DESCRIPTION:THIS ASSISTANCE AGREEMENT PROVIDES FUNDING UNDER THE INFLATION REDUCTION ACT (IRA) TO GREEN AND HEALTHY HOMES INITIATIVE, A REGIONAL GRANTMAKER. THIS PROGRAM FUNDS COMMUNITY-BASED ORGANIZATIONS THAT ARE ADVANCING ENVIRONMENTAL JUSTICE INITIATIVES IN THEIR RESPECTIVE COMMUNITIES. THE PROGRAM SEEKS TO MINIMIZE THE ADMINISTRATIVE AND PROCEDURAL BURDEN OF APPLYING FOR FEDERAL GRANTS AND REDUCE THE OVERALL BURDEN OF MANAGING FUNDS THROUGHOUT THE SUBGRANT PROCESS. REGIONAL GRANTMAKERS, AS PASS-THROUGH ENTITIES, ARE REQUIRED TO REDISTRIBUTE 80 PERCENT OF TOTAL FUNDS AWARDED (I.E., 40 MILLION) TO COMMUNITIES THROUGH COMPETITIVE AND NONCOMPETITIVE SUBGRANTS. THE REMAINING 2 MILLION WILL BE USED FOR ADMINISTRATION AND CLOSEOUT COSTS. ACTIVITIES:ACTIVITIES IN THE SUBSEQUENT AWARD PHASE INCLUDE AWARDING 171 SUBGRANTS. APPLICATIONS WILL BE REVIEWED ON A ROLLING BASIS BY REVIEW PANELS TO INCLUDE ASSIGNED GHHI GRANT PROJECT STAFF AND TECHNICAL ASSISTANCE (TA) PROVIDER STATUTORY PARTNERS ORGANIZATIONS. ADDITIONAL ACTIVITIES INCLUDE REPORTING ON PROGRAM OVERSIGHT, MANAGEMENT AND EVALUATIONS FOR MEASURING SUCCESS OF SUBAWARD PROGRAM, CONDUCTING ADVISORY BOARD MEETINGS AND ENGAGING COMMITTED PARTNERS, IDENTIFYING NEEDS OF SUBRECIPIENTS AND PROGRAM OFFICERS TO PROVIDE RESPONSIVE TECHNICAL ASSISTANCE, DEVELOPING AND IMPLEMENTING GRANT APPLICATION AND MANAGEMENT SOFTWARE, CONDUCTING OUTREACH AND GATHERING INPUT FROM COMMUNITIES ON THEIR SUPPORT NEEDS. GHHI WILL TRACK MILESTONES, SUCH AS DAYS BETWEEN SUBAWARD EXECUTION AND INITIAL DISBURSEMENTS, AND WILL COMPLETE ACTIVITIES, SUCH AS PREPARATION, OUTREACH, OPEN CALL FOR PROPOSALS, SUPPORT DURING APPLICATION, EVALUATION PROCESS AND POST-AWARD EVALUATION. GHHI'S FINANCE AND ACCOUNTING TEAM WILL TRACK INVOICES, DISBURSEMENTS, AND OUTSTANDING PAYMENTS. PROGRAM MATERIALS DEVELOPED TO SUPPORT THE TCGM PROGRAM WILL BE REVIEWED FOR TECHNICAL ACCURACY AND QUALITY BY THE PROJECT DIRECTOR, PROJECT MANAGER OR OTHER TECHNICAL STAFF. ALL TCGM MATERIALS MUST UNDERGO A QA/QC REVIEW BY THE REGION 3 QUALITY ASSURANCE MANAGER (QAM) AND EPA PRIOR TO USE. PRIOR TO THE START OF APPLICABLE ACTIVITIES, GHHI WILL SUBMIT COOPERATIVE PLANS FOR PROJECT OFFICER REVIEW REGARDING CAP AMOUNT AWARD POLICY, CONFLICT OF INTEREST AND HUMAN SUBJECTS RESEARCH. SUBRECIPIENT:CORE TECHNICAL ASSISTANCE (TA) PROVIDERS WILL PROVIDE ASSISTANCE AND TOOLS TO INFORM THE EFFORTS OF GRANTEES UNDER THE TCGM PROGRAM. CORE TA PROVIDERS INCLUDE CHILDREN'S NATIONAL, HOWARD UNIVERSITY, AND 18 TBD TA PROVIDERS BASED ON THE NEEDS EXPRESSED BY APPLICANTS. IF