LEGAL ASSISTANCE INCLUDES ASSISTANCE TO VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING IN: A) FAMILY, TRIBAL, TERRITORIAL, IMMIGRATION, EMPLOYMENT, ADMINISTRATIVE AGENCY, HOUSING MATTERS, CAMPUS ADMINISTRATIVE, OR PROTECTION OR STAY AWAY ORDER PROCEEDINGS, AND OTHER SIMILAR MATTERS; B) CRIMINAL JUSTICE INVESTIGATIONS, PROSECUTIONS, AND POST-TRIAL MATTERS (INCLUDING SENTENCING, PAROLE, AND PROBATION) THAT IMPACT THE VICTIMS SAFETY AND PRIVACY; C) ALTERNATIVE DISPUTE RESOLUTION, RESTORATIVE PRACTICES, OR OTHER PROCESSES INTENDED TO PROMOTE VICTIM SAFETY, PRIVACY, AND AUTONOMY; AND D) POST-CONVICTION RELIEF PROCEEDINGS IN STATE, LOCAL, TRIBAL, OR TERRITORIAL COURT WHERE THE CONVICTION OF A VICTIM IS RELATED TO OR ARISING FROM DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, STALKING, OR SEX TRAFFICKING. 34 U.S.C. 12291(A)(24)(C). THE LAV GRANT PROGRAMS EXPANDING LEGAL SERVICES INITIATIVE (ELSI) IS INTENDED TO ENABLE ELIGIBLE ORGANIZATIONS THAT DO NOT CURRENTLY OFFER LEGAL SERVICES TO ESTABLISH A PROGRAM THAT PROVIDES LEGAL REPRESENTATION TO VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING. THROUGH THIS NEW LEGAL ASSISTANCE FOR VICTIMS EXPANDING LEGAL SERVICES INITIATIVE PROJECT, SAAHAS FOR CAUSE WILL PLAN AND IMPLEMENT A COMPREHENSIVE LEGAL SERVICES PROGRAM TO PROVIDE REPRESENTATION IN FAMILY LAW CASES TO VICTIMS AND SURVIVORS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND/OR STALKING IN LOS ANGELES AND ORANGE COUNTIES IN CALIFORNIA.

THIS PROGRAM SUPPORTS THE MAINTENANCE AND REPLICATION OF EXISTING SUCCESSFUL COMMUNITY-BASED PROGRAMS PROVIDING CULTURALLY SPECIFIC SERVICES TO VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING, AS WELL AS THE DEVELOPMENT OF INNOVATIVE CULTURALLY SPECIFIC STRATEGIES TO ENHANCE ACCESS TO SERVICES AND RESOURCES FOR VICTIMS WHO FACE OBSTACLES TO USING MORE TRADITIONAL PROGRAMS. CULTURALLY SPECIFIC SERVICES MEANS COMMUNITY-BASED SERVICES THAT INCLUDE CULTURALLY RELEVANT AND LINGUISTICALLY SPECIFIC SERVICES AND RESOURCES TO CULTURALLY SPECIFIC COMMUNITIES WHICH ARE STATUTORILY DEFINED AS AMERICAN INDIANS (INCLUDING ALASKA NATIVES, ESKIMOS, AND ALEUTS); ASIAN AMERICANS; NATIVE HAWAIIANS AND OTHER PACIFIC ISLANDERS; BLACKS; AND HISPANICS. PROJECTS MUST ADDRESS AT LEAST ONE OF THE PROGRAMS STATUTORY PURPOSE AREAS. THROUGH THIS NEW CULTURALLY SPECIFIC SERVICES PROGRAM PROJECT, SAAHAS FOR CAUSE WILL IMPLEMENT A PROJECT ADDRESSING THE FOLLOWING PURPOSE AREAS: PURPOSE AREA 2- INCREASING COMMUNITIES CAPACITY TO PROVIDE CULTURALLY SPECIFIC RESOURCES AND SUPPORT FOR VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING CRIMES AND THEIR FAMILIES; PURPOSE AREA 5 - WORKING IN COOPERATION WITH THE COMMUNITY TO DEVELOP EDUCATION AND PREVENTION STRATEGIES HIGHLIGHTING CULTURALLY SPECIFIC ISSUES; AND PURPOSE AREA 7 - PROVIDING CULTURALLY SPECIFIC RESOURCES AND SERVICES THAT ADDRESS THE SAFETY, ECONOMIC, HOUSING, AND WORKPLACE NEEDS FOR THE SOUTH ASIAN COMMUNITY IN LOS ANGELES AND ORANGE COUNTIES, CALIFORNIA. YOUTH EMPOWERMENT SOCIETY COALITION - NEARLY EVERY AUTHORITY ON HEALTHY YOUTH DEVELOPMENT CONCURS, YOUTH MOST OFTEN ENGAGE IN UNHEALTHY