOCIATION (CJSA), THE JUSTICE INFORMATION RESOURCE CENTER (JIRN) HAS LONG ENHANCED THE CAPACITY OF THE SAC COMMUNITY BY PROVIDING TECHNICAL SUPPORT AND TRAINING, CONVENING IN-PERSON AND ONLINE NETWORKING OPPORTUNITIES, HELPING SACS WRITE AND DISSEMINATE HIGH QUALITY REPORTS AND PROPOSALS, AND SERVING AS A LIAISON TO THE FEDERAL DEPARTMENT OF JUSTICES OFFICE OF JUSTICE PROGRAMS. JIRN PROPOSES TO CONTINUE AND EXTEND THIS SUPPORT IN THE COMING YEAR. THROUGH THE YEARS, SUPPORT FROM JIRN HAS ALLOWED SACS TO CONDUCT RIGOROUS UP-TO-DATE ANALYSES, WRITE COMPREHENSIVE REPORTS, AND DISSEMINATE THOSE REPORTS TO A RELEVANT LARGE AUDIENCE. JIRN HAS ALSO BEEN ABLE TO FOSTER RELATIONSHIPS FOR SACS WITH THE BUREAU OF JUSTICE STATISTICS, RESEARCH ORGANIZATIONS, UNIVERSITIES, AND OTHER SACS. THE GOAL OF THE PROPOSED DEATHS IN CUSTODY REPORTING ACT (DCRA) TTA CENTER IS TO INCREASE STATE-LEVEL DCRA PROGRAM COMPLIANCE WITH THE OBJECTIVES OF IMPROVING UNDERSTANDING OF WHY DEATHS OCCUR IN CUSTODY AND DEVELOPING SOLUTIONS TO PREVENT AVOIDABLE DEATHS.TO HEIGHTEN COMPLIANCE WITH DCRA REQUIREMENTS, THIS PROJECT WILL FIRST INCREASE KNOWLEDGE AMONG STATE ADMINISTERING AGENCIES (SAAS) AND OTHER STATE AND LOCAL AGENCIES ABOUT THE REQUIREMENTS OF DCRA.NEXT, THIS CENTER WILL SERVE AS A RESOURCE FOR INFORMATION ABOUT NATIONAL AND STATEWIDE DCRA DATA COLLECTION AND REPORTING EFFORTS, LEADING TO IMPROVEMENT IN THE QUALITY AND COMPLETENESS OF DATA REPORTED TO BJA. IT WILL ALSO DEVELOP AND DISSEMINATE SAMPLE STATE PLANS AND/OR A STATE PLAN CHECKLIST BUILDING UPON CURRENT PROGRAM GUIDANCE. AND IT WILL ASSIST STATES IN REVIEWING THEIR STATE PLANS AND PROVIDING FEEDBACK BASED ON PROGRAM CRITERIA.THIRD, THIS PROPOSED CENTER WILL PROVIDE CUTTING-EDGE, INNOVATIVE RESOURCES, TRAINING AND TECHNICAL ASSISTANCE, BOTH REMOTE AND ONSITE, TO SUPPORT STATES IN DEVELOPING AND IMPLEMENTING SOUND DATA COLLECTION PRACTICES TO ASSURE COMPLETE AND ACCURATE DCRA DATA REPORTING TO BJA.AND FINALLY, THE CENTER WILL, IN COORDINATION WITH BJA, DEVELOP ADDITIONAL GUIDANCE AND STANDARDS FOR REPORTING TO BE DISSEMINATED AMONG THE STATES AND TO LOCAL AGENCIES TO FACILITATE THEIR FULL AND COMPLETE COMPLIANCE WITH THE DEATHS IN CUSTODY REPORTING ACT REQUIREMENTS.