ANY TCGM GRANT FUNDS ARE AWARDED FOR ADDITIONAL TECHNICAL ASSISTANCE SERVICES TO AN EXISTING TECHNICAL ASSISTANCE PROVIDER SUBAWARDEE UNDER THE GRANT, GHHI WILL NOT CHARGE ADDITIONAL INDIRECT COSTS TO THE GRANT FOR THAT TECHNICAL ASSISTANCE PROVIDER AFTER THE INITIAL 25,000 DOLLARS IN TOTAL DIRECT COSTS HAVE BEEN EXPENDED. CHILDREN'S NATIONAL WILL PROVIDE A REGISTRY OF PEDIATRIC PATIENTS WITH ASTHMA IN DC REGION, AND A HEALTHY HOUSING MAP OVERLAYING PEDIATRIC ASTHMA MORBIDITY AND ASTHMA-RELATED HEALTH HAZARDS. PURPOSE: THE OVERALL PURPOSE OF THE OLDER ADULT HOME MODIFICATION PROGRAM (OAHMP) IS TO ASSIST EXPERIENCED NONPROFIT ORGANIZATIONS, STATE AND LOCAL GOVERNMENTS, AND PUBLIC HOUSING AUTHORITIES IN UNDERTAKING COMPREHENSIVE PROGRAMS THAT MAKE SAFETY AND FUNCTIONAL HOME MODIFICATIONS REPAIRS AND RENOVATIONS TO MEET THE NEEDS OF LOW-INCOME ELDERLY HOMEOWNERS. THE GOAL OF THE HOME MODIFICATION PROGRAM IS TO ENABLE LOW-INCOME ELDERLY PERSONS TO REMAIN IN THEIR HOMES THROUGH LOW-COST, LOW BARRIER, HIGH IMPACT HOME MODIFICATIONS TO REDUCE OLDER ADULTS’ RISK OF FALLING, IMPROVE GENERAL SAFETY, INCREASE ACCESSIBILITY, AND TO IMPROVE THEIR FUNCTIONAL ABILITIES IN THEIR HOME. THIS WILL ENABLE OLDER ADULTS TO REMAIN IN THEIR HOMES, THAT IS, TO “AGE IN PLACE,” RATHER THAN MOVE TO NURSING HOMES OR OTHER ASSISTED CARE FACILITIES.; ACTIVITIES TO BE PERFORMED: HUD’S OFFICE OF LEAD HAZARD CONTROL AND HEALTHY HOMES IS MAKING AVAILABLE GRANT FUNDS AND TRAINING RESOURCES TO NON-FEDERAL ENTITIES. UNDER THE OAHMP AWARD, EXPERIENCED NONPROFIT ORGANIZATIONS, STATE AND LOCAL GOVERNMENTS, AND PUBLIC HOUSING AUTHORITIES WILL DELIVER HOME MODIFICATION SERVICES TO QUALIFIED BENEFICIARIES. THE OAHMP MODEL FOCUSES ON LOW-COST, HIGH-IMPACT HOME MODIFICATIONS. EXAMPLES OF THESE HOME MODIFICATIONS INCLUDE INSTALLATION OF GRAB BARS, RAILINGS, AND LEVER-HANDLED DOORKNOBS AND FAUCETS, AS WELL AS THE INSTALLATION OF ADAPTIVE EQUIPMENT, SUCH AS TEMPORARY RAMP, TUB/SHOWER TRANSFER BENCH, HANDHELD SHOWER HEAD, RAISED TOILET SEAT, RISERS FOR CHAIRS AND SOFAS, AND NON-SLIP STRIPS FOR TUB/SHOWER OR STAIRS. THE OAHMP MODEL PRIMARILY RELIES ON THE EXPERTISE OF A LICENSED OCCUPATIONAL THERAPIST (OT) TO ENSURE THAT THE HOME MODIFICATION ADDRESSES THE CLIENT’S SPECIFIC GOALS AND NEEDS AND PROMOTES THEIR FULL PARTICIPATION IN DAILY LIFE ACTIVITIES. THE OT IS TRAINED TO EVALUATE CLIENTS’ FUNCTIONAL ABILITIES AND THE HOME ENVIRONMENT AND HAS KNOWLEDGE OF THE RANGE OF LOW-COST, HIGH-IMPACT ENVIRONMENTAL MODIFICATIONS AND ADAPTIVE EQUIPMENT USED TO OPTIMIZE THE HOME ENVIRONMENT AND INCREASE