AND RISKY, EVEN DELINQUENT AND POTENTIALLY VIOLENT, BEHAVIORS WHEN THEY FEEL THAT: 1) THEY DON’T BELONG TO A VALUED SOCIETAL GROUP; 2) WHEN THEY DON’T HAVE WELL-DEFINED AND HEALTHY RELATIONSHIPS WITH ADULTS; 3) WHEN THEY DON’T HAVE A POSITIVE SENSE OF SELF AND SELF-ESTEEM; 4) WHEN THEY FEEL PHYSICALLY UNSAFE; AND 5) WHEN THEY DON’T THINK THEIR EFFORTS TODAY WILL BE REWARDED WITH OPPORTUNITIES IN THE FUTURE. MENTORING, PREVENTION, AND WORKFORCE DEVELOPMENT PROGRAMS OFFERED BY THE DANA FOUNDATION HAVE THE GOAL TO ESTABLISH AND SUSTAIN LASTING, STRUCTURED RELATIONSHIPS WITH CLIENTS WHILE MENTORS PROVIDE CONSISTENT AND ON-GOING COUNSEL, AND MODELING OF HEALTHY AND PRODUCTIVE CITIZENSHIP. THE PURPOSE OF THIS GRANT PROGRAM IS A COMPREHENSIVE COMMUNITY-BASED PRIMARY PREVENTION PLAN FOR PREVENTING, DELAYING, AND REDUCING SUBSTANCE USE THROUGHOUT THE COMMUNITY, PRIMARILY AMONG YOUTH THE PROGRAMS OFFERED WILL PROVIDE EDUCATION AND MESSAGING TO PREVENT, DELAY AND REDUCE ALCOHOL, TOBACCO, AND DRUG USE THROUGH PROGRAMMING FOCUSING ON PREVENTION, HEALTH AND WELLNESS, WORKFORCE DEVELOPMENT, AND COMMUNITY SAFETY. THE DANA FOUNDATION IS UNDERTAKING VITAL WORK IN A COMMUNITY WITH DIVERSE DEMOGRAPHICS AND SIGNIFICANT CHALLENGES. BY FOCUSING ON PREVENTING YOUTH SUBSTANCE USE, THE COALITION AIMS TO FOSTER COLLABORATION AMONG VARIOUS STAKEHOLDERS TO CREATE A SAFER AND HEALTHIER ENVIRONMENT FOR ITS RESIDENTS, ESPECIALLY THE YOUTH WHO WILL BE THE FUTURE LEADERS OF THE COMMUNITY. ALLEN COUNTY'S DEMOGRAPHIC MAKEUP, INCLUDING ITS SUBSTANTIAL REFUGEE POPULATION, ADDS LAYERS OF COMPLEXITY TO THEIR MISSION, AS DANA FOUNDATION SERVES SOME OF THE MOST AT-RISK AND IMPOVERISHED POPULATIONS IN ALLEN COUNTY. ALLEN COUNTY'S GEOGRAPHICAL SIZE PRESENTS LOGISTICAL HURDLES, ESPECIALLY CONCERNING TRANSPORTATION, WHICH MUST BE ADDRESSED IN THE COALITION'S STRATEGIES. SETTING S PECIFIC TARGETS FOR REACHING YOUTH AND PARENTS IS A COMMENDABLE APPROACH, EMPHASIZING THE IMPORTANCE OF EARLY INTERVENTION AND COMMUNITY ENGAGEMENT. HOWEVER, ACHIEVING THESE GOALS WILL REQUIRE SUSTAINED EFFORT, RESOURCES, AND COLLABORATION OVER SEVERAL YEARS. IN ADDRESSING THESE CHALLENGES, THE DANA FOUNDATION CAN DRAW UPON FORT WAYNE'S REPUTATION AS A CITY WHERE COLLABORATION AND COMMUNITY SPIRIT THRIVE. LEVERAGING EXISTING NETWORKS AND PARTNERSHIPS, ALONG WITH THE COMMUNITY'S APPROACHABILITY AND RESPONSIVENESS, WILL BE INSTRUMENTAL IN IMPLEMENTING EFFECTIVE STRATEGIES TO COMBAT SUBSTANCE ABUSE. AS THE "CROSSROADS OF AMERICA," ALLEN COUNTY FACES NOT ONLY THE BENEFITS BUT ALSO THE DRAWBACKS OF ITS STRATEGIC LOCATION, INCLUDING THE RISK OF DRUG TRAFFICKING. BY RECOGNIZING AND ADDRESSING THESE REALITIES, THE COALITION CAN DEVELOP COMPREHENSIVE PREVENTION MEASURES THAT CONSIDER BOTH LOCAL DYNAMICS AND BROADER REGIONAL INFLUENCES. OVERALL, THE DANA FOUNDATION PREVENTION INITIATIVE HOLDS PROMISE IN MAKING SIGNIFICANT STRIDES TOWARD REDUCING SUBSTANCE ABUSE AMONG YOUTH IN ALLEN COUNTY. BY MOBILIZING STAKEHOLDERS, LEVERAGING COMMUNITY STRENGTHS, AND ADOPTING A TARGETED APPROACH, THE COALITION CAN WORK TOWARDS CREATING A SAFER AND HEALTHIER FUTURE FOR ITS RESIDENTS.