THE JUSTICE RESEARCH AND STATISTICS ASSOCIATION, TOGETHER WITH THE URBAN INSTITUTE, IS PLEASED TO RESPOND TO THE OFFICE FOR VICTIMS OF CRIME (OVC) SOLICITATION, OVC FY 2023 NATIONAL RESOURCE CENTERS FOR VICTIM RESEARCH, EVALUATION, AND REACHING UNDERSERVED VICTIMS, O-OVC-2023-171721, CATEGORY 2: RESEARCH AND EVALUATION. THESE ORGANIZATIONS PROPOSE TO RENEW THE CENTER FOR VICTIM RESEARCH (CVR) FROM OCTOBER 2023 TO SEPTEMBER 2025. THIS TEAM IS UNIQUELY AND EXCEPTIONALLY QUALIFIED FOR THIS OPPORTUNITY, HAVING PREVIOUSLY FOUNDED AND OPERATED THE CVR FROM OCTOBER 2016 TO SEPTEMBER 2020 WITH OVC FUNDING. CVR MAINTAINS A STRONG ONLINE PRESENCE, INCLUDING AN OPEN ACCESS LIBRARY, COLLECTIONS OF TOOLS TO PROMOTE THE USE OF DATA AND ENGAGEMENT IN RESEARCH, EVIDENCE SYNTHESES, ARCHIVED WEBINARS AND PODCASTS, AND MUCH MORE. THE GOAL IN REINVIGORATING THE CVR IS TO STRENGTHEN BOTH THE EVIDENCE BASE FOR CULTURALLY DIVERSE, MULTIDISCIPLINARY VICTIM SERVICES AND THE CAPABILITIES OF APPLIED VICTIM RESEARCHERS BY SUPPORTING PARTICIPATORY STUDIES, EVALUATIONS, AND RESEARCH TRANSLATION WITH VICTIM-SURVIVORS AND THE PROVIDERS WHO SERVE THEM. IN SUPPORT OF THIS GOAL, THE TEAM WILL 1) MANAGE THE CVR INITIATIVE AND INFRASTRUCTURE; 2) FACILITATE STATE RESEARCH PARTNERSHIPS BETWEEN VOCA ADMINISTRATORS AND STATISTICAL ANALYSIS CENTERS, IN CLOSE COLLABORATION WITH OVCS STATE VICTIM RESOURCE DIVISION AND THE OVC CENTER FOR VOCA ADMINISTRATORS; 3) STRENGTHEN COMMUNITY RESEARCH-PRACTICE COLLABORATIONS, BY INCREASING THE DIVERSITY AND NUMBER OF RESEARCHERS CONDUCTING APPLIED RESEARCH RELATED TO UNDERSERVED VICTIMS, RENEWING THE RESEARCH-TO-PRACTICE CADRE OF NATIONAL VICTIM RESOURCE CENTERS, AND FORMING A COMMUNITY WORKGROUP OF CULTURALLY DIVERSE, MULTIDISCIPLINARY VICTIM SERVICE PROVIDERS AND SURVIVORS; 4) SYNTHESIZE, TRANSLATE, & DISSEMINATE RESEARCH EVIDENCE, PARTICULARLY EVIDENCE RELATING TO COMMUNITY AND GUN VIOLENCE AND THE NEEDS OF UNDERSERVED AND HISTORICALLY MARGINALIZED VICTIMS; AND 5) COORDINATE WITH OTHER OVC TTA PROVIDERS TO EXTEND ACCESS TO INFORMATION AND AVOIDING DUPLICATION OF EFFORTS. ACTIVITIES UNDER THESE OBJECTIVES WILL BE DESIGNED TO MEET THE GOALS OF EXECUTIVE ORDER 13985 BY PROMOTING RACIAL EQUITY AND CONTRIBUTING TO GREATER ACCESS TO SERVICES AND OPPORTUNITIES FOR HISTORICALLY UNDERSERVED AND MARGINALIZED COMMUNITIES. PROJECT DELIVERABLES INCLUDE: COORDINATION WITH OVCS SVRD AND VOCA CENTER TO IMPROVE VOCA ADMINISTRATOR USE OF DATA AND EVIDENCE; A REPORT ON VICTIM RESEARCH AND EVALUATION THAT INCLUDES KNOWLEDGE GAPS SURROUNDING VICTIMS OF COMMUNITY AND GUN VIOLENCE; TRAINING AND TECHNICAL ASSISTANCE TO VOCA ADMINISTRATORS; A PLAN TO INCREASE THE DIVERSITY AND NUMBER OF INVOLVED RESEARCHERS; CONFERENCE PARTICIPATION; AND EXPANDED TOOLS AND RESOURCES TO PROMOTED VICTIM-RELATED RESEARCH AND EVALUATION.