INDEPENDENCE. THE GRANTEES, WHICH ARE EXPERIENCED IN PROVIDING SERVICES TO SENIORS, WILL DELIVER HOME MODIFICATION SERVICES TO MORE THAN 1,900 SENIOR FAMILIES IN BOTH URBAN COMMUNITIES AND COMMUNITIES WITH SUBSTANTIAL RURAL POPULATIONS.; EXPECTED OUTCOMES: PROVIDED THROUGH HUD’S OLDER ADULTS HOME MODIFICATION PROGRAM (OAHMP), THESE GRANTS ENABLE LOW-INCOME ELDERLY PERSONS TO REMAIN IN THEIR HOMES THROUGH LOW-COST, LOW BARRIER, HIGH IMPACT HOME MODIFICATIONS TO REDUCE OLDER ADULTS’ RISK OF FALLING, IMPROVE GENERAL SAFETY, INCREASE ACCESSIBILITY, AND IMPROVE THEIR FUNCTIONAL ABILITIES IN THEIR HOME. THE MAIN OBJECTIVE OF THIS PROJECT IS TO EDUCATE MARYLANDERS ABOUT CLIMATE CHANGE, ACTIONS THAT CAN BE TAKEN TO REDUCE A HOUSEHOLD'S GREENHOUSE GAS EMISSIONS, AND RESOURCES THAT ARE AND COULD BE AVAILABLE TO ASSIST WITH CLIMATE ACTION.SUBRECIPIENT:GHHI WILL ALSO IDENTIFY AND ENGAGE COMMUNITY AMBASSADORS, WHICH ARE PARENTS AND GRASSROOTS COMMUNITY ORGANIZATIONS WHO ARE SUPPORTED VIA STIPEND TO WORK WITH OUR COMMUNICATIONS/DIGITAL MEDIA TEAM, AND GHHI PROFESSIONALS IN THE CREATION OF A MULTI-MEDIA ELECTRIFICATION OUTREACH AND EDUCATION PLATFORM THAT MESSAGES EFFECTIVELY TO THE TARGET AUDIENCES - MARYLAND RESIDENTS AND HOMEOWNERS. THIS TYPE OF ENGAGEMENT ALSO LEADS TO LONG-TERM RELATIONSHIPS WITH COMMUNITY AMBASSADORS, THAT CONTINUE TO DRIVE EFFECTIVE HEALTHY HOMES OUTREACH, EDUCATION, AND SERVICE DELIVERY. GHHI WILL CONDUCT A BRIEF SELECTION PROCESS FOR COMMUNITY AMBASSADORS, AND MOVE TO ENGAGE THESE PARTNERS THROUGH A STIPEND OF UP TO $500 TO INDIVIDUALS AND $1,000 TO GRASSROOTS, COMMUNITY-BASED ORGANIZATIONS, WITH THE SPECIFIC INTENTION OF BUILDING A TEAM TO INFORM OUTREACH MATERIALS FOR ELECTRIFICATION EDUCATION, AND BUILDING CAPACITY FOR ONGOING ENGAGEMENT WITH ELECTRIFICATION EFFORTS AND EVENTS. THE COMMUNITY AMBASSADORS WILL RECRUIT MEMBERS OF THE COMMUNITY TO PARTICIPATE IN THE PROGRAM AND ENSURE ALL PARTICIPATION REQUIREMENTS ARE MET BEFORE GHHI PROVIDES PARTICIPATION INCENTIVES TO COMMUNITYMEMBERS. TO RECEIVE INCENTIVES PARTICIPANTS MUST COMPLETE A PRE-ASSESSMENT, ATTEND A COMMUNITY TRAINING, AND COMPLETE A POST-ASSESSMENT AND SURVEY.OUTCOMES:THE SHORT-TERM OUTCOME WILL BE GRASSROOTS, CROSS-SECTOR. ADVOCACY TO ADVANCE HEALTHY, CLIMATE CHANGE-RESILIENT HOUSING IN THE STATE. AN INTERMEDIATE OUTCOME WILL BE IMPLEMENTATION OF HOUSING POLICIES AND PROGRAM PRACTICES IN THE STATE THAT ARE COLLABORATIVE, HEALTH PROTECTIVE AND COMMUNITY INFORMED. A LONG-TERM OUTCOME WILL BE A POSITIVE IMPACT ON HEALTH AND HOUSING OUTCOMES FOR VULNERABLE COMMUNITIES AND INCREASED PROTECTION AGAINST THE IMPACTS OF CLIMATE CHANGE. THE BENEFICIARIES ARE THE COMMUNITIES WITHIN BALTIMORE, PRINCE GEORGE, AND MONTGOMERY COUNTIES.