ACTIVITIES WILL INCLUDE UPDATING AND MAINTAINING EXISTING LITERATURE REVIEW CHAPTERS AND RESEARCH BRIEFS ORIGINALLY DEVELOPED UNDER THE SEX OFFENDER MANAGEMENT ASSESSMENT AND PLANNING INITIATIVE, AND SUPPLEMENTING THEM WITH NEW LITERATURE REVIEWS AND BRIEFS ON TOPICS OF CONTEMPORARY CONCERN. IN ADDITION, JRSA WILL CONDUCT A NATIONAL INVENTORY OF SEX OFFENDER-RELATED POLICIES AND PRACTICES, SEXUAL VIOLENCE PREVENTION EFFORTS, AND THE WAYS SEX OFFENDER-RELATED PROGRAMMING AUGMENTS SORNA. FURTHER, THE PROJECT WILL DEVELOP RECOMMENDATIONS FOR THE SMART OFFICE ON IDENTIFIED GAPS AND NEEDS IN RESEARCH AND PRACTICE, AND HOW TO LEVERAGE COORDINATED STRATEGIES AND FUNDING TO ADDRESS THEM. FINALLY, TOPICAL PUBLICATIONS WILL BE PRODUCED, TARGETED AND FRAMED FOR SPECIFIC DISCIPLINES INVOLVED IN SEX OFFENDER-RELATED WORK, AS WELL AS A SERIES OF WEBINARS, PRESENTATIONS, AND TRAINING COURSES.

STATES RELY ON SACS TO PROVIDE DATA-FOCUSED INFORMATION AND RECOMMENDATIONS ON PATTERNS OF CRIMINAL ACTIVITY AND THE IMPACT OF CRIMINAL JUSTICE POLICY AND PRACTICE. THE GOAL OF THIS PROPOSAL IS TO ENHANCE THE STATISTICAL, RESEARCH AND COMMUNICATION CAPABILITIES OF STATE STATISTICAL ANALYSIS CENTERS. CREATED IN 1974 AS THE CRIMINAL JUSTICE STATISTICS ASSOCIATION (CJSA), THE JUSTICE INFORMATION RESOURCE CENTER (JIRN) HAS LONG ENHANCED THE CAPACITY OF THE SAC COMMUNITY BY PROVIDING TECHNICAL SUPPORT AND TRAINING, CONVENING IN-PERSON AND ONLINE NETWORKING OPPORTUNITIES, HELPING SACS WRITE AND DISSEMINATE HIGH QUALITY REPORTS AND PROPOSALS, AND SERVING AS A LIAISON TO THE FEDERAL DEPARTMENT OF JUSTICES OFFICE OF JUSTICE PROGRAMS. JIRN PROPOSES TO CONTINUE AND EXTEND THIS SUPPORT IN THE COMING YEAR. THIS GOAL AND THESE OBJECTIVES ARE PURSUED THROUGH ELEVEN DELIVERABLES INCLUDING; EDITORIAL REVIEW AND ASSISTANCE ON SAC PROPOSALS FOR SJS FUNDING; ASSISTANCE WITH RESEARCH OR DATA COLLECTION METHODS, USING INTERAGENCY AGREEMENTS, OR ASSESSING AND IMPROVING DATA QUALITY; ASSISTANCE ON IRBS/PROTECTION OF HUMAN SUBJECTS; CONVENE SKILL-BUILDING PROFESSIONAL SEMINARS; PROVIDE FOR NEW SAC DIRECTOR ORIENTATION; PLAN AND CONDUCT CONFERENCE ACTIVITIES; CONVENE CONFERENCE CALLS OF SACS WORKING ON SIMILAR THEMES TO SHARE INFORMATION AND IDENTIFY COMMON TECHNICAL ASSISTANCE NEEDS; PROVIDE A MUTUAL ASSISTANCE PROGRAM (MAP); OPERATE AN INFORMATION DATABASE; PUBLISH MATERIALS AND DISSEMINATE INFORMATION; AND INCREASE EXPOSURE FOR SACS. THESE DELIVERABLES PROVIDED BY JIRN WILL BE INFORMED BY AN ANNUAL ASSESSMENT AND SURVEY OF SAC STRENGTHS AND VULNERABILITIES AS WELL AS BY JIRNS RECENT REBRANDING INITIATIVE BUILT UPON EXTENSIVE FOCUS GROUP INTERVIEWING OF CURRENT MEMBERS, FORMER OR LAPSED MEMBERS, AND PROSPECTIVE MEMBERS INCLUDING POLICYMAKERS, PRACTITIONERS ACROSS THE CRIMINAL JUSTICE SYSTEM, JOURNALISTS, EDUCATORS, STUDENTS AND ACTIVISTS. THROUGH THE YEARS, SUPPORT FROM JIRN HAS ALLOWED SACS TO CONDUCT RIGOROUS UP-TO-DATE ANALYSES, WRITE COMPREHENSIVE REPORTS, AND DISSEMINATE THOSE REPORTS TO A RELEVANT LARGE AUDIENCE. JIRN HAS ALSO BEEN ABLE TO FOSTER RELATIONSHIPS FOR SACS WITH THE BUREAU OF JUSTICE STATISTICS, RESEARCH ORGANIZATIONS, UNIVERSITIES, AND OTHER SACS. THE CONTINUED INVOLVEMENT OF JIRN IS INVALUABLE FOR SACS TO MAINTAIN THEIR HIGH QUALITY OF ANALYSIS AND WRITING AS WELL AS ENSURE THAT THE WORK BEING DONE IS PROMOTED AND DISSEMINATED TO A WIDER AUDIENCE.

BY GENERATING MORE KNOWLEDGE ABOUT STRATEGIES FOR SERVING VICTIMS AND HOLDING OFFENDERS ACCOUNTABLE, COMMUNITIES THAT BENEFIT FROM VIOLENCE AGAINST WOMEN ACT (VAWA) FUNDING WILL BE BETTER EQUIPPED TO ALIGN THEIR WORK WITH PRACTICES THAT ARE KNOWN TO BE EFFECTIVE, AND THEY WILL BE MORE CAPABLE OF BUILDING EMPIRICAL KNOWLEDGE ON THE EFFICACY OF NEW AND PROMISING WAYS OF MAKING COMMUNITIES SAFER. JUSTICE INFORMATION RESOURCE NETWORK, INC. WILL PARTNER WITH THE NATIONAL RESOURCE CENTER ON DOMESTIC VIOLENCE TO CONDUCT THIS STUDY OF A FLEXIBLE FINANCIAL ASSISTANCE MODEL THAT IS DESIGNED TO INCREASE SURVIVORS' SAFETY, DISRUPT THE CYCLE OF HOMELESSNESS, AND ADDRESS OBSTACLES TO ACCESSING AND MAINTAINING HOUSING. FOCUSED ON TWO CULTURALLY SPECIFIC DOMESTIC VIOLENCE ORGANIZATIONS IN THE SOUTHEASTERN REGION OF THE UNITED STATES, THE STUDY WILL EMPLOY A CULTURALLY RESPONSIVE AND EQUITABLE EVALUATION APPROACH, PRIORITIZING THE PERSPECTIVES OF HISTORICALLY UNDERSERVED AND MARGINALIZED POPULATIONS IN THE EXAMINATION OF THE FLEXIBLE FINANCIAL ASSISTANCE MODEL. AS SUCH, THE JUSTICE RESEARCH AND STATISTICS ASSOCIATION (JRSA), IN COLLABORATION WITH THE AMERICAN PROBATION AND PAROLE ASSOCIATION (APPA), PROPOSES TO CONDUCT A SURVEY OF STATE PAROLE AGENCIES ON REENTRY SERVICES (SSPARS). THE PURPOSE OF THE PROPOSED PROJECT IS TO DEVELOP, TEST, AND ADMINISTER THE SSPARS INSTRUMENT AND DELIVER THE CLEANED DATA FILE AND CODEBOOK TO BJS. THE GOAL OF THE SURVEY IS TO GENERATE NATIONAL- AND STATE-LEVEL STATISTICS ON THE TYPES OF TREATMENT PROGRAMS, HOUSING AND EMPLOYMENT ASSISTANCE, AND OTHER REENTRY SERVICES RECEIVED BY ADULTS ON PAROLE SUPERVISION IN THE 50 STATES AND THE DISTRICT OF COLUMBIA.