THE PROJECT WILL REDUCE EXPOSURE TO HAZARDOUS CONDITIONS IN HOUSING IN THE CITY OF BALTIMORE, INCLUDING AIR AND WATER POLLUTANTS THAT ARE PREVALENT IN HISTORICALLY UNDERSERVED NEIGHBORHOODS OF THE CITY WITH HIGH CONCENTRATIONS OF LOW AND MODERATE HOUSEHOLD INCOMES AND BLACK AND LATINO RESIDENTS. ACTIVITIES: THIS PROJECT WILL INCLUDE COMMUNITY-WIDE OUTREACH AND EDUCATION, WORKFORCE TRAINING, IN-HOME HOUSING ENVIRONMENTAL ASSESSMENTS, AND HAZARD REMEDIATION RESOURCE COORDINATION. PROJECT ACTIVITIES WILL INCLUDE CONDUCTING 20 COMMUNITY TRAININGS TO DELIVER PUBLIC EDUCATION ON AIR AND WATER QUALITY ISSUES IN HOUSING, CONDUCTING IN-HOME HOUSING ASSESSMENTS AND RESIDENT EDUCATION SERVICES FOR 100 HOUSEHOLDS, AND PROVIDING 100 CLIENTS WITH REFERRAL AND CASE MANAGEMENT SUPPORT TO ACCESS HAZARD REMEDIATION SERVICES THAT ADDRESS AIR AND WATER QUALITY ISSUES. OUTCOMES: GHHI ANTICIPATES THIS PROJECT WILL REDUCE ENVIRONMENTAL HAZARDS IN 100 HOUSING UNITS, INCREASE CONTROL OF CHRONIC RESPIRATORY CONDITIONS PREVALENT IN BALTIMORE, REDUCE EXPOSURE TO LEAD HAZARDS, AND IMPROVE HOUSING CODE COMPLIANCE IN AREAS OF THE CITY WITH KNOWN HOUSING DEFICIENCIES THAT NEGATIVELY IMPACT HEALTH OUTCOMES. RESIDENTS OF THE CITY OF BALTIMORE ARE THE DIRECT BENEFICIARIES OF THIS GRANT. THE GREEN AND HEALTHY HOMES INITIATIVE (GHHI), FOUNDED IN 1986, SERVES THE BALTIMORE, MD COMMUNITY BY PROVIDING COMPREHENSIVE HOUSING ASSESSMENT AND INTERVENTION SERVICES. CLEAN AIR ACT 103(B)(3): PEOPLE WITH MODERATE-TO-SEVERE OR UNCONTROLLED ASTHMA ARE MORE LIKELY TO BE HOSPITALIZED FROM COVID-19. AIR POLLUTION MAY CONTRIBUTE TO ASTHMA. BY ADDRESSING AIR POLLUTION IN CAA 103(B)(3) PROJECTS, THE CHANCES OF SEVERE ILLNESS FROM COVID-19 ARE REDUCED. THIS PROJECT ADDRESSES THE CAA 103(B)(3) BY REDUCING ENVIRONMENTAL HAZARDS IN THE HOME ENVIRONMENT, INCREASING CONTROL OF CHRONIC RESPIRATORY DISEASES, AND DECREASING RISKS OF SEVERE ILLNESS FROM COVID-19. SAFE DRINKING WATER ACT 1442: HANDWASHING IS A WELL-ACCEPTED APPROACH TO COMBATING THE SPREAD OF COVID-19 AND CLEAN WATER IS NECESSARY FOR THE PROPER WASHING OF HANDS. SDWA 1442 GRANT PROJECTS CONTRIBUTE TO PROVIDING CLEAN WATER FOR HANDWASHING IN COMBATTING THE SPREAD OF COVID-19. THIS PROJECT ADDRESSES THE SDWA 1442 BY DELIVERING COMPREHENSIVE HEALTH SERVICES IN THE HOME, ALLOWING ACCESS TO CLEAN AND SAFE WATER SUITABLE FOR DRINKING AND HANDWASHING, PREVENTING THE SPREAD OF COVID-19.
